maybe we can ask the police. welcome. >> good evening, commissioners. i am the acting captain of southern police station. i want to thank chris and commend him for being involved in our community. chris is a part of our citizen advisory board, southern station. i think he has the best interest of our district in his heart. the concerns i have at southern station, our staffing as a department is dwindling. it will not get better for least another year. 1970, and we will go down to about 1650 in about a year from

now. weekends are the highest activity, calls for service, special events, we have ball games, we have a lot of other details happening in the city where we get our personal requested to be moved over and detailed. that was really my biggest concern. thursday, friday, saturday, and sunday evenings, we are already pressed. the area where monarchs is located is one of the highest crime rates in san francisco. historically, it has been. it is a challenge to be able to keep tabs on everything that happens there. especially when you are having staffing issues like when officers are at other places.

we are not able to do a lot of proactive patrol when the details come up. they come up often. one of the things we discussed that would really help is, chris's security plan, which are reviewed, looks really good. he has a decent amount of security officers that will be present when his bar is open. the after-hours causes a problem. going until 4:00 in the morning, a lot of the patrons that visit there will be parking. there is no parking right at 6th and mission street. a considerable distance away, there is some parking. traveling to those parking areas is going to be a little dicey at 4:00 in the morning.

in his plan, he describes how he would escort some patrons to their cars. that is leaving the security to be unavailable inside and outside. what we talked about was possibly having some additional escorts, not necessarily officers, but escorts that can walk people to their car. that could be identifiable in some type of communication with security come if there was a problem. i think that is something chris might be able to do. he has improved the lighting. the building is night and day to what it used to look like. we would ask that -- we

understand there's a decent video system. that the lighting be kept at a level that provided pretty much the maximum lighting that you can put short of disturbing any of the residents that live across the street, and also that would enhance the video so it would be useful. having a good video system, if it is too dark to be useful, but i understand it is a good system. i would ask that the lighting be maintained at a level that was bright as it can go until it becomes a problem for residents. i think chris has agreed to do that. and believe -- in the last six months, chris has asked for a one-night after-hours, and on a

yearly basis, that would be eight times. i think currently what is proposed is going from eight up to 208. it is hard to judge what that will do to our district. having only eight -- having only four in a six-month time frame does not give us examples size. if he were to have late-night after-hours four nights a week, like it is proposed, having 208 days, versus just the ratio of eight right now, it might be a little tough. is there may be something we could work out in the middle that would give us at least some time to see whether this was going to be a big impact on calls for service. i think the security plan is good. it is really the introduction of

a lot more potential victims of this really tough area. i know in my district right now, i am looking at the last reporting period, 222 auto burglaries in my district. if people are staying until 4:00 that was really my concern. that was the other thing, too. i was the lieutenant for the station investigation team. a lot of the cases are based on a video. his video system might retain the video for 15 days -- [inaudible]

i think it is appalling that the police department comes at the last minute with a bunch of conditions for a business that has already come to several meetings. then decide at the last minute to dump on a business to say, we will hold you hostage until you agree with us. i think this is an egregious. this is not the first time i've seen police officers come to permit hearings. it happened that one of their last meetings where the same thing happened. i think -- you know, this is not acceptable behavior. i plan on having occ come to my next community meeting and i will start addressing some of these issues. there should be some transparency. if the police want these kinds

of conditions, they should be more aware of it. not come in at the last minute and basically told those conditions on to businesses trying to survive and improve the community and make a difference. this particular businesses -- business owners have come to the table -- in this particular case, they have walked the walk and talk the talk. if you were going to do something about this, use your wisdom had and say, do we want this business to operate or do we want this business to fail? i am here to say that the alliance for a better district 6 want to see this business

happen. we bought their permit to be approved. but not with a bunch of conditions to tied their hands. i will let you as caregivers of the entertainment commission and think about what is good and wise. president newlin: thank you. >> good evening, commissioners. i was retained by this project sponsor to do the land use work. i worked eight months. these guys were exemplary. they took over an establishment that had a lot of problems. they came in from day one, they painted the building, there is transparency, they got a dynamite security plan.

they made adjustments to the security plan to beef it up, to make it even more stellar. they turned a good plan into a great plan. the escort people to their cars. they bring in a type of clientele that is not problematic. there is no illicit behavior on that corner right now. when you have more eyes and ears on that area, you are going to have -- you will deter crime. i am asking you to adopt the conditions that were clearly vated -- vetted when they were and land use. this has been thoroughly vetted. as a courtesy to the police department, if they have an event, the men and they know

they have an event on a certain night, lead -- the minute they know they have an event on a certain night, let the police know. the police have to do more with less. i have a lot of empathy for them. i think the fact that they are open later is going to be to work -- deter crime. there should be more places open later. criminals like to operate in a dark areas and operate in areas where there is a slice -- a polite, not light. adopt the conditions that were clearly to be to vetted.

when a venue closes, people are waiting on the street for half an hour for a taxi. i think it is a great thing for the community and i appreciated. president newlin: thank you. anyone else? the matter is now officially with the commission. >> i want to speak to this permit for a second. there are clubs i am aware of that are all around monarch that have after hours. mezzanine is one of them. i do agree with -- that having more people in the area is a deterrent to crime. i do believe that. i think there is a lot of anecdotal data around.

i do think that monarch -- i was reading the planning department decision. it seems like they went through hell. i do not know if the police spoke at the planning department. they could've if they wanted to. we are subject to decisions by the planning department. if the planning says no, we cannot grant a permit. even if we wanted to. in this case, the planning department has set for a very specific conditions on this venue and i tend to want to stick with that. i think not giving them four days a week puts them at a disadvantage of unfair competition for nightclubs around them that you have more days a week.

i sympathize with the police department and their staffing issues. the police department staffing issues cannot speak to inhibiting business from carrying on. to that end, i would like to move to approve this permits as it stands with four nights. i want them to notice the police department no less than 10 days in advance when they are having extended hours gigs. and to retain their video for 30 days. that is my motion. president newlin: ok. >> i would like to second that motion. they have been exemplary with the neighborhood. they literally went out and went to every single community organization. it was not like, we are here to

the interior will be put together with a flat screen televisions. opening and closing hours will be 2:00 p.m. until midnight. we had suggested closing time of 2:00 a.m.. after researching, but during our public hearing, closing hours were limited to midnight for the first six months. you mentioned about the sixth street extended hours and unfair competition, would that applied to last? >> i do not think your place on ocean avenue applies to six straight. sorry. >> we did reach out to many neighbors. to address any concerns. we also met with several representatives from the neighborhood association. we received large numbers of feedbacks.
