1:00 pm
there's even a not for profit in the area that may want to engage with you in some sort of fundraising or something like that just to -- in the future, i just think that would all be very helpful in north beach. >> and i have definitely contacted the district supervisor, i also went in again to try to schedule a meeting, it's been difficult to get face time, but i am continuing to try that, broadway, the business association, i had a phone conversation with one of those organizations as well, and i'm going to include all of these people that's in my abc license as well and i'm doing a preap meeting for that as well. >> okay, thank you. >> thank you. >> so, i move to approve -- no, i don't? >> is there any public comment or the police, would you like to
1:01 pm
-- officer mathias. >> hello, steve mathias from central station, i met with steve burnett and we went through the old purple onion and went over the different plans, following their state of business plan, we'd like to request the following, they retain the security video that he's already setting up for the building for a minimum of 30 days and provide to sfpd upon request, and then 2 second one is we would like a hands-on approach to where the area is not sublet to third parties or promoters with at least one manager on site in control of the venue. >> would you like them to notify your department for special events? >> what we would like is just in talking with mr. burnett, i think that the plan as far as different ideas, it sounds fantastic and i would like to
1:02 pm
see the purple onion come ba k, we just want to make sure that it's under his control, i've noticed that other places, you know, i haven't had contact with him in the past but somebody to basically give up the keys and have at it and leave, we would like to have a manager on site if they're going to have a third party come in. >> i think that he will have a manager on site. i think based on his plan, he's not giving up the keys to anybody, but also based on his plan and all the groups he's engaging, i think he's going to have most of his entertainment will be outside promoters, if you consider the kids with the school, the music, that would be an outside promoter in our judgment, i think that's reasonable for a manager on site. is he going to have cameras outside, is that part of it?
1:03 pm
yeah? okay. >> with that, i move to -- >> is there any other public comment? sorry, seeing none, now we'll go to you. er >> i move to approve this permit with the two conditions that were put on by the police department that the security video be recorded and available to sfpd for 30 days and that there's a manager on site for any special events. >> second. >> i second. >> commissioner akers. >> i second. >> commissioner akers? >> aye. >> commissioner perez? >> aye. >> commissioner hyde? >> aye. >> commissioner joseph? >> aye. >> commissioner tan? >> aye. >> commissioner lee?
1:04 pm
>> aye. >> good luck. >> alright, moving on, we're going to item b, felice swapp, dbasf jazz, sf jazz is a non-profit organization that provides jazz education programs and jazz music performances, it's one of the largest performing arts organizations in the bay area and presents events such as jazz festivals, summer jazz, 205 franklin right around the corner between haze and fell is a brand new performing art center building, it's 35 thousand square feet, educational spaces, the building is new construction and replaces an automobile shop. sf jazz has invested millions of dollars, several years and several outreach over the last
1:05 pm
cum of year, there's been in communication of opposition and sfpd recommends approval of the project. >> i'm the executive operating director of sf jazz and after about 30 years of performance here in san francisco started by our founder, ronald klein, my co-executive director who is here with us as well, we're thrilled to be at this moment where we're able to bring a venue, a home for jazz, a freestanding institution of education, of food, of community, of jazz, music to san francisco, so we're thrilled to be at this moment. for the past 30 years as many of you will know, we have presented the san francisco jazz festival here in the city, we have believed in a philosophy of the combination of high quality art as well as rational business, so believing that a sound business model is
1:06 pm
important to our success and because of all of that, that history of activity, i believe we're at this place where we're able to successfully be a few weeks away from opening this sf jazz center on franklin and fell streets, we have put a lot of thought over many years of what we feel is a new form of cultural institution, so of course our site is located at the edge of the performing arts district so it brings jazz alongside the symphony hall, the ballet, the opera but it connects into a thriving neighborhood community and is accessible to public transit, all of that was important to us as we designed it and we wanted to truly feel of a clear form of institution, where it started with a community for us, you'll see it's a transparent building, we wanted it to be a building architecturally that allowed people to feel invited, to feel as if they could come in for a class, a performance and really
1:07 pm
