you. so without objection, thank you. >> if you could please call item number five. thank you mr. chair, item number five is the hearing to consider the issue ans of the on sale beer license to angel davis and nguej lay for 7682. >> i am here to ask permission to open a beer and wine bar at 315 ivy in haze valley. i have been managing the building for at last ten years and my best friend and partner angle davis and i would like to open a wine bar there and i was born and raised in san francisco. i went to schools all in the

richmond. >> yeah, the richmond district. >> the same as my father who went to all three schools. my father operated and ran a deli a couple of blocks away from here for 40 years. is he now working with my grandmother up on market and church. she also has a deli up there and she is 85 and still up there going strong. and as a native san franciscoan i have seen the city change a lot especially the haze valley, i have chosen the haze valley to want to continue my family's tradition of opening a small business and helping the neighborhood continue to grow, and hopefully the people can come and have a glass of wine and beer for many years to come. for the past couple of months we have been doing a ton of out reach including talking to our supervisor and i am going to let angel come up and explain what we have done. >> great, thank you.

>> good morning, supervisors, my name is angel davis and i am one of the owners of thstle and i am a third generation and we have lived in district 7 since 1954. and i guess about our space, we are a very small wine and beer bar we will focus on regional boozer as well as cheese and meats and so we can't to focus on the bay vendor and help out on the economy and getting the farmers across the bay and want to be able to know everybody that is brewing our beer and making our wine so we have a direct connection with the community and be able to share that with our patrons and i am not sure what it shows in your packet and i brought in letters of support because i think that our original packet from the police and say that we have one letter of support and i brought in a packet to the clerk last week and it shows only 20

letters of support and the petition that we went around in the neighborhood and asking them if they would like to see a type of space like ours in the neighborhoods. so we have over 100 signature theres and i brought that with me in case you did not have that. but i did not make enough copies. >> actually i do find the strong letters of support from the merchant's association and even your e-mails where you adjust the hours. >> yeah, i did. >> and congratulations on working with the neighbor and the merchants as well. >> the reason why i like doing this type of work is because it is very come munal and it is very and you can reach out to people and i like that type of environment so i want to create that with my space. and we joined the neighborhood association and the merchant's association and we have been going to all of the meetings and just hearing the different things and they want more non-alcoholic drinks and so that everybody can come in and have a good time and we want to be here for a long time and be able to support the community

letters of protests with the california department of alcohol beverage control and no record of letters p support and there is one letter of support that was registered with the northern police station. no opposition from northern station, and as long as they agree to the recommended conditions. alu recommends the following conditions. number one, sale, service, and consumption of alcohol, beverages will be permitted between the hours of 11 a.m. and 11 p.m. sunday through thursday and 11 a.m. to 12 a.m. midnight on friday and saturday evenings. number two, the sale of alcoholic beverages for off-sale is strictly prohibited and no noise shall be atritable. >> angel davis one of the officers who just spoke was contacted and agreed with the above conditions.

like to comment the applicants for their out reach effort. i mean this is stark contrast compared to the other applicants that we have seen today. >> great, if we could have a motion to move this item forward? motion by supervisor yee? if we could take that without objection? >> thank you. >> mr. clerk, if you could please call item number 6. >> item number 6 is a hearing to consider the issue ans of a type 42 on sale beer and wine license to lyne carmichael for eno saint francis for 310320 geary street. >> i am with the law firm and we have been working with saint francis to get a type 42 license of wine and beer, although it is mostly wine. and on the south side of geary in the building that houses the saint francis hotel.

there is one other eno wine bar and two other bars in california, one of them is in half moon bay and the other down in san diego and they are kind of a nationwide effort to have a quiet place to have a glass of wine before your dinner or after your evening's activities we will not be opened late and we are right there near the theater and near union square where there are a lot of tourists and a lot of people from the region, as opposed to the neighborhood. so we intend to serve that group of people with our very quiet and nice up scale wine bar it will have wines from all over the world, snacks, but not meals. and chocolates. the mix of alcoholic beverages to food items is about 7030,

which is pretty good for a wine bar. we received no opposition, we have not spoken to the supervisor for quite some time, at the time they indicated that it was not an issue. so mostly i am here to answer any questions that you might ask about operations. thank you very much. and i don't know and i don't see any questions from we can hear from the police department? >> thank you. >> thank you very much. >> for the presentation. >> inspector rich van coal representing the san francisco police department, they have filed an application with the california department of alcoholic beverage control seeking a type 42, which is an on-sale beer and wine public premises license for 310 to 320 geary street in san francisco. >> for the purpose of this hearing, the california department of alcoholic beverage control seeks for the approval or the denial of this

license, from the time frame, july 2011 through july, 2012, there was ten police calls for service, no police reports. this premises is located in the plot 166, this plot had 372 police incidents recorded for 2011. located in the census track, 123-02. the premises currently located in the undue concentration area. there was no recorded letters of protests with the california department of alcoholic beverage control. and there was one recorded letter of support with the california department of alcoholic beverage control, there is no opposition from central police stations as long as they agree with the recommended conditions. the alcohol licensing unit portion of the san francisco police department recommends approval. the following conditions have been recommended to the department of alcoholic beverage control. >> nufm one, sales and service

off beverages shall be permitted only between the hours of 10 a.m. and 12 a.m. midnight daily. and number two, no noise shall be audible beyond the area of the control of the licensee as defined on the abc form 257. >> finally number three, the petitioner shall utilize the electronic surveillance as able to view the outside of the premises including all entrances and exits and that is monitored and recorded. this surveillance shall be utilized during the operating hours. said recording shall be kept at least 30 days and shall be made available to the department and police department upon demand. and on 117, 2013, karin bau was contacted on behalf of the applicant who agrees on the recommended conditions. >> thank you, very much inspect or. >> seeing no more comments or questions, why don't we open it up to the public.

>> any member of the public who would like to speak on this please come forward. >> yes, michael nolty. executive director of alliance for a better district six. i want to point out that both walgreens and the establishment was in district six during a redistricting process, they swiped us away and so any way, i want to point out that we did write a letter of support, but i also want to point out that they did no out reach. so, if you are shaming everybody for not doing the out reach, it starts here too. when they posted it was not clear, if it was st francis hotel or if it was st francis hotel asking for a liquor license or a different entity, it was not until we get the packet for this meeting that we

realized that it is actually an entity that has because they did not do the out reach to the community. and so we thought that it was the hotel opening up a bar, under its name. and in reality, it is a chain of bars that are opening up and they want to open up at this location. and we do agree with the conditions that are set out by the police department. but, again p the issue of out reach, i think that it should be pointed out that you know, these applicants need to do the community out reach so that everybody, and just assume that there is no organizations or no residents and all of that, well that is hucky puck they have to work with everybody not just the merchants. and so, any way, i will say the same thing, welcome to the community and hopefully if you get it today, congratulations, but, shame on you for not doing out reach to the whole community. >> thank you. >> is there any other speaker
