appellants, the description of what is naturalistic in that particular policy. on a personal note, i find there are some elements of this project that i am not totally in agreement with. my job here is a little bit different than what my personal preferences are. that is to find whether the planning commissioner -- the planning commission erred in issuing the coastal permit. that would hinge that upon i believe the one policy. it is one term of what is naturalistic. rather than use what one of the speakers indicated about different values, i would say it

slightly differently. there are always degrees of how these things are perceived. there's no doubt in my mind that an existing 75-year-old soccer field in whatever condition it is is more naturalistic than a synthetic field with lights. the question then is whether a 75-year-old soccer field is naturalistic in the sense of what it was defined in the general plan. i do not find that to be totally naturalistic, either. therefore i am of the opinion that the planning commission did not err in issuing the coastal permit and i am prepared to deny the appeal.

president hwang: i would agree. i would debate with the meeting of naturalistic is. i prefer the field personally to stay as it is. i did not find a lighted fields with synthetic grass to be -- have any connection to nature, really. apart from my own personal feeling about it, and i also have kids to play soccer and i also know there are a shortage of fields and a shortage of space is for kids to play sports in the city, but apart from those feelings, i really cannot find any basis to find based on what we have heard tonight that the planning commission erred based on the law and guidelines. i would deny that -- deny the

appeal. >> i found one of the elements of the policy to be somewhat persuasive. it is the 3.3, the maintenance and improvement of recreational access in the western portion of the park and i'm pretty well persuaded that improvements that are being suggested would maintain and improve recreational access. i would take a little issue with that. people who cannot -- partly to be used during the day. there any number of people, residents who cannot access the parks and to open them up for evening news without a lot of serious consequences is very important. i would support the motion to reject the appeal. vice president fung: i will make

the motion, then. i am going to move that the appeal be denied on the basis that the local coastal permit has -- as issued by the planning commission was consistent with both the general plan and the relevant coastal's plans -- coastal plans. >> i think it is important that we make -- give the factual basis for your determination, and if it is a matter of adopting the factual determinations of recreation and park department and the planning department, then we should be

clear that is what we're doing, or if we have other factual determinations, we should make them. in some way, your decision must have factual determinations of consistency. vice president fung: it would be factual determinations based upon planning, not rec and park? >> i think this is -- and the factual information that is brought to your attention can be adopted by you. and so -- the permit is being protested and it has been brought to you on appeal and for basing it -- you are basically reviewing it tinto and making a determination on whether this -- reviewing it de novo and making a determination. vice president fung: -- madame

director. >> there were some draft findings that have been made available to the board in the event that you move in this direction and it talks about the ceqa issues and the local coastal program and the priority policies. if you're interested in basing your decision on these factual findings, we can read it into the record. you can vote on that. vice president fung: i think that would be appropriate. president hwang: having reviewed the testimony, the board of appeals -- denies the appeal. protesting the issuance of a coastal zone permit to the recreation and park to provide for the renovation of the beach chalet facility for the following reasons. the board has had available for review and consideration the

environmental impact report and/or -- all correspondence and documents related to the review for the renovation of the athletic field, the project. this is available for public inspection at the border appeals office at 1615 mission street and is made part of the record by this reference herein. the board based on substantial evidence in light of the record including information presented at this hearing finds there have been no project changes or changes in project circumstances and no new intimation of substantial importance that would change the conclusions of the planning department's california environmental act quality determination. this board finds the project is consistent with requirements and objectives of the san francisco local coastal program for the reasons stated in planning commission motion no. 18640, a case 20 11. -- case 201.

and in section c, which reasons are adopted and incorporated herein. this board finds the project is consistent with the priority policies established by section 10 1.1 b -- 10 1.01.1b. you have made a motion to deny the appeal and hold the permit -- and uphold the permit. vice president fung: based on these draft findings. president hwang: based on the findings just read into the record. we're ready for you to call the roll. >> again we have a motion from the vice president to deny this

the board needs to approve a gift from the baker street foundation to accept and expend this gift to hire one of the gardener for assistance in maintenance of the polo fields. because of budget cuts, they are only maintained on a part-time basis. staff determined adding gardening staff was a high priority to preserve the quality of the turf at the 16-acre sports and events complex. it is particularly critical with the upcoming large-scale events at golden gate park. without attention, gophers and heavy traffic will undermine the quality of the turf. the rec and park commission voted to accept this gift.

