for its 30th annual conference. i want to thank supervisors ween wiener and olague for their support. it was founded in 1981 for the purpose of using medical expertise, public policy work, and other things, to ensure a quality in healthcare for lgbt individuals. this association is actually the world's largest scientific organization that will be meeting with a focus on lgbt health. so we're very happy that they will be here in san francisco from september 19 through the 23rd. the third item is an ordinance that amends valencia street neighborhood control table to allow a personal service use on the -- with conditional use

authorization. traditionally personal service was prohibited above the ground floor because of a concern for -- dwell units. however that concern has been addressed here in the valencia street nct because there have been recent controls that ensured the preservation of housing. and since personal service is currently conditionally permitted on the second story in the district the use should also in our estimatation be permitted on the third story. the last item i have is a hearing request on an item that has been reported recently in the press and that has to do with the number of arrests that are done by the san francisco police department, in getting the information broken down by race and ethnicity. in as we may be -- as we may recall, the base citizen recently reported the san francisco police department has been underreporting the arrest rates for the city's -- two of the city's largest racial

and ethnic minority groups, specifically the latino community and the asian community. as reported by the bay citizen, the san francisco police department has been classifying latino arrestees as white and asian arrestees as other. because of that classification we haven't been able to get a true and accurate depiction of how arrests are actually broken down by race and ethnicity. so what we have asked is simply to hold a hearing so that we can get more information on this particular issue. at the hearing that the police commission held on this matter, police chief suhr explained that the department of justice collects information by race, with only certain categories in mind, white, black, american indian, alaskan native, asian pacific islander and other. because of that certain information cannot be collected

by the sfpd. we believe the best way to deal with the issue of any concern that anyone might have about racial profiling is to simply have information to make sure that we know what the arrests look like. and it's something that ultimately the more information we have, the better it will be not only for the police department, but also for the general public. so we look forward to having that hearing at the public safety committee. and i will be working with the chair to make sure that happens shortly. the rest, i submit. >> the clerk: thank you, supervisor campos. supervisor avalos. >> supervisor avalos: i was about to introduce the same myself. i read the report in the bay citizen and the chronicle, was concerned about how the police department has been doing their classification of ethnic and

feelings about them. while i think we have seen tremendous success with the sharing program in the downtown civic center area as well as in the castro areas we haven't seen the same success in some of our more outlying neighborhoods including the southeast and southwest. i would -- i've been told, time and time again, that the car share program -- that the car sharing goes where the demand is. but as a potential consumer of this service it is made generally inaccessible to me and many of my neighbors and constituents due to the limited number of car sharing locations in the southeastern neighborhood. this is a topic we discussed in the transportation authority. and with the recent announcement of a one-way car sharing program offered by bmw and others throughout the country, i am hopeful that this hearing can serve to both update us on the current status of our city's efforts as well as to think more

these types of fundraisers around fleet week and i know that there's another america's cup reg atta in october. but my hope is there's a more accountable process for ptas but they can keep every penny of the money they're raising for our kids and our schools. i also wanted to alert people that there have been an unusual string of armed robberies in the richmond district that i and my office have been focused on from august 24, when a jewelry store was hit on gary and 22nd. very unusual to see so many in our district. i've been working closely with our police captain and also sf safety awareness for rch, merchants and residents to make sure we come up with proactive strategies to keep our neighborhoods safe. props to the new principal rosa fong for her leadership to secure it, when there was a

robber that went by and there was a lockdown on august 24. pretty much during the first week of school. i applaud the teachers and parents and principal and will be working with merchants and residents to keep our neighborhoods safe. lastly i wanted to also say that i forgot to mention that we just voted upon, on first reading, his an important piece of legislation that would increase solar and energy efficiency improvements in homes and businesses in the city. it was the california rural home mortgage finance authority ordinance that we just passed. but i wanted to say on first reading that this is an effort that's been several years in the making, from the mayor's office, the environment leadership, but also guillermo. i offered with their support sustainable financing sf which would allow homeowners and -- to

alone what it's supposed to do. i have seen ones that turned out to be something, and i've read it, and i had to go through 60 pages of documents to find out it was a change in zoning, for a particular strange reason. if you're going to have the citizens participate, which i'll be honest with you, i really don't think you want, then you need to given people the information that will help them do that, or at least find their way to the documents and other information they need to do so in a meaningful way. unfortunately, i have come to the opinion that many on this board of supervisors do not view public comment as participation, but interference. you want to do what you want to do and you want to deny people the right to challenge it. the best case i can think of in recent memory is parkmerced where you came in at the last minute, made 14 pages of changes, and then denied people

rights to free speech, to petition government for redress of grievance, and to due process if it suits their purpose. an example is the sunshine ordinance. if you point out the law, they will ignore you. and if you file a complaint, they will evade you. if you win your case, they will ignore the decision. if it is referred to the ethics this is commission, they will see it dismissed without a hearing. if you win a case they really don't like they will replace the entire sunshine ordinance task force who took your side. if really upset they will do what they need to do to shut down the process, which is what they did with the sunshine ordinance task force for several months now, denying citizens of this city their right to due process under the law. this is not conjecture. this is all a matter of public record. the bottom line is members of
