come out and the work that everybody has done on this. i think everybody shares the goal of rebuilding these hospitals the right way. the decision we have in front of us is whether to vote on this project tonight. i do want to make it clear that if i had to vote tonight, i would not certify to have the eir. as a supervisor who borders the corridor, i do not believe the product addresses the traffic the facts. the concern that more traffic leads to less the lake, the outdated baseline and writer ship numbers, they are ignoring significant impacts of emergency access. others have outlined how the eir and ignores environmental alternatives and describe the product in an environmental setting.

that being said, i think everyone on this board and are mayor understands that there are aspects of this project that can be negotiated. three weeks ago at our land use committee we learned about the existence of troubling information that the proposed agreement had serious flaws. we were never provided that information directly despite repeated requests. when we receive information that there were repeated concerns that it could be shut down within five years, there were answers. thus far, we have seen zero movement on that point. last week, when it was clear that we were at an impasse, i reached out to management. until tonight, i was disappointed to hear no public indication of any real desire to

do so. tonight's statement by general counsel from my perspective was a bare minimum gesture. we are going to need to hear more soon about commitments to verbal discussions that will get this project done. that being said, if this is what colleagues would like to do, i am open to waiting two weeks on this before voting on the final eir. there might be changes to cover the project that is proposed to us. colleagues, i look forward to furthering the discussion. >> supervisor mar. >> thank you, supervisor weiner. >> this probably makes it about 30 hours of various hearings on this item. i know a number of you have come

out multiple times to speak out on seismically safe. to rebuild the hospital and also in favor of jobs and neighborhood improvements. i also want to thank the appellants. there is one group i know from the long hearings that we have had. the council of community housing organizations. the neighborhood center, jobs with justice san francisco. i wanted to applaud everyone for coming out and speaking passionately about their communities. i am in support of giving two more weeks to help find more

common ground. i am appreciative that they are willing to show some good faith and transparency. that is what i have heard from urgings from the board, whether it is on the land use committee or what we heard to appeal weeks ago. the community based organizations should be included in that dialogue. the third party could be considered. i also wanted to say that if i had to vote today, i would vote to uphold the appeal for many reasons why my colleagues said. inadequate traffic analysis, a serious look at the emergency vehicles and analysis. also, project alternatives. i am in agreement with the appellants that too seriously look at the increased demand for

housing and also the loss of previously contemplated housing that the study really was necessary. important analysis of that would help us. that should not be required of the eir. for those reasons, i would have voted in support of upholding the appeal. both sides can come to a stronger agreement that helps all of our communities. >> earlier, it all seemed so quiet. there was not a lot to add to the conversation. the concerns and challenges to the upholding of the eir have been raised. i think they are the demint ones. like supervisor chiu, i am

concerned with the lack of traffic analysis. i think that there should be more analysis to more deeply understand what the impacts are. it is somewhat alarming to hear about the methodology behind some of the findings. they have been involved for a number of years now. the rethinking of a level of service for measuring certain impacts. i am hoping those conversations move to a different level this year. i am not suggesting that we try to ammend the analysis in order to create the outcome that we desire. at some point it would be good

to reflect on the methodology with which we measure traffic impact. that conclusion is arrived at. still ctmc requested a two-week continuance. even though it is my inclination to uphold the appeal of the eir, i am willin gto give the conversation a couple of weeks. hopefully, people will come together in good faith. we can involve the mayor's office and members of the community to come to some real understanding of how we can make st. luke's a viable project. how we might reassess some of

the traffic impacts. i certainly do not want to ignore the issues of the housing and the jobs. tht is what he raised at the beginning of the hearing. there is more thought that is to go into the act. rather than respond to some of the concerns that were raised today, we are able to have a legitimate conversation, when that is not responded to by each side holding a rally. people are willing to let go of that and come to a place where we can come to some sort of agreement and move the conversation forward in a constructive way. it would be my inclination to

uphold the environmental impact report. i am willing to uphold the appeal. it is 11:00, a little late. i am willing to give it a couple of weeks and see where it takes us. i am open to that. we will have a calendar in a couple of weeks. >> thank you, president. i am actually want to concur with colleagues. i don't feel this eir is complete, especially around traffic and housing and looking at the impacts of the 3a as we ll. also, i expect there to be a much greater explanation from

the project's sponsors about how we can go into negotiations. it is a very inadequate discussion. that is where we are at now. to get a project that has the support of the city. there has been discussion about several members of the public. i do appreciate the public's testimony. the public talk about the supervisors holding up the project. i want to commend the land use committee for your work. there have been many meetings that we have had. the supervisor talked about about 30 weeks of work put into this project. other supervisors, board members on the land use committee as well. i think that shows a commitment to saying that we have a project we can support. i do not think we are there yet. you talk about a project, there

