ordinance and then work on the issue with public safety. but i do think that is a possible way to move through this. that is what i have at the moment supervisor campos: i think that depends on exactly what the language is that you have in mind. i would be open to that. the one thing i want to avoid is taking an action that somehow implies that you had a criminal record that a means you are not an appropriate candidate for employment in this industry. i think we have an example of people who, in fact, have that record and have, indeed, performed very well. any language that does that would be welcome. supervisor avalos: thank you,
2:31 pm
mr. chairman. i want to support this legislation and move its forward. to the value that we are trying to put new systems in place for security in our parking lots. to the idea that we had in committee it was that we would work on it in committee. i have already reached out to the police department to let them know that i want to change this legislation. and supervisor kim is all -- is also interested in as -- in at this as well. i feel comfortable living for and then coming back with a new version that we can pass -- moving forward and then coming back with a new version that we can pass. to indicate my preference about the legislation, i want to vote divided file, so i can oppose this language. but move the rest of the file forward. president chiu: i did not take

myself off the roster. supervisor olague: as a member of the public safety committee, i was there for that discussion and i have the same perspective as supervisor avalos and i am comfortable moving it ahead. gregg's -- >> seeing none discussion about why we have -- do what supervisor avalos suggested it, two different roads. madam clerk? >supervisor avalos: aye. supervisor campos: aye. president chiu: aye. supervisor chu: aye. supervisor cohen: aye. supervisor elsbernd: aye. supervisor farrell: aye. supervisor kim: aye. supervisor mar: aye. supervisor olague: aye. supervisor weiner: aye.

attorney's office with this as to whether it requires us to refer back to committee. it was the original title of the ordinance that we had put through the board the first time. we want to retain that name for legislation as well. again, i can see that members of the audience have worked very closely and have worked diligently. i want to thank them and we're really excited about its final passage next tuesday. president chiu: supervisor kim has made the motion and she has described. is there a second? seconded by supervisor, los -- supervisor campos. without objection to bypass. >supervisor avalos: aye. supervisor campos: aye. president chiu: aye. supervisor chu: aye.

[applause] item 24. >> an amendment to the board of directors. supervisor weiner: this actually begins a series of four exceptional candidates nominated by the mayor, or renominated. i want to thank the mayor for doing so. with respect to mr. heinicke, i have worked closely with him on a number of issues and he is
2:37 pm
someone who takes having good transportation in this city incredibly seriously. he understands the need for reform. he understands the need of reform for our tax system to make sure that we have adequate service for the public. and he is exactly the kind of person who needs to be on the mta board of directors. i thank the mayor for reappointing him. i thank him for his service. and i will be enthusiastically supporting the nomination today. president chiu: colleagues, can we take this same house, same call. without objection, the motion is approved. item 25. >> confirming the appointment of the mayor's appointment of thomas mazzucco to the commission. president chiu: same house, same

call. item is approved. item 26. >> item nominating and appointing amelia jaunt to the help commission. supervisor kim: i do want to speak on the two new appointees that the mayor has appointed. i have been a longtime pan -- fan of ms. cecilia chung and i think she is going to be a valuable to the health services commission. it is good to have someone who has been a quiet and a patient in the public health system, someone who has been through many of our clinics and shelter system, and on top of that, been an advocate an expert on a variety of health issues. we're really excited to work with her on a variety of issues in our district and our city. i want to congratulate the mayor on this appointment. president chiu: can we take this item same house, same call?

without objection, this motion is approved. >> item 27 is from the rules committee without recommendation. a motion reaffirming the appointment of suzy loftus to the police commission. president chiu: before folks speak i want to abolish all the folks that i know are here in support of the various -- i want to acknowledge all of the folks that i know are here in support of the various appointees. i would like to recognize, of paris. good to have you here. [applause] supervisor cohen. supervisor cohen: thank you. i would like to say, susie, if you could see the number of folks lining up to speak today competent it is a validation -- to speak today, it is a validation of the clear support. i want to say thank you to the mayor's office for putting up a fantastic allied in the women's

