like to work with you before you go to your board to work through some of the meter issues and some other things. we look for to working with you in the next coming weeks. if i could entertain a motion to continue items one and two to join up with our june budget. supervisor kim: i just want to make some comments. i want to appreciate a lot of the work that has been done around the mta budget. i know it is really hard to do this, but making the cuts in middle management and overtime is greatly appreciated but incredibly difficult to do. it is very important in the city government for it i appreciate those steps being made. it is something that has been talked about for years at the board of supervisors and it is amazing that it is going to happen. i know everybody -- every

department is very different. i hope that other departments can learn from the work you have been able to do around that issue. i want to clarify something. there is concerns about operating expenses. my understanding is that some of it is the leftovers, roughly $1.2 million, that had not been used when we previously allocated funding for reduced muni passes for sfusc to administer. you were not able to administer it for many reasons, but you continue to allocate money for the program that we were supposed to implement but never did writ of one and to clarify. there is some confusion. i know it is operating expenses, but this is something that had been allocated for another program that we were not able to utilize for it -- that we were

not able to utilize. >> that is absolutely correct. it is arguable whether that was supposed to be an ongoing expenditure or not. but we supported it as such. it is the $1.4 million from this year that was not used as well as what continued in the baseline for the next two years. three years of roughly $1.4 million, which is roughly $4.2 million, part of the $9.4 million zoning plan. as i understand it from the start, we did not understand -- we did not communicate that clearly. supervisor kim: i will just say this about meters. i want to reiterate that it is important that we put our meters up to date so people can say it in advance for it i do not want to see meters and i understand

why people want free parking. i understand it is a tough issue and you are balancing a budget that has many needs. if someone strongly supported free muni for youth, there is a strong need to balance our revenues. there are a lot of different groups that were shipped on different days, whether it is friday or saturday. i just want to make that point. there are a lot of good -- there were a lot of good comments made today, but i think they could have been made for other days as well. i just want to acknowledge the challenge of what you're doing. and how difficult it can be to make that balance. i appreciate there has been some discussion. i am not sure what type of outreach has happened to those institutions which would be affected, whether small businesses or religious organizations. obviously, there have been town halls. there used to be more dedicated,

smaller groups to try to figure out how we could make this work, if this is the plan that moves forward. i think that level of communication is always important and appreciated. supervisor wiener: just to follow up on supervisor kim's last comment, we have for the public comment on sunday meters and it was very church-focused. by and large, the negative feedback i have been getting about meters come from small neighborhood merchants and merchants associations who are very concerned about it. just so that no one has the misimpression that this is just about the churches. churches are stakeholders in our community, just like everyone else. there are many other stakeholders, including many small businesses, who also have concerns. thank you. supervisor kim: just one last

we were not ready to issue the numbers of licenses that people are anticipating that we would need to issue. we definitely did not want people waiting in long lines. this is somebody's wedding. you want to be able to plan and invite your family and friends. know what time you are able to get your marriage license, know what time you're going to have your ceremony. >> thanks for volunteering. >> we got city volunteers, we got members of the public volunteering. we had our regular volunteers volunteering. we had such an overwhelming response from city employees, from the members of the general public that we had way more volunteers than we could ever have hoped for. we had to come up with a training program. i mean, there are different functions of this whole

operation. you were either, you know a check-in person. you were a greeter. you were part of the license issuing unit. you were deputy marriage commissioner, or you were on the recording side. each one of those functions required a different set of skills, a different oath of office if they needed to be sworn in as a deputy county clerk to issue marriage licenses or as a deputy county recorder if they were going to register the marriage licenses or the deputy marriage commissioner if they were going to be performing ceremonies. >> donna, place the ring on her ring finger. >> the marriage commissioner training was only about a half hour. it was very simple. very well run, very smooth and then we were all sworn in. >> they said we would get our scheduled sunday night and so 7:00, 8:00, 10:00, you know, i got it at 11:00. this person who was orchestrating all of the shifts and the volunteers and who does

what, you know, said from her office sunday night at 11:00. they are just really helping each other. it's a wonderful atmosphere in that way. >> have you filled out an application? >> not yet. you want to do that. >> take this right over there. >> all right. >> take it tout counter when you're done. >> very good. >> congratulations, you guys. >> for those volunteers, what a gift for them as well as us that they would take up their time and contribute that time, but also that they would in return receive so much more back because they're part of the narrative of someone else's love and expression of love in life. >> this isn't anything that we had budgeted for, so it was basically we asked our i.t. director to do the best you can, you know, belling, borrow, steal if you have to and get us what you need to do this. and he knew what the mission was. he knew what our goal was. and, you know, with our i.t.

grids and our software vender, they really came together and pulled it together for us. it made it possible for us to be able to serve as many couples as we have been. >> so once you're ready, you and your husband to be or wife need to be need to check in here and check in again, ok. are you also going to get married today? >> yeah. >> let's process you one by one. do your license in, exit and re-enter again check in at that desk. >> our wedding is at 3:00. >> as long as we get you in today. >> we're getting married at 2:30. >> don't worry about the time line. we're greeting people at the doorway and either directing them to the services they need on this side which is licensing or the services on this side which is actually getting the ceremony performed. >> this is an opportunity to choose to be a part of history. many times history happens to us, but in this case, you can choose to be a part of it.

