>> line item one is presentations of smplt it's an action. mr. awinn swann, mr. mario jimenez, mr. darryl mickens. >> good evening captain. >> good evening commissioner. good evening commissioners, director, chief and public. i am delighted and honored to here this evening and i would like to tell you the circumstances which brought me here this evening. on 11:13 p.m. on friday evening december 7,2012 two uniformed parked anti-crime officers were on patrol in a marked police car. at that time they saw a man lying in the middle of the street. as they approached the man to check on his well being he suddenly level to his feet and punched the close est officer in the face several

times knocking her to the ground. as her partner assisted her he was injured and so severe it compromised the ability to control their assailant. the dazed officer and her injured partner attempted to subdue the person violently resisting their efforts. as the officers were fighting for their lives they were able to get a radio broadcast out asking for help but their location was gar belled and unintellible. officers in the area spent agonizing moments to be serving for the two officers they knew were in distress. finally they heard the location and they rushed to their aid. the entire incident was witnessed by mr. awinn swann who was worked as a security officer employed

by whole foods market. when the officers started struggling a street urgent yelled to help the assail assailant and mr. swann jumped in and prevented further attack to the officers and mr. jimenez and mr. mikens were on the way home from work when they saw the struggle. without a moment's hesitation and great risk they jumped from their car and into the furious spray and hold on to the demon who was resisting violently and relentlessly until back up officers approved. name bon --

mr. awinn swann, mr. mario jimenez, mr. darryl mickens risk safety and went to the aid of the officers and served in assistance until the additional officers arrived. these quick actions prevented a tragedy and helped in the apprehension of a menace to society. the chief will present them with san francisco police department's certificate of appreciation. jurisdiction by someone going through a psychiatric and episode and we know you didn't have to do it and you worked for the former police chief and thank you and by the way we are hiring so give your cards and again thank you very much. [applause]

comment to three minutes. >> welcome. >> it's nice to have three minutes in public comment. they have tightened down to two minutes in other settings. anyway i am here to make a statement and put this city on notice, particularly the police department. let me start off -- my history with the police department. i go back dealing with one of the police chiefs that ran for mayor. mayor jordan and i go back a number of years dealing with the police department. encountered things with the police department dating back to 2006. encounters what i can call corruption and harm to me. okay. here we are in 2013 and here in my community recently we had a homicide. it was very gruesome and came close to home with me, and also we have the police department in my

community talking about a tazer gun. i am appalled. i am also appalled chief in my community at northern station we have a captain we don't know nothing about, but don't feel bad it's not just your department. this whole city is out of control but i am here to put you on notice as far as the african-american migration and how this department affects the african-american community and hell to the no we don't support that laser stuff. i wish you're dealing with the hundred people training. i wish you would have train them here with community policing. let me say as african-americans here in san francisco are in a state of emergency and anybody that say we're not you're under minding the african-american community as a whole. now, it's not your responsibility while -- this has been going back decades. from my understanding the first governor of california didn't want blacks here in california

so it goes way back before your ancestors but it's taking effect right now. if you ask right now what is going down? the black population is going down. now i'm here to protect my three c's. my childrens' childrens' children. one thing for sure studying us and telling us you're story you did that we want projection ree of the next 10 years from 2013 to 2033 and you will see what i see. it's a conspiracy. we're going to be no where around so therefore you have to right the wrong and we have to call jerry brown because he know what is going down and this is his second time around and excuse me if this sound like a rhyme it's the only way to get in youreer so third notice ladies and gentlemen, san francisco. we are in a state of emergency and you need to act

as if and when you hear from me again it's severely because i will have to file lawsuits around this camp. >> sir, your time is up. >> okay. my time is up. >> yes. >> but i just don't appreciate the police department and coming to term and put lasers in our community. >> sir, your time is up. >> i understand that sir. >> next speaker please. >> good evening commissioners. my name is tracy everwine. i am urban solutions and economic and a nonprofit who has been work in san francisco since 1992. i am here tonight to express concerns about the worsening crime and public safety issues on sixth

street and joined by almost a doz dozen of residents from the area this evening. we look forward to continued participation in these meetings on a monthly basis in 2013 to keep you apprized what is happening out there and what we can do together to restore that community as a healthy place to live, work, visit. i would like to make quickly two statements and two suggestions. first, i truly believe that the police department cares about sixth street. on behalf of urban solutions and the former redevelopment agency i have worked with many of your staff over the years and all have shown a genuine interest for making a different there. i believe that staff cares about the quality of life for others and they wouldn't be in this line of work if they didn't. second, i have also lived in

the sixth street community for seven years and as a community we have tried everything to improve safety in the area. we had safety meetings with your department, with the district attorney's office, with the two of you together. we worked with sf safe for a neighborhood watch and encouraged neighborhoods and businesses to report all incidents and protect themselves. frankly nothing has helped so much as ushering in new businesses to the neighborhood that act as additional eyes and ear to the street. they fill blighted store fronts and they bring people to the neighborhood that makes sexth street a less desirable place to do crime and my colleague will speak to you about merchant issues when she comes up. as for the suggestion could you please your expertise and your counsel to help this

