twice a month since surpassing thanking me for giving back his life, his wife, and marriage. >> my name is brian webster. thank you for your service and the opportunity to speak. i have lived in san francisco over 30 years. we are a workers resource center. we have been around for over 30 years. we provide legal services to the working poor and we have a working media program using the internet web video to tell stories about things that are working for working people. we study and pay attention to
7:01 pm
these issues. we mostly stand up and speak out and eat -- for economic development, good jobs, and we believe that a tax to unregulated medical cannabis industry in california is good for everybody. it is good for the community, organized labor, good for business and good for the community. we have taken a look at mission organics and we think they are uniquely committed to the best practices. we think they are sincere, that they have the ability and the will to deliver on their commitments. we want to ask you to deny the appeal and to grant the permit. there are a lot of people who
7:02 pm
are afraid. but it is unfounded. we think that this is going to be a good thing for a lot of people. it is going to be good for san francisco, for jobs, for revenue and good for business and labor. thank you for your time. >> i think if they open the community will be worse. i heard a gunshot. if they open, there are a lot of students around that area. i lived there 21 years. it used to be peaceful. now it is getting more worse. if they need medication, they can go to the hospital and get a pain pill or whatever. not open in the community.
7:03 pm
i think it is impossible. there are more people coming out. chinese have had to work to make money, to raise a family. there are seven schools around. i think if you have something open, this morning at 4:00, a gunshot. think about it. it is worse for the kids. i have kids in college. i lived there for 21 years. i would like to stay in the area but it is getting worse. if you go there at night time, after 10:00, it is really crazy. go out in the nighttime. if you opened three stores like
7:04 pm
7:05 pm
of bus stops. for example, line number eight, 29, and 54. and 43. because on that area, a lot people are waiting their to get on the bus. everyday i need to take the bus to go to work. there are a lot of people who are not residents in the area and are loitering around the area. there are from other area. there is one day i got off the bus and i got someone snapped --
7:06 pm
snatched my purse. i made the police report. up until now they have not arrested anyone yet. i am so worried if you open one of these marijuana shops at a lot of people who do not belong in the area will be in the area. i am so worried about the safety of the neighborhood and more people will be victimized. that is all.
7:07 pm
7:08 pm
outside mission. if they are going to open and marijuana shop, i am very concerned some of the kids will eventually get addicted to this marijuana. marijuana is a drug. if people get addicted, they can have like a mental illusion. when i was waiting on the bus in the area, i have seen people after they took its, they are wobbling around and they do not know what is going on and they fall onto the ground.
7:09 pm
i have seen that they hurt themselves, bleeding from the head, then nose, i was extremely scared and frightened. let's say if marijuana can treat people, they are going to go to the hospital. they could go to a place to get the medicine. why would they have to open it in another area? i wish and marijuana shop owner, not because of the financial responsibility as well as because of jobs, they are hurting the next generation.
7:10 pm
7:11 pm
7:12 pm
i oppose having the marijuana shop being opened in the area. when i see people taking marijuana, and i get frightened about these people. in fact, we worry for the kids when they were a young child until as an adult, we always worry they would get involved with this. i am greatly concerned and any time i do not feel safe. so i totally oppose having the
7:13 pm
marijuana shop be opened. >> hold on one second. the head. >> good evening. my name is mary harris. i'm president of the district 11 council. 12 of the 13 members, with the exception supports the appeal this evening. they understand the need. when they voted for it, they thought it would be dispensed through pharmacies or a delivery service.
7:14 pm
now are we -- we're confronted with it being on our commercial corridor in that is where the problem starts. it is not attractive on a commercial corridor. it starts to look like a fortress if you have seen them. they detract from the businesses on the corridor. clustering as the other issue. we do not feel it is appropriate or we have that amount of sick people that requires three dispensaries in such a short area. we also realize we have the highest amount of children and seniors in our district and this is also problematic. the one on ocean avenue have been relatively safe. that is not the issue, the safety component. but when something does happen, which it did and the shots were fired, it is pretty scary.
7:15 pm
it was next to a senior center, and they have since moved from that area. generally, the ones that we had on ocean avenue, there was not a problem. once there is a problem it is significant when the shots are being fired. we asked to honor this appeal. that is all we have right now. we understand christine is working on legislation that the board of supervisors but for now we have to rely on you. >> what is the district 11 council? >> it is a neighborhood organization within the john avalos district. we work with our supervisor to be informed of the issues and
7:16 pm
support each other in the work we do, whether it is parks or schools or commercial corridors. we want to improve our district and work together. >> are they also members? >> yes. >> are 13 members? >> they all voted to support the appeal. >> i need to ask you another question. i am not familiar with the mcd's on a mission. but she said they looked like fortresses? -- you said they looked like fortresses? >> bear are bars on the windows. -- there are bars on the windows. >> on the front for sought? >> yes. -- facade?
