-- to defuse the context. >> very quickly, this is rfp you approved in december 2011. i'm going to start on slide #3. we have eight potential vendors show up. unfortunately, only one vendor responded to the rfp. we reached out to the other vendors to find out why they didn't respond and they give a several reasons. the main reason was they felt the contract had such a significant amount of work and they have other things in the hopper and they did not want to take this on. the contract is very specific on what we asked for from the vendor and he had a lot of

specific san francisco-related issues that required a lot of programming and things like that and that's why we didn't get any of the vendors responding. we also did break up the service. it has historically been a combination of coin collecting as well as processing the meters. we have broken it up now and to coin collection because we're going to be getting new meters and we did not want to combine these two. the main schley want to talk about is no. 5 which brings out the dollars for the contract of. the current contract, we pay about $5.4 million and we're projecting that will increase to a little over $9 million. the majority is an increase in technology we will be making on communications and credit card fees.

that is the majority of increases. this is all little over $40 million a year in parking revenue and we expect to see that go up as we enhance our parking meters. the cost of the contract is about one year of the revenues and we get over $200 million plus over the five years. with that, we are asking for your support on this item. >> i have one question. thank you for explaining why none of the other folks submitted bids. do you have concerns about agreeing to a five-year contract as opposed to a shorter contract when we only received one bid or is this the nature of the contract and the economies are such that doing it for shorter times does make sense? >> i would imagine because of the level of specificity that we need that doing a term short and

introductory mark -- introductory remarks? rex before the committee is it -- >> before the committee is a resolution to name names battleship in memory of harvey milk. this idea came from the lgbt community in san diego, and a proposal from bob filner, who serves on the house resolution committee. supervisor milkha, of course, with a civil rights icon. a true leader in san francisco and in the lgbt community. among the first out of elective officials in the country, a fighter for civil rights and a role model for young people. he was also a naval officer in the korean war. while supervisor milk come out like most people, who later opposed the vietnam war, it does not take away from his career or

military service. this honors one of the most prominent gay man ever to serve in the united states military. lgbt people have served in the military since our country's birth. we have always been there. of course, through the vast majority of that history we have been oppressed, forced to stay in the closet, expelled, and at times criminally prosecuted. but we have always served because lgbt citizens, like all americans, come from all walks of life and career. last year, president obama signed a repeal of the don't ask, don't tell legislation. lgbt people can now serve openly in the military. i cannot think of a better honor than to name a shift -- a sheet -- a ship after an lgbt military icon. harvey milk served in korea and oppose the vietnam war ended not

like war as a general matter. the naming of the ship is supported by stuart mill, harvey's son. it is also supported by the veterans affairs commission, the american legion alexander hamilton post four hundred 48. -- 448. naming civil-rights -- ships after civil rights leaders is not just a brick, but sends a loud message that our country opposing military is for defense, and not -- our country's military is for defense, and knocked -- not foreign exploration it will also be encouraging for young

soldiers to see his name on the side of a battleship. he used to talk about inspiring lgbt people to have hope and to know that they can succeed in life. how better to do that for kids in the neighbor than to have the uss harvey milk battleship. and many of us oppose war. many of us chose not to pursue military careers. but many lgbt people have made the choice to serve in the military even when it was illegal to do so. i can think of no better way to support those members of our community and the many more lgbt young people who will follow in their footsteps than to support the naming of this ship as the u.s. as harvey milk. -- uss harvey milk. gregg's i know supervisor olague has comments, but i know she said she wants to hear public comment first. please line up in the center aisle after your name has been

i am a member of the board of directors of the lgbt democratic club. i'm here to support the resolution calling for naming the ship the uss harvey milk. i thought really hard to repeal don't ask, don't tell, along with a lot of other people in this room. at the core of that was equality. part of the quality message was that we cannot be invisible in any part of our lives, including the military. as supervisor wiener said, there are many lgbt people who choose to serve their country to military service. we do a great honor to be able to show a well-known gay icon on the side of a ship. it would be an honor bestowed not just on harvey, the city of san francisco. this is a legacy that will inspire and show that lgbt people are patriots, no matter

journalist in the navy. she finished good camp and they said they knew had too many female journalists and eight center to be a welder instead. she came out here and the first thing she did was looked up and who's samuel gompers is. do you know? he is the founder and longest serving president of the afl. he is one of the most notorious labor organizers. he did tremendous work for the labor unions. my wife would not have known about him without the naming of that ship. everywhere she went she had the sleeve of uss samuel gompers and everywhere she went people would ask about it. we can have a library, a statue, a day. your someone preaching to the choir. when your name a ship the uss harvey milk, everywhere that

a lot of them are in support of this, but have to keep a low profile. in regards to the local lgbt community, i might suggest you take up the cause of a gay man named joseph osmond. brecht's -- >> public comment is closed. supervisor olague? rex i do respect the members of the public -- >> i do respect the members of the public coming in this morning asking that the uss harvey milk be christened. but i received quite an outcry from members also of the lgbt community who were concerned by the fact that a warship would be named after harvey milk, who in the final days of his life was in opposition to the vietnam war and was also against war in

general. at this point, i would not support a resolution to name a warship after harvey milk. but i think, instead, i would like to -- and maybe i will write this congressman myself that' he be honored in this way, since he was the first man out in the military. he fought vigorously for an end to the ban on gays in the military. and he was quite courageous. from that perspective, i think that is something i would support. also, i would like to mention that a week ago here, on the board last tuesday i introduced a resolution to urge congress to name harvey milk's birthday national holiday.

i think that is something that the community actually needs, to have a national holiday with one of our leaders recognized in that way. there are days that have been sanctioned for cesar chavez, martin luther king, and other people that we respect and can also force this country to reflect on those cultures and contributions of those individuals. naming a national holiday in support of harvey milk is long overdue. to that end, i still support that. i still support again the idea of naming a war ship in support of matlovich, who to the and had a lot of pride in their military service to the end. my concern to live again, was
