more in-depth discussion. i was very impressed with the conversation. i can see why so many of the people who are here and have appeared before the rules committee have come out to support her. one of the things that i was really impressed with, which i think goes to the core of what police/civilian oversight means is her understanding that at the end of the day, a police department is only as effective as it has the trust of the community. and that is where civilian oversight comes in. to have that trust, sometimes you do have to ask tough questions and you do have to reach out to see what members of different communities -- and we have very diverse communities -- think about different issues. and i'm confident that ms. loftus will be the kind of police commissioner to make that happen. i am proud to support her nomination today.

supervisor kim: at rules committee we have the pleasure of getting to hear intimately from various people that are being nominated to serve on our commissions and our bodies. it is a pleasure to see the caliber of candidates that we are able to appoint. i think susy loftus is definitely one of them. i want to express my support for ms. loftus today. i believe you are here with two of your daughters? just one of her three daughters. she is a public-school parents. and i think it is important for a woman to be on the police commission. she is a san francisco native and someone who works in the southeast sector where we do see a lot of violent, and who works with our young people. having someone with that balance on the police commission will be incredibly important. we have a long discussion about what the civilian oversight role of the police commission that

came out of the rules committee, i think that has sparked some interesting conversations. but i was very impressed by some of the ideas that ms. loftus has brought. including some of our non-pilot crimes, whether it is white collar -- non-violent crimes, whether its white-collar crime or others, we can concentrate our efforts on those. all of those things are incredibly important to our community members. i'm proud to support her today. supervisor olague: i also want to echo my support for ms. loftus. we support -- we receive a lot of e-mail from members of the district. particularly in the valley where we are well-known and popular. i think that we, that was the only issue that outpaced the number of deals that we receive on parking. that was a big thing, to

-- kent long as well. i also wanted to alert people that in the richmond district we are holding a committee of the festival on saturday, may 12th, from 10 a.m. to 2:00 p.m. i have been coasting this with many different community health groups and a number of other health institutions. we're hoping to have health care workers from uaw and senior organizations with as to promote free checkups and eating healthy in our neighborhoods. but also, free food from the vegetarian society and other groups as well. we hope you will join as on the -- this saturday from 12:00 p.m. to 2:00 p.m. there are activities coming up a little bit later.

one is a great event organized by young workers united on 3158 mission street at 6:00 p.m. this evening to honor young workers in our city. thank you president chiu: i want to take a moment to welcome back to the chamber former supervisors michael yaqui and brown over here. i would also like to introduce a hearing request. i want to thank supervisors kim and winner for their co spotter's chip -- coe sponsorship for fiscal years 2013 as well as 2013-14 pierpont -- 2013-14. our charter charges collection of all relevant information for the assessment of policies,

budget, and priority programs for the use of san francisco -- of the use of san francisco. given that this year is the first year that requires a two- year budget from general fund departments, our youth commission has adopted a set of eight budget priorities. it includes the training of new police officers as well as lgbt q said the city training. -- sensitivity training. i would like to ask that this hearing be held at the budget and finance committee to help inform our board's deliberations on the upcoming budget. the rest of the items i will submit.

task force in san francisco. i would like to thank supervisor mar, supervisor chu, supervisor avalos, supervisor campos and supervisor olague. we unanimously created and passed last year legislation and enhances the powers of office labor standards when it comes to white -- fighting wage theft. this task force will address legislative solutions that may be needed to address wage that and whether or not additional studies or research or data is required, and also will provide an opportunity for city departments, worker advocates and responsible businesses to coordinate their efforts to combat wage that in san francisco. national and local studies show

that wage that remains a pervasive problem, a problem that causes harm to workers, the government, and responsible businesses. when an employer skirts and employment laws, he or she denies it an employee's right to earn a fair wage. they also wrap -- rob government of much needed tax revenue. and they also gain an unfair competitive advantage over businesses that are actually following the law and the rules. this legislation would make sure that we as a city have a more coordinated effort to combat wage staffed. -- wage theft. i also want to thank the workers alliance for helping to create this piece of legislation, for their consistent advocacy on behalf of workers, and on behalf of the small businesses and many businesses in this city that are playing by the rules. i also want to thank the chamber of commerce for their comments