feel a part of the site. it's at franklin and fell, the center of the building is the robert n minor auditorium, it is within a concrete box and it is a 700 seat performing arts style auditorium, it's a surround look as you can see where the performers can be further into the audience, there's a flexible configuration that we've developed with our architect and our designer to have an experience that we felt was tight and responsive to the needs of jazz that was important for the artist engagement with the audiences, so reflecting this design of community all the way through the actual space. looking at just the entire layout of the site, you can see where the concrete box na surrounds the auditorium is surrounded in turn by an l shape of support areas, those
1:08 pm
support areas include our ground floor lobby, an ensemble room and our education space, they are about 100 piece ensemble room for rehearsals, classes, our classroom all stars, our community band that will perform, rehearse and learn together on monday night, as well as some practice rooms, our cafe which we are in partnership with charles fan to deliver fantastic food to the area and to ourselves hopefully, and then on the second floor is our dressing rooms as well as our upstairs lobbies. the third floor of the building will house all of our administrative offices, all of our sf jazz staff will be located on-site. it's under construction. we are a few weeks away, there's a raft of people who have been coming together to make this happen, we have up to
1:09 pm
a few hundred folks some days doing the final teaches as we speak, in total, what this means to us and what we feel is this premise of finding a home, of having a footprint where instead of being a nomad i -- nomadic institution [inaudible] it steps from the western addition and connected by public transit, all of that helps us fulfill this mission and the music we are all here to serve, so this is our center. >> thank you. >> i for one just want to say how exciting i think this project is. i've been watching your
1:10 pm
building go up for mothers or since the project broke ground. i love jazz. it's what i started with, the fact that you can put it all in one place is amazing. i think this is awesome and i wish you the best with it. >> thank you. >> alright. so, do we have any public comment or the police, anyone want to comment on the sf jazz? hello? >> my name is mount alan, i'm the events director for sf jazz and i'm here to recognize some of the support that we've been able to amass throughout the community, i would just like to introduce a few people in respect of the agenda that you have, we'd like to keep it tight beth rubenstein is executive director for out of
1:11 pm
siekt, loraine is the community school coordinator for the fall reveer middle school, christine harris is the chair for the board of directors of the jazz heritage center and marylan coral is the assistant principal and donald savoy is the director for the civic community benefits district, nan key ton is the director, internal affairs for the san francisco symphony, and assistant managing director , and out of this group, we would like to hear from two of them if we may. would you like to come up, please, beth.
1:12 pm
thanks. >> hello, everyone, i'm the director of the out of sights and we're honored to be partnered with sf jazz and speak on their behalf, we work with teenage youths would don't have access to arts education and don't have access to after school activities, that gives them that access, and our partnership with sf jazz has enabled us to bring world class musicians to a group of youths who are sophisticated and smart but haven't had the opportunity and haven't had arts education. it's been very powerful to see youth who haven't played instruments to be playing instruments and to be working in musical production and visual labs, and we've been working with sf jazz before the building has been built, once the building is built, our students will be able to go on saturdays to the music production lab, both sf jazz is
1:13 pm
coming out to the neighborhood and enabling our youth to come downtown to use the resources of the city that they have not had access to, so we are huge supporters and lovers of sf jazz. >> good evening, commissioners, thanks for an opportunity to speak this evening, i'm jennifer no r-r is, i'm the director of the war memorial, sf jazz has been our tenant in the symphony hall for many years now and they've been a great tenant, it would be sadder to see them move down the street where we were not closing the herb's, but one of the great benefits of community about this happening and happening now is that they will be able to accommodate some of the renters that leave the herb's theatre and will be homeless for 27 months, we'll all be looking for places for them to be and hope they all
1:14 pm
thrive and return to the herbs after that, sf jazz is -- i'm also a secretary of the civic center community benefit district board, the big long sentence, and we see that any time we activate a part of the civic center and get people on the streets at hours that they normally wouldn't be, you see it all over the city, it solves a lot of problems in terms of what's going on in the street, at night, on the weekends, civic center is one of those place that is the carpets roll up on non-performance night and it's a big night bh all of us go home, they'll be able to activate this neighborhood even more than it is right now and that will be a big benefit so i urge you to approve their permit. >> thank you. >> alright, do we have anymore -- here comes another one.