7:17 pm
>> yes. >> my name is david hooper and i am the president of new hooper terrace improvement. that would be west of mission street and north of balboa high school. in march in response to the approval of the three mcd's, our neighborhood association met and voted unanimously to oppose all three and to support the appeals involved in all three of these. we are also a member of the district 11 council and i point out it includes nonprofits immediately across the viaduct from the other 4200 block mcd. this comes down to a question of what somebody's vision of mission street. our association has worked
7:18 pm
toward approving the affordable senior housing on mission street, just down the block from the other, the improvements of the parks, working to try to address the questions of the kids who are sometimes off- campus and the improvements of this ". we have seen a continuous improvement. the idea has been to work with the different communities, many of whom are not having english as their first language. so all of this comes down to the question of what is the vision for mission street? what is the question of clustering? we're going to see more applications, more applications for those parts of mission street to that are vulnerable economically, landlords want to have somebody paying the rent, and better close to the county line so people can come into san francisco to buy so close to the
7:19 pm
county. we already have about 20 in town? why do we need more? president hwang: next speaker, please. >> my name is lois and i live mn to our opinion. we do not think this is right to open in our neighborhood. that is why we have so many of us here, over 100. outside of city hall today, at 4:00 p.m. remember it is a work day to express our opposition to the opening of the mcd. i am not making this up. if you want evidence, we can e- mail it to you. it is during the workday and
7:20 pm
work hours. 100 people actually represent thousands who need to work and are not able to make it here today. remember we have collected thousands of signatures to oppose the opening of the mcd. i believe we have submitted this information to you. anyway, there is a bus stop around the corner. all of these facilities are accessed by many children and all bohai is blocks away. we are concerned that the opening will affect the safety of our neighborhood. foreshore to the many children in the neighborhood. i have one question for the new guys, if you allow this to open, can you provide a valid reason? through the appeal process, the
7:21 pm
mcd could not open. it is not right to open it. why would you allow to open in our neighborhood? are we discriminated against? if this type of business is not right for sunset, why is it right for us? balboa high is blocks away. we're not against the use of cannabis and for medical reasons. we just do not want this in our neighborhood. data from the hospital. not from our neighborhood was so many children. -- get it from the hospital. not from our neighborhood with so many children. president hwang: your time is up. >> one more thing. it does not cost too much. president hwang: next speaker, please.
7:22 pm
>> good evening. i am here to oppose to open the marijuana shop in our neighborhood. marijuana is bad for our body. actually, it will hurt our next generation, especially the children. if you open a marijuana shop, there will be more incidents of robberies in the neighborhood. i live in a geneva. a lot of bus passed by the area.
7:23 pm
also there are a lot of children who passed by the area and if they see the marijuana shop, i totally opposed to have the opening of the shop there. if there is a need of them taking go to the pharmacy. -- they can go to the pharmacy. i hope everybody does not agree to uphold the permit. president hwang: next speaker, please. >> my name is mrs. chang. i oppose having and marijuana shot to be open in our community. -- a marijuana shop to be open
7:24 pm
in our community. it will affect our next generation. i wanted to review an incident four years -- for you, on the day of our protest, for the shop that was being given the permit to operate, in order to burn the marijuana and let the small, out so that the odor is very bad -- smell come out so the odor is very bad. a lot of people, including children, went there to protest. at that time everybody said the odor was pretty bad.
7:25 pm
therefore, we definitely are opposed to having this open. even though this time, we're going to protest again. we are a going -- and we are going to appeal to the federal court level. because at the federal level, they do not believe people should take marijuana. president hwang: excuse me, it is difficult to pay attention to all of the comments tonight. there is a lot of side conversation going on and it is very distracting. i realize it is a long night but if we could please limit our conversations in the audience so
7:26 pm
we can give all the attention to all of the speakers. next speaker, please. >> good evening, everybody. i live close by to the marijuana shot -- shop. i am definitely opposed to having it open in the area. i want to ask, san francisco is such a small district, how can we have 22 of these shops? in our neighborhood near us, there are already two of them.
7:27 pm
is there any data to prove there is a need or that many people need to have marijuana? you said that when you have these marijuana shops open, they will create jobs but imagine if people have to take the marijuana, will they go to work? as a mother, i am very worried for my children. because you know the children are our future. if you are going to open three marijuana shops, and the
7:28 pm
children take it, it is my children buying candy. -- like children buying candy. because everybody is curious, including myself. because you indicated it will kill the pain. everybody thought it was so easy. it will kill the pain. just across the street from this marijuana shop, there is a senior home. finally, i want everybody to think about it seriously. let's say our next generation have this habit of taking the drugs.
7:29 pm
how would i imagine as a mother asked that all of our children are taking drugs? we still have hope in our family? also our country, as america, is there hope for our country? children are our future. is that a future for america? you had better think about it twice. as a mother you have to think of it is necessary to open up that many shops since there are already 22 of them in existence. in the neighborhood,
