thank you. mr. president, you have a quorum. >> thank you very much. lt. riley is at the helm with inspector monroe. there is a special reason why he is here tonight. tomorrow is his last day. tomorrow is his last day as a san francisco please complete -- police officer. [applause] for many of you, you get to know lieutenant riley. he was the police commission secretary he is recognized as he walks the streets. he has been asked to have a talent agent. we thought we would bring him back for one night for a command performance because it -- before he goes off into the sunset. yesterday, the chief and the

commission it surprised him with a party. i want to tell him, i wanted thank you for your years of service i worked with you when i was a prosecutor. as a commissioner, you have kept us on the straight and narrow. you are a calm and gentlemen, a man dedicated to the community. many do not know that you spend your time in the seminary. you have done great work. i appreciate your service. we had a plaque for you, but the chief gave it to you yesterday. on behalf of the commission, i really want to thank you from the bottom of my heart for all

of your service. you are a good man and what a great career. thank you. [applause] >> it was against my better judgment to come back here. everybody is asking rightabout now, how can i miss you if you won't bowl way? -- won't go away? it was wonderful to have spent that time as commission secretary. i thought about it afterwards. it is the only such jobs in the whole department. i was very honored to be selected for it and keep it for as long as i did. i really do not know if this is such a good idea. people think the commission is going to be in summer reruns and they will turn us off. we better get through this before we lose our audience.

>> we started with you. i remember that first night. what am i getting myself into? as much as the commission taught me how to be a good commissioner, certainly, you did. if i had any questions or thoughts, as the commission turned over, you were there the whole time. me and you. been one of the few non-lawyer on the commission, i learned as much about the legal workings of this whole thing from you as i did from the other commissioners.

it has been great. it really has been great. you are a great person. >> thank you, commissioner. >> people might be great at their job, but they are not necessarily great people and you are, sir. >> after being out of this job for a year and a half, to be asked to return meant a lot. thank you. >> thank you for coming back tonight. us asking you to work before the day -- the day before you retire is our way of expressing love. thank you for all of your help. prior to being on the commission, i think i gave you a hard time on a number of issues.

you were a mentor, you helped guide us. i think you wear your heart on your sleeve in terms of how generous you are. when i was watching you received the party in such a gracious way, i would hope that all of the new officers over the next couple of years will become you at some point. it takes a lot of work to be coming in. i want to thank your family, especially your wife, for letting us borrow you for this long of a time. i hope the two of you get to travel the world together. >> thank you, commissioner. i kind of belong to the dinosaur division now. it is a new day, and new technological era. thank you very much. >> what a pleasant surprise,

you're more unwelcome when i started -- and your warm welcome when i started in late 2007. you have been the tribal memory for the police commission and you are the person i would go to in the past with any questions i had. i really appreciate your responsiveness. i hope that you have a wonderful retirement. you have given many years, and i thank you. >> i appreciate that. times like this, you think about all the stories you could tell. some you can and some you can not. there is one commission story i will tell. that was when one of your former staff members was your staff attorney and she was handling a rather large case. she was going off on maternity leave and we were putting the finishing touches on the next stage of the appeal.

she said, you can call me. don't worry. i talked to were a few times. something came up one night and i dialed the phone and she answers. we are talking and there was all kind of commotion in the background. i said, did i call a bad time? she said, we are getting ready to go to the hospital. the baby is coming. i said, i beg your pardon, i did call at a bad time. [laughter] oh, my goodness. very professional in her response to me. i did not know quite what to say. i was afraid to call her after that. thank you very mad. >> -- thank you very much. >> item 1, consent calendar. it is a request of capt. to except to -- accept a gift of 60

individual commissioners and police personnel should refrain from entering into any debate or discussion with speakers during public comment. please limit your comments to 3 minutes. >> can you hear me? we have something coming up called america's cup. fleet weekend america's cup. -- fleet week and america's cup. we have the highest number of professional homeless, that i have ever seen. if we don't start clean this up now, we will have a problem. we are already expecting pickpockets. our shoplifters are already here. the highest number of shoplifters we have had a long time. we're having more break-ins. we had it under control and out it is out of control. when these numbers of people, and, if we did not have some

things under control before these events happened, it is going to be a lot harder for the police department. i am just alerting you to these problems. i am asking your support in single we can do to start working on it now instead of the week before hand. this is going to be a big area for the marina. to how fleet week and america's cup on the same weekend is just going to be horrendous. i would -- i am just reporting to you what has been happening. also, as i predicted, needles are beginning to show up in backyards behind the bridge. i am documenting it all. i am documenting all of these health problems and everything else. it is still going on. we have other issues coming up. several of the people from the bridge that were moved out are

