i would like to thank everyone for allowing us to reschedule this meeting. i would like us to move forward as quickly as possible so we can get through the whole agenda. could you please call item number one? >> would you like me to call items one and to gather? resolution declaring the intention to vacate -- ordinance -- supervisor mar: i am going to give my colleague a moment to catch her breath. these two items have been called together. for item number two, it is supervisor cohen. supervisor cohen: thank you for hearing this item today.

we have a very packed agenda. the two items are critical to the expansion of one of the city's hidden gems, a wholesale produce market. it is currently home to 30 local businesses. 615 full-time employees. it has become a victim of its own tremendous success. several of the market's current businesses must expand and meet growing demand for fresh food in our city and region. the current size of the market can not accommodate the expansion of existing tenants or any new tenants. after years of negotiations, i am very excited to have the approvals associated with an expansion of the market. the proposed project will increase the size of the market to 525,000 square feet, which will create new opportunities for businesses who want to stay

and to grow in san francisco. the items before you today or resolution of intent to add an ordinance ordering the vacation of streets within the produce market. if you have ever driven through the produce market, you will see that it is very unsafe for pedestrians, drivers, and workers. the proposed project will vacate portions of streets in the market in order to ensure their better structured, improved, and safer access points in and out of the market. in response to community members concerns about the impact this may have on traffic, the project will make a series of improvements to adjacent streets to minimize the impacts of this vacation. i am very supportive of these items and believe this project is essential to the small business community. i would like to bring up john

updike to walk as to the details. >> thank you. i had a nice long speech because i know you hardly have a anything on your agenda. this will take about two minutes to go through. a map for context, i have handed out to each of you. because the package is over 200 pages, i thought i would highlight four pages. this is the context map of the current footprint of the wholesale produce market. this is a more particular drill down to the for a print of the market -- footprint of the market. the budget and finance committee will review and recommend regarding the fiscal efficacy in about two weeks.

i will not go into the terms and conditions of the actual lease agreement. and the fiscal impacts to the city. i will focus on the item before you, which is regarding the street vacations. this project, which really focuses on food safety and security issues, as well as retention and expansion, provides for more energy efficient warehouses and distribution space. it is the safety and security aspects that are the prime motivators for today's legislation. if you refer to your maps, you will see on page 3, the highlighted areas of the streets to be vacated. the thoroughfare the bifurcates the market, would be vacated

from rankin. there are smaller roadways sections that are also being vacated. as noted in the map. kirkwood from rankin to the railroad tracks would also be vacated. that forms the phase 1 development footprint site. as part of the retention and expansion project, the new master lease agreement, new dedications of rights away iran the footprint of the market. -- rights of way around the footprint of the market. the planning department has issued their general plan conformity letter. that is in your file. the conditions of which have been close and into the

without objection, colleagues? thank you. >> item #3, ordinance approving an -- agreements, permits, and meese. supervisor cohen: this item is the culmination of significant community-based planning and efforts on behalf of the mission bay, and the city for the design of the fourth street plaza. many of you know, ucsf is constructing a health complex to provide outpatient and inpatient care to children, cancer patients, and women. the first phase is currently undergoing construction and expected to open in early 2015. one of the key elements of this new hospital is the creation of a vibrant public plaza on the

portion of the unbuilt fourth street in mission bay. the plaza on fourth street will provide an opportunity to create a warm and welcoming civic space for all to enjoy. the document before you today will help facilitate the construction of the plaza. i would like to bring up a spokesman from the department of public works who will give us a brief overview of the project. there are a few technical amendments that are proposed in this ordinance. >> good afternoon. i thought i would show you a quick overhead view of the new plaza. this is fourth street. what we have before you is a master agreement and several

other underlying agreements that will allow us to move forward with a project. proposing to build a public plaza, pedestrian improvements. one hospital is under construction. there will be one in the future. emergency vehicle access. to give you some context, the hospital is under construction. here and here and we are talking about fourth street. between mission bay boulevard south. master agreement ties several contracts -- agreements together, including a major encroachment permit. including the closure of fourth street to vehicular traffic, the

construction of a public plaza, and bike lanes. easement for non city property, underground utilities. private benefits involved. an agreement where uc will maintain all the right of way they are constructing. supervisor mar: can you repeat what uc is responsible for again? >> maintained all public right of ways as well as the entire public plaza area on fourth street. in addition, there are lease terms that require them to pay for the lease of two ariel structures, which are planned

for the fourth street block segment. there are other benefits, including construction of the accessibility curb ramps, dedication of land that will cause public benefit to us. the director of public works held hearings related to the encroachment permit, which allows the university to use public right of way. the planning department determined the encroachment permit or consistent with the general plan. the oversight board of the successor agency to the former redevelopment agency adopted ceqa findings and approved this design. the city administrator determined that the project was consistent with the south bay redevelopment -- the south -- the mission bay south redevelopment plan. that is a general overview of

