>> -- supervisor mar: good afternoon, everyone. i am eric mar. i am the chair of the committee. our meeting is televised by sfgtv. [unintelligible] >> please turn off any cell phones or electronic devices. any speaker cards should be submitted to the clerk. items discussed today will be a book on the september 4, 2012 supervisors agenda. supervisor mar: please call item no. 1. >> i am asking to accept and
10:02 pm
expend the polo fields for the golden gate park. >> thank you. this is my item. this is an important resolution. the board needs to approve a gift from the baker street foundation to accept and expend this gift to hire one of the gardener for assistance in maintenance of the polo fields. because of budget cuts, they are only maintained on a part-time basis. staff determined adding gardening staff was a high priority to preserve the quality of the turf at the 16-acre sports and events complex. it is particularly critical with the upcoming large-scale events at golden gate park.
10:03 pm
without attention, gophers and heavy traffic will undermine the quality of the turf. the rec and park commission voted to accept this gift. i am recommending this resolution go out with the committee report in order to help the department and with the huge crowds for the concert coming up in august. we are approaching this move forward to tomorrow. lisa branson from the rec and park department is here to answer any questions you might have. if there are no questions, we will go to public comments. seeing none no questions, is there anyone from the public who would like to speak. great. thank you. colleagues, can we move this forward as a committee report to go to the july 31, 2000 -- july
10:04 pm
21 -- july 31, 2012 board of supervisors meeting. thank you. ms. miller, can you call item no. two? >> ordinates amending the san francisco help code by adding article 12c. >supervisor chiu: the legislation that we have in front of us is designed to encourage onsite water use and when the bill the. we opened a new puc building at 525 golden gate. this building is our real landmark. the building will use 60% less water due to a system that meets 100% of the toilet flushing- irrigation needs for water. it will be recycling 5,000 gallons a day of waste water. it will be storing rain water in
10:05 pm
a basement cistern. in recent years, it has been challenging for developers installing the systems in major buildings, but i want to take a moment and think the staff of the puc who have worked closely with the department of building inspection and the department of public health to solve these challenges. the ordinance before us will developers install these water systems in new, large developments. it will streamline the process in maintaining great water, rain water, and blackwater. i also want to thank the puc for setting up the grant program for commercial developers who want to install the water testing process. it will save the of the environment -- save the
10:06 pm
environment and money. with that, i would like to recognize the staff of the san francisco puc and see if there is anything staff would like to add. i know they were here briefly. i want to thank you and your colleagues for all the work you have done on this. if there's anything we have missed -- colleagues. >> we just want to appreciate your considering of this ordinance. just by way of context, we hear residents' use about 85 gallons of water a day compared to 150 gallons per day across the state, and that is because of many ordinance is that the board of supervisors have passed historic the, the many programs we have in place that really helps. as we look for new opportunities, we find it is on
10:07 pm
the commercial side. we appreciate the board leadership. we have a number of staff here from the puc to answer any technical questions. again, thank you. supervisor mar: thank you. let's open this up for public comment. is there anyone from the public who would like to speak? please come forward. we're going to limit it to two minutes per person. >> two minutes, while. my name is scott. i represent a water machine system. the company provides waste water treatment management technology. i also want to think the committee for this opportunity to speak in support of the water reuse ordinance. through this ordinance, the puc has really provided visionary
10:08 pm
leadership by saving money, addressing regional water issues, and promoting development as well. in terms of the benefits, i will put them quickly into three categories. economic benefits, community wide benefits, as well as environmental. the economic benefits include reduced capital cost. these on-site systems cost less than traditional systems. they create jobs, green jobs. they provide a clear path for developers. they also reduce the load on existing waste water infrastructure. community-wise, but these types of water reuse systems provide resilience for water shortages. the enhanced san francisco -- they enhance san francisco. the whole country is really watching what san francisco is doing as far as water.
