item e, parent advisory council. there is no report. what i would like to do is move of an item. -- move up an item. this would be -- it looks like item l will be taken out of order. the pac appointments for today. the appointment of 10 members to the san francisco board of education current advisory council. is there any objections? seeing none, could i have a motion and a second? reading by the superintendent or
7:39 am
staff? >> this is the subject -- the subject is the appointment of 10 members to the san francisco board of education parent advisory council. the requested action is that the board appoints nine regular members and one alternate member to serve through -- from july 2012 to june 2013. the recommended appointees are gaylin, angela, raul, amy, ishanna, tony, and john. president yee: ok. ruth, would you like to say a few words? >> i wanted to a knowledge the board, superintendent garcia.
7:40 am
i staff the parent advisory council. my son just graduated a couple of weeks ago from all high school. i found out at the end of the semester that he was a classmate of chris'. so it was really exciting to see other students be honored tonight. it is a really exciting time in your lives. i appreciate you for moving of this item to appoint new people. i am going to say a quick thing, that the members of the pac are really excited to welcome our new, prospective members. we are excited because the folks that are coming on bring a lot of energy, a lot of enthusiasm, and are really active in their children's schools and communities. we are looking forward to that. i want to let you introduce

yourselves. say your name and where your kid to go to school. >> my name is gaylin and i am a grandparent. i have three achievers at carper elementary. >> i am amy and i have two daughters at groton. >> i am john and i have one daughter who will be attending presidio next year. >> my name is angel. i have 86-year-old boy who is attending cis. -- a 6-year-old boy. >> [speaking chinese]
7:42 am
>> i have two kids and their attending elementary school right now. >> mike name israul. i have a daughter and a son who attends cesar chavez elementary school. president yee: for those that are not familiar, i am sure most of you are familiar with the current advisory council. i would like to say that this group of volunteers really put a lot of time into helping our district in terms of thinking from the parent's perspective. we should really acknowledged that. you are going to be doing a lot of work. when i looked at your resume, it
7:43 am
got me excited because of what your doing, what you have been doing. i think this may be one of the biggest class of parents coming in to thepac by far. i am very excited. i am sure the other commissioners are very excited that we will see you in the meetings and also, one by one, we will see you up here, giving us your records. that is going to be very exciting. congratulations. anybody else? commissioner fewer? commissioner fewer: i wanted to welcome all the parents. many years ago, i believe eight years ago, that i and some other parents actually wrote the resolution to have a parent advisory council in the san francisco board of education. i am thrilled that they have
7:44 am
stepped up to represent the current voice in our district. i look forward to working with you on the issue that we have. welcome and thank you very much. commissioner wynns: i just wanted to say that it was years and years -- we had three or four attempts at organizing some way to have a structured way for the parents to give input into policy making at the district level that were genuine. it just took awhile to figure out what would be a way to do this. i just want to thank everybody for the hard work that has gone into this. all the members of the pac. i have seen it evolves into something beyond what we have in vision, something really effective. you should know, i have been talking to people around the state and the nation about the

work that you did with the student assignment process. how much we all learned about doing outreach with parents instead of two parents. -- of to parents. i am impressed and this process seems to be improving for it in the past, we have not heard we have only three applications for eight spots. i think this is great and i want to particularly note the information you provided about diversity for it when we started out, we had a hard time getting it would to apply, except for empowered parents from middle- class schools. i am really pleased about this. i am really happy to be able to support this. commissioner murase: i do not want to repeat what has been said, but i want to recognize ruth, who has been such a great
7:46 am
staff person. what impressed me most when i served on the pac was the care with which they tried to reflect the demographics of the students in our schools. that is so key and is reflected in all of the work that they do. president yee: roll-call, please. student delegate zhang: yes. student delegate tom: yes. commissioner fewer: yes. commissioner mendoza: yes. vice president norton: yes. commissioner wynns: aye. commissioner murase: aye. president yee: aye. congratulations.

we are going to go back again. item f, public comment on consent items. one public comment from dennis kelly. >> good evening, ladies and gentlemen of the board, superintendent garcia. the one item i wanted to comment on that you have before you is a matter of a $15,000 allocation to the risk management department for support and assistance in getting the para-

professionals out of the para system and the reason we're sort of interested in what this is actually going to do is because we just had a number of professional who is retired contacts us and we're told they would have no retirement money released to them. now that isn't the understanding we have. that is not when we looked into it -- that is not what is going to happen. but somehow, whoever is to be in charge of this has dropped the ball so that retirees have been panicked about the idea that they will retire in the next month and have no money for rent and nothing at all. now the reality is that the benefits the people have accumulated should be released
7:49 am
upon retirement, death, any kind of actual -- like that, not upon resignation or simply walking away from the job. these people who have put in their time were told that they would not have any money, and so we're curious about what this $15,000 is going to do. if it is going to be used to correct the situation these poor folks have been suffering with for the past month or so. thank you. >> thank you. item g. ok. is there a motion or a second for the consent calendar? >> i second. >> any items withdrawn or corrected by the superintendent? >> yes. we would like to remove one. we would like to remove on page

