muni for low income use program, including a with this program. this is an action item >> we're joined by the chair of the transportation authority and that would be -- this is an action item. >> we're joined by the chair of the transportation authority. what we have here is an action item with respect to a portion of the lifeline funding that is available to the county transportation authority. i handed stand that this is an item that can be complicated because we're talking about four different sources of funding. what you would do is ensure that we live up to the commitment we have made as we put forward a pilot project with respect to

free muni for low income use -- youth. this would make sure it is provided to some key projects with the understanding that any money left over would be carried over to the mobility project. item number5, which is the next agenda item. you will allocate the funding of 1.2 million to do with respect to this, you are allocating the $400,000 that the mta has indicated will be allocated to free muni for low and come use with the remainder being put on all until we have clear guidance in terms of what the right amount should be. so come on out we asked for a your support on this item and i know that besides the chief

deputy, we have the director of transportation for the city and county of san francisco and we would like to thank him for being here today. i don't know if you would like to make some comments. >> i will into a brief background. this is a relatively new program. this is the third cycle of the transportation improvement program. this is the only one that is targeted specifically at improving the transportation ability for community is of concern. there is also a strong focus on funding projects that come out

of this planning process such as the use pass. we will go through this in detail but we have identified specific locations that have strong percentages of low and come and or minority populations projects. projects did not need to be in those areas but they do need to serve those populations. this is probably the most difficult program to administer peridot there are four different funding sources. they did not always match the intention of the program. also, some of the fund sources that we have been given might change. this always makes programming a real challenge. here are the four sources involved. you can see jobs, access, commute, state transit assistance and surface funds totaling those were the authority has a preview-per

view. we have given the transportation infrastructure bonds and they were divided up by a formula. what you see is the mta's share. the challenges of the fledgling fund levels, for example the funds that are 2.9 million based on the regular estimates that the state will make lower. we are recommending the program at 95% of those funds and this is a challenge. today, we have been a key part item. a recommendation of programs to the state transit assistance fund to the low commute past and to approve the priorities for the prop one fund. what i forgot to mention come out of the transit operators are

able to establish their own parties for the fund is so immense and agencies can provide at those projects and then to provide oversight and monitoring them. just to remind you, the board approved or gave its concurrence with the prop one be priorities for the other regional operators which included ac transit, bart. there has been a lot of discussion on this. this is the 22 month pilot level that was approved. this is a past that is free for low income use.

the program, as required, would include a fairly robust evaluation. generally, there are two prongs of the intended role. one is the part of of this board. this is the lifeline fund. . the other is to grow the next generation of transit riders. this includes reaching out to use but also education on how to be a transit rider, how to

travel safely come what it means to become a lifeline -- lifelong transit user. the mta action was a contingent action which relies on pending approval by three other entities. you can see this is just under $10 million. 200,000 for the school district. the 400,000 from our lifeline program which is the subject of today's action. there is no free lunch in the transportation world. commissioner campos asked us to consider contributing $5 billion towards the low income commute

past program and last week, at the program and allocations committee, there was informational presentation both on the mta boss proposal, and also once from the valley transportation authority for asking about $4.5 million. the staff has made it clear that they are going to follow up with both the -- to try to understand the purpose scope and size of the regional contributions to these by the programs. it is clear that there are many other folks that would like to participate in such a program. we had representatives from alameda and contra costa of also who would like to be at the table. this is not an easy decision. there was an informative item that provided some background to the overall state of transit funding and financing.

this is a policy call, there is a trade-off. it provides more information on the requests. on page 5 of the memorandum, their lists the fallout questions. if there want to make it regional contribution, they want to ensure that this can be tropical wool around the region. -- they want to make sure this can be replicated around the region. we are following up with the mta. understand that the overall cost might go down a little bit because it was not as developed as the m.t.a. was. they're still struggling with how much to recommend to each program. the party side, the two projects

that have been proposed for line of the 8 x corridor and mobility. this is 9 million and then 2 million to those two projects. both of them are to provide a premium level of transit service that go through many neighborhoods with a high percentage of low income persons. these types of improvements come up trances signal priorities, and the case of the court, prepayment information, as well as finding improvements at the park station. >> i know that the transportation director has another meeting that he has to be at, so i want to give him another 20 to say a few words. i know he had to rearrange his schedule. i would ask hidta to please come

up. one thing is clear to me as a representative of san francisco is how far ahead of the game we are. if you look at the quality of the application, the completeness of the application that we have submitted relative to what other jurisdictions are, we have a lot to be proud of. we have a real opportunity for us to really lead to the region in terms of addressing the concerns of low income families and more specifically, low income use -- low income youth. we need to be united as we can it as a san francisco family. thank you for being here. >> thank you.

i think that ms. lombardo did a fantastic job of explaining what is a complicated funding scenario. the overall picture from our standpoint is that we have been working with commissioner campos for nearly a year, says before i came into this job to put together this pilot program which we ultimately got unanimous and enthusiastic approval from the mta board from a couple of weeks ago. this is a 22 month pilot that was mentioned. we work hard at developing our operating and capital budgets to accommodate this within the party is and identify the right streams of funds, the right sources of funds, with this project and the others that you will be considering today.

we're able to secure that support from the board of directors. this 400,000 is a relatively small part of the overall funding question. you like the requisite level of support from the transportation authority, that all of san francisco is together on this. as the commissioner made reference to, we have a very strong application. these are regional funds that could be used with any purpose within a broad set of constraints. the pilot we are putting forward would serve up to 40 sow's in use in san francisco. -- would serve up to 40,000 yo

uth in san francisco. we can try to make transportation accessible for low income youth. we have a strong case. thanks a lot of leadership of commissioner campos and the other commissioners that got us to this very strong application. i think there was reference made to the fact that this is not a slam dunk. there is competition for these funds. with the approval of this it will complete the san francisco side of the funding plan and position us for the best possible success in the region. we have already drafted responses to the questions that were put forth and i think that we have good responses to those that will enable us to make the case at the june 13th committee meeting and hopefully for

to really two factors came into the movement. we were seeing and emerging need among young people. the services being cut by close to 50%. people depended on this to get to school. at the same time, we are seeing the cost soared by over 100%. one of the biggest things i hear is getting to the programs, getting to schools, affordability is the number one barrier. many times it means walking to school. this proposal would mean increasing access to young people and is a very appropriate use of the funds. thank you. >> thank you very much. >> hello, commissioners.

yawned as constituents. thank you. >> thank you. next speaker, please. course i was one of those who participated in some of the deliberations and what i see here is that every time somebody comes to give a presentation on this topic, it is very convoluted. these are the derivatives. in the name of the youth, we should do the right thing. i remember when it was 10 cents, 25 cents, up 35 cents. you have given $400,000. if you dividewe need to get some

items to see how many people will benefit from this pump -- from the point of view of the fed. she was trying to talk about this, that, and the other, very tactical, but very convoluted but having no transparency and no accountability. if you have an auditor and you have some questions -- we are getting the money from four parts and we're going to do this and that. let me speak to the youth. they have to learn to be educated on issues. [tone] we have a group formed a long time ago and i appreciate we have a youth commission, but the youth have to learn to do the right thing and the right way and not follow some of the supervisors here who do the wrong things in the wrong way.