10:09 pm
we are not the only technology. my time is almost up. thank you for the opportunity. thank you very much. >> thank you. next speaker. >> good afternoon, supervisors. thank you. i am with spur. we have had the opportunity to consider this ordinance going back several months now. as you know, but such systems can factor in the reused water on the site. our reuse for non potable sources -- we really think we
10:10 pm
should be moving away from using our wonderful hetch hetchy water for these types of uses. in the process, the puc has been putting this in place to make it easier for developers to consider and hopefully to include on-site treatment systems in the new building san francisco will be getting in future years. so, these treatments systems can generate significant amounts of water, as you of heard. about 25% of potable water. as president tchiu mentioned, they have created a system to help some of the system's. that is 40%. the significant. hopefully, we can get more significant types of systems going forward. i want to conclude that i
10:11 pm
recently got to see the living machine at 525 golden gate. i was encouraged. not only does this mean the sustainability goal, but these types of systems are really beautiful as well. i would like to conclude by saying that we support this ordinance very strongly. thank you. supervisor mar: thank you. next speaker. >> my name is laura allen. i am here to speak in support of the non potable water use ordinance encouraging the use of non potable water towards a sustainable future. these water use projects in the past have impeded implementation of water systems -- water saving
10:12 pm
systems. in addition to this important first step, i believe that san francisco should plan to require these systems in the future. with climate change and an uncertain future water supply, we need to take new steps to conserve and reuse water. thank you. supervisor mar: thank you. is there anyone else who like to speak? if there's anyone else, please lineup. we will close public comment in a moment. >> good afternoon. i am the chief inspector ed dbi. we're in support of the servant ordinance. we would like to see education from the industry out reach more
10:13 pm
to the industry is so they can know what is coming forward. i get a lot of different people asking when this is coming forward? we reuse gray water, blackwater, what is coming. we would like to see it go forward. public comment would be a little bit more from them as well. thank you. supervisor mar: thank you. next speaker? >> good afternoon. i am june, the senior epidemiologist at the health department here. i have been working with the puc and dbi on this ordinance. it has been a great experience to bring the family together to support the types of projects that we are going to be seeing more and more of. from the health department
10:14 pm
perspective, we're looking forward to having a formal mechanism by which all of these developments work together to make sure that these systems go in place in a way that ensure they are going to be a functioning according to our expectations so the health system will be protected along with the environment. if you have any questions about any of the regulations that are being directed by the ordinance, and the puc and dbi have been very helpful. and we're in support of the ordinance. supervisor chiu: i want to thank dph as well as dbi. the three systems really move this forward for the community.
10:15 pm
obviously we all care about this. thank you. supervisor mar: grace? >> good afternoon, supervisors. thank you very much. we appreciate the intent and the motivation behind this ordinance. yes, we would appreciate more out reach. we appreciate how important and significant it is. the cost of construction and th. will support the legislation. -- we support the legislation. thank you for your time. i am looking forward to talking to staff. thank you. supervisor mar: so, seeing no other public speakers, public
10:16 pm
comment is closed. supervisor chiu? supervisor chiu: a couple quick comments. i want to thank the members of the public who commented on this. we have been reaching out to different departments. the more we do that, it can only be helpful. i had a conversation with the head of the rba dimension there were concerns about whether we were impacting the rain water retention mandate, and i want to make clear impacts all programs differently about the subject of water recycling. i think it points to the fact that continued education is a good thing. colleagues, i would ask that we move this item out of committee with recommendation, but move it to the first meeting in september, just in case there are any questions or concerns so
10:17 pm
we can continue to get feedback. i would like to include a very technical amendment to one of the purposes and findings to state what we were doing is helping to establish a regulatory structure that will provide a streamlined project approval process for developers who want to design and operate and maintain water source systems. colleagues, with a technical amendment, if we could pass that out until the first week of september. i would appreciate that. supervisor mar: colleagues, can i -- can we move up for were without objection? i would like to be added as a co-sponsored. what great legislation. thank you, supervisor chiu. please call items three and four together. >> item 3 -- ordinance amending
10:18 pm
the san francisco plant code and zoning map to reflect the chinese hospitals special use district. item four -- or this amending the san francisco general palin -- general plan policy. supervisor mar: my understanding is that supervisor olague could not be hshe is not feeling well. so, on items three and four, supervisor chiu? supervisor chiu: colleagues, as i think you know, the chinese hospital was first built in my district in chinatown and 899. then in 1925 -- in 1899. been since 1925, it has provided quality health care to the residents of chinatown. this is a hospital bed as a community-owned non-profit.
