context, this system should be really -- yeah. mr. elsbernd brung up prop g but did it affect anything? i don't know. we have to look at those numbers today because in two weeks they're talking about cutting service to your constituents in the outer neighborhoods. yet take care of the visitors that's coming to shop in union square but what about the individuals in the outer neighborhoods. service is going to be affected deeply with these cuts. so we just ask for you and we are trying to work with the agency as a partnership, what we're asking for the support of the board as well. let's really identify the serious problems of the agency, and the bureaucratic -- the misspending of all the funds that they have. can we do that. and we're willing to work with each and every one of you as -- >> president chiu: thank you. next speaker. >> like alfred hitchcock said,

good evening. first i would like to thank supervisor olague, in my opinion her crowning achievement is that she set an example for all the school kids in san francisco. don't tolerate bullying, even in the city and county of san francisco, ie the mayor's office doing all the bullying. the kids will remember her, that's how she will go down in her crowning achievement in my humble opinion. ide like to make it a matter of record in my opinion this board of supervisors has neglected three obvious items i've mentioned in the past. we'll see what happens next year. number one, child pornography. number two, the sex slave trade passing through san francisco. and obviously, number three, my number one project, the controversial death of a dead gay man who used to work at san francisco general in 1999, and so far nobody, and i mean

nobody, is willing to even discuss his death. i guess when you're gay and you have no voice, then you're expendable. it's kind of interesting that the city of san francisco has been bypassed by the state of washington in regards to gay and related activities. so maybe that's a sign to san francisco that maybe the curse of joe -- is beginning to take its toll. the last thing i would like to say is that there was an article in the west portal monthly in the front page and there were two things that weren't mentioned. the first one was that room 200 was very well represented. that wasn't mentioned. and in my opinion, the other thing that wasn't mentioned was laguna honda hospital. thank you.

the public that wish to speak in general public comment? please step up. next speaker. >> it's great to see you guys honoring a local business today. that made me feel good. i love this city. i became inspired to eat healthier and started my first business here. i started a dream and a vision to provide healthy food options, working endlessly to build my location. now a great deal has changed with the mobile food trucks. most existing businesses were grandfathered in. this didn't happen to me. i was sent to a nursing home put on my death bed and required to pay my funeral costs up front after two years of paying my permit and paying in excess of 2,000, dpw informed me the police department committed an error. it was in violation of the municipal police code. dpw senior managers waived the nee on a new location but couldn't approve a refund.

the claim was dean nied. michelle wu, the hearing officer, dpw, gave me the option to finish out the year at dolores park or choose a new location. many of the prime locations have been occupied over the years, and the new regulation doesn't require you to pay a $10,000 fee. do you think the city has given me back the money? and to this day, i still don't have a comparable location. mistakes happen and that's why i wasn't seeking additional damages. i just wanted the money back that i paid. i realize each of you are extremely busy. i know you have to choose which issues to get involved in. remember which issues you also ignore speak volumes of your character. i can only hope these things from a leader that you feel this is important in maintaining high ethics, that you see the importance of taking action for small businesses and that the city government wouldn't defraud me either by accident or on

i'm the president of friends of mclaren park. it is one of the oldest neighborhood community park groups in san francisco. i give a lot of tours through the park. during those tours, a lot of the folks in the group will think of the park as very scary. it has a lot of hills, there's a lot of dense groves. once you get towards the center of the park you really lose your orientation. you are very much in a remote area. there are a lot of trees that shield your view from the urban

setting. you would simply see different groves that gives you a sense of freedom, of being outdoors, not being burdened by the worries of city life. john mclaren had said that golden gate park was too far away. he proposed that we have a park in the south end of the city. the campaign slogan was, people need this open space. one of the things that had to open is there were a lot of people who did a homestead here, about 25 different families. their property had to be bought up. so it took from 1928 to 1957 to buy up all the parcels of land that ended up in this 317 acres. the park, as a general rule, is heavily used in the mornings and the evenings. one of the favorite places is up by the upper reservoir because dogs get to go swim.

it's extremely popular. many fights in the city, as you know, about dogs in parks. we have 317 acres and god knows there's plenty of room for both of us. man and his best friend. early in the morning people before they go to work will walk their dogs or go on a jog themselves with their dogs. joggers love the park, there's 7 miles of hiking trails and there's off trail paths that hikers can take. all the recreational areas are heavily used on weekends. we have the group picnic area which should accommodate 200 people, tennis courts are full. it also has 3 playground areas. the ampitheater was built in 1972. it was the home of the first blues festival. given the fact that jerry garcia used to play in this

park, he was from this neighborhood, everybody knows his reputation. we thought what a great thing it would be to have an ampitheater named after jerry garcia. that is a name that has panache. it brings people from all over the bay area to the ampitheater. the calls that come in, we'd like to do a concert at the jerry garcia ampitheater and we do everything we can to accommodate them and help them because it gets people into the park. people like a lot of color and that's what they call a park. other people don't. you have to try to reconcile all those different points of view. what should a park look like and what should it have? should it be manicured, should it be nice little cobblestones around all of the paths and like that. the biggest objective of course is getting people into the park to appreciate open space. whatever that's going to take to make them happy, to get them

there, that's the main goal. if it takes a planter with flowers and stuff like that, fine. you know, so what? people need to get away from that urban rush and noise and this is a perfect place to do it. feedback is always amazement. they don't believe that it's in san francisco. we have visitors who will say, i never knew this was here and i'm a native san franciscoan. they wonder how long it's been here. when i tell them next year we'll get to celebrate the 80th anniversary of the park,

>> i love teaching. it is such an exhilarating experience when people began to feel their own creativity. >> this really is a place where

all people can come and take a class and fill part of the community. this is very enriching as an artist. a lot of folks take these classes and take their digital imagery and turn it into negatives. >> there are not many black and white darkrooms available anymore. that is a really big draw. >> this is a signature piece. this is the bill largest darkroom in the u.s.. >> there are a lot of people that want to get into that dark room. >> i think it is the heart of this place. you feel it when you come in. >> the people who just started taking pictures, so this is

really an intersection for many generations of photographers and this is a great place to learn because if you need people from different areas and also everyone who works here is working in photography. >> we get to build the community here. this is different. first of all, this is a great location. it is in a less-populated area. >> of lot of people come here just so that they can participate in this program.

it is a great opportunity for people who have a little bit of photographic experience. the people have a lot, they can really come together and share a love and a passion. >> we offer everything from traditional black and white darkrooms to learning how to process your first roll of film. we offer classes and workshops in digital camera, digital printing. we offer classes basically in the shooting, ton the town at night, treasure island. there is a way for the programs exploring everyone who would like to spend the day on this program.

houses, behind those hills. the see any more hills? >> these kids are wonderful. they get to explore, they get to see different things. >> we let them explore a little bit. they get their best. if their parents ever ask, we can learn -- they can say that they learned about the depth of field or the rule of thirds or that the shadows can give a good contrast. some of the things they come up with are fantastic. that is what we're trying to encourage. these kids can bring up the creativity and also the love for photography.

>> a lot of people come into my classes and they don't feel like they really are creative and through the process of working and showing them and giving them some tips and ideas. >> this is kind of the best kept secret. you should come on and take a class. we have orientations on most saturdays. this is a really wonderful location and is the real jewel to the community. >> ready to develop your photography skills? the harvey milk photo center focuses on adult classes. and saturday workshops expose youth and adults to photography classes.