corridor figure out what it takes to truly achieve some sustained improvement on sixth street when it comes to safety. we know there are foot patrols but they're rare available and please use the new substation to the fullest potential. i identified that space for you. i negotiated the low rent and the flexible lease terms and i think it's a real opportunity for you to work towards that sustained improvement with the community, and i provided for you a copy of the facade of the new substation still under construction, but i hope that you will consider a more transparcht and welcoming facade so that we can all work together. thank you. >> thank you. >> hello commissioner i am [inaudible]. i'm the project manager at urban solutions. my organization has been doing

work in the sixth street area since 1995. it has come to our attention that some very good business prospects for vacant spaces were recently discouraged by opening by the sfpd substation. in particular we had two restaurant operators inquiry about the beer and wine license in addition to food service. how can six ethstreet improve when business prospects are being discouraged from opening there? i would like to say that.y's cafe has a building but former housed a porn shop and i have a letter they was asked to read. so this is from kirt. "we have completed our first year of business in our new location. we could

definitely use more support from the police department. there were some inaccurate quotes from me that officers turned up [inaudible]. that is correct. since that time captain richmond has reached out and asked to be involved in the meetings in the neighborhood. it's a step in the right direction. there was a incident that touched a nerve with me. there were people to enter the restaurant before we opened and basically told them "it's basically eggs and toast" and they were placing themselves in danger by being on the street. he showed them some men that were casing them. he told them to be careful and left. this is not the first time this

happened. my customers tell me what transspires in the street. i have been in the business for 20 years and i have a lot of regulars that i communicate with on a regular basis. if this is the general feeling of the police department the focus should be changing the activity on the street, not scaring people away. my restaurant support 18 people and many have children and it's not fair for the police officer to dissuade business or anyone in the neighborhood. we are doing our best with the changes that the mayor's office is trying to implement and i try to help the neighborhood and if they're told to stay away it has a trickle down effect as well. if the transition of the neighborhood is to be a success we will have to work together. i urge you to complete the substation and as more officers present in the neighborhood as a step in the right direction. thank you very much. >> thank you. next speaker.

general public comment. >> hello everybody. my name is nicholas fernad. it's good to see the chief again. it's good to see the commissioners that were at the meeting last night and the occ. i really appreciate that. i wanted to say i came here because i thought it was important to communicate where i was. when i went to the meeting last night i was 100 against the use of tazers for a lack of a better word but i believe it's teachable to be in life, so when i listened to what the police department said in there presentation and the community and what they had to say and their response i realized it's not so simple, and when i listened to the police chief talk about it would be better today if the man that was killed in that incident at the chocolate factory would be

alive today i felt a heart warm connection to that and i thought about it and i am like hum -- is this true? and so i kind of looked at my own situation where my adopted father committed suicide and because he was on anti-depressants for years after being in the air force and stationed in vietnam and started in computers, very fluent in japanese, spanish and french so he was intelligent man and capable but there was a 10 day period where the anti-depressants were changed and unfortunately he took those and committed suicide. it was ruled an accidental suicide but you never know and would i like that man killed at the chocolate

factory and the repercussions and i am experiencing that in my family and i would love if my dad was here today and i am sure that family would like their family member here today so i realize we need something between "stop put that down and use a gun" and i know there are things in san francisco that we react and against it but i mourn the 51 percentile about tazers and there are a couple of things i will talk at the next community meeting but i really want to thank you all for allowing us to have this interaction and i want to thank the police chief for being community minded enough to actually come to us and ask for our opinions because i think we all have to remain teachable and this idea that everything is fixed and we don't do anything

because we're san francisco liberals. we have to get over that. if this man was alive they might not have to go through what my family did with his suicide. thank you. >> next speaker. >> hi my name is [inaudible] ramon and i am [inaudible]. i have been there almost 30 years and the last few years i got a tourist hotel and tourist from all over the world that come there, and you won't believe the comments making about the area what they're going through to come to the hotel. get strong armed you know, whatever, i mean everything, and then you go on the line looking at traditional the comment about the hotel. they love the hotel but the area -- excuse me. they say "it

sucks" and it's a bad rep for the city of san francisco. i mean they can't even walk a couple of blocks in peace and come down there. thank god i never had any incidents of people got hurt or anything in all the years i had been down there so that is one plus, and the second thing is i don't understand -- maybe i'm not old enough. at outside rose hotel on mina street and sixth there is a bunch of people hanging out there all night long and early in the morning sfpd come by and check them out and move them along a little bit, and then you have dpw start cleaning up. the people move across the street to sunnyside and the rose hotel people hose down the sidewalk and clean it up. when it's dry ancl
