actually a really great as a part of the jail. excuse me. my voice is really shot today. i am wondering -- is a school representing other jails around the state? is it a rare thing we have in san francisco? >> we were one of the first to do a charter high-school in the jails. it is now being replicated. they are representing some of this in l.a. county. i do not think they are doing this inside the jail's. at any one time in san francisco, we have about two wondered 50 people enrolled in going to school diligently.

chairperson chu: there are no questions at this time from the committee, because the information we have been presented with is not what we are looking for. we were looking for much more detail, with regards to some of the major areas we have spoken of. for me in particular, budget related with realignment, we had expected we might see 300 plus additional individuals. we have budgeted for that expected population. now, we are out roughly 200 plus you guys have said was the average. what does that mean for our budget, is a thing to get to the bottom of. with regards to overtime, understand you have lost some individuals to retirement or other reasons, we still have a fairly low capacity. are there opportunities to not have as many and not run up over

time? we may have situations like occupied, etc., where we would require - li- oikelike occupy, where we would require overtime. what level of overtime would you like to be in your budget? your budget, as represented in the high-level graphic format, shows a flat budget. just to understand the nature of how that is growing, is it strictly the fact that certain benefits are going up? raises are kicking in. what is that related to, trying to understand that piece of it? going forward beyond this year and out words, what is the department's strategy to help the city as a whole managed expenses? just having a status quo budget

is not going to work for us in the long term. i want to understand how the department might be helping the department of public help manage their expenses and be part of that partnership. i think that is what we were hoping in this presentation. >> the fact is this budget was presented before i became sheriff. i am trying to work backwards from it to into the questions you are talking about. unfortunately, we have not gotten to that point yet. staff will hopefully provide as the analysis we need so we can work out with that. in terms of staffing the jails, there is a comprehensive classification system. i would be happy to present that when the time comes. chairperson chu: thank you. with the mayor's budget office

much handcrafting that there were quite expensive. i think he would have been pleased to know that there are things like restoration hardware anne craig and bare all that tried to make available to the middle-class -- and crate and barrel that tried to make these things available to the middle class. >> over 60 lenders contributed art and craft to the exhibition. one of the partners is london's victoria and albert museum, which has been collecting the finest examples of victorian craft since queen victoria herself attended the groundbreaking ceremony. the artist of the victorian avant-garde believe that every object could contain an expression of beauty. the attention given when creating a towering sculpture should be the same as when creating a simple cottage gate. they embraced arts for arts own sake. whether in the curl of a flower or a stray lot of unpin hair.

surprisingly, sensuality returned to public view during the victorian era. albert moore and others were inspired by ancient greek sculptures and found new uses in modern times. >> many of these paintings are large. when you get close to them, they seem to wrap you in this luscious colors. there's a great sensuality to the paintings, even though there's nothing sexual going on in the pictures. the artists just took delight in luxurious fabrics and colors and beautiful women. >> symphony in white is a life- size portrait of the immense stress of james wisler. it is featured prominently in the exhibition. harmony in gray and green was an of socially judged as a disagreeable presentation of a disagreeable young lady. the first public reaction of

this series was so divisive that led to court proceedings. today, they hang in london's tate gallery. walking to the exhibition, you might be distracted by objects that seem to modern war appeared to be at least art deco era. forward thinking victorian artists emerged the economical ambitions of 18th-century cottage's style furniture with the asymmetrical design elements of japanese art that was introduced to london in 1862. >> so you come out with these very beautiful and sleek design worms that the artist combined -- a design forms. very modern. our visitors are really surprised that so many of the works at a very modern feel to them. >> they believe that no object needed to be considered worthless or low class.

i was there at 3:00 in the morning. we had four or five officers. where was the senior staff? i saw a captain. that is all i saw. this is a major news and events. did i see it of police or a commissioner? no, i saw nothing but a captain. they've got everything worked out. >> next speaker. good evening. >> i am the director of open government. good one thing i made very clear the first time i appeared here is that my primary objectives are to ensure that citizens have the right to make public

comment and the right to access to public records. last time i was here i talked about the fact that i attended a library meeting at which i made public comment. the president of the commission took offense at something i said. she was later caught on tape making threats to me, talking about how she would like to bury me. she then followed of police reports -- filed a police report and claimed i threatened her. i made a copy of that request. i finally did receives a copy of that report, and but there does not seem to be anything showing my side of the case.

i was visited at my home by two members of the police department. apparently my side of the story is not going to get in the record, so i have a police report saying i threatened the public body, and my side of the case is not in here. i do not know how the police department decides to operate, but my opinion is she abused her authority and drag the police department in and had them send officers to my home without announcement as a form of intimidation. i have already filed a complaint to get further records because i have a hard time believing inspectors can visit someone's home and do nothing to write down anything of what transpired or what they found as

a result of conducting an investigation. i have also put a request into the city attorney's office to determine whether or not records have been unlawfully withheld from me. i will go after this, because one thing ms. gomez has learned since she was censured by the ethics commission and recommended for removal by the mayor is that she cannot shut down public comment, so now she has moved to getting the police department involved, conflating something to make it sound like a threat, and having a police department visit people in their home to intimidate people. i am going to fight this for the fact that i think if this effort is unconscionable. >> any other public comment?

i want to thank the kids for learning us your parents. it was very well received even though it was a little grainy, but it was good. on saturday they coordinated a basketball tournament for middle schoolers. 18 boys and girls around the city. and we played all day. usf players were there. it was a great time, and special thanks to bank of america for sponsoring the event and paying for the lunches and on and on. it was really nice. on monday i met with supervisor campos and some foundation spoke about use programs -- youth

programs. it was a great discussion. the event that was discussed was the pre mayday discussion that had anarchist's embedded in it and went on a splinter group marsch of valencia's street. the entire action was about 15 minutes, about $150,000 of damage done, including almost $10,000 to the station itself and $50,000 to a very nice car parked on valencia's street. i want to make a point this was not occupy. this was not first amendment. this was a criminal misconduct by in my opinion a street gang. this continued the next day

where we have occupied demonstration all over the city. it started at 6:00 a.m., largely peaceful, significant disobedience but peaceful, and then it turned ugly at 888 her street. -- turk street. they began to throw things off through. one of the missed one and struck the other demonstrators in the face, knocking them to the ground. this was caught on video. the officers were very vigilant and mark the suspect. he was taken into custody and will be prosecuted for the aggravated assault, and we were able to run down the victim, who originally refused and did have

injury to the face. there were 26 arrests made this morning. i appreciate the comments. we met with the deputy chiefs late into the evening last night, formulating a plan, and we will check in next time to make sure he knows we are in touch. the other staff members attended the meeting. others attended the heritage of event this morning.
