can increase the positive impacts and there need to be clear rules that favor all car share operators equally. so, first the public right of ways for public good not just the highest bidder. car to go does not have evaluation behind it but it clearly has public good. the city needs to balance the interest of all users as you consider developing cost benefit criteria for on street uses right away. use of right away such as car to go should have clear targets and metrics. for few years demonstrating thea benefits. this can be contracted out to a third-party if necessary. if it does not have any expected positive benefits, it should be reevaluated. two, the city needs clear rules everyone can play by. different car share models can have different rules but there needs to be some underlying logic and consistency. the city should be made whole for any loss of parking revenue. for example in portland car to go parking costs estimate againing of each quarter and trued up [speaker not understood] in the preceding quarter. all operators should be

required to make their monthly hours of public parking data publicly available to auditing purposes by location gps. and cars at fixed locations should have certain utilization requirements 24/7 availability or [speaker not understood]. standard public hourly rates and all operators should be given the option of parking advantages. in the definition of what a car share operator should be should not preclude innovative new models of car sharing. e company s or profit or ether nonprofit if it is delivering [speaker not understood]. and the taxicab status not administrative rule. i think there are some interesting ideas here that could work, but there may actually need to be a new model designed for the neighborhood you're talking about for one. and i think that there are different models that are going to come out in the next few years as well. and i think that we need to be focused on meeting -- figuring out what the social and environmental goals are and developing clear rules that work across the board for all these different models and don't support one model over another along as those models are supporting different niche in terms of people's needs in the city. >> thank you very much. >> mr. goldman, i'd be interested if there is research or any recommendation that you have, i'll give you my card. absolutely. >> next speaker, please. good afternoon, supervisors. my name is patrick gibson. i'm a five-year resident here in san francisco. when i first moved here only a couple months after i got here i was accuweatherly able to

sell my car and get rid itv because of the transportation options available here in the city particularly because of the car sharing program. * actually so, i think having a really good mix of transportation options in the city is really, really key to having a good city. and i think that therenter car share programs are awesome, but different from the one way trip car sharing program. i was recently in portland and got to use car to go for the first time it was a great experience. partially because of the way the billing works. it's done by mile a minute as opposed to others like zip car or city car share where we do it by the hour or by the day. instead of being a lot more economical, i think it's something like $7 in portland having to use car to go three times. overall, about the economical mix of transportation offer, it's really good. just having things like private shuttles or car sharing programs or muni and biking,

my name is dorey ellis and i am the director of marketing for zip car san francisco bay area. thank you so much for the opportunity to be here this afternoon discussing these important issues. our sf director and other operations folks are all out on the road right now, so, i'm here to answer any questions that you might have on behalf of zip car. as the largest car sharing company in the world, and certainly the largest in the san francisco bay area with over a thousand cars, zip car is very proud to serve the residents of san francisco. we are really excited about the opportunity to participate in the on-street program and we really look forward to more information from the city about the on-street program and opening it up to other certified car-sharing companies in san francisco. we heard you loud and clear about increasing access to car sharing in the southeastern

super bowl bid committee, which i'm excited and thrilled to say. [ applause ] >> we were waiting for the nfl's announcement. we got that tuesday. now we can talk more. i want to acknowledge chris kelly, pat gallager, jim wonderman, we are expecting ron conway and mary murphy to join us. i also wanted to turn the microphone over to mayor lee to talk about why we are here. that is to unveil our logo, social media campaign. we will have rich silverstein, the head of this amazing ad agency working the past month to come to this point. we are going to hear from the ceo of the 49ers, jet york as well.

leader for us. it has come out clearly that was not only the correct decision but really enthusiastic, so thank you for stepping up. let me begin by saying there was some vibration this morning. yes, part of it, we were doing the california shake-up drill with 9.3 million in the state of california, but i think there was vibrations. mayor mathews and mayor reed were jumping up and down because i told them we were putting together something that would not only be a great way to work together but something they have also been personally wishing could happen and be led by the city. so today we are of course unveiling our promotional launch but getting here has been something on my mind.

it's been one of those very solid topic that jen and i spent good time together. my office, where i call it inappropriately the man cave, but it is a place where i think we have had a chance to talk about the honest going relationship that the niners, the oldest professional sports franchise in the state of california, that's still here in the state of california. it is wonderful to have this opportunity. we have other ideas we can't talk about yet because they are not matured but this came to us fast. it was an opportunity we have rarely. but to be able to be invited by the national football league to submit a bid and build up a course of support is incredibly helpful to the city. i have been looking for those days where we

celebrated just as enthusiastically those super bowl wins with joe montana, steve young and coming down market street. as we did with the giants a year and a half to two years ago. these were incredible inspirational opportunities we have, now hosting a super bowl. being part of a bay area effort to bring this incredibly helpful event that isn't just one few hours worth of games. there's all kinds of events that happen during super bowl week. i believe that the bulk of them will be hosted here in san francisco because this will be where we reflect strong infrastructure of tourism, where we host things and do well. this is what san francisco is about. we have an incredible committee of people that have volunteered and put forth i want to be part of this team effort to, build

