forward with a motion for recommendation of approval to the full board. >> thank you, mr. connor. >> in the past number of years i have come down to support commissioners olague, but commissioner moore, commissioner sugaya commoand now commissioner antonini, and it is easy to ask, how can you agree with all of those commissioners? the truth is i do not. they do not always agree with each other. they do not have to. they all come with a different agenda. they all come with a different perspective. what is important is the day independently prepare for their hearings -- is that they independently prepare for their hearings.

it is also very important they are able to listen very carefully to each of the speakers and to their fellow commissioners. they have to earn the respect of their fellow commissioners. they might debate an issue for an hour, and they will make their decisions, and they are on to the next item. there is no room for carryovers. every group and will love members of represent the book ends of a particular commission as of ulterior -- as a whole. what is important is the same maintain -- is that they maintain the respect of the public. >> thank you.

spoken on the other side. i want to begin by saying i thank the commissioners for wanted to continue to serve. i did anyone who wants to volunteer should be commended, especially for the planning commission, which is the hardest working in terms of the amount of work. i want to reiterate what i said before. i think he is a true gentleman. he is someone who is very smart and accessible and who takes the job of planning commissioner very seriously, and i have a great deal of respect for him, and i think the way he carries himself is exemplary, and it is something other commissioners can learn from. that being said, is this a

nomination i can support at this point? unfortunately, i have to say i cannot. i respect the expertise and knowledge he has, but i think on a number of important issues, the commissioner and i have a different perspective, and while i respect his perspective, i respectfully disagree as to the kind of perspective that is needed at this point on the planning commission, so it is not something i am thrilled to do. i think anytime you oppose the nomination, it is not an easy thing to do, and it is not something that i'd do lightly, but given the approach on a number of different issues, i am not able to appoint this issue at this point, so i certainly

other in that regard, and i think it is unfortunate we would not support him after all his years of service and hard work, and i are appreciate a common spirit of i would certainly want to forward the recommendation, but if it would be easier for others, i would offer a motion to forward and now dr. antonia without recommendation of the full board your good if we could do about, i would be happy to offer that motion. >> we do have a motion to move this forward with no recommendation essentially, and because this is a recommendation we need to determine within 60 days of the appointment, we should send this to the full board, and i agree with that.

i want to concur with a lot of comments made today. i have only gotten to know commissioner antonini very recently, and i have to agree you were incredibly pleasant to talk with, and i think i have heard over and over again you are someone who is a sensible and who listens to community and always comes incredibly prepared, and i do not think anyone disputes your knowledge of land use, and land uses terrain -- when use is very complicated, and i think it is important that we appoint those who are willing to work hard and are very knowledgeable. it is obvious you have thought through your reasoning. i want to save i think some member of the public stated in tuesday's on these qualities that you appoint members to

commission, and i have to disagree. i think values and priorities are very important, and we make decisions, and having guidance on any commission, you want to have individuals that represent the values you care about, whether it is affordable housing or a number of other issues, and i wanted to bring up another concern, and this is what both of the appointees say, the diversity question, and what i am concerned about is the lack of representation from the latino community on this commission and something i have heard some of my colleagues, which is representation of people who live in the southeast sector of san francisco, and that is something i would like to see more of, and i was hoping

question. i moved here over 17 years ago. i was drawn here because it was a special place, and if you read the general termplan, it is unique. it is culturally and socially diverse and open. if neighborhoods are strong and livable and has an unparalleled physical beauty. it is important to ensure these qualities are preserved, and i do not take that lightly. it is with that lends the i approached my work in the city. i have a great privilege to work for the city for over 15 years, primarily on economic development issues, but i also spent time at the port and the

recreation and parks department. i have worked on development projects such uas planning and waterfront development you're a good -- waterfront development. i have spent a good deal of time working on the neighborhoods. i helped establish the commercial corridor program, which is known as the marketplace initiatives, and it has evolved and groaned, which i think is great company -- of volstead grown, which i think is great. -- has evolved and grown, which i think is great. i will expand on one project, which is octavia boulevard, which as the decade working on, and it was construction of a

