should refrain, from entering into any debates or discussions during public comment and please limit your comment to two minutes. >> is there any public comment regarding items not on the agenda. hearing none, please call line item number two. reports and announcements. >> chief's report and review of recent activities and an update on the department research and community out reach regarding less lethal weapon. >> i think that we will do something different tonight, i want to thank from the bottom of my heart, the members of the san francisco police department for their efforts that began on thursday, evening, and went until monday. you could be nothing but proud about what our officers did, just so the public knows, they had many events in this city. we had fleet week, with the blue angels show on friday, saturday, and sunday. and we had the america's cup, with races on friday, saturday and sunday. and we had the italian heritage

parade in north beach on sunday. we had the blue angels and we had not one but two giant's playoff off games on saturday and sunday and nfl football game on sunday. we had hardly strictly blue grass that brought in well over 100,000 per day to golden state park on friday rkts saturday and sunday and we had not one but two cruise ships docked in san francisco and all of this came off without a glitch. blue angels there was the street fair, we forgot about that. and everything went off without a glitch because the men and women in this department worked extra hours, they moved their hours around. people that usually worked in other assignments were out on the street. and the level of professionalism was unbelievable. i have to thank them. we need to thank parking and traffic, or mta for their hard work. san francisco sheriff's department, for their hard work.

the united states park police for their hard work. and any other agency that assisted the san francisco fire department, because i have to tell you, this was a job well done, it could be a model for any city to follow. so chief before you give your report, i want to congratulate the members of this department and thanks them. >> that was first of my report, so thank you. >> it was a very, very busy weekend but i think that the planning clearly showed over the last week and it was very well done. and i think that the media got the word out and notified the public. the bay area county... over and i appreciate that. i think that we also forget how much that the media does for the public in getting the word out. we did experience some issues

with black blog and protests on the 6th. we had issues with the significant amount of downage, not only to those private property but also to public property, including officers that took paint bags. their uniforms were destroyed. two officers were injured. one with cuts to the arm and another one with cuts to his eye. obviously none life-threatening, but they were injured. but, i am particularly proud of professionalism showed by all of the officers on the street. there were very few incidents that the police were involved with that resulted in anything but people taken into custody appropriately. 22 arrests were made, a press release was released to media

and the word got out quickly. and i think when we work together with all of the partner agencies we rely on them and the sheriff's department, the wagons and it is very effective here in the city. >> and an arrest was made in an double homicide that will be on the statistics for next week. but keith wilkins a 23-year-old that was oprobation was charged. we were assisted by partner agencies, the u.s. attorney, the f.b.i. and the district attorney's office. there was an over the weekend, there was an event of a stabbing in north beach. non-life-threatening injuries and a drug bust with a backpack full of controlled substances at harbor strip. and that was without incident

as well. the italy an heritage parade was a smaller showing than normal, but it was a very positive and enjoyable ivent and i would encourage any police officer that wants to walk, it is nice, everybody just waves and smiles and it is good you get to hand out stickers to the younger generation. it is just always a very positive event. we had a number of recruitment efforts at several, several venues, over the last couple of weeks. but especially at fleet week and the castro street fair. the chief has been very busy starting up the future graduates program again, just getting kids to stay in school, getting that high score diploma as they first finish, education or a tool or trade. and i think that it is a little soon, to look at the benefits, but the summer jobs program, we

are having young people listen to the chief and come to the summer jobs program and very positive motivated and helping about college. a lot of wilderness programs where we were taking them backpacking. it is always about the children and starting young and getting them motivated and comfortable with talking with the police. our current statistics they are still pretty steady compared to the last report that the chief gave you. we are at 52 with a homicide, although i did mention the one that will be counted on the next statistical report. so there is a 21 percent change in homicides, but the other part one violent crimes we are

actually again... and property crimes are again, up 7 percent. we are still... part two of the property crimes. we are trying to get a handle on those. and there... there is still, you know, plans in the police department looking at property crimes, working with the communities. and getting them aware of personal safety, vehicle safety, and their own safety and in hoping that we will see a turn in those property crimes. >> to be clear, a homicide where an arrest was made and that was the homicide from march the 30th this year, where the arrest was made. we also cleared a second homicide where an arrest was made. >> good, thank you, chief, commissioner dejesus? >> i just wanted to

congratulate you, the police department for also doing a great job. but i think that it is really important to point out that the people who are arrested who threw the paint and everything, they had ice picks and a hammer, and gloves and a mask and these are the people the an arckists were also the people that were trashing the mission district. >> they did. we took an ice pick and a hammer, several bags of paint, flares, which are very corrosive. fire crackers, fireworks. i had to unfortunately we don't have a color copy here, but i think that the color pictures really are very clear and you know, share them with the public and also with you. >> all right and i think that you put on a press release, which i think was also important to let people know that of all of the people, of the 20 people that were arrested that were destroying property in san francisco and one of them was a resident and they were all from out of city, or southern california or out