on this legislation. i also want to thank the golden gate restaurant association that work with us on this legislation. and i also want to thank the office of labor standards enforcement for their comments and suggestions. later on, i will be recognizing two workers on this international workers' day, two workers from district 9. and lastly, let me just make a brief couple comments about an incident that happened in my district last night. it is actually coming out of the mostly peaceful demonstration that started in district 8 at the lawrence park. a large number of people were gathered and most individuals involved were peaceful. unfortunately, a small number of people went against that and actually engaged in vandalism along the valencia street corridor.

even though all of us here support free speech and we support peaceful assembly and the peaceful and exercise of free expression, it is unfortunate when something like that turned violent. it has unintended consequences. the people that were there rightly demonstrating some of the changes in the system. but the battle that ensued with actually hurting many of the people that i'm sure they were not intending to hurt. many of the small businesses that were vandalized are barely struggling to survive. i had a conversation with a young woman who was filing a police report at the mission police station whose car had been vandalized and her tires had been punctured. the woman had just been laid off. she was explaining how because

of the fact that her car had been vandalized, now she will have to spend hundreds of dollars that she does not have to fix that. it is unfortunate and our heart goes out to the victims. i also want to thank the rest of the community that has united behind in response to what happened, as well as the police department and other agencies that have set -- responded to this incident. the rest i submit. >> thank you. the first supervisor cohen and then supervisor wiener. i want to -- supervisor cohen: i want to express my support for supervisor campos's statement about the ban the like -- vandalizing of the car as well as the police station. i hope that they will all be brought to swift justice.

today, introducing a resolution co-sponsored by supervisors olague and composts -- campos organizing an effort that is under way to present the u.s. says harvey milk. bob dole mayor of san diego has made a request of the secretary of the navy to name the ship after supervisor milk, a with a navy veteran who served in the korean war. given the history of lgbt people in our military, the exclusion and oppression, and given the recent repeal of the don't ask, don't tell law, we now have an opportunity to have our military fully embrace lgbt people, who have always served in the military since the beginning of our country. i can think of no more appropriate way of doing that

having worked on the full funding agreements, they return back. and for this, it is important to note that you are simply providing an assurance to the federal government that you will fulfil the obligations. it is extremely important for one specific reason. anyone that thinks for a second that money can go anywhere else does not know the federal government at all. if there is no full-funding agreement, it will magically appear in the operating budget in the rehabilitation budget. it is new start money. it is going to go to alabama, tennessee, arkansas, anywhere but here.

that little piece of paper. the longer it takes, they are going to wake. there will be no excuses when it becomes a national issue. sooner or later, ask yourself why certain musicians want to boycott the city of san francisco. it will come to the inevitable conclusion that they are sympathizers to that old white man and davy jones of the monkeys. we know who is responsible for the waiting game we are playing. it is not fun and games for the widow. >> good afternoon, a board of supervisors. i am from the chinatown transportation research and improvement project. we were found in the early 19 seventies.

the first thing i like to address, has anybody taken the 30, 45, or 8 buses? chinatown is a low-income neighborhood. this is by necessity, not choice. the second thing i like to point out, it is not just a shuttle from chinatown to downtown, it is a completion of the t line. low-8income -- low-income people are dependent on public transit. the subway will connect people to jobs, schools, recreation, and much more. there is also strong support at the federal level for this. he administrator expressed strong support for the merit of this project. he explains is the best solution

for the densely packed corridor. the understand the strong need for the subway. please make his dream come true, show support for the chinatown community. >> i have no song for you today. but i am with the operating engineers, we are the union that operate the heavy equipment that will be needed to complete the subway rails. we move in support of the railway. this product will provide many benefits to san francisco and the visitors, including the quality of life and decrees to travel time.
