track them? -- the dates of the violations on here, so we could track them? >> share -- sure. >> if they are not around the clubs, are they just standing in line, loitering? >> there are a few different situations. i will give you an example that happened recently. someone was intoxicated and walking along broadway. they decided to kind of the late labor leader in front of two officers. when the officers -- blatantly litter in front of the two officers. when the officers decided to ask him about it, he got kind of our rate. they ran him and turned out if he had a warrant for his arrest. it is not related exactly to the bars and clubs, but it is related to the area. and it's a good showing that, for lack of a better term, the

them into custody when they are wanted. some of the things that we do when i apprised the commission as far as what things are going on, if it is tied to a club, i will say exactly which club and how it is tied their, if it is appropriate or not. but sometimes we talk about the things that are just entertainment related. i think it is important for the commission to know the level of activity going on in the districts. june 3rd at about 6:30 p.m., there was a battery at pier 23, appeared 23 cafe. they acted appropriately by escorting the parties out and helped the police when they responded. after talking with the employees at the bar, they were able to find out what happened exactly and take appropriate action.

on june 10th at 2000 hours, several phones were stolen at grand ave. the suspect was later arrested that night on broadway. june 2nd at 11:40 p.m., i suspect was arrested for a drug warrant and for being drunk in public at kearny and broadway streets. june 7th, a woman's purse was stolen inside the stricker cafe located at 65 sutter st.. an unknown group stopped a possible suspect and beat him up. he claimed it was security, but when police talked to security, they said it was not them. i think there were several different groups that were dealing with this. we never determined whether he was the actual person who stole the purse or not. june 5th, at about 11:00 p.m., a $200 camera was stolen from the ambassador club on geary street. on june 6th at 10:30 p.m., a parolee at large was arrested on

the sidewalk at 538 broadway. may 25th, at 10:30 a.m., a suspect was arrested at the club on broadway the ordinance there has helped we would like to work more closely with the doorman -- the doormen working in those areas. it could be the doormen that have advised a person ought to stand there, as well as an officer. we would like to the -- advice a person not to stand there, as well as an officer. we would like them to be on the same page. lastly, a man approached two different officers at regarding fights and people being drunk and noisy at the sugar cafe on sellers street. i have spoken with raj about this as well.

officers have said that it has become a problem on thursday, friday, saturday night. the next officer that he spoke with was during the day shift and he was begin with people at the metropolitan club. it is the oldest ladies club in san francisco. >> ladies' club? >> [laughter] >> reject the one website and that is what they said. -- we checked the website and that is what they said. >> ladies' club. >> [laughter] >> they have these ladies' clubs internationally and they have reciprocal rules that you can stay at their establishment, but several guests were complaining about sutter street as well as the sugar cafe and the seller and that they will not be coming back. as far as the fights and the noise and the drunk in public ness. there was an illegal after-hours

street, it just means that security has to step it up and you move the people along. advise them of the good neighbor policy as far as letting them know, hey, this is a residential area. if somebody is wrong at 2:00 a.m., they do not think their voice is very loud. but the poor person that is as the upstairs and had to get up at 5:00 a.m., that is a different issue. >> on your list, you will see that we sent the notice of violation to the seller for this last weekend. why that happened is that, that night, while on location watching what was going on, you could see that people exited the club. security move them a good 10 or 20 ft. and just left them alone. at one point, you had 30 to 35 people may be 25 ft. from the club and they were blocking the sidewalk, blocking part of traffic. it was not until i approached

>> i am doing nicolas's duty tonight. this is an application, as you said, for an outdoor loudspeakers permit. it is not the general practice to bring these to the commission unless they are late in the evening, as this one is. or that we have had complaints in the past. on june 22nd, to schedule something at 9:00 p.m. and to end at 2:00 a.m., the event is that a permanent venue at 511 harrison street. what has been in a primarily industrial area, however, there are numerous residences within a two-block radius of 511 harrison. behind this application are some e-mail's opposing the outdoor

where they spoke to their immediate community and talk about that plan. we have not received any communications expressing concern or reservation about the approval of its permit. we have received several letters of support for the place of entertainment permit application. staff is recommending approval. in fact, i believe there is actually a grant because they have done all of their specials. kudos to them. that does not happen very often. they are clearly anxious to get moving along. >> ok, welcome. do you want to tell us a little bit about your -- >> good evening. we are located at 524 van ness, as jocelyn just mentioned. this used to be the palate -- california pizza kitchen. we have been open for about five months now.