1:15 pm
>> i'm not here as part of the prey, but my name's michael nulty, i'm with better district 6, the alliance for better district 6 land use committee has recommended their alcohol license and we support their place of permit application. thank you. >> hi, i'm ann -- audrey, i think you stole my word, i'm excited, the facility is opening as well. what i wanted to do is come up here and show our support and then i wanted to introduce our new permit officer, dave frias, we will be making comments on the third item going forward as well, but no opposition, just
1:16 pm
fully support the program. i didn't know they applied for an alcohol license though. do we know that? >> it's not part of this commission. >> yeah. >> okay. >> okay. >> is there anymore public comment? yes? >> as part of the public, i was able to get a hard hat to wear and it wasn't quite as done as it is now but it was pretty amazing, i know mr. klein's here, raise your hand, he's sort of responsible for it and i'm sure he would invite any of your commissioners to check it out, i'm not sure what state it's in at the moment but it's pretty cool. >> i'll do anything to put on a hard hat, so is there anymore public comment? seeing none, the matter is with
1:17 pm
the commission. >> commissioners, i have a book at home, it's called the harlem of the west and it talks about the jazz district in the western edition and how it was decimated by redevelopment after world war ii, it is exciting to me that jazz in san francisco has a central place to be, so with that, i move to approve. >> i second it. >> commissioner akers? >> aye. >> commissioner perez? >> aye. >> commissioner hyde? >> aye. >> commissioner joseph? >> aye. >> commissioner tan? >> aye. >> commissioner lee? >> aye. >> awesome, good luck. >> yeah, good luck. >> i'll take that hard hat. >> alright, with that, i would like to call item number c, chadwick baumbach, like erma,
1:18 pm
dba, lot 46. >> so, this is an application for two permits you're considering this evening, extended hours and place of entertainment, 46 geary is between grant and kerny, this is a basement space ask the applicant intend to -- an up scale lounge, we've seen several letters of support are in your packet, at least 7 and we've received 0 oppositions of concern, and i believe central station is still here but i understand the sfpd also recommends approval of this application. >> before we go on, we have one announcement from the dias. >> i believe i need to make this disclosure that mr. baumbach was a client of mine but that relationship ended in 2009 and i feel like i can sit on this permit objectively.
1:19 pm
>> alright, mr. baumbach? >> good evening, commissioners, my name is chadwick baumbach, this is my partner, gabriel mcwilliams and we are the sole owners of sf entertainment, the venue has been in existence since 2009 and since then, we're in the process of purchasing the existing lounge, lot 46, and lot 46 is located at 46 gaer -- geary street, a block and a half from union square, the venue has been in existence since 2009 and since then, they've been operating it with a basement space of about 4500 square foot which consisted of two dance floors and a third floor which is about a thousand square feet which had a third dance floor, so two floors and three dance floors. musically, their format has
1:20 pm
been predominantly hip hop and top 40, once we take possession of the space, our plan is to close down for a period of likely a couple of months and what we plan to do is we do not plan to take over the third floor at all, that's going to be leased out to a clothing tailor, we're going to limit our operation tos the basement level with one dance floor, we're taking a space from two floors, three dance floors to one floor which is the basement with one dance floor. so, we're decreasing the size of the space, therefore, we're decreasing the occupancy load by about 50 patrons. we'll also musically, we'll be playing predominantly down tempo music, eclectic jazz, rock, remixes, driven by mostly
1:21 pm
dj's but also one to three piece bands. we'll be spending a significant amount of money on redesigning the space, we've contracted with an award winning designer and plan to completely reinvent the space and make it more up scale and much more comfortable and nice, so after we submitted our application, we notified inspector van coal as well as the san francisco police department permit officer steve mathias, we were able to meet with the officer last month and we met with him at the space and we talked about a little bit of our history, what we're about, what we've done, the history of the space and what our plans are for the space. we also discussed in detail
1:22 pm
much about our security plan because we know that that's very important to the police department as well as ourselves, and a couple of those key concerns that we addressed were the security personnel, we plan to staff one security personnel for every 50 to 75 patrons, we plan to have surveillance cameras at both entrances and exits and the cameras will be wide angled cameras able to not only film what's happening at both entrances and exits but what's happening across the street, and we also plan to have both entrances and exits well lit with security patrolling 100 feet in both directions and of course adopting a solid, good neighbor policy. also, after we submitted our application, we begafn doing