of state, is that right? >> that is true. >> i think that is important to note that and i think that you did a good job. and i will say that i went to the castro street fair and i saw the police officers in action and i saw them removing people who were not doing what they were supposed to be doing, in a peaceful way and they did a good job. and i also went to the obama event and the police officers did a wonderful job. they did a wonderful job in terms of having president obama here in the civic center. i just want to say good job, thank you. >> commissioner loftus? >> i just want to echo the comments of my kol colleague. i think that it was sergeant tumor, i saw someone violate the perimeter where the president was coming and he got past several officers and it was sfpd who ultimately restrained him and i have to echo what commissioner dejesus said. i was with my kids and what they did is they made sure that

they removed him from the area, and they had what looked to me as a stern conversation happened and he was released. and it was... i went up to them and i said that is a reminder that as law enforcement when you wear the badge, all of the time everybody is watching and the community it to see him leave the values. >> and i also have to say that there is an aspect where the public is watch and when crimes happen to us, or we make terrible mistakes like leaving your iphone on the passenger side seat of your car, my iphone was stolen at someone at 8:30 in the morning, crashed the passenger's side window of my car when i was gone for four minutes. and grabbed the iphone, and the reason that i am bringing this up is i used the police department's on-line police reporting system. and it was really great. it took a few minutes and it really helps us as a commission and i know for your crime stats to have an accurate assessment of what is going on.

sometimes you think that no one will find out and may not investigate or find the person, but it helps us do our job and some officers at southern told me and we can't say it enough, iphones and ipods and things like this are like carrying your wallet around. so really keeping that in mind, i learned that lesson myself. >> and i want to add, too, that we talked about these events and i forgot about the fact that we had to have the president here for two days, which again is another significant event for any normal police agency and that we did that without any a glitch. and with reference to the arrest and i joined commissioner dejesus, you know, our officers, we pay them to serve and protect not to have people throw rocks and paint at them. and the consequences for doing that will be serious. and i am very proud of our officers for making those arrests. because that same group went to oakland the next night and trashed that city. we credit the mayor who keeps hiring officers and a chief and a command staff to make sure that we are protect the citizens. and i will tell you later in my

report that i was present at that press conference in the mission where you heard from san franciscoans that this is not what we expect. we believe in free speech and we are progressive, but don't go crashing our windows and i have to tell you that the tide really turned with that event. >> let's go to item 2 b. >> could we just do the updates of the... >> sure. i am sorry. >> there is more. >> good evening, commissioners, and directors. i want to give you an update on where we are with our exploration of less lethal weapons. commissioner tobacco, loftus, hicks and chief met to discuss the community out reach efforts as well as the foreman for the upcoming community meetings.

those community meetings are schedule for october 22nd at 6:00 p.m. at 1900 deer boulevard. the second one is going to be on tuesday, october 23rd, also at 6:00 p.m. at the scottish rights cultural center. that is at 2850, 19th avenue. and the third meeting is at this point schedule as tuesday, october 30th, 6:00 p.m. at valentine high school at 693 vermont street. >> our efforts have included the discussions in terms of being in almost a continuous state of reaching out to the public to inform them with the opportunities to come and to be heard and to give input. currently if you check the police department's website, actually specifically under police commission, you will have notice of the meetings

themselves. and the draft, work and policy of the electronic control weapons general order, as well as a listing of the identified less lethal options that are being evaluated currently. so additionally, each district station captain has sent out, along with their daily newsletter and update and crime updates as well as their weekly newsletters, notices of these meetings and the opportunity for people to come actually and be heard and to give some input as to what direction they would like to see the department move in. ultimately, in evaluating all of the less lethal options. any recommendation will be made, one that is most effective as well as the most hum main. that is where we are at this point. we will i believe that we will have another opportunity to meet between the second and third meetings, so there will

be some feedback, relative to what we are gathering from the community in these community meetings. >> thank you. >> any questions? >> >> i do. >> if you don't mind. when i was looking at this and i am coming in a little bit late and maybe you have answered it. but when i am looking at the costs and the effective range that is helpful. but what i don't see is the cost for the ex-spendable part, like whatever is being sent the projectile. like how much, i think that one of them here says 700 rounds per minute. but what are the costs like and i don't want to call it ammunition, so that part, so how much will it cost to reload that thing? and how much will it cost to train and how many officers are we talking about? so i get a better ideas of what the total cost of what we are looking for. >> okay. >> that is my only comment on this. and i am going to do my best to attend these meetings, i am anxious to see how many

community members come and who they report. and you know, i want to see how it is going. because i have been to some meetings that the police officers are giving like five people. >> sure. >> and i want to see how well it is attended and how well the out-reach is and i want to do my best to be there. >> commissioner chan? >> i guess that this is a good time to give a report back. so commissioner turman, commissioner loftus, ali and the occ and the chiefs that met last friday morning. it is great for the chief found time among the department's very busy schedule to meet with us and we planned to the upcoming community meetings. what i think that all of us agreed that we wanted to avoid was just recreating a commission meeting and having a mini, taser debate. it would be better to have a open discussion where the people are engaged and it is not just this very, combative tone. so we are trying to aim for, and so the format that we