163-164, item 126 -- 12 k 32 which is a duplicate of 126-12 on pages 102 and 103. so we just need to remove k 32 and then we would like to make two corrections. the first to item 126 -- 12 k if we could please change the first amount from $43,800 to $35,000,800 and then second correction is to 126 -- k 8, there is a typeo. it should read e.a. taylor students instead of fairmont students. that's it. >> any items removed for first reading by the board?
7:51 am
commissioner fewer? commissioner fewer: yes. for discussion. >> so let's go to that. any items -- superintendent for discussion. what was it again? >> k-18 page 135. >> thank you. >> vice president norman? vice president norman:through page 142. >> commissioner wynns? commissioner wynns:through 147.

regarding general matters. i have several requests here. from speakers. and what i'm going to be doing calling your name and you can come up to the podium and you have two minutes each. and again, i don't think i have to say this, but i will remind everybody that if you have an issue with a particular person in the school district and you want to say something, you should not bring up the name. you can bring up the position, but not the name of a person, ok? out of respect. ok. ryan. lindsay hatfield. diana daniels. charles smith.

oscar james. randolph james. so just press the button, state your name and you have two minutes. >> my name is lippedsy hatfield. i teach third grade and i'm here to advocate for physical education. it was a beautiful day in pacifica. i woke up to teach a spin class and managed to squeeze in some yoga. being active year-round brings me joy, balance, health and strength. habits usually don't form by chance. when i was in third grarksde i remember p.e. it was safe and inviting to play outside. my students have a different life. tv, the internet and video games are much more popular.

parents are working harder jobs during odd hours to make ends meet. many live in public housing projects where they regularly hear gunshots. fast food and convenience stores are close by. to help them form healthy habits, they students need p.e. teachers also carry a heavy load and p. sembings low on the list of priorities on the list of student performance. it energizes the body and wakes up the brain. it builds confidence and self-esteem. it reduces anxiety and frustration. it creates the healthy habits that last a lifetime and bottom line will shape the future of our students. san francisco is full of healthy people. let's reflect that in our schools and give our students, all of our students the physical

education they deserve. thank you. >> my name is charles smith. also known as pastor smith. i'm also the vice president of the bay area concerned citizens committee. i was here before on the 22nd of may and we brought to your attention about some child abuse in martin luther king school and i was hoping to gets a response for you concerning it, but i did not. earlier tonight, there are about 30 young students, children, marching out in front here because they are concerned for their own personal safety in that particular school. one child was threatened with a knife and took the information to the principal but nothing happened. another child was threatened and they told the principal but nothing happened and the child
7:57 am
was beaten on the way home. i don't understand why children at this particular school can't feel safe and get adequate education. if we take away the education of our children, if we take away their dreams, if we take away their hope for tomorrow, what do they have? i come here constantly because i'm constantly being called and asked to step up and speak on behalf of the children. being a pastor, i have many children my congregation. i would be less than a man if i did not step up for the concerns of these children. i don't understand why i speak to you as adults telling you there is a problem and none of you seem to lift a finger to help these children crying out for help. in that school, there may be one black teacher, but it takes more than one black teacher to raise a school full of black children. children flood to be able to relate to the teachers. if i can i can't relate to you, you and i cannot have dialogue.
7:58 am
our children need some help. what does it take to get you people to respond. you don't say anything to me. you all sit there and listen. i'll tell you this. if you kill my dreams, you kill me. that's the words of the children. >> my name is oscar james. i'm a native resident. i come here tonight on a short notice to support the pastor who just spoke, supporting my students in the bayview hunts community. i'm -- martin luther king. all the other schools in bayview

hunts point. we have a concern that was brought to my amention the our organization. a group of people who grew up in the community, we came back into the community. a lot of them came back and we have gone into the schools, wanting to talk to the board, to go into the schools and talk to these young brothers and sisters to change them and let them know that the villsadge live and we are concerned about our students. we want the best for our students. we also want black education put into our schools so everyone can learn about the history of african-americans in san francisco and california and the whole united states. we have a history that is not been told and it needs to be told. that's why you a lot of the kids of our race not interested in scoo schools. they are not learning about themselves. the teachers are not appreciated for what ouce