1:23 pm
our neighborhood outreach, we reached out to some neighborhood groups, we reached out to david volobis from the community leadership alliance, we had several great discussions with him, we became members of the group, we gave a presentation at the group meeting this month and i've also received a letter of support from him. we've also had a great conversation with michael nulty with the alliance for better district 6, went over all the details of the project with him and fully supported by him as well. in addition, we contacted donna fikarota with the union square association and was able to give her a tour of the space and told her our plans and we feel positive with that and finally what we feel as equally as important, we went door to door and talked to all of our neighbors, we introduced ourselves, talked about our
1:24 pm
project and our plans and it seems like we have a lot of support from our neighbors and we've been able to acquire several letters of support for the project. aside from that, i'd like to answer any questions that you have. >> do we have any questions from the commission? >> just, is that a rhinoceros head in this picture? >> yes, those are pictures of inspiration, those are not the picture of the venue itself, we got together with the designer and come up with some designs we felt we kind of wanted to culminate together and bring together for the project. >> and if i may, that's a hippo. >> it's a hippo? >> that's a hippo. >> you're right, it's a hippo.
1:25 pm
>> i know you said you haven't started with construction, do you have an anticipated date of open, is it next summer? >> yeah, sometime in the spring. >> in the spring? >> yeah. >> and then what kind of -- i guess do you have promoters coming in? >> a lot of the events will be, you know, done in-house, but we might bring in some promoter. i've been producing events in the city for a long time, so i'll be doing a lot of the programming, but from time to time, we'll likely bring in promoters. >> and following up on the promoters, we do have a promoters registry up on the entertainment commission website and all promoters must be registered with us, so if you are using promoters, i would suggest they register with us and make sure they have. >> certainly. >> okay. >> what entrance are you using for your face? >> you know, originally, we planned on using gary street,
1:26 pm
that's still our anticipated entrance. >> and where's your smokers going? >> the smokers will be on the backside, we'll create a little area in the back for them, we'll have security back there as well. >> i just wanted to thank you and comment you from the community outreach you've done, i appreciate that and also for adopting the security plan that you have, so good job. >> thank you very much. >> okay, would anyone like to make some public comment on this permit? come on up, don't be shy. >> good evening, commissioner, we are supporting this project, i believe you have our letter of support in your packet, i just wanted to add that
1:27 pm
previous owner was somewhat complaisant and their security plans, and by word of mouth, they described the place at ghetto, these people want to turn this around, these people are very responsible and considerate of the neighbors so again we support this project. thank you. >> thank you. >> mr. nulty? >> hi, my name's michael nulty, i'm the executive director of alliance 6, i guess my first question is whether or not they're going the keep the name lot 46, it wasn't clear. the license says one thing and they're here on the calendar it says they are. anyway, the owners have contacted us with their executive summary and security plan. the alliance for better district 6 land use committee is neutral on the place of
1:28 pm
entertainment because we have concerns about their floor plan because they didn't provide us with the floor plan and their security plan is only a one-page which seems to be a deployment plan, it's not a detailed security plan. we wish lot 46 the best of luck and we look forward to working with them with did community -- the community late -- late e but at this point, we're neutral. thank you. >> thank you. >> hello, steve mathias from central station, we would like to recommend approval and our only requests are that they retain video for 30 day and is paren that to the police department upon request and then also similar to the last establishment that weapon went over, they have a hands-on
1:29 pm
approach, if there was a promoter or third party, they have a manager on site to look after the establishment because it is their license. as far as the extended hour, we're requesting the venue operate for 6 months with a good track record before going the 6 months. they have a fresh slate, it's just i think with our comfort level as far as being able to manage all the clubs in the district, broadway corridor, erie, to have the concern as far as on gary street until 2 a.m., we're requesting we have a 6 month period and evaluate on whether the extended hours be appropriate. >> i want to ask why you think that 6 month period would be appropriate? i mean, because if they start now with an after hours permit, then you will be up to ak
