mr. president. i want to ask a couple of questions to our planning department. as my colleagues may remember, one of the amendments that we introduced that passed last week had to do with making sure there was outreach to the folks who would be impacted by a landmark designation. i just wanted to ask a couple of questions to the planning department about how outreach could take place. if i may, to planning, the main concern is making sure the outreach is done in a culturally competent way. where needed, there is translation and availability in different languages. i am wondering if planning, for the record, could clarify the

kind of outreach that they would do pursuant to this legislation. >> we conduct a multi link will outreach -- multi-lingual outreach. we also partner with a local cultural or ethnic organization to facilitate outreach and obtain maximum participation. we also provide translation services when needed. supervisor campos: thank you very much for that. that is greatly appreciated. i am also wondering, in the process of doing outreach comment if you will also be able to identify some of the -- outreach, if you will also be able to identify some of the pros and cons. there is a good understanding of the tactical -- i am wondering

what kind of information will be provided to folks. >> and we usually outline what the historic preservation program means to the city. we talk about the certificate of appropriateness, a process, the fees associated with obtaining a certificate of appropriateness, any changes in the type of process. we also tried to craft a designated ordnances based on the needs of the specific community. in particular, for example, the proposed midmarket district, we have done a lot of one-on-one outreach with small-business owners to find out what the needs are of those owners on a day-to-day basis regarding storefront, day-to-day operations. that gives us the ability to

fine-tune a designated ordinance. supervisor campos: i assume that you also includes information about the process in different meetings or hearings that would be taking place in the various agencies. >> that is correct. we out line each of these steps in the process, whether it is a public hearing or even anticipation of when they will receive a public notice breadcrumb -- a public notice in the mail. supervisor campos: some people had concerns about the nature of the outreach. hopefully, the information from planning will put to rest those concerns. thank you very much. supervisor wiener: thank you, supervisor campos.

it is incredibly important to make sure that folks in the district understand what is going not, the pros and cons. i do continue to believe is important to actually ask people what they think and to gauge whether or not there is support. that is why that particular provision was in the legislation. obviously, a change was made last week before it was passed. going forward, the process is always a flexible one. for example, a supervisor could do an informational survey of folks in the district to see what people think, even though it is not technically required by the legislation. i do think we have the flexibility to ask people what they think. thank you. president chiu: any other

supervisor campos: no. president chiu: aye. supervisor chu: aye. supervisor cohen: aye. supervisor elsbernd: aye. president chiu: this ordinance is passed. >> item 6 is an ordinance amending the transportation code regarding clipper car regulations. -- clipper card regulations. >> this is a very simple item and i want to thank the mta for their work on this. this is something i have been wondering about for many years. which is why many writers cannot get on the buses through all doors. -- muni riders cannot get on the buses do all doors. there have been newspaper articles about this. we want to make sure our muni buses moved faster than 8 miles

>> item 7 is an agreement to grant a nonexclusive of perpetual easement and grows over and through the easement area located at 1 cashmere street. president chiu: this resolution is adopted. let's move to item 16. >> item 16-21 are considered by the budget and finance committee on may 11. item 16 is an ordinance amending the administrative code to set a threshold of $100,000 or more for board of supervisors approval of the acceptance and expenditure of grants or increases in grants. supervisor wiener: thank you. why i want to thank the budget committee for supporting -- i want to thank the budget committee for supporting this legislation. it will allow this board to focus on the grants that are

sizable enough that they merit significant shuffleboard scrutiny. it will allow all but -- significant enough that able merits significant board scrutiny. in the last fiscal year, there were 139 resolutions at the board of supervisors. a majority of those were under $100,000. yet the total aggregate amount of that 50% of the grants were under one of the thousand dollars, 2% of the total dollar amount -- were under $100,000, 2% of the total dollar amount. these are retroactive. we are being asked after the fact to approve them. sometimes they are quite small and can be small enough where the work and effort to put together the package is is worth more than the value of the

grant. these are typically not referred to committee. we do not get a budget analyst reports. it makes sense for us to focus on the grant of $100,000 or more. i ask for your support. president chiu: this ordinance is passed. >> item 17 is the resolution approving the expedited traveler service lease between alclear and the city. president chiu: these resolutions are adopted. item 19. >> item 19 is a resolution authorizing police at 220 golden gate avenue. president chiu: this resolution

bridges 73rd anniversary and declaring may 27, 2012, as golden gate bridge anniversary day. as we all know, the golden gate bridge is the iconic symbol of san francisco. it is viewed as one of the greatest structures built in the 20th-century. it is an architectural masterpiece in terms of its construction. its bankers to a national park sites -- anchors two national park sites. i want to thank the number of organizations for coming together to help celebrate the 75th anniversary. it will take place over memorial day weekend. i will speak more about that next week. the golden gate bridge highway and transportation district, i want to thank my colleagues on the board. the golden gate national park conservancy and the national parks service and the members of

the city and county of san francisco had hoped to work -- have worked to make this celebration possible. i want to comment on an item that the mayor has introduced today. i want to be year to date -- be here today to support this. our parks are some of our most unique and precious assets inner city. it is where we played, relax, where we spend time with their friends and family. san francisco boasts some of the most iconic and accessible parks across the country. our park system is large and diverse and continues to need improvement. a study of the city's parks revealed that we have over a billion dollars in infrastructure improvements that we need to make. this is going to go part of the way to make that happen. our playgrounds, swimming pools

are used all the time. their loved to death by our citizens. they also need our support. we also have a number of inefficient wastewater irrigation systems. i see that in district 2 and i know it is due out the parks across san francisco -- throughout the parks across san francisco. we need to address these critical playgrounds for our families, seniors, all of san francisco. i look forward to having everyone supports. i know this will gain widespread support of the board of supervisors. i look forward to working hard for the november ballot to make sure that this passes. >> thank you. supervisor chu: i did want to ask that we adjourn the meeting on behalf of dorothy jensen.

she was born in san francisco and raised in fresno. she lived in the sunset district. she is a schoolteacher at san francisco unified school district. she taught math at abraham lincoln high school in the district. when we talk about community activist, you would not normally think of an 88-year-old woman. she attended many of our community meetings over the years. she asked questions, and demanded answers, she held all of us accountable. she was always engaged in the neighborhood. she was very passionate about her city. i just wanted to adjourn in her memory. she will be missed. supervisor kim: i also wanted to speak on behalf of the 2012

clean and safe neighborhoods bonds. these are some of our most beloved parks and playgrounds. i think this will be an important step forward, an important next step, as we continue to rehabilitate and maintain the parks. as we have often seen in research, retaining employment in the city, one of the aspects that companies looked at is the variety and diversity and the well-being of our open space and parks. it is an important commitment that the city of san francisco has made. we do want to thank the recreation and park department for working so closely with their office to ensure that some of our most failing playgrounds have been included. i am excited to be campaigning on behalf of this in the fall.
