agency regarding this particular retirement. they take money from the ballpark and they put it all on low-cost housing, rather than paying off the bonds in the harbor. we have to speak up. we have a tenants' group that can do that now. we have a great opportunity in pure 40 -- pier 40. there is a beautiful sight there that only needs a few million dollars to fix it. i know, i have worked in the industry and looked at places to be. they are willing to pay. i think that if you would open your eyes to that aspect, you would not have to raise one penny of rent to any of our tenants.

thank you. >> thank you. is there any other public comment on this item? commissioner? >> [inaudible] >> that is ok. come on up. >> my name is martin. like many of us, i am a member of the south beach yacht club. i have been a member for about 20 years and am blessed to have a boat there since 1988. i do not live in the harbor, but i lived in south beach. much of my life everyday is in that harbour. much of my own recreation and my forward looking life plans with my new son being a sailor in the future is also there. i worked at south beach apartment, where i am one of the

property managers. for 10 years i sat, as mr. pierce did for a long time, on the citizens advisory committee. during those years, we all delivered on a lot of neighborhood issues. i think that i am privy to know that the harbor was, in fact, a development point for the rest of the neighborhood that was intended to bring the persons of the immediate area to the waterfront. i concur with mr. pierce. if these rents are raised to the extent that myself and other persons who might be able to just nominally afford this wonderful recreational opportunity, we have to move and other people come in to pay these much higher prices, there will be a much different social circumstance in that harbour. the yacht club has worked for

years to develop a social atmosphere that serves the neighborhood. i have not sat on any committee since 1999. and then i was given a very nice platform services. i am sorry to say that i do not know as many of the issues we are currently involved in. i feel very strongly about my neighborhood in our privileges in the harbor. certainly, we all agree, as far as i know, that things need to change. i hope that they can change reasonably to serve the interests and citizens of san francisco. and that we will not be left out of the deal. thanks for letting me make a comment. i apologize for not getting in there earlier. >> no problem. any other public comment? seeing no one --

>> you have alluded to this, earlier today, talking about the productive meetings, as i looked through the material, a few things jumped out at me. i went sailing not long ago. i loved it. i did note that my friend had a guest pass and as i was leaving and looking at the giants' game i was looking at, i did not want to give up my parking space. others may not have, so there may be some opportunities to look at the parking, perhaps even on a fluctuating basis, working with the birth holders -- berth holders. i imagine that that is some of what was discussed. in terms of increased rates,

could be looked at it for different rates and new boats coming in? taking a look at the adjusted for current birth holders modest basis? lastly, and i do not know how many short-term visitors there are from other clubs, but i would anticipate that those would be very popular when the america's cup comes. perhaps that is something that we could look into, whether we could generate more revenue. obviously, not enough, but more by increasing the visiting rights as well. i think that the other points given today were well taken. i am very excited for the comments, that we have the south beach harbor back. i look forward to trying to come up with solutions that will work

for everyone. >> when was the last time that rates were raised? >> there has been cpi for every second year. i understand that there has not been a market analysis since the inception of the harbor. but that could be wrong. >> that is correct. it is raised every year. as far as i can research, some of these voters have been here longer than meat, but i could not find anywhere -- longer than me -- some of these boaters have been here longer than me, but i could not find anything to contradict that. >> can you tell me about the selection process? >> you mean how they get on the list? they fill out an application. there is no restriction or requirement except for the

onetime $80 fee, which when they get a slip, that is part of their first month's rent. if they choose to drop off the list, they forfeit the $80. >> there is no income requirement? >> no. >> no location requirements? >> no. >> you do not have to live in the city or the bay area? >> no. we do try to push and require that they have emergency contacts if they do not live in the city. >> just by looking at the addresses that we send the bills to, approximately 65% or 75% do not live in the city or county. most of them are off by 49 miles.

>> that might raise another interesting option, which begs the question -- do we know what the turnover rate is? do any of them become abandoned due to failure to pay it? anything like that? >> there is a slight turnover rate. it is about seven or 10 each month. the harbor i was at before is more like 40. even now. it did increase when the economy took a dive. we do have reflection problems and we have had very few just walk away. >> having sailed out of there, it was fantastic. it beats the ones that i sailed out of a in sausalito. >> peter, i guess you have your

>> when the new california academy of sciences opened in 2008, it quickly became one of the top tourist magnets in the city. part of the cal academies' astronomical success is the weekly nightlife party. >> i am joined by helen, who is here to school me on all the nocturnal activities that are getting ready to take place here. tell us a little about what we can expect to see at nightlife. >> we open up the doors every thursday night at the california academy of sciences. there are certain things you can see every week you can go to the museum, visit the planetarium, and we bring in bars and a deejay or band. it is a different feel from during the day, something different every week. tonight , we have beer and music. -- tonight we have great beer

and music. it is beer week. we have a dozen local brewers in african hall. we have a deejays to set up throughout the museum and a live performance at 9:00 p.m. tonight. >> what has been your favorite part as a participant or as an observer? >> my favorite part is to walk around the aquarium in to see people with a drink in their hands, getting to know maybe somebody new, may be looking for a day, or chatting with friends. there jellyfish. i mean, they are beautiful. >> the culmination of the animals. >> it is very impressive. we do not have this at home. >> tell us a little about some of the spider's we see here on display. >> at the california academy of sciences, there is a very large collection of preserved and live specimens, which are the

evidence about evolution. we have the assassin spiders, which are spiders that exclusively kill and eat other spiders. they are under the microscope here. research done and the california academy's i rhinology lab suggests that the assassin spiders have been doing this for over 150 million years. this glassed in room is a real scientific laboratory, and the people in that room are preparing specimens of vertebrate, that is mammals and birds. the way they do this is to remove the skin, sew it together in a relatively lifelike pose, and ensure that it does not decompose. >> i am a really big class actress fan, so i am here to see them, and beer week.
