approximately 7:25, an officer was dispatched to 53 state street. the call involved a prowler in the backyard of the residence. as described, the suspect was a white male, 30 years old, skinny. the description was given by a 13-year-old, who was home alone. other officers responded to the scene. based on a clear and detailed description given by isaac, the officers find -- found the burglar and detained him. the officer met with is it and he stated that he was home alone and in the basement of this some using the computer. he said he observed a prowler looking into a window. this window is accessed by a pathway, which leads to the backyard.

he said the suspect looked into the first three windows and after the third window, and he yelled, hello. the suspect gave him a startled look and walked away. he then called 911 and gave the description of the suspect. he also contacted his mother and a neighbor. is it was willing to identify -- is it was willing to identify the suspect. -- isaac was willing to identify the suspect. based on his information and further investigation, the suspect was arrested. the officer in charge of the park station investigative team advised the the suspect arrested in this case was tied to other burglaries in the area. the suspect was charged with four felony charges. in conclusion, i believe the

quick and c.e.o. and actions taken by the 13-year-old -- and c a l m actions taken by the 13- year-old mare its accolades. this young man showed courage and intelligence and how he handled the situation and should be held up as an example to others. he assisted the police interesting this burglar and contributed to the betterment of his community. [applause] >> i happen to agree with the captain. the police department awards the certificate of appreciation with deepest gratitude for your performance of outstanding bravery in service to others. such an example of bravery is worthy of the highest esteem.

you are a hero. comment on item that are not on the agenda. if there is anything that we're talking about on the agenda, please come forward. >> i have to be at work at 6:30. i would like to address that we have had a rough couple of weeks. do you get any sleep, sir? 10:00 last night. you are on the air at 7:00 addressing the public. gang violence is on the uproar. gangs are terrible things. you are a 14-year-old and you grew up in the hood and your parents ain't working. he'll have no mentors and you sleep in a bathtub. where are you going to go?

you just might end up in a gang. it is a sad situation. you and your department has been out front. you have been out front on this issue. it is not easy. i e-mail the police commission a video in reference to the gangs. i do not know how we can address that. you do a great job when you were the captain of the bayview. we can all pray that we can get a handle on this. thank you, sir. >> next speaker. >> commissioners and members of the community, i am here today to express our concerns about

the way sfpd has been handling people's mental health issues. we believe the shooting on july 19 -- in may 2001, sfpd adopted a training. but my son was shot 48 times this side of the theater. two weeks later, there was a homeless man that shot by the police on the second-floor a balcony. three months later, -- on march

1, a 40-our mental health training voted on by the board of supervisors and adopted by sfpd. two weeks later, and another person was shot by sfpd obviously, i can not finished. i will send you a detailed report on the casualties. thank you. >> good evening. my name is jeremy miller. tonight, i would like to echo the critique that just came forth.

i would also like to run a procedural critique. i find it highly disturbing that matters of grave concern to the public say hypothetically changes of use of force policy, would be contemplated with the intention of decision without prior notice to the public. it strengthens me to see so many people who have come out who have managed to be here for such an important hearing. procedurally, it is bad form and it indicates a willingness to move forward on critical issues regarding the public without complete public consent. i would also like to point out that this is the date were the

first canceled meeting of the sunshine ordinance task force was to occur. of course, they are not meeting because they are not in compliance. there has not been practiced jabs to rectify that situation. -- pro-active steps to rectify that situation. there is a climate in city hall that is working against open government. the people have historically decided loudly in favor of open government and procedure and i would like to see that respected by the various bodies that meet within these walls. >> thank you. next speaker. >> how are you doing? thank you very much. i am still working on -- with law enforcement on all levels. i would like to see a sting operation in san francisco on many targeted areas, such as the

tenderloin. there needs to be a major sting operation on narcotics. i have stated this before, the area needs to be strong held. a sting operation needs to be held. you need to take these people down. and in front of city hall as well. narcotics is a bad thing. i would also like to address that -- i was participating many years ago until the budget got caught. in many states, the program is active. i got this t-shirt from a sheriff recently from another state. i would like you to address the our children need to learn the drugs are bad. please put that in the budget. i would like to have the dare program in the schools. >> next speaker.