a bay area super bowl event that will be not only long lasting for the sports itself but with daniel's leadership and supervisor feral that's been such an incredible partner in the dialogue to help us form our ideas. and for somebody who's spnt his personal time creating the educational links between our school district and kids and parents, to created a decisional open space in private efforts, we have the right team. today, in concert with mayor mathews and mayor reed with people in business, philanthropy, academia coming together, certainly under the very large umbrella of wanting and wishing and making sure this is the most

philanthropic event the world's ever seen. it is appropriately hosted in san francisco. i have often heard when something happens in the city they want it to city. when something happens in san francisco, we want the whole world to know about it. this is a stage. super bowl will be a stage we want to announce to the whole world. in that effort i want to make sure you know we don't leave out what i think is happening with great organizations like sf city and our technology companies, that we want to embrace technology as a way to announce this. so with that i am going to do the first tweet. tweeting. the new hash tag we would like everybody in the bay area to also utilize in their effort to go viral on

reflect success in the san francisco bay area to join us in promoting this event and making sure that when we are ready to submit our bid to the nfl in may of next year that we will have created a community-based bay area wide effort to reflect on this wonderful opportunity. right now it is only an invitation but we will show this allows us to create the most collaborative efforts with segments of business education, bay area, the different mayors coming together, bringing us all together on this incredible opportunity. i have always thought that sports is an inspiration. i'm a big fan of 9ers, i know they will have an opportunity to win tonight.

but it inspires us to think through what we can do together in collaboration. winning is certainly a great thing to have. bui think we win on many more fronts when webring people together and focus on a larger goal, that winning means generations of kids win. our economy wins. what i think are things that we do well. all of so many other aspects of our society win out when we use these opportunities and invite a lo more to come together and think creatively as we are the novation capital of the rld. we willcontinue to do that and continue to invite more partners to be our partners in this great event. go sf super bowl! vibrancy and casualness of the bay area. it is a very unique place in all of america. we also live in the technology center of what is going on in the nation and maybe the world. we really wanted to draft off the modern cleanliness of those companies, of google, twitter, apple, yahoo!, facebook. probably forget someone. they are fueling the economy, we want to draft off that. that makes this interesting. we added a hash tag to the name. no one's done that. we want the bay area -- i guess there are 8 million, maybe more or maybe less, we want them all to participate. by this logo it says come on, let's show the nfl we are in this together that. is pretty much it. parade on market street afterwards, that be nice? we have worked hard for a very long time to build a state-of-the-art stadium. that is not something easy to do. when you look at what this stadium will represent, will it represent the bay area, all of northern california from the sft ware driven stadium that the smart stadium we will where you will have ticket lists, cash lists, great food options that are local organic options. you will have great infrastructure, you will have all the things that make a super bowl an unbelievable experience. i'm happy to see a football team bring a region together for the largest day in sports. more people for one single event will be watching this than just about anything in

the world. i'm happy to go to work with the other owners, lobby the other nfl owners to make sure they see how great the bay area can be. it will be an unbelievable time, unbelievable event. we need everybody to make it work. so i will turn it over to daniel, because he's got a lot of work to do. i called supervisor mark ferrell before the news came. i know he's been working hard on this. i asked if he would be willing to be our point person for the board of supervisors. he is excited and i'm happy to be working on this. >> thanks, daniel. to mayor lee as well.

board president david chu, jed, mr. silverstein. thank you. how lucky are we? over the past few weeks we have seen america's cup, fleet week, giants home games, 49ers and countless other festivals. as we sit here a few hours from another great day of san francisco sports, with the 9ers hosting the seahawks, going to beat them. hosting the cardinals in st. louis and winning game four. today we can celebrate the bid for the next super bowl in san francisco and bay area. as has been mentioned the super bowl is a world class event and deserves a world class city and world class region to host it. as a kid who grew up here in san francisco and in the fall to trek every sunday to candlestick park to watch the 49ers play, now this is such an exciting time that we get to have the chance to host the

event that we only got to watch on tv for the past few decades. what an incredible time for our city. even if the super bowl's played down the road in santa clara, for us, these are the san francisco 49ers. always have been, always will be. san francisco 49er fan also be so excited and come together as a region and city behind this. it will have enormous impacts, bringing the neighborhoods together from sunset to bay view. think about the thousands of jobs. hundreds of millions of economic activity for our city. more importantly the opportunity to display san francisco on the world stage. when we had america's cup a few weeks ago, and nbc broadcast the bay and events live on sunday, we couldn't ask for better pr event anywhere than what we achieved that sunday. now we get to do it on the

world stage to host the biggest sporting event in the world. what an opportunity we have. this is an exciting time for our city. i don't think we can or won't rest on our laurels or take anything for granted. as mentioned, we have a lot of hard work ahead of us. i know the big committee and those of us in city hall will work tirelessly to make sure our region and city put our best foot forward and once again give san francisco the chance to shine on the national and inter national spotlight. i look forward to playing a leadership role in that. thank you very much. excited you decided to do this announcement in the heard of my district, in district three. thank you for that. san francisco, one of the reasons i'm so proud to be an elected official is we are a becon when it comes to or shared values, marriage equality, environment. we are a becon to the rest of the world when it comes to our sports. i was proud a couple years ago to carry the legislation around america's cup bid to work with mayor lee to work with the warriors. i'm particularly pleased to work with supervisor ferrell and 49ers organization to make sure we win this bid. in my first couple weeks i put in a call to a young man named jed york. along with colleagues who were new in 2009 we asked you to consider sticking around