this is a very historic day and so i'm very, very proud to be here. >> i have been volunteering. last monday i performed 12 different marriage smones. the least amount of time that any of the couples that i married have been together is two years. most of the couples have been together eight, nine, 10, i'd say 70% have been together at least that long if not longer. >> there is a lot of misconception about who gay and lesbian people are. it's important that people see that we love our husbands and wives to be and love our children and have the right to have families just like everyone else. >> it's important that we have experienced our own families, our own friends, and the excitement of the volunteers when we get here has made us

feel wonderful and accepted and celebrated. >> there is a lot of city agencies, city departments, divisions that offer up their employees to help us out since overwhelming response, it's unbelievable at how city government works. this is the time that san francisco city employees have really outshined san francisco's clerk's office didn't need to hear from the mayor to say what's your plan. they offered a plan and said here is our strategy. here is what we can do. we can add all of these computers here and there. we can connect our databases, we can expand our capacity by x. we can open up early and stay late and stay open on the weekends. it's unbelievable. we can coordinate all of the training for our volunteers and them in as deputy marriage commissioners and make sure it's signed and certified. that's an example and a model for others. this is -- what happens is when

people prove that things can be done, it just raises the bar for what is possible for everyone else. >> it kind of went cooled plan and this is what we planned for. in some respects, people have kind of commented to me, oh, my god, you were a part of history and how many couples did we mary? how many families did we start? how many dreams did we make come true? the whole part of being part of history is something that we are here and we are charged with this responsibility to carry out. >> a lot a ton with the community and we say to ourselves, there is this one and this one. we all compartmentalize them, we

have our own agenda. our agenda is to create great work. if you are interested in that, you are part of our community. >> hello and welcome to brava theater. >> we are trying to figure out a way to make a space where theater and presentation of live work is something that you think of the same way that you think of going to the movies. of course, it has been complex in terms of economics, as it is for everyone now. artistically, we have done over 35 projects in four seasons, from producing dance, theater, presenting music, having a full- scale education program, and having more than 50,000 visitors in the building almost every year. a lot of our emerging artists to

generate their first projects here, which is great. then we continue to try to support figuring out where those works can go. we have been blessed to have that work produced in new york, going on to the edinburgh festival, the warsaw theater festival. to me, those are great things when you can watch artists who think there is nowhere else that might be interested in you being a woman of color and telling your story and then getting excited about it. that is our biggest accomplishment. having artists have become better artists. what is. sheri coming back to brava, here you have this establish, amazing writer who has won a clue -- slew of awards. now she gets to director and work. even though she is this amazing, established writer, the truth is, she is being nurtured as a director and is being given

some space to direct. >> the play is described as ceremony and -- where ceremony and theater me. in the indigenous tradition, when you turn 52, it is like the completion of an important era. the importance of the ceremony is to say, you are 52. whenever you have been caring for the first 52 years, it is time to let it go. really, here, they have given me carte blanche to do this. i think it is nice for me, in the sense of coming back 25 years later and seeing personally my own evolution as an artist and thinker. the whole effort to put the chicano or indigenous woman's experience on center stage is,

in itself, for euro-american theaters, a radical position. because of the state of theater, it is a hard roll to hold up in institution. it is a hard road. i am looking at where we are 25 years later in the bay area, looking at how hard it is for us to strive to keep our theater is going, etc. i like to think that i'm not struggling quite as hard, personally, but what i mean by that, the intention, the commitment. particularly, to produce works that would not be produced in other places, and also to really nurture women of color artists. i think that is something that has not shifted for me in those 25 years, and it is good to see that brava remains committed to that kind of work. ♪

>> when people talk about the reflection of the community, we can only go from what we have on our staff. we have a south asian managing director, south african artistic director, latino community out rich person. aside from the staff, the other people, artists that we work with being a reflection of us, yes, the community is changing, but brava has always tried to be ahead of that trend. when i came in, i tried to make it about the work that shows the eclectic mission district, as well as serving the mission. those are the types of things that i feel build one brava is all

>> everyone deserves a bank account. in san francisco, anyone can have a bank account, things to an innovative program, bank on s.f. >> everyone is welcome, even if you are not a citizen or have bad credit to qualify for a bank account is simple. just live or work in san francisco and have a form of id. >> we started bank on s.f. six years ago to reach out to folks in the city who do not have a bank account. we wanted to make sure they know they have options which should be more low-cost, more successful to them and using chat catchers. >> check cashing stores can be found all over the city, but they're convenient locations come with a hidden price. >> these are big. >> i remember coming in to collect -- charged a fee to

collect a monogram. >> people who use check catchers, particularly those who use them to cash their paychecks all year long, they can pay hundreds, even a thousand dollars a year just in fees to get access to their pay. >> i do not have that kind of money. >> i would not have to pay it if i had a bank account. >> bank accounts are essential. they keep your money saved and that helps save for the future. most banks require information that may limit its pool of qualified applicants. encouraging to turn to costly and unsafe check captures. >> i do not feel safe carrying the money order that i get home. >> without a bank account, you are more vulnerable to loss, robbery, or theft. thankfully, the program was designed to meet the needs of every kind, so qualifying for a
