and please address your comments to the commission on public comment in order to allow equal time for all. neither the commission nor the staff will respond to any questions to staff during public comment. questions can be addressed to the staff after public comment is closed. >> in the interest of time and brevity i will make two announcements. one, we had a very nice groundbreaking at lafayette park for a $10 -- $10 million improvement. that raises the issue that many of us raised in the newspaper that we are quite to have a bond issue next november, about $185 million for the park. while this is in the formative stages of putting a campaign together, i would like to encourage anyone who would like to volunteer or participate to express that interest at any

what is next? maybe become public works idol or mta idol. [laughter] i'm very happy to announce our play field project with the city field foundation. it has resulted in almost an extra 170 hours of play for our kids overall through the programming. our next day a planning will be with the park department and the city fields with a grand opening on may 22nd at 930 a m. there will be a ribbon cutting ceremony, project information, and soccer drills for students. please join mayor ed lee, the friends of the boros park, and the san francisco parks alliance this saturday for the grand opening of the new use play area dubose park.

it is part of a citywide celebration of parks. we have volunteer events and programming at neighborhood parks all through the city. the opening of the play area is a culmination of a more than three-year community-led effort to reclaim a sliver of space at the park and to transform it into a vibrant area for older youths. we have a young person's playground at the park, but there was a definite need for something with older kids. the project was part of, or is part of the 2008 clean and safe neighborhood parks bonds. it is evidence of the great partnership between the city and the park communities that the community opportune find -- opportunity fund brings. the may 19th through been getting will be followed by a

kid from the activities and food and a cultural arts program. it is one of 13 events citywide. in every district, making up alliances for the love your parks day. for a full list of events, please visit loveyourparks.org. habitat for humanity is going to be teaming up with us at one of the events. there will be a park beautification and revitalization project for the park. may 19th, which is this saturday, is part of love your park today, and may 26th from 9:00 a.m. to 2:00 p.m. and we are very proud that hilltop park received a $4 million grant from the state of california's proposition 84 from the city parks pond. -- the city parks bond for

renovation. we're thrilled about what is happening there. lol, i feel very much in touch with my inner 11-year-old daughter. we are all treated to some belly laughs courtesy of lol, which is a comedy program for children -- and a fund-raiser for children in the autism's spectrum. the organizers do this out of the goodness of their heart. i did not get to stick around for dennis, but i saw mark and mike, who has been on letterman. they were extremely funny. although, not all of their humor was appropriate for a commission meeting. and i want to thank the rec and services commissioner -- committee chairman, bob. he partnered with greg.

this was his vision he helped at the silent auction and he raised a few thousand dollars for children with autism. it is a great indication of the spirit and heart of the recreation and park department staff. music fans, what do stevie wonder, metallica, neil young, back, and the food fighters -- beck, and the foo fighters have in common? mr. president, do you know who the foo fighters are? >> i will pass. >> they are all legendary musicians. and they will be asked a music festival at golden gate park this year. visits sfoutsideland.com for

more information or to purchase a ticket we have -- purchase a ticket. we have a $195 million bond measure co-sponsored by board president david -- david chiu and other supervisors. the 2012 clean and safe neighborhood parks bond will address more than $1 million in capital needs faced by the park department -- dilapidated playgrounds, deteriorating swimming pools, where and tear due to a lifetime of use, while outdated playgrounds and forestry services stretched already thin resources and exasperate -- exacerbate needed

jet -- exacerbate challenges. $9 million for golden gate park. $10 million for john mclaren park. and $2 million for lake merced. in addition, the bond would address forestry, trail, and water conservation needs, and provide $12 million for the commit -- the community continuation find that we just spoke about. it is a capital fund that would allow residents and neighborhood park advocates to initiate programs by matching private funds with public funding and there will be a water project, including a new project at pier 43. a great development. thank you to this commission for your continued support. the next stop is the consideration of the board of supervisors and then off we go, i hope. speaking of lake merced, which has been in the news a little

bit. -- a little bit, because we all are actually very impatient to help that lake live up to its potential. from the recreation and parks department perspective, there's a lot of good news on the horizon. there is a $2 million investment around the lake being proposed. we manage and operate harding golf course. we also have maintenance agreements with the puc to do maintenance in natural areas around the lake. and we are also responsible for helping to program the lake. and we have a number of partners out there. since our restoration model occurred in 20 -- in 2009-10, that want to put an emphasis on water conservation.