roadway to replace the freeway, and it was a lot more than that because we got 21 parcels of land, and just to highlight some things, we created over 50% of the unanimouits as affordable. there was a commitment to excellence in design in architecture. there was lower than 121 parking ratio - than one to one parking ratio. there was a commitment to do additional open space and a state park. we converted parking lots to unique uses, and most importantly, we had a strong, open working relationship with neighbors, people at city hall,

as well as out in the neighborhood. it was not always easy. there were issues about funding and parking issues, but i believe we did this in a balanced, open, and thoughtful way. i left the city in 2011 to take the position of the director of fort mason center. i was attracted to fort mason. i was not necessarily looking to leave the city, but it was ground breaking in its conversion from a military institution into an arts and cultural center, and we have the challenges ahead in preserving that and taking 50 million dollars through $100 million but are needed for the facilities. i have had the privilege of serving on the board of

appeals for months. it is not as easy as i thought. sometimes i get a perspective that i should hurry up and make decisions on these, but they are complicated issues people are passionate about, and i approach that in the way of trying to solve problems commo, so those y qualifications. i am married with children, one of them still increase ". i am happy to answering questions. >> you did remind us you were recently before this committee as well, so congratulations on disappointment. -- on this appointment. >> i thought you were enjoying the board of appeals, but something happened along the way. just to follow up, i want to ask you a couple of questions i asked some of the other commissioners.

if you could talk about the issue of affordable housing, it is important how you would approach that issue and how you think we are doing and approaching the needs. >> i think this is the biggest issue, affordability, and it is one we have worked with and traveled with to try to solve issues, and it is more acute now th. it was a great tool to provide tax requirements into affordable housing, so i know you have an item after the set looks to replace some of the funding for redevelopment, but it is part of my duties in the planning commission to look at other tools.

issue of community involvement and how that would approach reaching out. i wonder if you can talk about that in your approach. >> it is something i have been involved beein. you cannot figure out issues or really get a sense of the issues and the communities in a vote on issues by being at city hall, and it really takes going onto the neighborhoods and seeing sights, so as part of my role on the planet, i would be interested in doing those, and you mentioned the arena of projects, and it would be good to have an arena, but that is a difficult fight -- site, and it

is going to be critical to look at how the project is proposed, what is on the arena, how transportation is proposing. >> being appointed to the planning commission, for commissioners that have served, we have lost some questions about her vote scrubland -- we have asked some questions about her votes, so i am wondering your approach as to how you would address the issues. >> it is more problem-solving. we are rarely there to say yes or no and to try to approve of project, and certainly they are

pushing to make improvements that is key, and taking that on as commissioner is key. there was an article about the process, and especially for larger projects, the process works. it is great to have dialogue, and normally, the amount of dialogue we have leads to better project sincs, especially with e large scale projects. >> you actually touched on the question i asked. you talk about some of your thoughts on the issue, but i am curious if you couldn't discuss some of the principals to have guided your decision making. >> it is a tough figh site.

i always found it exceptional getting him to ask questions and listen, and i always appreciate some heavier -- somebody who ask questions and listens, and it gets everybody in the room talking and listening to each other, and my experience is he is able to get everybody's concerns on the table and to give various interested to appreciate the interests of others, and there has always been a very positive resolution in manners in which he has been engaged, so i would certainly recommend him to the planning commission. thank you. >> i am the director of the homeless intelligence initiative, and i am here to

i have known rich for 10 years, and while maybe we would like to have some other sort of diversity, all i can say is out of all in the mayor's workforce, rich has been such a master of realizing unintended consequences of decisions made by the committee and trying to work and to the most dramatic solutions possible -- pragmatic solutions possible. as far as efforts to our region communicate, he is in a league of his own on the ability to deliver bad news without upsetting anyone. >> i have known rich since he came in