the agreements. there is an amendment being proposed. the uc executive director for the mission bay hospital is here for questions if you have any. thank you. supervisor cohen: thank you very much. we can go to public comment. supervisor mar: is there anyone from the public who would like to speak? please come forward. we are limiting speakers to 2 minutes. >> my name is susan and i'm the vice president of the dog patch neighborhood association. ucsf presented to our association last year and we voted unanimously to support it. to support fourth street to be a

pedestrian and bike path. major emergency vehicles only. we have been advocating for such a plan for years. we feel it will be more pleasant for the hospital environment and for the neighborhood. we do not want to encourage traffic through our neighborhood for vehicles which would use fourth street as a thruway north and south in and out of san francisco, which might be the case as this area becomes more built out. the plan to upgrade the off ramp at mayor opposes street -- a mariposa street will keep the dog passed the livable small- scale neighborhood that it is. we are pleased that the san francisco bike college and has worked with us to put a great bike path in place. we urge you to support this and

we are very excited. supervisor mar: next speaker. >> good afternoon. i am speaking on behalf of the bicycle coalition. we are very supportive of this project. we're very pleased to have been consulted extensively. i have worked on lots of public projects and this one is very impressive. we are really excited about a building out the street that does not exist now. there is no fourth street where we are talking about. this is going to be a wonderful place, a great place to ride a bike, stroke, or just sit around and watch other people -- stroll, or just sit around and watch other people. i do not have much more to say except that this is a great project. we bring you our full support

and we hope that you move it forward. supervisor mar: next speaker. >> i served on the citizens' advisory committee. i have been watching the project developed. i have to commend the ucsf staff and directors for being friendly neighbor. they rarely reach out to try to make things work for everybody -- and they really reach out and try to make things work for everybody. as a concept, with the development of the hospital, i think it is very forward thinking for the university to suggest that this become a pedestrian and bicycle path. all around the city, we are looking at making the city more pedestrian friendly.

places in north beach and chinatown and golden gate park, they're trying to adjust existing pathways and eliminate car traffic and make it more pedestrian. this is forward thinking. we do have a commitment from the biking coalition that they will watch the speed limit there. so we have this clashing of pedestrians and bicyclists. i highly support and recommend that you move this forward. supervisor mar: i know that you have used the term good neighbor for representing ocsf's approach to the neighborhood. can you elaborate about why they are such a good neighbor? >> they reached out and formed the cac in the beginning. the university system does not have to abide by local

ordinances. they reached out and developed 14 mission bay. -- developed 14 mission bay. -- one for mission bay. they run things by us. they make adjustments. as far as a good neighbor, i do not think i could ask for a better one. supervisor mar: thank you, next speaker. >> good afternoon, supervisors. i am also a member of the uc community advisory group. i can second the comments. uc does not have to obey city ordinances. i know from discussions on several projects that they have worked to limit heights to be

compatible with neighborhood zoning. they did not have to do that. they have had numerous community meetings on subject of mission bay and also in other parts of san francisco plants and and their next long-range planning for the next 15 years. there involving the community in that, too. ucsf does a lot of work to be a good neighbor. supervisor mar: is there anyone else from the public who would like to speak? public comment is now closed. colleagues, we need to move this forward as a committee report for consideration on june 26, 2012. can we do this without objection? thank you. >> mr. jaret? -- mr. chair?

>> we have amendments. could you please let us know what the amendments are. >> certainly. before you today is an amendment. there are some indications of ought -- documents. there is an amendment on the bottom of page 3 that clarifies that one of the approvals concerns the widening of mariposa street. clarifying language about the mission bay south infrastructure plan modification. it clarifies what the status of that is today. supervisor mar: colleagues, can we take these amendments without objection? thank you. can we move this forward as a committee report to the full board? thank you.

>> item number four, resolution authorizing police amendment for 720 sacramento street for the department of public health. supervisor mar: -- >> this item before you is the least of 720 sacramento. it provides mental health counseling and treatment to the chinatown community. it includes portions of the ground floor, the basement, and the entirety of the second and third floors. 9200 square feet of leased space. the police -- it was approved by the board on april 17, 1996. the most recent adjustment was on july 1, at 2007, taking a

lease rate to $24.24 per square foot. or $18,645 per month. this item before you is simply a one-year extension of the lease, which has been negotiated. we have kept the rate exactly the same as it has been for the last five years. there is no future fiscal impact for the next year. we believe that is no greater than the fair market rental values for the location, given the building location and its use. funding is still subject to certification funds and budget adoption. i am joined -- supervisor mar: let's open this