we have america's cup coming, and that has ever won concerned about the waterfront. we received over $100,000 in grant funding from coca-cola. that allowed the purchase of a variety of year. this summer, we will have out at the lake eight different camps spending time at the light as part of their programming -- at the lake as part of their programming during kayaking, stand up voting, dragging voting. and in the fall we will have an adult boot camp out there, more kayaking, more paddle's serving, something called cashing -- echo caching and canoeing. we are have a very exciting turning point with respect to lakers -- lake merced. and we are going to come back to you hopefully in june with a bit

more information about this. and at long last, revitalize the boat house. the puc and the parks and wrecked apartment are partnering -- the parks and recreation department are partnering. we hope to have a fitness room there. it will be a space that can be used for enhanced programming out at the lake, and there will again be significant communities based for the birthday parties and weddings and the special events that used to happen and occur out on the lake. and we will also hopefully be able to have a small concession where people will be able to buy fishing in addition to getting something to eat with some fishing tackle and some gear. we are really excited about the future there. and this just in, i'm very pleased and proud to announce that harding park golf course

will be hosting by monday, june 4th, one of the qualifying tournament for the u.s. open two weeks later. we will have 120 qualifiers for how many spots, tom? 120 golfers, but trying to qualify for how many spots, do you know? just a few spots. the u.s. open is -- and as mr. buell knows, it allows any amateur to qualify and get in with the pros, right? >> anyone with a certain handicap that can qualify to get into that, yes. i may not know food fight, but i know the u.s. open. >> foo fighters, sir. address item "d" on the consent calendar. >> my name is barack. -- brock. i am the director at large of the san francisco bay yacht racing association. i'm here to address the 46 burst of the san francisco marina project. i have been involved in this program development for the last several years and had multiple public meetings. it's very early in the process, the rec and park department presented their key development -- the key objectives for marina development. one of those was to address the needs of the existing boating community. when it was pointed out that the distribution that was being proposed for the marina distribution would eliminate

the smaller birds, the smaller birds went from 84 to -- smaller berths, the smaller berths went from 84 to seven. when that was pointed out, the needs of the boating community magically disappeared from all of the objectives. the marina was then done and the idea of creating berths for boats that were yet to arrive. the san francisco bay falk association has been one of the most active fleets and we have been on the day for 55 years. it is a very much historic fleet. many other decisions have been made over the course of the development project, such as eliminating berths with the

sailor berths and also, eliminating subletting, which would be very detrimental to the continuation of these historic fleets. that being the case and given the fact that these decisions have already been done, i am pleased to approve the addition of these additional berths at the marina, which would be of great assistance for these fleets. i just feel that there were meetings at the commission when the design was finally going to be reviewed and approved by the commission, and we met out in the hall with members of the park and wrecked apartment and an -- rec and park department and they showed as this plan with these 36 berths.

and because of that plan that they come out and haul, -- and because of that plan that date and the meeting out in the hall, we did not object publicly at that time based on these birds going in. now that has happened, we would like to see them go in. and now is the time to do it because all of the equipment is there. it will never be less expensive to do it that it is right now. thank you for your time. >> any other public comment? seeing none, public comment is closed. >> i think the resolution takes out the item that has to do with the gulf rates -- golf rates, because tom has a modification to that. or we can listen to tom and adopt the whole thing.

tom, do you want to speak to that issue now? rex -- >> i am through -- from property management. during the course of my work this week i realized i made an error in not one of their rates, the sharp park jays corp. -- the shark park rate schedule. brecht's this is the item j -- >> this is item j. >> we were trying to correlate our rates so that they made sense to each other. we did lower the junior rate at lincoln to $17, but i fail to do the same thing for sharp. but we are lowering that to $18, because if you remember correctly, we raise all of the resident rates by $2 instead of one at sharp. -- two dollars instead of $1 at sharp.

>> does this change the bottom line? rex it will have a minimal change to the bottom line financially. but also this week, thanks to the incredible help of the city attorney, francesca kisner, we were able to corral the nine areas of the gulf information of the bar code into wine. it was during that process of the analysis and looking at it that i realized i had failed to lower that one right. i would like to be able to do that before we pass this going forward. >> thank you, tom. i think we should ask for public comment on these modifications. >> i will say that i called all of the courses this morning. all of the rate changes that are in your packet were posted at the golf course, and riposted last thursday so that the golfers would have a chance to look at them. i have called all of them this morning and we have had
