revitalize the area and open a new pedestrian mall and we feel we add to the colorful ambiance of however we feel fear father fear our space may be limit and had so we petition you to give us the same number of spaces we have had and we have yet to hear a definitive yes that we will clueinged in the plan. on the port commission website under seven goals of the water front use lan it states "economic access which reflects the divertsity of san francisco," also, "diversity of activity and people," this quite accurately defines who speed

kept at jefferson on jefferson street when the construction work is done and even though, here at jefferson plaza, we were all in the same situation about this time last year when the occupied the encampment was across the street from all of the businesses all along the quart front and we you and -- we were at the front line of all of that and acting as a buffer to protecting a lot of business and is interests along the water front. and we would like for to you take that into consideration that you know, we not only park the colorful city in term of locally made art. , but also we were brothers and aunts at one time when then campment was there and to you know, like beggings and asking that you keep us in your good instead and keep us at

jefferson when that renovation is complete. thank you. >> thank you. phillips and then debra king. thank you commissioners i'll be brief my name is steven phillips i'm a photographer and a street artist in san francisco and have been on transportation since 1970 and used to live in jefferson and mason and walked down to the agency 'em cafe before it was a pier 39 and sat in the lumbar i can't remember the regard and i recognize how much this city has changed since then and it has made it one of the most remarkable water fronts and it certainly was not back then and i believe the street artists add a tremendous amount of vitality to this city and i'm also happy to be asked and answered question and is we get

a dozen of them each day and when i'm across the street i love "where is market street," where is the ferry building," i can't tell you how many times i have been asked that question and i'm alms happy to point them in the right direction. we make our own crafts and think that we represent something unique and different and something special to the tourists that visit this time and the people that live and work here and i would say that 70% of my customers live and work here in san francisco and so with that, i conclude and thank you for your consideration. >> debra king and then hal fan. rp. >> good afternoon commissioners it's nice to meet you all. i'm debra king and i have held a street artists life

in san francisco for 36 years. it's a wonderful experience, it's color but it's also humanity which i think all of us can agree we need a little bit more of. i think we offer that beautifully, talk to go strange injuries who know nothing about san francisco, and they become acquainted with a native san franciscoian and people who were once strangers are now friends, they feel safe, they feel valid, and we do that we offer that service. one gal who was a former street artist she is now an international english teacher was ride thing the immuney home one day and they were recommend in thissing about their visit

>> absolutely. we had an invitation by the port at the time to come back and visit us again and so i'm showing you some the beautiful things that my family and i have made over the last 40 years and i have had my license since 1974 and i have been fortunate enough to work with d p b and the port to revise it's jefferson street plan to include the beautiful stories of jefferson street and so like the trees of jefferson street and the street art ises we and in making everything else that i make and i always refer people to the ferry mark and tell them to pick up beautiful

piece of foods and to go to the hotels and the mayor time museum and the restaurants restaurants and this is what i do on continuous basis for 40 years and i never get upset and i always ask answer the questionings as of if i have never been asked that question before and so i just want to tell you that as the i didn't think i can't think similar biological boll of life, i think i do not want you to forgot us, i want you to see what we make, i think that is important and i want to you to know what that what we do is a real asset and a lot of the art done in the early 70's is done by famous people. i have a couple of designers

such as ralph lorn for instance and this art is collected by a lot of people and it's rare and usually or that epipock or the period of time in the early 70's when we were chased out like the sales and now we come back to celebrate the sales there is a sale sanctuary and now if you go on ebay and go on the ralph lorn stores you are going to find the belt that is my family made and they are going to be a thousand dollars and we have had a heritage here and have been here since 1974 and i look forward to working hand in glove with you to protect our environment and to add the to the port and as i was coming in here i saw all the signs of sustain ability and so i hope that we can look forward

(applause) item 17 informational presentation on the mayor time commercial activity activities of blue and gold fleet almost lp and economic benefit of fiscal impact of bay expurges motor tours and fairy operations. >> while i'm setting up commissioners i want i'd like to

note that this is in keeping with the request made by commissioner adams and mayor time monthly and so we chose blue and gold to represent our first foray looking at ferry service from a commuter and ex-occurs perspective. >> [spelling?] and thank you marketing manager maritime for the port of san francisco. and as related to this past october the question of the commissioner was to bring forth some of the great example of mayor time commerce and mayor time activities that are in the ports customer base and so we are beginning with blue and gold fleet who has been a 33 year

tenants of the port. >> the port of san francisco manages one of the most diverse distant portfolios andmary time and businesses in normal america and strategically themary time business goes about organizing and dealing with this customer base is buy dividing it up into eight major categorize based on the operational similar later for each and this way we can pay attention to and provide the services and solutions who have the lime and the same needs and ensure the greater success at the port. among the eight divisions the way that we see

