corridor comes up short. it lacks a natural amenities. there is a lot of dark places for bad things to happen. we are prioritizing transit and people over cars. i think it is a shame this neighborhood only be known for the vehicular arteries, so i support this project, because i believe this can be the defining heart of this neighborhood. right now it has no character except for cars, and i fear if this project does not go forward, it will stay that way for the foreseeable future, so i ask that you please support cpmc. thank you very much. >> i am the president.

i support this project, because it is one of the best medical providers. i am a strong local hiring supporter. we need this job to make local hiring legislation to be meaningful. the project will stimulate an economy started from construction work in terms for future employment. the building is state of the art. i do not see general admission, as part of the problem. the owner and general contractor network above and beyond in including construction.

they are also hiring many people and organizing many mentor programs and classes to help contractors and train people. the commitment to our city is significant in every respect. please do not throw this back to the planning department. it would be a big loss to our city. >> thank you, next speaker. i have no expertise in medical or civil unions, and i am not an expert in environmental issues, and my comments are of the general nature. in many assessed five days -- many societies, the highest contribution is the building of all hospital followed by the building of a school.

there is hypocrisy for so many locals and near the proposed hospital to reside in buildings taller than the proposed hospital and to claim that it impacts areas negatively. in san francisco we give sanctuary to illegal aliens, allow people to walk the streets naked and citron -- sit on benches and block the latest technology to save lives. my wife and i have loved and enjoyed san francisco. of we selected this location because we considered it to be an ideal environment. we noticed gradual deterioration. we noticed facilities, and electronics stores.

increased prostitution is quite visible on the streets, and many cars are broken into, so we hope the decision on who is to go ahead and who improve the process, because it would improve the neighborhood. thank you. >> next speaker. >> i am a resident of san francisco living a few blocks from st. luke's. as a patient over the years and an engineer in the construction industry, i am aware of how badly the facility is in need of repair. i worry about the safety of my neighborhood in the event of an earthquake. envisioning my friends, families, and neighbors scrambling in an earthquake leaves me anchored = = --

angered. it does not make sense that they would invest hundreds of millions of dollars in a facility only to walk away later. the suffering caused by the recession since 2008, and now the organization is trying to improve health care while relieving some of the hard times faced by our businesses. regarding the traffic impact, we have seen projects pass in recent times with major traffic impacts such as the trans bay terminal. we should not hold up construction of a health facility.

here we are 23 years later, and how many earthquake-safe hospital beds to we have in the city? zero. that is a shame. a recent poll said 70% of san franciscans want this to go through. they asked their appellant to stand up and say who is against the eir. now i asked hours. -- ours. this is your 70%. put these people back to work, and for once, put their safety as your top priority. me and please approve this eir.

i have been at cpmc as a vice president leading a number of support services within the hospital, engineering, housekeeping, and patient transportation. when i came here three and a half years ago, my officers -- officers were located at the corner of franklin and post. i am now at sacramento and van ness. honestly, i have not seen an emergency vehicle transit van ness in the three and a half years i have been there. they used franklin as a north- south. i have worked in los angeles county and orange county and our traffic is not as bad as theirs. when my engineering team works

24 hours a day to keep a very outdated infrastructure at st. luke's st. luke' -- at st. luke's together, i cannot tell you what my team has gone through, both at st. luke's and california campuses. i encourage you, i implore you to reject the appeal, except the eir. if you choose not to do that, decide to keep the dialogue open and continue this for tubing weeks. >> my name is rick stevens, recently hired as the new chief administrative officer for st. luke's. one attraction was the rebuild of an aging building not seismically safe. being part of the construction

team, i can tell you we are building a better st. luke's. it will aid in the healing process of patients and families. the new facility is being built to support current services provided such as an er which will be state of the art. x-ray, pharmacy, and intensive care units, infectious disease, appellative care, and more. i see that the hospital needs to be rebuilt for the citizens south of market. it is vital for san francisco. further delays puts the hospital at risk. let's not wait for the state to close st. luke's because we did not meet the deadline or have another earthquake because we are not seismically safe. please vote to pass the eir.

this seems to me they are close. you are asking the right questions but the thing i want to say i'm is that our families needed jobs. there is an economic impact. they talk about the multiplier effect of hospitals and what that is is something that will result in billions of dollars that will raise all boats in san francisco, the construction, the ongoing jobs, the ripple effect in businesses in the city. and of course safe facilities for our community. cpmc has been a good partner and we know they will continue their contributions as a sister non- profit. please support their efforts as we have. president chiu: next speaker.

>> thank you to the board and staff for the opportunity to speak. my name is brian webster. i am a 25 year resident of san francisco. i am the chief of staff at a 30-year-old organization in the mission district. we are a resource center that provides programs for the working poor. our board of directors is made up of officers and rank-and-file members from organized labor and we are a 501 c 3 organization. we advocate for labor rights, good jobs, and sustainable development that serves the working poor. we support the plan and we believe that the eir is adequate and should not be appealed and we urge you to vote to keep the plan moving forward.

and without any delay. so, we do not just to stand up and speak out for any project. we study the issues, we have our own program that is a web-based media program. it has a building channel and a green jobs channel. we believe that this issue is not black and white. there is good and smart people on both sides but it is not simply a rich versus poor issue. we stand in solidarity with the opinions and the position of the trades council and also alliances of business groups, community-based organizations and sustainable growth.

stakeholder on this program of rebuild cpmc. i am part of the cpmc project team at california pacific medical center as the project manager. i am also a native and resident of san francisco. i was born and raised here and so are my family and kids. we plan to stay here throughout all of our lives and we will continue to do that with your help. i was here 27 years ago in a similar situation but it was on a smaller scale. my family had the opportunity to acquire property in district 2 and we had to go through a subdivision. in order to accomplish that, we had to work with the board of supervisors, associations, and went to a a series of meetings. i had no idea what i was getting into.
