to ask questions. just curious since you're going or reappointment, how do you see yourself contributing to the discussion moving forward? i saved this for this question. [laughter] for example, tomorrow i am meeting with staff to go over the proposal for parking at the lark spur ferry terminal. it's hard as a one member on a 19 member board to have much influence. we can pay attention and do our best. but it's a special moment when we get to actually individually have an influence and i feel like i did that with regard to this proposal. they had come forward with an idea to charge for parking which is not best practice and wouldn't have raised enough money and wouldn't have served a good transportation purpose. i and several board members got them to revisit that and tomorrow i'm meeting with them to look at that again so that we can better manage the parking and raise more money for better public transit. >> so, that means you won't be charging for parking? >> , no, we will bev.
3:01 pm
they were coming forward with a proposal to charge for parking in a really unwise way. and i'm going to be working with them to do it more smartly. >> okay, great, thank you very much. good luck. >> thank you. janet reilly. well, good afternoon, supervisors. my name is janet reilly and i want to thank you for taking the time today to consider my reappointment to the golden gate bridge board. it has been an absolute pleasure to serve on this board and i am just coming off of my two-year term as president and it was a very eventful two years. i have to say. last year at the district we celebrated 40 years of providing transit to sonoma and to marin counties to downtown san francisco. * and, of course, the highlight was we celebrated our 75th anniversary of the golden gate bridge, which i think we put on this spectacular civic celebration that was inclusive
3:02 pm
of kids and nonprofits, as well as people from all over the state of california and beyond. so, we're really, really proud of that. and because of the 75th anniversary, we formed a unique partnership at the district that we've never had before with the golden gate national parks conservancy, and the national park service. so, this allowed us to not only put on a great sell braaetionverctiontion, but to also fundamentally change the experience that the 10 million visitors a year who come to the golden gate bridge have. if you've been out there, we've built a 3500 square foot pavilion. it's a visitors pavilion and welcoming center. there are interpretive panels and photographs and videos that you can see there and merchandise that tell you a lot about the golden gate bridge. and we have some artifacts in that pavilion that have never been seen before by the public. so people now can actually get a sense of their rich history of the golden gate bridge and how it was built and the men and women in labor who built that bridge. and, so, it's really fantastic. we also improve the outdoor
3:03 pm
plaza area so there's more open space. we improve the pedestrian and bicycle path. so, really it's a much more pleasant place to visit now so we're really, really proud of that. on the fiscal side of things at the district, it has been a difficult time, as with any governmental quasi-governmental agency. but in 2009 the board of directors unanimously passed a plan for fiscal sustainability and we are in the midst right now of implementing that plan. there are 33 main initiatives and one that you may have been reading about and you certainly will over the next couple weeks is going to all electronic polling at the golden gate bridge. we are currently in a soft launch of that project. and by the end of march we will be fully implementing all electronic tolling. at the bridge and we'll be the first bridge in california to do this. * so, lots of people are watching and making sure that we do it correctly. as mentioned before, also the ongoing projects, the seismic retrofit project of the golden
3:04 pm
gate bridge, we're basically rebuilding the whole thing. $66 0 million project or about two-thirds of the way through that. our movable median barrier so we will forever not have to worry about cross over accidents on the golden gate bridge. that will be in place in 2015. and the suicide barrier which i think all of us here are pretty passionate about. that project is in its final design phases and it is going to be shovel ready by the end of this year. so, really, i would like to see that project go forward. and we are committed as a board not to put any toll money into building the suicide barrier. and, so, that means going out and raising with our partners in the advocacy community some $50 million. that's what it will cost for the suicide barrier. and, so, i'd love to continue my work on the bridge. like i said, it's been an absolute pleasure and ask for your consideration. >> thank you. >> thank you.
