i am the director of huckleberry house, the only 24 our place for at risk youth. the for the first time in our history, we are considering closing on a weekend due to sustained budget cuts. the program received $600,000 annually to operate a shelter. our funding was hot out because of state funds were cut to a juvenile probation. through a series of add-backs, a little more than half of our funding was restored. the intent was for the city to find additional $275,000 to restore our allocated amounts. our agency has had to exhaust some of its critical operating reserves, reducing staff coverage, and institute pay cuts that were supposed to be temporary measures.

it is an integral partner who charged with maintaining the safety, health, and well being of youth. over the past three years, 250 youth have received crisis services at our shelter. the police department relies on our shoulder for a safe haven. additional use are referred by teachers, social service providers, and friends. we have to coordinate for their safety. we offer a crisis hot line for teachers, law enforcement, and other providers. i urge you to consider the request of $270,000 so we can continue to operate and do our work 24 hours a day at seven days a week to 365 days a year.

-- and i am here to support the coalition on homelessness. i am a mother of five and i know how it feels to be homeless. in the past, i was homeless, and i know what it feels to her not be safe in the streets. i am a proud supporter of the coalition and people who are homeless. that is why i come in front of you today to say that i wish you would support the $5 million.

[speaking spanish] >> and so we would like to see the $5 million going into centers, shelters, and programs to help people. when that said, please don't cut any of the money. thank you. >> the afternoon, supervisors. i first wanted to have some good news. the governor's budget has been negotiated and seems to be selling to only a $246 million cut, which is not the greatest news, but better than we had originally.

the impact was originally estimated at $80 million. details need to be worked out, and we think it could still be $9 million-$10 million. the accord sets aside $5 million and we are adjusting down from $10 million. it won't help with the hole cut, but we're asking to allocate for child care. we really appreciate your leadership and everyone that has been working the last several years of moving this forward. a few questions have come out to ensure the advisory body includes the child care planning advisory council. most of the child care and early education services are in the community, and we represent that body. the director needs to be not a

political appointment but a professional that understands the complexities of state and federal regulations to ensure that we are complying to that we don't walk the slippery slope of noncompliance. the last thing is a question related to the office. if we are moving this forward, the question from the community is, if this is child care and office, why is it not inclusive for preschool and funding? it includes to staff -- two staff and a shared director position. that's a question that needs to be addressed. supervisor avalos: thank you very much. >> hi, everyone. i'm brian gonzalez from arizona, i have been here for six years.

i am in the system of mental health, me and my friend were going to get our own place in a couple of weeks. i am sad to hear about the cuts at this stuff done to the shelters. there is no so. everything has been limited to words soap and toiletries. everything has bitterly lamented. everything is getting cut, the communication for therapy and everything else. please stop the cuts that if you would like to support them, please provide them. and for the american aids project, i am-, but i still want to support them. i have been working with the project for three years it is sad to know that they are

getting cut as well. thank you guys. >> my name is shirley shores, and i am diagnosed with bipolar disorder, anxiety, depression, and ptsd. i am the single parent of an amazing 11-year-old son. he is the most important part of my life. i speak as a consumer of the mental health system working for 12 years now. without an increase of the budget, there will have to be layoffs. damian less quality of service for all consumers end loads more stress for all employees and consumers. people will not be able to afford to stay in these jobs. there are a lot of caring people

working in the non-profit organizations. i have worked my way through the system. having to utilize the number of agencies from drug and alcohol programs, tenderloin housing clinic, a homeless prenatal clinic, and other clinics. the center for special problems that was closed down for budget cuts. i can name and number of others. i have referred to many of people to these agencies for help. without the increases, you'll probably find someone to do the job but it will be a different quality of care. i can only speak for myself but i am thankful for the services that have been and are currently provided to me. without them, i would probably not be stable to take care of myself, my son, my cats, or my

supervisor avalos: thank you very much. next speaker, please. >> i am the director of coalition on homelessness. we're facing a staggering housing crisis. a number of homeless people at the clinics and seeking shelter are skyrocketing. homeless people suffered preventable diseases at three to six times the rate experienced by others and have dramatically lower life expectancy by the average of 30 years. we have a proposal before you for $5 million. funding this proposal is critical as it will provide families -- prevent families, people with aids, elderly people, youth, all from becoming homeless. that will help those that are already at home less leave

homeless this. it is unconscionable that we have let our emergency services disintegrate so seriously. we have lost our beds and drop- in centers. what is left is genuinely unsafe. east after clyde ratios are inappropriate. we cannot afford to let hundreds and hundreds more sample to skins -- we can do a lot with $5 million. we can get hundreds of others of of the streets. in we can have safe and dignified shelters. they are counting on you. they can't afford a safe and dignified emergency system.

for all of that, by supporting the progress of revenue that would bring in $40 million more to our city. supervisor avalos: next speaker please. >> brian a. singer, the executive director of the house an alliance. i hope you all can come on down and enjoy our celebration where everybody in san francisco gets to be a day for a day. i am here to speak on behalf of the aids has an alliance, one of the agency's lucky about to participate in this program. it is how important for people to understand some very nuanced distinctions. in order to receive services, a person with hiv needs to have disabling hiv or disabling aids. if you are disabled from the

other cause, you don't qualify. the aids housing alliance has been lucky enough to build ourselves as an organization available to all people with hiv and aids in san francisco regardless of income and disability status. earlier, you met one of our clients and his three beautiful triplets. without us, he would have been homeless. he lost his real estate business, the house was lost to foreclosure in he had nowhere to go. there is no other source of funding in san francisco we could have tapped into to prevent that family from becoming homeless. we rely on this very unique source of funding to prevent homelessness for them. currently, we thought we were going to use it -- we responded an rfp.

hsa rescinded the rfp. they will reinstate it next year. it means i dismantle the program with the hopes of rebuilding it next year. i think it is very inefficient and a lot of people suffered. i am going to be left with $35,000. i can spend that in six weeks. as for all of next year to prevent homelessness. >> [speaking spanish] >> mar and isgarita alaman, i'm a direct member of the coalition
