ridealong. she addressed a man that was nodding off in front of a storefront. they all acted with compassion. i am often critical and tonight will be no different, but i would like to address good things when i see them. i am here on very serious business. i am here responding to a commentary a few weeks ago when he was present at a ceremony giving metals of dollar to officers richard hastings and mathew lopez. i find it very troubling that a body that is charged with the oversight of police matters, the president of that body would see fit to refer to two officers

that are still under investigation for their role in the shooting death of a black youth. there is pending litigation, that no evidence has been released, no clear evidence presented in the police case regarding this matter has been presented to the public. the family does not even have a coroner's report. somehow, sir, you feel it is appropriate as president of the police commission, the body we are asked to rely on to resolve matters of unlawful activities by officers, see fit to refer publicly to officers richard hastings and mathew lopez as heroes. that was very painful for the

family of kenneth harding. my words are for myself, but the sentiment being expressed is representative of many people. my organization, the entire police accountability movement in the bay area and beyond. i do not know what you were thinking, sir, but that was a great misjudgment. i feel that it calls into question the legitimacy of the body that he presided over. >> next speaker. >> i feel your pain, but i want to assure you the d.a.'s office is going to look into that. the occ is looking into that. i was an oakland two weeks ago and another officer-related shooting.

chief jordan was there. i raised my hand. i am not from oakland, i am from san francisco. what is your question? can you show us a weapon that this person pointed at your officer? he said, i do not have it here, sir. i said, are chiefly have shown us the weapon. -- our chief would have shown us the weapons. he looked like a fool. he looked like a fool because that is what he is. chief jordan was lost in space.

commission announcements scheduling of items for consideration for future meetings. >> good evening, commissioners. joe, congratulations. for the crime reports, we will be at 3% down on violent crime is your today over last year. the year before that, we are defilade going the right direction. -- we are definitely going the right direction. we are at 34 homicides. the incidence of homicide are at 29. we are + 2 in incidents of homicide, which is the bad news. the good news is that shooting victims are down 17%. unfortunately, we lost two of the folks that have suffered -- that have fallen to homicide.

the overall amount of folks suffering from gun violence is down again this year. property crimes are up 3%. burglary and auto theft are driving that increase. i would urge the public, the larger electronic devices. do not leave anything in plain view in your cars. we are targeting the areas where we have noticed uptick. it has been a busy week. a couple of weeks in the department, we promoted 34 officers, to 50 in the tenants, 19 sergeants. many officers -- -- supervision is important. the graduated are third class. we are now at 74. we hope to top 100 at the graduation of the next class, which will be in mid-september.

we had three meetings with several members of the board of supervisors. i spent about an hour-and-a- half or more making our first budget presentation to the panel. some give-and-take with the budget analyst. we will see how that goes. we're getting a lot of support from the mayor's office and members of the board. it gets better video continues to get recognition on the senate floor. on monday, the participants -- i was at union square and could not be up there. she also announced her retirement effective the week from friday. june 10, we did a girl's contract law against him and

trafficking. the street -- against him and trafficking. the street fair was also that week. the u.s. open went unbelievably. i did not think that they area could have ordered the better weather. it went largely without incident. the usda does not want to proceed against the chicken man. last weekend was juneteenth. it also saw the retirement of the captain on father's day. the san francisco police department one the city workers children benefit softball tournament. we raised approximately $6,500 for special olympics. pretty much the entire command staff participated in the pride

flag raising. it has been a very busy week. we also kicked off our future graduates jobs summer programs this afternoon. there ceo is formally of the san francisco unified school district. as time goes on, we will get more kids to that program. it is all good stuff. of course, we have our academy class starting on monday. 51, first day of the academy will be on monday. >> thank you. >> this is an entry-level class. >> thank you very much. thank you for the statistics.

the commissioner. it gives our officers another tool to use when dealing with folks to of mental health issues. it is a do you collection technique and we appreciate those officers who have gone -- it is a the escalation technique and we appreciate those officers who have gone to the training. >> thank you for going to the training. you have done your service tonight. i want to ask the chief, do you have any ideas of what the next training will be? i know that it is a big undertaking. we do need about eight trainees to train the 200 officers needed. 20% of the patrol. i know it takes some time, but it has been a year and a half. we have had three really great trains. i was wondering how we could move that along. >> we have it down, so it is in

the can for the training. we will be doing it quarterly. the hope is the class will get larger. as you recall, the first class was 25. i guess it was actually 21. now we are more at 25. we would love to get class is at 35 or 40. >> that is good to know. i want to recognize all of the hard work he put into it. it started with some of the commissioners looking into this with the former chief. i think the department has taken this and run with it. it is not my project now, it is the department's project. maya understanding is this last training that happened last week, the department took the lead in that. that is excellent and i saw some grateful e-mails from the community. >> it should be noted that the police academy, we do not have

air conditioning. on that particular week, it was about 90 and cit was afforded the only buffalo with air- conditioning. >> anything further for the chief? >> the occ directors' report. >> good evening. this evening, i will briefly discuss three items. the first is recent activity. he and i spent some hours this afternoon with the board of supervisors finance and budget committee to address our individual budgets. while i was not asked to give a formal presentation because the budget is part of the police department's budget, i was provided the opportunity to

discuss pertinent issues. the board of supervisors' budget analyst is recommending that the occ only receive one additional investigator, not the two. the mayor's rationale, as it has been explained to me, it in providing that additional funding was that funding was temporary funding that was given to the public defender's office for a police investigation unit. for a while, during the last budget year, the public defender's office had an investigator, an attorney, and the legal -- and a paralegal to investigate police misconduct.