>> i am here to talk about the officer-involved shooting on july 19 involving and cambodia and gentlemen -- involving a cambodian and gentlemen. and a sister has many questions unanswered and she would like to address the commission. >> this is the first time i has been here. i never thought this would be a place where i wanted to be to discuss what happened to my brother. i am the sister of the man who was gunned by -- gunned down by a san francisco police officer.

i am here to tell you more about my brother, to express my disappointment that the police are exploiting the deaths for political purpose to try to get tasers. in the media, he is described as a monster, slasher, and a suspect. to me, he is my baby brother. he was always there for me and my family regardless of his mental illness. he was my support team. he would never hurt anyone or anything. after my mom died, we did not have much, but we had each other. i remember that day, july 18, i dropped him off at bart. he looked at me and he hugged me and he said, i love you. that was the last time i heard

his voice. i will never get to hear that voice again. because of what happened to my brother, sfpd wants to use his case to pass a policy to use tasers. my brother is not a suspect. i feel he is a victim to gun violence. he is my brother, at my life, a good friend to many others. we have not been given any information about his last moments, how he died, they have not allowed us in the closure from this tragedy. our family never received an apology or acknowledgement of what they have done. i do not think it is right to use my brother to pass this

policy. and not accept responsibility to what they have done to him. i do not think that tasers would solve anything. there needs to be real changes on how people with mental illness are treated by police. that is all i have to say. >> thank you very much. my name is larry miller and i'm the president of mad motorists against liberal fascist bike riders. i drive a hybrid. since the early 1970's, i have believed in fewer cars on the road, less pollution, cleaner air and more exercise. in this city, at the implementation of the plan for these goals is wacky, dangerously wacky. a high percentage of bicycle riders out there are liberal fascists. they expect others to follow the law, and they do not. it is another entitled minority that once more, more, and more. more bike lanes, more bicycle racks, more in the city and

office buildings, more special arrangements. my question is, who is paying for all of this? unfortunately, i have three minutes planned. i have six points. i want the police to please, please, please start enforcing the existing traffic laws in the city. i mean the major things like running red lights. i am sure the chief has a good idea of the money that this city has lost and is losing every day by not enforcing the traffic laws on bicycle riders. >> your time is up, i apologize. >> can i do for quick points? >> they should have license plates that they pay for. they should have operators permanence. -- permits. >> thank you, sir.

"many members of the public have raised many issues regarding the adoption of tasers. i believe the transparent public process is necessary and i hope you share a commitment to lead such a process. the last time, it passed a resolution in 2011 requiring the san francisco police department to consult with san francisco communities as well as study other options. to my knowledge, the sfpd has

not completed this work. the committee established a study -- there has been no meaningful average to all of our communities. my sincere hope is that the commission will honor the requirements of february 23, 2011, resolution. i urge you not to take any action on this matter until there is meaningful public outreach regarding the potential decision to pilot the use of tasers. thank you for your commitment and dedication to serving in representing the people of san francisco. he is currently a member of the public safety committee on the board of supervisors. he is joining our community based organizations and civil rights groups expressing his concern. he expresses his condolences to the family and sympathy to injured workers. our office hopes to hear more from the incident and urges you to continue to lie a lot with community groups on the facts and content -- continued to dialogue with canada groups on the facts. -- with community groups on the facts. please do not approved any pilot programs without dialogue and i reached from are affected communities. thank you. i have a letter for the record. >> thank you.

my son's anniversary is coming up on the 14th of this month. i want to use the overhead. still the justice for my son. i am still looking for that. i am out there, wherever i can be. i still have this picture of my son after an autopsy. i am still grieving. i still want justice. we know the names of all the people who have murdered my son. i know all of their names. the mayor did say that he knows who killed my son. the d.a., the police, the newspapers. still no justice. i can understand, nobody wants

to point the finger. i carry these pictures of other murder victims. every day. these are mothers that are coming down to city hall. we are all grieving. it is not just african american. hispanic, latino. i need justice. am i done? these are all these young man that have lost their lives. what are we doing about it? >> thank you.

next speaker on items related to items not on the agenda. >> good afternoon. i read in the examiner that rec and park his tired somebody to run their own private police department for a salary of between 8100 $20,000. i think the police department should be in charge of the police services in rec and park. i think you have better training and that is for the authority and responsibility should be. we do not have to have a lot of separate fiefdoms set up around the city. thank you. >> i am president of the black democratic san francisco. i went to briefly touch upon the challenge that san francisco has

been faced with now. we have witnessed a number of homicides over the past couple of days. it is challenging for both the police and the community. we do understand that safety is a need and is something the police department promises all residents in san francisco. the tool you guys used to provide safety has to be balanced with providing safety. i am here today to ask that whatever decisions are made in regards to tasers, that you guys do work with community and community organizations to come upon those decisions. thank you for your work. thank you, chief, for being visible and sensitive to folks in the southeast sector.

>> public comment is now closed. >> 2a is the chief's report and discussion. a review of recent activities. >> commissioners, we have had a tough week. we believed we had made a recovery after a really tough june at the west anend, only to find that this is going to present at the eastern anend. it is also presenting itself in areas of the southeast sector. not all of it is fatal violence, but it is a gun violence. in the visitation valley, the fatal violence appears to be vertical