10:19 pm
-- this is a hospital that is a community owned non-profit. given the needed to mature at the health care of our future patients, the chinese hospital is planning to build an eight- story hospital that would help the quality and safety for patience while creating a safe and accessible work environment for staff. this effort will help ensure the continued contributions and viability of the system. there is the addition of a 22- bed skilled nursing facility to transfer patients from acute- care settings to their home. improved medical care services. and of course, future employment opportunities. with that, i would like to invite the planning department to make a brief presentation and move forward from there.
10:20 pm
>> good afternoon, supervisors. i would like to thank supervisor chiu for his introduction. the proposed general plan amendment will amend the general -- the china hospital plan regarding the height and bulk of the new hospital. also before you, a plan to create the special used district. the new special use district will make amendments to the planning code to accommodate the bulk of the new building. it also bring the outpatient center closer into compliance with the planning code. almost all hospital buildings
10:21 pm
require some special consideration for bulk. the proposed zoning amendments will allow hospital medical center use in excess of 35 feet tall. the general plan and planning code amendments are recommended unanimously. i would be happy to answer any questions. supervisor chiu: let me ask if the leadership of chinese hospital -- if anyone would like to speak on behalf of the hospital. >> thank you.
10:22 pm
10:23 pm
good afternoon, supervisors. i would like to thank the planning department staff in particular. as supervisor chiu mentioned, chinese hospital is a community- owned nonprofit organization that has provided this service for the community for 100 years. was started in 1899. members of the community were denied access to other san francisco hospitals and health care services at the time. chinese hospital is the last
10:24 pm
intended a hospital in san francisco. chinese hospital is truly a community hospital. approximately 45% of our patients come from chinatown. 97% are of the asian ancestry, and most are linguistically isolated and we provide the services we can provide with our bilingual staff. over 90% of our patients are fluent in cantonese. over 90% of our patients are 60 years old or older. the chinatown community also takes full advantage of the area inside and outside of our building as a community gathering place or just arrest but for the wall up the hill -- just a respite for the walk up
10:25 pm
the hill. during the loma prieta earthquake, many residents saw safety in the hospital just because they felt safe there. maundered standards -- modern standards of care. you can see from this image. our current three-bed room meets the current requirements and standards for a single patient room. the seismic reading of the building is such that it may not be able to withstand an earthquake such as that that northridge experienced in 1994. it will be a state of the art
10:26 pm
hospital that will provide the standard for modern health care practices. it maintains our current 54 acute-care beds, which will be predominantly private and fully handicapped accessible. it provides space for new and evolving procedures and equipment. it means the highest category for seismic safety, allowing it to function during a major earthquake. is a modern hospital that preserves our history and commu. it also includes the 22 new skilled nursing bed facility to provide the transition for our elderly patients. we have received numerous letters of support from agencies in san francisco, as well as over 2000 cards signed by our community. i was tempted to ask all of them to come here today and speak in support of our project.
10:27 pm
instead, i have asked them to step forward and plan on our behalf. i hope you can agree -- and i respectfully ask for your recommendations to the general plan -- i will be happy to answer any questions. no? ok. supervisor mar: thank you. so, seeing no other questions, let's open this up for public comment. i see a few cards. we are again limiting it to two minutes per person. supervisor chiu: i only have two cards. if anyone else would like to speak in public comment, you can line up on the left and that would be great. >> good afternoon. supervisor chiu: if you could
10:28 pm
speak into the microphone? perfect. >> good afternoon, supervisors. i am the director of human resources at chinese hospital. i have worked a chinese hospital for over 40 years in a variety of positions. chinese hospital is like my family. it is important to us as employees. the dedication to chinese hospital and the community as a whole stands up -- stands out. i have brought my family here to chinese hospital. not only my children were born in chinese hospital. my son practices in chinese hospital as a physician. provide health care services for our community. i ask for your support and approval of our project. thank you. supervisor chiu: thank you. next speaker.
