utilities commission has been exemplary. and i think it was supervisor wiener who said this to me at some point, which i think is really true, which is that the puc has demonstrated how government can work. and when you look at the massive projects that they have taken on, whether it's the water improvement system, or talking about billions of dollars, it's an agency that has, you know, perform better, that not only most government agencies but most private companies, and it's something that we should be very proud of. i think the makeup of this commission is a big part of it. i see commissioner moran who is the president of the commission right now. one of the things that is hard to do sometimes in this role is to admit when you make a mistake. i remember when commissioner

moran was first nominated and i voted against his nomination, and i do think that was a mistake. and i think that it's important to recognize the good work that people do. and i think that keeping this team together is really important. but it's not just a commission. i think it's also the staff. and i see that we have our soon-to-be general manager here. and i think that some of the issues that have been raised around outreach to certain communities, diverse communities, i can't think of someone who will do a better job on that than mr. kellie. but i also think that it's not just keeping this commission, but also the talent that ed harrington has been able to build over the years, whether it's the cfo, people like juliet ellis -- fox, you name it. so long as those people continue in those positions i think a lot of these things will be taken

care of. and i'm just very excited. i think that we have -- it's a new day, in that sense. and i think that we, as a board of supervisors, working closely with the mayor, need to continue to support this agency, which i think, again, continues to be an example of how government should work. thank you. >> chair kim: thank you. supervisor farrell. >> supervisor farrell: thank you, chair kim. i've been relatively silent during these items, really just because i'm really thankful for the commissioners for being willing to serve again. ms. caen, ms. vietor, mr. courtney, i really had no questions of them, other than what was being asked. your service has been incredible to the puc. i think even more broadly, all three of you to the city of san francisco in so many fashions. i really want to thank you for your service. i'm more than happy and delighted that you're willing to serve again, and that i will be

myself. i was born in venezuela. i'm a venezuela-american citizen. i've been residing in san francisco since 1985. i thought it would be a good idea to apply for the entertainment commission, being an artist. i'm a -- artist. i promote myself, but also other people in the arts, music, entertainment. but, also, i work for the city at the department of human services, and the department of public health, for about 12 years. so my health background as a health worker 3 i think will be quite useful for the entertainment commission. i was also a commissioner for the immigrant rights commission. and so i'm very familiar how the commission works, and how meetings, and meeting people. so i would like to offer my

expertise, and do what is necessary to enhance the entertainment commission. you're welcome. >> chair kim: thank you, mr. alexander. just to clarify, i know that you have experience in public health through your work with -- and sha but specifically for the entertainment commission, could you name a couple of issues that you feel would be important for the entertainment commission to address within the public health arena. >> well, any issue in regards to the protection of the public. i am more than delighted to be involved in. i'm not sure exactly what all the details. but been having work in that area for so long, i think that i'm open to any of the recommendation that the board

about -- i'm a professional musician, so i have ideas about the live music scene, and how to move on from the old standard of the 60's count. so i do have a lot of interest here. i've been who are all my life except when i was in the military, in the navy. i do have supervisory experience there. right now i'm working in the city and i'm vested in the city. i'm a preschool teacher and a professional musician. i've been here a long time. i have a lot of experience, public admin experience -- not a lot, but i've -- i'm vested in the city and i want what's good for the city. that's why i'm doing this. thank you. >> chair kim: have you attended an entertainment commission meeting? >> yes, i have. >> chair kim: thank you. next, we have ms. akers.

>> hi. good afternoon. thank you for having us. i am a bay area native. i spent several decades, clubbing in this wonderful city. north beach, south of market, the mission. and while the music and styles have changed, my passion for the clubs and specifically san francisco clubs, has not waived. i became interested in this position actually through hearing from terrence allen. i've worked with him for the last five years and his talk about -- his work as a former commissioner really inspired me. i think -- i've been in the public health field for over 15 years. i have a master's in public health. but where the intersection of entertainment and public health started to develop in me is, during the aids epidemic, and my

