>> good evening. president, police commissioners, chief, members of the command staff, director, and members of the community, welcome. my name is lieutenant craigie -- craig yee, and i am acting captain of the police station. this evening, an envoy to give an overview of the police district, and discuss some of the police activities that have been occurring here. the station covers the most densely populated district in the city. we have the second-largest district, based on swear miles. currently, from commissioned officers to police officers, there are about 141 members

assigned. the district consists of six car sectors. the officers assigned to these car sectors are given regular assignments, so that they can become familiar with their areas of responsibility and the community members. in addition to the six car sectors, the station stops 5 foot beats, including on the leland street corridor. the officers assigned to that corridor speak cantonese and spanish. look at three years of homicides within the district. in 2010, we had eight. in 2009, we had 11. i am sorry.

in 2009, we had nine. in 2012, we had 11. in particular, in the sunnyvale housing development, of the 11 homicides this year, there were four committed in the sunnyvale housing development. the first was may 16. the second was on june 20. the third was june 21. the fourth was july 1. in response to the violence in the sunnyvale housing development and in the visitation valley, the police department assigned additional resources, which included the solo motorcycles, our honda

unit, the gang task force, the violence reduction team, the station officers, and the housing unit officers which are assigned to the housing development and to alameda county. the purpose of the additional resources was to conduct a general law enforcement, provide a sense of security for the community, improve the quality of life for the residents, provide a visible police presence, and to provide community outreach. the house and officers who are dedicated end known to the community are in the community, and interact with the residents on a daily basis. they are approachable, and have provided community members with alternative means of communicating any information they need to these officers. in addition to the current

resources, in april of 2012, the station did plan and an operation in sunnydale. while the officers are deployed, they are given a daily mission. these daily missions provide the officer with a focus as the patrol and interact with the community. i know this is hard to see on the board. we have the six car sectors which are assigned. the location of any incident which needs attention. the time these activities occur. the type of activity.

we also give locations of critical infrastructure within the community. we also give the officers a crime pattern, a snapshot of our analysis of what crime has been occurring, and any trends they need to keep aware of. in addition to the san francisco police department, the police department is working with other city and private agencies to address the violence and community concerns. this requires a collaborative and cooperative effort between the agencies and the community to identify short-term goals and long-term strategies in addition to the city agencies, the police department is also working with community leaders and groups to address the violence and concerns. the captain is in contact with

community leaders to identify trends and develop solutions to the issues facing the community. in addition to traditional face- to-face interaction with police officers, the captain has established a website. on the website, it contains information such as public safety information, community meetings, resources, flyers, and some of the content is in english, spanish, cantonese, russian, and kigali. that is the conclusion of this presentation.

homicides. that is why we expedited our meeting. we are here because we are a very proactive commission. we were concerned, when we were hearing the same block, the same location. what have been the results of the measures you have taken? what has happened since the last homicide? have you seen it ratcheting down a little bit? what are your observations? >> from driving through and walking through, it is very quiet. the efforts by the police department in the community have quelled the violence, knock on wood. everything seems fine. >> anything before we move into public comment? >> a quick question. i know that there was a resource issue, certainly, at bayview. i know supervisor cohen worked

to get the police additional resources. was that enough, and what more do you need? >> we have additional resources from the motorcycle units and the gang task force. those units supplementing the officers have helped immensely. in addition, the station has been given a reprieve, if you will, of any detail and of officers to outside events, such as president obama and other events that have come up. >> in terms of resources, you have what you need right now? >> correct. >> the commissioners will reserve some questions for later, after we hear from the community. i will have inspector monroe call the community comments section. >> the public is no welcome to

commissioners kingsley and lotus regarding this issue of mental health. this issue broadly impacts the community, not only the victims, but people who are tangentially involved. i want to urge you to bring synergy in terms of the response. our kids are overexposed. the repetitiveness of that exposure is enormous. in our city, we have one of the leading national experts on trauma, dr. alicia lieberman, and the trauma center. i would like to bring them to the discussion, in terms of police commission efforts to mitigate the adversity of impact. i would also like to commend commissioners marshall -- commissioner marshall for the ambassadors program, which is another set of responses to the