francisco help code by adding article 12c. >supervisor chiu: the legislation that we have in front of us is designed to encourage onsite water use and when the bill the. we opened a new puc building at 525 golden gate. this building is our real landmark. the building will use 60% less water due to a system that meets 100% of the toilet flushing- irrigation needs for water. it will be recycling 5,000 gallons a day of waste water. it will be storing rain water in a basement cistern. in recent years, it has been challenging for developers installing the systems in major buildings, but i want to take a moment and think the staff of

the puc who have worked closely with the department of building inspection and the department of public health to solve these challenges. the ordinance before us will developers install these water systems in new, large developments. it will streamline the process in maintaining great water, rain water, and blackwater. i also want to thank the puc for setting up the grant program for commercial developers who want to install the water testing process. it will save the of the environment -- save the environment and money. with that, i would like to recognize the staff of the san francisco puc and see if there is anything staff would like to add. i know they were here briefly. i want to thank you and your

colleagues for all the work you have done on this. if there's anything we have missed -- colleagues. >> we just want to appreciate your considering of this ordinance. just by way of context, we hear residents' use about 85 gallons of water a day compared to 150 gallons per day across the state, and that is because of many ordinance is that the board of supervisors have passed historic the, the many programs we have in place that really helps. as we look for new opportunities, we find it is on the commercial side. we appreciate the board leadership. we have a number of staff here from the puc to answer any technical questions.

again, thank you. supervisor mar: thank you. let's open this up for public comment. is there anyone from the public who would like to speak? please come forward. we're going to limit it to two minutes per person. >> two minutes, while. my name is scott. i represent a water machine system. the company provides waste water treatment management technology. i also want to think the committee for this opportunity to speak in support of the water reuse ordinance. through this ordinance, the puc has really provided visionary leadership by saving money, addressing regional water issues, and promoting development as well. in terms of the benefits, i will put them quickly into three categories. economic benefits, community

wide benefits, as well as environmental. the economic benefits include reduced capital cost. these on-site systems cost less than traditional systems. they create jobs, green jobs. they provide a clear path for developers. they also reduce the load on existing waste water infrastructure. community-wise, but these types of water reuse systems provide resilience for water shortages. the enhanced san francisco -- they enhance san francisco. the whole country is really watching what san francisco is doing as far as water. we are not the only technology. my time is almost up. thank you for the opportunity.

thank you very much. >> thank you. next speaker. >> good afternoon, supervisors. thank you. i am with spur. we have had the opportunity to consider this ordinance going back several months now. as you know, but such systems can factor in the reused water on the site. our reuse for non potable sources -- we really think we should be moving away from using our wonderful hetch hetchy water for these types of uses. in the process, the puc has been putting this in place to make it easier for developers to

consider and hopefully to include on-site treatment systems in the new building san francisco will be getting in future years. so, these treatments systems can generate significant amounts of water, as you of heard. about 25% of potable water. as president tchiu mentioned, they have created a system to help some of the system's. that is 40%. the significant. hopefully, we can get more significant types of systems going forward. i want to conclude that i recently got to see the living machine at 525 golden gate. i was encouraged. not only does this mean the sustainability goal, but these types of systems are really beautiful as well.

i would like to conclude by saying that we support this ordinance very strongly. thank you. supervisor mar: thank you. next speaker. >> my name is laura allen. i am here to speak in support of the non potable water use ordinance encouraging the use of non potable water towards a sustainable future. these water use projects in the past have impeded implementation of water systems -- water saving systems. in addition to this important first step, i believe that san francisco should plan to require these systems in the future.

what is coming. we would like to see it go forward. public comment would be a little bit more from them as well. thank you. supervisor mar: thank you. next speaker? >> good afternoon. i am june, the senior epidemiologist at the health department here. i have been working with the puc and dbi on this ordinance. it has been a great experience to bring the family together to support the types of projects that we are going to be seeing more and more of. from the health department perspective, we're looking forward to having a formal mechanism by which all of these developments work together to make sure that these systems go in place in a way that ensure they are going to be a