community. i have been working with susie for years and i'm delighted to continue to work with your as we continue to address many of the public safety committee -- needs. she continues to serve as a role model not only to her daughters, but the daughters of all of san francisco. i enthusiastically supporting her today. supervisor weiner: i also strongly support ms. loftus. she will be a real asset to the commission. i was really surprised that she came out of rules with no recommendation, because it is harder -- hard to think of a more qualified candidates. these commissions are often thankless jobs, especially the police commission where you are subject to a lot of criticism. it is an enormous amount of work and i think we should be honored that susie is that -- is willing to do this. she understands the importance
2:41 pm
of effective and strong law enforcement, but also understands the importance of having a law enforcement with credibility in the community as the perfect balance. at 4 to working with you. supervisor campos: let me -- before i talk about this appointment, i do want to just say a few words about the prior item. i was very sick route -- very proud to support his reappointment. he has demonstrated he can work with all sides of the political spectrum. his leadership on the police commission has been very useful. instead -- in terms of susie left is, this is something that came before the rules committee. and i want to thank ms. loftus for her participation in the discussion that was had at the rules committee. i was certainly very impressed with the presentation. the reason why it came out without a recommendation is because we did not want to have
2:42 pm
further discussion about the various issues with police oversight. i want to thank ms. loftus for reaching out and having that more in-depth discussion. i was very impressed with the conversation. i can see why so many of the people who are here and have appeared before the rules committee have come out to support her. one of the things that i was really impressed with, which i think goes to the core of what police/civilian oversight means is her understanding that at the end of the day, a police department is only as effective as it has the trust of the community. and that is where civilian oversight comes in. to have that trust, sometimes you do have to ask tough questions and you do have to reach out to see what members of different communities -- and we have very diverse communities -- think about different issues. and i'm confident that ms.
2:43 pm
loftus will be the kind of police commissioner to make that happen. i am proud to support her nomination today. supervisor kim: at rules committee we have the pleasure of getting to hear intimately from various people that are being nominated to serve on our commissions and our bodies. it is a pleasure to see the caliber of candidates that we are able to appoint. i think susy loftus is definitely one of them. i want to express my support for ms. loftus today. i believe you are here with two of your daughters? just one of her three daughters. she is a public-school parents. and i think it is important for a woman to be on the police commission. she is a san francisco native and someone who works in the southeast sector where we do see a lot of violent, and who works with our young people. having someone with that balance on the police commission will be
2:44 pm
incredibly important. we have a long discussion about what the civilian oversight role of the police commission that came out of the rules committee, i think that has sparked some interesting conversations. but i was very impressed by some of the ideas that ms. loftus has brought. including some of our non-pilot crimes, whether it is white collar -- non-violent crimes, whether its white-collar crime or others, we can concentrate our efforts on those. all of those things are incredibly important to our community members. i'm proud to support her today. supervisor olague: i also want to echo my support for ms. loftus. we support -- we receive a lot of e-mail from members of the district. particularly in the valley where we are well-known and popular. i think that we, that was the
2:45 pm
only issue that outpaced the number of deals that we receive on parking. that was a big thing, to actually read letters that had to do with more than that. if you did not already know, i just wanted to let you know that you are well respected in the valley community. it was overwhelming to see the number of females that we received in support of you. -- the number of e-mails we received in support of you. i'm sure there will be no problem getting you through this process. congratulations in advance. president chiu: unless there any other speakers on the roster, let's take a roll-call vote. supervisor avalos: aye. supervisor campos: aye. president chiu: aye. supervisor chu: aye. supervisor cohen: aye. supervisor elsbernd: aye. supervisor farrell: aye. supervisor kim: aye.

i wanted to thank the mayor's office and the department for a very generous contribution that allows us to expand electric vehicle charging stations. also, from google and from column technology as well for expanding our electrical vehicle capacity in the city and making sure we're part of a regional network in the electric vehicles. i also wanted to briefly announce that some 20 years ago today on may day, 1982, the asia-pacific american labor alliance was born. i was -- i am proud to be one of the early members. it also was a time of turmoil within the labor movement, but i wanted to thank some of our former leaders, like beverly,

2:52 pm
to combat wage staffed -- theft by trading a wage theft task force in san francisco. i would like to thank supervisor mar, supervisor chu, supervisor avalos, supervisor campos and supervisor olague. we unanimously created and passed last year legislation and enhances the powers of office labor standards when it comes to white -- fighting wage theft. this task force will address legislative solutions that may be needed to address wage that and whether or not additional studies or research or data is required, and also will provide an opportunity for city departments, worker advocates and responsible businesses to
2:53 pm
coordinate their efforts to combat wage that in san francisco. national and local studies show that wage that remains a pervasive problem, a problem that causes harm to workers, the government, and responsible businesses. when an employer skirts and employment laws, he or she denies it an employee's right to earn a fair wage. they also wrap -- rob government of much needed tax revenue. and they also gain an unfair competitive advantage over businesses that are actually following the law and the rules. this legislation would make sure that we as a city have a more coordinated effort to combat wage staffed. -- wage theft. i also want to thank the workers alliance for helping to create this piece of legislation, for their consistent advocacy on behalf of workers, and on behalf of the small businesses and many
2:54 pm
businesses in this city that are playing by the rules. i also want to thank the chamber of commerce for their comments on this legislation. i also want to thank the golden gate restaurant association that work with us on this legislation. and i also want to thank the office of labor standards enforcement for their comments and suggestions. later on, i will be recognizing two workers on this international workers' day, two workers from district 9. and lastly, let me just make a brief couple comments about an incident that happened in my district last night. it is actually coming out of the mostly peaceful demonstration that started in district 8 at the lawrence park. a large number of people were gathered and most individuals involved were peaceful. unfortunately, a small number of people went against that and
2:55 pm
actually engaged in vandalism along the valencia street corridor. even though all of us here support free speech and we support peaceful assembly and the peaceful and exercise of free expression, it is unfortunate when something like that turned violent. it has unintended consequences. the people that were there rightly demonstrating some of the changes in the system. but the battle that ensued with actually hurting many of the people that i'm sure they were not intending to hurt. many of the small businesses that were vandalized are barely struggling to survive. i had a conversation with a young woman who was filing a police report at the mission police station whose car had been vandalized and her tires
2:56 pm
had been punctured. the woman had just been laid off. she was explaining how because of the fact that her car had been vandalized, now she will have to spend hundreds of dollars that she does not have to fix that. it is unfortunate and our heart goes out to the victims. i also want to thank the rest of the community that has united behind in response to what happened, as well as the police department and other agencies that have set -- responded to this incident. the rest i submit. >> thank you. the first supervisor cohen and then supervisor wiener. i want to -- supervisor cohen: i want to express my support for supervisor campos's statement about the ban the like -- vandalizing of the car as well

people, who have always served in the military since the beginning of our country. i can think of no more appropriate way of doing that than christening a vessel after harvey milk, who was one of the great leaders in lgbt history. i hope we will all be able to support this unanimously next week. the rest i submit. >> seeing no other names on the roster, betting -- that concludes roll-call for introduction. president chiu: what do we go to general comments. >> the next item on the agenda is the opportunity for the public to comment for up to two minutes for items of jurisdiction to the board to include those things on the regular calendar. discussion is not allowed on things that have already been before the committee. if a member of the public would like a document to be displayed