happen. we are going to start with the police department. i have been no in the chief for a number of years. we are going to have that meeting to bring back their relationship with the black community. my name is ace and i am on the case. thank you very much. >> thank you very much, mr. washington. next speaker. >> good evening. back in the 1990's, the fbi was investigating narcotics trafficking in the northeast -- north beach section of san francisco. they concluded the drug traffickers were tipped off by some police officers working out of central station. i am here tonight to inquire as to whether an investigation was conducted on that matter by the

de jesus would be here so i could congratulate her on her recent victory. i have pressing matters. i would also like to take a few seconds to appreciate commissioner kingsley. i happen to observe for on a ridealong. she addressed a man that was nodding off in front of a storefront. they all acted with compassion. i am often critical and tonight will be no different, but i would like to address good things when i see them. i am here on very serious business. i am here responding to a commentary a few weeks ago when he was present at a ceremony giving metals of dollar to

officers richard hastings and mathew lopez. i find it very troubling that a body that is charged with the oversight of police matters, the president of that body would see fit to refer to two officers that are still under investigation for their role in the shooting death of a black youth. there is pending litigation, that no evidence has been released, no clear evidence presented in the police case regarding this matter has been presented to the public. the family does not even have a coroner's report. somehow, sir, you feel it is appropriate as president of the

police commission, the body we are asked to rely on to resolve matters of unlawful activities by officers, see fit to refer publicly to officers richard hastings and mathew lopez as heroes. that was very painful for the family of kenneth harding. my words are for myself, but the sentiment being expressed is representative of many people. my organization, the entire police accountability movement in the bay area and beyond. i do not know what you were thinking, sir, but that was a great misjudgment. i feel that it calls into question the legitimacy of the body that he presided over. >> next speaker. >> i feel your pain, but i want

to assure you the d.a.'s office is going to look into that. the occ is looking into that. i was an oakland two weeks ago and another officer-related shooting. chief jordan was there. i raised my hand. i am not from oakland, i am from san francisco. what is your question? can you show us a weapon that this person pointed at your officer? he said, i do not have it here, sir. i said, are chiefly have shown us the weapon. -- our chief would have shown us the weapons. he looked like a fool. he looked like a fool because that is what he is.

chief jordan was lost in space. i want to commend you, achieve, -- chief. if you move to bayview, i am going to hear about it. the bayview is a great place. we are going the right places. people say that things about the bayview. 33 murders this year. how many were in the bay view? a very small percent. you ask the general public, bayview and oakland are bad places. they are not bad places. they are good people on the go. thank you.

>> further public comment? public comment is now closed. >> item 3 is reports and announcements, the chief's report, the director's report, commissioned reports, and commission announcements scheduling of items for consideration for future meetings. >> good evening, commissioners. joe, congratulations. for the crime reports, we will be at 3% down on violent crime is your today over last year. the year before that, we are defilade going the right direction. -- we are definitely going the right direction. we are at 34 homicides. the incidence of homicide are at 29.

we are + 2 in incidents of homicide, which is the bad news. the good news is that shooting victims are down 17%. unfortunately, we lost two of the folks that have suffered -- that have fallen to homicide. the overall amount of folks suffering from gun violence is down again this year. property crimes are up 3%. burglary and auto theft are driving that increase. i would urge the public, the larger electronic devices. do not leave anything in plain view in your cars. we are targeting the areas where we have noticed uptick. it has been a busy week. a couple of weeks in the department, we promoted 34 officers, to 50 in the tenants, 19 sergeants. many officers -- -- supervision

is important. the graduated are third class. we are now at 74. we hope to top 100 at the graduation of the next class, which will be in mid-september. we had three meetings with several members of the board of supervisors. i spent about an hour-and-a- half or more making our first budget presentation to the panel. some give-and-take with the budget analyst. we will see how that goes. we're getting a lot of support from the mayor's office and members of the board. it gets better video continues to get recognition on the senate floor. on monday, the participants -- i

children benefit softball tournament. we raised approximately $6,500 for special olympics. pretty much the entire command staff participated in the pride flag raising. it has been a very busy week. we also kicked off our future graduates jobs summer programs this afternoon. there ceo is formally of the san francisco unified school district. as time goes on, we will get more kids to that program. it is all good stuff. of course, we have our academy class starting on monday.