we are currently applying for a place of entertainment permit. the reason is because of the close proximity to city hall. we have been having a lot of couples coming by wanting to do right -- wedding receptions. the selling point is always whether we can bring in a live band or have a deejay. right now, we do not have the ability to do so. that is why we are applying for the permit. also, because of the close proximity of the theaters, you know, the opera, the symphony, and the ballet, we feel that having music or a d.j. adds to the experience of the patrons that are coming in for dinner to go to the theater and then come by afterwards. it adds to the experience. we understand we do have neighbors above, and the next closest neighbors are residents of the opera plaza. we have reached out to the property managers and let them know our plans, we are trying to

you will produce yourself in- house. when people have weddings and things, that is fine. but what happens if a registered promoter comes to see you and once you have an event at your facility? is it something you are engaging with or interested in? gregg's oh, definitely -- >> cooh, definitely not something we're trying to do. we understand that we were to get the license, is not a license to pretty much do whatever you want. we know we still have to answer to the entertainment commission and the police department. we have been open for five months. we are legitimate restaurant. we are not trying to wrap promoters come in and ruin the restaurant. -- to have promoter's come in and when the restaurant. we have workers at our establishment for lunch, happy hour, and i think that kind of speaks for itself.

construction of the new federal building. the street lights have been out for quite awhile. it was very challenging and terms of the environment of that alley. people were camping there overnight. but fights, broken bottles, commotions were happening every night. the windows were broken in the alley. we opened this place and it got way better. but what we are missing there, we just need people being there after 8:00 p.m. when they have an influx of people coming to the opera. and the other performances. then it kind of died down. we desperately need not only for them to stay, which is challenging with the neighborhood that is closing down. it is an indicator that it is not easy to have a business

there. at the same time, we need some people there because they are in the alley. i speak on behalf of a number of residents in the building. the we need people to be there, to be in that restaurant and if they step out even for a smoke or are just leaving, they will improve the quality of our living. it is one of the things that we are truly looking forward to, to enhance the experience of living there. it will definitely upgrade the standard of living there. we truly support the replication. i respectfully request you grant it. thank you. >> thank you very much. that concludes public comment. the item is now with the commission. any comments or questions or a motion?

when you talk about -- >> when you talk about the alley, a true believer that poe's, especially on sixth or places like that, you know, other people might not think so, but having a night life type of restaurant with security helps to clean up the alleys, and also with doormen and things like that, you know, getting to their cars and keeping the panhandlers away. it really helps the neighborhood. i know at my club, we do that. we were modeled and we were not in the alleys anymore and when we got open, the neighbors were actually happy that we were open again. i think this is a good thing. remember, when we passed the other restaurant around the corner.

>> this has a whole different back story that is not really important other than to tell you that this was an application posted and then a c requirements -- a cu requirement was unearthed. at this time, the applicant has been notified that the cu requirement has been in place. this is also an application for a billiard establishment. we are asking the commission to continue the place of entertainment permit to the call of the chair. it will reappear if the applicant does see you for entertainment. and you will see the billiard parlors -- parlor come back to you at the next meeting in two weeks. >> any public comment?

multitude of hearings and the outcomes of those hearings. the second generated, i think, 35 conditions. and that motion is 185 two zero. -- 18520. you can find that conversation, or at least be familiar with them. regulating the annual event hours to the occupancy and the alker all sales. -- alcohol sales. i also included the liquor license, which also included additional conditions. given the prior hearings on the use of the masonic auditorium, staff is confident that there has been a thorough process involving the applicant, and opponents to the application of the permit. the staff recommends approval of the permit, which obviously, the explicit incorporation of the