agreed on was having a department present in the beginning for about 30 minutes or so max on not just tasers but also other less lethal options as the commissioner did other less lethal options so the department to give that presentation to show that research and for us to open it up and have an open discussion, so it won't be a two minute public. if someone is hoging the mic. we will ask them to step back. so no one is dominating the conversation, we will have the commissioners rotate to see who is going to moderate, since there are three commissioners and three community meetings. in terms of out reach, we wanted to highlight in the resolution that we reviewed last time, there are specific groups that want to make sure that we reach out to such as the lgbt community and mental

health issues and also target those groups and not only having the commission meetings and we want to actually specifically invite organizations and groups that might be involved with these communities and we specifically talked about crisis intervention training and doing out reach to the organizations who donated quite a bit of time to that. because the contemplated draft involved giving a less lethal option to a cit officer. we want to make sure that those groups who dedicated that much time in the trainings are aware of this. so that is where we are, and i will ask for an update too on cit and where we are and that will be in the scheduling meetings and that we can keep that in mind and that is something that we need to accomplish and get down. >> commissioner dejesus? >> i was actually contacted by a club and they are going to have a meeting and they were wondering if a chief or someone could come and talk about the taser plan and that is another way to out reach is to attend one of the general membership meetings and i think that it is

october 24th, and i can double check the date and maybe we can get someone there. >> absolutely. >> thank you. >> very active lgbt forum, the police forum run by ken craig and i think that they have been notified of the meetings and plan on attending. >> thank you, commander. >> thank you, president. >> item 2 b. >> occ director's report, discussion and review of recent activities. >> good evening, director hiks. good evening, president mazzucco, chief and members of the audience. i have passed out the september comprehensive report and normally this is part of your packet and i provide it to you in advance. but some of the data that i needed was not available until yesterday. so i you do have it on your desk and i will discuss it.

first complaints received. from september first 2012 to september 30th, the occ opened 62 cases which are 7 fewer cases than were opened in september, 2011. only opened 69 cases. in september, 2012, the occ investigators close td four classes and opened by closing 66 cases. as of september 30th. they had 215 pending cases as of today, they have 221 cases compared to 628 pending cases last year this time. >> so the investigators caseload have been reduced significantly. >> in the area of medation, they mediated three cases that is five percent of the cases that we closed. in september, 19 officers were offered medation and all of them accepted. that does not mean that we will

have 19 medations because the complainant has to accept and the rate of acceptance by complainant is only 50 percent. >> but today they have mediated 49 cases and that is more than we had mediated at this time last year. in the area of the sustained allegations the occ sustained allegations in four cases in september that is a 6 percent sustain rate. and in the area of ajudd indicated cases. they ajudd indicated three cases in september. all three of the cases involved allegations of conduct unbecoming of an officer. and one of them will be before the commission. in the other two cases, the chief imposed the chief admonished the officers for their sustained allegations. and finally, in the area of out reach, occ staff, participated in four out reach activities in

september. tender loin resource fair, summit called language matters, and that was sponsored by the office of civic engagement and community affairs. occ staff also attended the avr nc alternative dispute resolution of northern california celebration of bay volunteer mediaters and a out reach coordinator attended that along with investigator coal. hel encolderon attended that. >> the resource fair, again. salazar attended as well as william huewy. >> and salazar attended a event that was hosted by the neighborhood that was their omi united festival and that concludes that i report. >> thank you, director hiks. any questions for the director regarding her report? >> no? >> thank you, very much.

>> welcome. >> thank you. >> please call line item number 2 c. >> commission reports discussion, commission president report, commissioner's reports and commission announcements and scheduling for items identified for consideration at future commission meetings action. >> i want to report, that although we did not have a meeting it has been a busy few weeks here. the chief, i attended the retirement ceremony for the members of the san francisco retired in the past six months at the stottish right temple it was classy for those officers. they come in with a lot of fan fair and pomp and circumstance and now they are going out with it and i want to thank the chief and the command staff for doing that. and it was nice hearing a personal story about the officer. >> every officer said that if they had to do it all over again, they would do it again. >> it is interesting, too, people talk about diversity, when you look at what is retiring from the police department is diversity which shows that this police

department has been ahead of the kefsh for 25 to 35 years so it was an impressive ceremony. >> also we had a press conference and a community meeting involving the police involved shooting. the community was not at all concerned about the officer-involved shooting but about the response to it and so i attended that along with supervisor comp os and i like to thfrng him for being present. >> i had the opportunity to walk with the italy an heritage parade and it was a honor to be a member of the area. and we had quite and it was really good and it was han honor and i do invite you to do that and pass out the stickers and watch the command staff interact with children and it was great and i want to thank them for that. commissioners do you have anything that you want to report?