the maritime operations for the port is cargo shipping still provides the materials and the cargoing goods that are the life and blood of our civilization, commercial if i can fishings and fish processing bring fresh food and good health to our tables and cruising and fishing provides entertainment and enjoyment for the passengers who board the ship and an attraction destinations around the world. ship ri pair employees hard working hen approximate woman who work on the ships and currently, we are employing at least 220-300 people a day full if i am and as the work increases the ewe often see those head counts go over to a

thousand people a day and recreational boat something something that we are looking forward to an increase in demand particularly as we successfully sail through our species experiences with america's -- in the next years or so. the foundation of the maritime business is the services that attract boats and ships and keeps us going in business. but commuter ferries and excursions are really kind of the core business of the port's maritime sector. if you take a look at it. we average, we carry on average 3.2 million ferry passengers annually these are commuter passengers moving between home and work expense and is we transport over

3 million excursion passengers annual low people looking at sites alcatraz and golden gate bridge. and then we see international cruise ships that alleged violentors to and from the port and crews members aboard those ships speak to our ferry services, you're, our ferry services operate chiefly out of the downtown ferry terminal behind the ferry building. they also operate out of peer 39, and 41 in the north. the gate b number downtown ferry terminal is for the north bound lanes such as value lay hough and gate e is for ala immediate a eoakland and island services blue and gold fleet does the operation and is

the maintenance of all of these vessels and they will be describing that activity to you in a moment here . >> in addition, to that, we also have the ferry landing at china basin and on average that is home game ain ten dance is dwayned to and from the ballpark by ferries. and with that, we would like again to bring forth, carolyn or began, she is the president of blue and gold fleet and they will she'll be able to give us a better insight and explanation on how important the ferry and excursion services are to the port and bay of san francisco. >> commissioners and director moyer, good afternoon. thank you for giving me the at some point to give you a little i am insight to blue and gold fleet.

i would like to start out with a brief history of blue and gold fleet. blue and gold has been a port tenants when the found ore deer recognized the opportunity that existed to operate excursions and cruises. the first set sail from peer 39 and blue and gold expanded into the community computer service in 1931 the service started after the lulla competer earthquake in 1939 and was the beginning of the resurgence in 87. and the service started in 86 when marine world moved to value lay hough when the services

conceived it was thought that the traffic would be from -- the unanticipated service was a healthy commuter market with passengers commuting to their jobs in san francisco. blue and gold acquired most of the crawllies red and white fleet which included the alcatraz service and ang gel island and sauce leet toe [spelling?] and in addition, to the peer 41 the marine terminal at pier 41 was part of the acas i say and in 2,007 the blue and gold receive the iso31 in service and the safety management service was certified by the america bureau of service and this is was a huge complicate for the company. one that everyone contributed

to. and it brings us to 2012 under the contract blue and gold operates and maintains 11 vessels owned by l e t ta and blue and gold operates clues and is maintains nine vessels four of these vessels are capable of speeds of 40 naughts, they are hain contained in value lay oh, by blue and gold employee and is so successful are in the ala media oakland and harbor bay and the newest san francisco ferry service and the remaining eight are operate in the excursion business bay reuses, charters and our rocket boat we operate to tib bureau ron, angel island and our commuter ferry service

to tib bureau ron and the 15 services are all maintained by blue and gold feet employees at our pier nine facility in san francisco. i don't believe this slide needs much explanation these are the public agencies who over see our operations as you can see, we get a lot of help. every from the port to fish and game and i believe we have a good relationship with all of the agencies since we abide and understand that each agency has a job do and performs a service to the public. blue and gold employs 250 employees during the peak season and one 75 employees year round, we have a diverse workforce and are proud of providing a an atmosphere for quloiys to reach their potential and we have a numerous employees that have

started as photographers and have become captains and we believe promoting from within and our workforce is a testament to that belief. the masters and piles you know represent our captainses engineer and is ticketing staff as well as the deck hand who work on excursion and rocket boat services and many start working at blue and gold in different capacities but became captains and achieves their goals and are operating the most sophisticated passenger vessels in the worm and due to their expertise, we are able to make repairs without calling in an outside vendor's deer this is a saving to blue and gold as well to vetta and we have a strong and positive relationship with both of our unions. the

inland vote's you know represent the deck hands on all vessels when used in ferry operations and the value lay hoe service right to remain silent the deck hands -- the in a high standard due to the complexities and speed of the vessels these deck hands are certified as high speed qualified senior deck hands and on other services the -- extensive training and crew management, cpr and first-aid as with the m m p, we have worked collaboratively with the iv um, when there are issues of mutual concern to us. best management practices are important to us, we emphasize trecking the environment, the through quality equipment, maintenance and training we operate our vessels and facility in his way that best protects