it is housed with the office of citizen complaints. that was the mayor's rationale and adding positions. the money had already been allocated temporarily for the public defender. in addition to that, the budget analyst is proposing to cut $21,000 from the occ's budget. $10,000 in temporary salaries and another $11,000 in professional services. we are continuing to have discussions because tabloid have the temporary salary budget -- that would have the temporary salary budget and we have that

to backfill when investigators are out of long-term medical leave, on family leave, and also when a particularly complex investigation arises that needs and expertise that we might obtain from the outside. with regard to the professional services budget, if we lose a portion of that budget he will be on able to implement information technology projects that we proposed for next year. that is for the auto prompt for the investigators. i am continuing discussions with the budget analyst and hope that they will resolve before next week's continued budget meeting. same time, same place, next week. some good news from mediation, happy to report that june is not

quite over, but we have mediated eight cases this month. that is a great number. the next item is the first quarter report. we're almost at the end of the second quarter. much of the information that is in the first quarter report is rather dated. i will not go into great detail on that report. i will be happy to answer any questions. i will hit a few points. the first quarter, we opened 196 complaints. we closed 200. we closed more cases than we opened. we continued implementing the training program that was recommended by the controller in the 2007 audits. and that was to have strategic

plans for training. we held a one-day workshop on fair and impartial policing. we discussed that in the past. the chief gave welcoming remarks. that was in february. investigators and staff attorneys attended a two-day course that was sponsored by the police department on -- sponsored by the police department. in march, we screed the documentary film, "so in the seeds -- sowing the seeds of justice." i have talked to about the budget, so i will not go into any details on that.

i will quickly talk about policy recommendations that were in the first quarter report. some of the policy work that was conducted by our office included language access. she continued to work with the department on department general order 5.20. finally, she continued to urge the police department to finalize revisions to 5.05 on vehicle pursued. -- pursuit. that concludes my brief summary of the first quarter report. i will quickly move to our may statistical report. do you have that -- you have

that in your packet. as of may 31, the occ opened 320 cases, closed 363 cases. of notes is a low number of pending cases, 321. that reduced the investigators caseload to about 21 to 23 cases. i will talk about the adjudication of cases that the occ sustained. in one case, we had a finding of conduct reflecting discredits. the chief concurred with that and gave the officer a written reprimand for harassing the complaint, who was a signature gatherers for a ballot petition.

in another case, neglected duty, an officer fell to prepare a form -- failed to prepare a form that had to do with releasing an individual when sober. the officer was admonish bread and other neglect of duty case, the officer received a written reprimand and that was because the officer violated to general quarters when transporting a juvenile female passenger. the first general order required the officer to broadcast the in the mileage of the transport of a female passenger. because the passenger was a juvenile, it was a violation of a general order. the final adjudicated case in may was for neglect of duty and it was a failure to issue a certificate of release when a complaint was handcuffed and then released.

he told me ahead of time that the mission district has the second-highest number of call ins of any of the 10 districts. that kind of set the tone for the evening. i brought my 20-year-old son with me because i thought that would be a terrific learning experience for him. also, very helpful for me to have somebody with me to be able to talk back and forth. seeing and observing. it was a terrific learning experience from that standpoint. lt. o'leary was the lieutenant in charge that night. he provided an extremely thorough tour of the listed -- mission district station. i got to see every nook and cranny of the station.

sgt rogers outfitted us with the bullet proof vest, which we were very grateful and felt very safe in. that bit of reinforcement, considering the vast number of calls and responses. we visited, we rode along -- the first car was with officers kefvivin and adam, and we rode with them for the first part of the evening. we finished off the evening with officers michael and armand. we got a very good feel for the mission district in many ways. the officers pointing out

various aspects of the community that have a large number of calls and require intensive attention from their standpoint. among the many calls we responded to, one was domestic violence. another was a mother in a child custody issue. her child was at a hospital. and other mind was the san francisco general hospital on a stabbing. there was a physical altercation on long three men that night. -- among three men that night. as well as a number of chickens with people on parole or probation -- check in with people on parole or probation. there were a few calls that allowed the officers to demonstrate their skills in working with folks that have mental health challenges.

there were some possible theft stops, a number of those, and inquiries regarding possible sales of stolen goods. we really had quite a cross section. throughout all of this, what i would like to say in terms of the officers that we had the privilege to ride with, you know, so much of our time is taken with a very small percentage of officers that are at the occ. we do not often get to witness firsthand the high degree of professionalism that the officers on the streets demonstrate daily and nightly. it was wonderful to see that. i was very impressed.