burgeoning violence. they have recently joined the visitation valley community. i would ask that they make a presentation before the commission in terms of the efficacy of those efforts in working with our police. third, i support the police commission working with the housing authority around cameras. i understand that is on the way. but we have to make sure the collective resources for the city are there. we need to not expose residents to be part of any excessive exposure to a round incidents. i am trying to talk really quickly. but i also would like this commission to aggressively take on initiatives that allow our first respondents, our officers, to live in the city, and particularly neighborhoods which they serve. commissioner cohen is looking at

this, as well as our supervisor from district 7. is there something we can do? even though police officers may not be able to own, we want to look at setting aside housing opportunities that allow our first respondents to come home and be part of where they work, and also contribute to this tax base. i would like to last week indicate that i have a tv show. i like to encourage you to be part of it to get this good information and good news out. i would like to stand in solidarity with marlene, asking that we increase language access for all of our residents. and i would like to commend my brothers, kim mitchell and mr. jackson, for working with us tirelessly on the lives that have been lost. thank you very much.

>> good evening, commissioners, chief, members of law enforcement, and residents in visitation valley. i am the spokesperson for the visitation valley asian alliance, and a longtime resident in this community. i am happy to see that members of the advisory board are here with me. i am also a part of the api forum. visitation valley has a high concentration of new immigrant residents. many of them have limited english skills. over 20 years ago, i started designing bilingual services. police statistics show a high percentage of the victims are immigrants. in 2007 -- maybe dr. marshall can remember, because he is the longest police commissioner we have here -- my e-mail

recommendations to see how the police and residents can have better communications. in fact, my request is to find ways to better inform our residents, especially about serious crimes, such as the recent gun shootings. just now, the chief mentioned a recent series of pervasive scams targeted at some chinese women. thanks also to chinese media reporters, especially partially, from world journal, i have tried-lingual posters, and i also want to show people, in case you want to post that anywhere in your community -- this is very important. some of these victims, we do believe, were my neighbors or my former adult students.

yesterday, i interviewed two of them. it is heartbreaking, how these scams have affected them psychologically, financially, and physically. it is really devastating. i am here to ask that we put out more information about this so that not many more people are going to be scammed by these groups, who go around to different places where the seniors congregate, such as the food pantry, the park. this afternoon, i spent an hour at 500 raymond to talk to the seniors about this program. thank you for coming. i would like to see a better communication so that more people are informed about what is happening, because we have a problem of communication in this community because of language needs. thank you.

we go through issues in the neighborhood, whether it is amazon park for a pedestrian issue, bicycles. we are the first station that registered bicycles in san francisco, to prevent theft. we are very, very happy about that. the web master at ingleside created the website and the forms. the officer has also done come on our recommendation -- we have identification cards, which is great. what i am really appear to promote is national night out,

which is on tuesday, august 7. last year, we had a rousing success, with probably over 250 people at crocker amazon park. we rededicated the bocce ball parks. we had supervisory candidates that were there. we have hot dogs and hamburgers and food, and people who donated drinks and soft drinks and what not. it was a rousing success. this year is only going to be bigger. we have more volunteers, more donations. i know the police department is donating money toward each station in san francisco to do the national night out. we also have donations from the poa, in the amount of

neighborhood grocery store is and merchants who are donating to our event. i think this year will probably surpass last year's 250 attendants to about 300 or 350. this year, it will be at the upper noe rec center. i welcome the commissioners and the command staff. i welcome the community to be involved. i was watching the news tonight on channel 7. they did it last year and they did it the year before, but they have done a great community service with announcing national night out two weeks from today. it opened with over 600 interested parties. i want to get the word out. please come out that night. thank you.

i mentioned the need to respond the taravel neighborhood team. i was not sure if i was taken seriously or not, but there have been a number of shootings in the area. the community considered those homicides as part of our community as well, because it was just a few blocks difference between the police stations. the called taravel right away, not knowing it was ingleside. we had three homicides after that. we have had shootings on a regular basis. our mail man went into the store a few blocks from my house, and there was used in there, and some other youth came in and confronted them and said, what

were you doing in this neighborhood? he decided it was time to get out of that store, and it was a good thing, because another person came in and of the shooting started. the neighborhood knows about this. this is the area on plymouth and lee. there is charlie's market. there is a laundromat. there are several houses that are known drug houses. tnt knows the areas. they know the hot spots around the park. they know that area. it is also well known on broad street, by the family resource center, that the house next door has been very problematic and is dealing in drugs. our sense of security really rallies around the neighborhood team. we need that dedicated san