is an unwillingness to negotiate. i think there is a commitment that we have on both sides to do that. the mayor's administration as well. i would like to see him at the table with some flexibility to make that happen. i hope that we can get there. i was ready to vote to uphold the appeal. i am hearing that we are continuing to have further discussions possibly. i have not heard a motion on that yet. to me, it makes sense that we have the best product that weekend. there are great acts to our health care in the future. i do not see us having one single monolithic health care company in a separate cisco. we need to have diversity of care geographically which has resources all over the city, especially in the southern part

and the southeast part of san francisco. i hope we can get there in the next couple of weeks if we choose to continue the vote. >> supervisor cohen. >> thank you very much. thank you for sticking it out with us. i have been sitting on the land use committee. meetings inside of the chamber, outside of the chamber, in the streets of san francisco. there is a lot of discussion and curiosity around this issue. i believe is very clear from the beginning that i believe there are benefits to this project. i want to publicly confirmed that i am working towards a rebuild of st. luke's hospital so we can have two seismically

safe hospitals. this is some of what we have heard from the project sponsor and a renewed commitment to come back to the table to have a very focused and thoughtful conversation with key decision makers, it is very important as we first heard this conversation along. have been continually frustrated by the unwillingness prior to tonight, the unwillingness to engage in any meaningful way, not just what the members of the board of supervisors, but also with the mayor's office and with the planning commission. i actually wasn't very satisfied with the eir. i am new to this process. you are expert in this area.

questions around gridlock and lack of planning an emergency vehicles. i understand that you have a socio-economic part that you do not include in the eir. we do need to make this project better. i hope that we collectively can continue to have this conversation. members of this public who continue to come day in and day out. you sometimes give the same speech over and over again. i can sometimes repeat it verbatim. i appreciate your commitment to coming and showing up. it shows that you care and you are committed. that means a lot. so that we can have a good deal

for the entire city and county of san francisco. not being naive in that we are not operating in a vacuum and it will have a residual impact on some of the surrounding counties and other towns as they continue to negotiate and figure out what they will be doing as other hospitals will become seismically safe. i want to say that i look forward to continuing this conversation. thank you, mr. chair. >> thank you very much, mr. president. i know it is late and i do not want to belabor the point. from what we have heard today and comments from the members of the board, it is fair to say that bank a vote were taken today on this eir, you would have more than the majority of this board of supervisors willing to uphold this appeal and vote against certification

of the eir. it is pretty clear that that is where we are. we have heard the comments from so many people about the importance of this project. it is necessary. i hope we can get to a point where we can find a resolution that makes sense. based on what we have heard, i am willing to take them at their word and hope that we can move forward in a way that is actually productive. i will ake that leap of faith and belief that they are willing to negotiate in good faith. that to be realized, there has to be a structure that has developed in the next couple of weeks to make sure that we have a good, positive the outcome, if that means agreeing to basic

things like making sure information is provided to the board of supervisors that all information for this project is on the table. that is considered. we also have consideration for the concerns of the members of the community. it is with the hope that we can engage in those good faith negotiations that i make a motion to continue this item for two weeks to july 31. >> supervisor campos has made a motion to continue this. seconded by a lot d. >> thank you. i will not take up fenced -- offense that nobody talks about the campus in my district.

that is a great thing. if you haven't been there, it is a wonderful facility and it is going to be even better. i think this is a good thing. we need a combination of cooling off and dialogue. this is not a criticism of anyone, but i guess i was the first or second of many hearings we have when we learned about the changes of the forecast and it was not a theoretical as people sought. gooit created an unfortunate dynamic, and people thought it

could be resolved quickly. it did not happen, so i think it is good to have a real dialogue around those issues. i look forward to that discussion. i will say a lot of those issues. a lot of them are around the development agreement. that still has to come to the board, and any changes and i believe are going to be made through the development agreement or the legislation, so i am happy to continue this.

i do not necessarily agree with all of the comments made tonight around the adequacy of the er. i think the staff did a commendable job of doing what we expected it to do, and that is to provide information. they show there will be traffic impact from this project. if they say there will not be impact, we can close our ears to that. there will be impact set could have impacts on emergency vehicles, but we live in a congested city where it is not just about the two blocks around a hospital. wherever you are going, you are likely to run into a congested

area at some point, and that is the city we live in. , the standard methodology, but with that said, i think a to be a continuance is appropriate, and i look forward to the continued discussion. >> i will also support the motion to continue, and i want to thank the city staff for their motion to continue work. i really believe there is not a proposed project for us to file and e.i. are for. -- to use an eir for.