association or passion with the lgbt community, when i started to see the benefit of using the entertainment commission as a vehicle for fundraising, and philanthropy work, and i have developed that over the years. for the last two years, i have worked as a consultant on a research project, looking at nightclub safety, where we've developed training materials, and have gone in and worked with the club staff and club management, on promoting a safer club environment for all patrons. 30 second. okay. also, five years ago, i worked on a health assessment of exotic dancers. i've spent many years going into strip clubs as an advocate for labor rights and safety for maj maj -- marginalized communities. i have been developing skills of evaluation, program planning and

has been stellar so we support her appointment to the entertainment commission. thank you. >> chair kim: thank you, ms. leitner. next speaker. >> chairwoman, supervisors, thank you. i'm terrence allen. yes, i did introduce naomi akers to the thought of being a commissioner at the entertainment commission because i had seen, in the past set of nominations, a deviation from what i felt was the original intent of the seating of the commissioners at that commission. when the commission was formed 10 years ago, there was a huge outcry and public debate about maintaining the stakeholder representation from neighbors, nightclubs, entertainment, planning, law enforcement, and public health. at the same table making policy decisions about entertainment in

general, as well as specific decisions about each and every venue and event that happened. failing to look at the applicant's history and their experience that they bring to the seat, and failing to recognize the need to ensure that there is someone bringing speciality in each of those areas skews the commission, and causes the public to lose faith in its balanced approach. and we saw that, and we've been through that experience, and i would love to see us move beyond that. and so it's very hard to find someone outside of the traditional doctor role that can bring -- reduction approach and that can bring a public approach to a job like this. so with that i -- i'm behind naomi akers 100%. thank you. >> chair kim: thank you.

you, madam chair, and thank you to all the applicants who applied. as i think you all know, night life and entertainment has been a particular interest of mine in that it is not only key to the cultural identity of the city, but is also one of the major economic drivers of the city. earlier this year at my request, city economist -- an economic impact report showing night life contributes 4.2 billion to our economy in addition to many jobs and tax revenue. and it is a sector that frankly struggles in san francisco because there are so many obstacles to having a great night life, and city hall has not always been a strong support for night life, as it should be. but i think that that is changing. and i think more and more people are realizing how important this is. and i think the entertainment commission plays a critical role in ensuring that we have a

balance between having a very, very strong and vibrant night life and making sure that night life is safe and healthy for everyone involved, and for our community. and that is the balance that has to be struck on the intrailt entertainment commission. when it comes to public health in particular, sometimes we can go to extremes with a pure law enforcement focus on health, and can be another extreme where there's not enough of a focus on health. so for this seat, it's critical to have someone who brings those two perspectives and who takes a very balanced approach. i think naomi akers does that. if you look at her background -- by the way, we've had a couple of fights about entertainment commissioner appointments, in the last year, which were unfortunate because everyone on all sides i think was very committed to entertainment and night life. and when this seat came open i sort of committed to myself i

didn't want to have that fight again. so i immediately reached out actually to the harvey milk club, that we don't always agree but this is one area where we're very much aligned and we brainstormed about who would be a great candidate for this seat and naomi's name came up and i met with her. and i believe she is someone who deeply understands the importance of night life and who has done enormous and terrific work around public health and harm reduction. so, colleagues, i hope you will recommend ms. akers. i think she would be a very powerful and effective voice on the commission. >> thank you. i will be very brief. i want to associate myself with the comments of supervisor wiener. and i think the fact that former commissioner terrence allen was here, i think speaks very highly of ms. akers. i do want to thank all of the applicants because i think that each and every one of you brings something to the table.

and i want to thank you for your interest, in serving this city. i think it's greatly appreciated. i do think, though, that ms. akers has the unique set of qualities that we want to see in this appointment. and so i will be supporting her for the reasons that supervisor wiener outlined, really about striking that balance between promoting entertainment, but at the same time making sure that the needs and concerns of different communities and neighborhoods are taken into account. and the public health piece is so critical to this area. and i also think that ms. akers will also be the kind of commissioner, like terrence allen was, that is not only, you know, doing the homework and making sure that the work at the commission meetings is taking place, but also doing outreach in the community, and working within the community, which is a very important function of the entertainment commission. so i will be very happy and proud to make a motion to move