3:05 pm
>> any questions? >> no, she answered all of them. i answered malia's. >> thank you. any public comments? come on up. you have two minutes. good afternoon. my name is alex tunison, i'm the representative organizer for ifpg local 21 at the golden gate bridge transportation district. i represent engineers and allied workers at the bridge including bridge inspectors, the folk that are designing the suicide barrier and other important workout there. i'm also the co-chair for the golden gate bridge labor coalition, the coalition of 14 unions that bargain collectively for collective contract agreements. i'm here speaking on behalf of ifpt local 21, not the whole coalition, make that clear. i have pep a lot of time at the
3:06 pm
bridge and at the district the last few years. i've been working there. i want to speak on behalf of all four of these board members and support their reappointments. i think it's important that we have an open dialogue and communication and i look forward to working with all four of them. you know, it's a very, very important entity around the whole bay area. it is a transportation district. focus on the bridge itself. but remember that part of our coalition, we have folks that work in the ferries, folks that maintain the buses. ironworkers and electricians and steel inspectors that climb around the bridge. those are very unique labor issues with that diverse work force and it's important to have board members that are willing to listen and also who do understand the issues that surround those workers. so, thank you for your time. >> thank you. >> thank you.
3:07 pm
good afternoon, chairman yee, supervisor breed, malia cohen. my name is mary marzado and i am the san francisco vice president for local 21. i'm here in support of mike for reappointment. i've known him many years, enforcing labor standards in san francisco, as city worker, and before that for private unions. i know that mike has a very deep appreciation of the men and women who built the bridge and of those that continue to maintain and preserve this national landmark. i think that alex expressed to you that we represent many of those workers that are working right now to rebuild the bridge and make it seismically

>> this is a celebration of a decade of discovery at mission bay. ten years ago, the mission bay campus consisted of one lone building with a handful of researchers and a lot of boxes. today, the campus is the hub of a collaborative and growing eco system that is transforming science into better health worldwide. ten years ago, ucsan francisco officially opened genetec hall, where we are today the first building at mission bay, to mark this anniversary we are celebrating those who played a key role in making what it is today and who gave both ucsan francisco and the city and county of san francisco a treasure. looking across mission bay today, it is hard to remember what this area used to look like, but i have a clear recollection, i did my residency here and lived up on the hill and my husband used to
3:23 pm
try to talk me out of running passed this neighborhood. it was not a place that you wanted to spend a lot of time, it was a region of abandoned rail road yards and empty houses back then it was bursting at the seams. the university began looking for places to grow and san francisco was not hitting the top of that list. but a group of smart dedicated people put their heads together and decided otherwise. these people, some of whom are are us this morning, were committed to keeping ucsan francisco in san francisco. it took bold steps by ucsf and by the city to make this a reality. and all of that boldness has paid off. as a result of their work, and the work and dedication of those who have followed in their footsteps, today we are standing on a campus that is home to three noble laurents and two mccarer genuis fellow
3:24 pm
and hundreds of reknowned scientists producing discoveris in cancer, neuroscience, cardio vascular research and many, many more. >> together with the colleagues on the other campuses these researchers are the core of ucsf's one billion dollar integrated bio science enterprise and the nation's largest public health research university. this research is transforming not only the future of health but how we train the future leaders in health. around us is a growing community of venture capitol firms and entrepreneurs and companies who spun out of uscf or chose to relocate here to collaborate with us to translate into new product and therapies that will improve health across the globe. we are also members of the glad stone institute and if you look down the road the san francisco giants current world champs.
3:25 pm
this is now a nationally reknowned hub of science and every week we get requests from other cities, universities, businesses and embassies to tour this campus so they can understand the secret sauce that makes this work. this morning you will be hearing from some of the people who helped to make mission bay what it is today. i also just want to acknowledge there is many friends who made mission bay happen. there are too many people to name names. so we just really appreciate everything, everyone has done to make this a reality. and also, see the campus's deer friend barbara oshur so thank you for coming. i have this distinguished line up to my right. so i'm done speaking now. and let me just first introduce lieutenant governor nuson who during his tenure as mayor brought city hall together with industry to find ways to attract bio science to san francisco. [ applause ]
3:26 pm
>> thank you. this is strange. i'm... >> plenty tall. >> that is better. happy anniversary, everybody. and to especially to you up there, you are the only person who applauded. and let me thank you for your stewardship and your leadership and your faith and constancy in this vision that was laid before us over a decade ago. to all of the members of board of supervisors that worked, glove with mayor to all of the extraordinary and enlightened lobbyists that worked hard on behalf of ucsf and behalf of the developer at the time to michael bishop and his stewart ship of that process to all of you that are assembled here today. congratulations and thank you for this vision. thank you for your excellence, thank you for your example. i have been spending a lot of time recently with governor brown. and not least of which getting
3:27 pm
a good history lesson last week at the uc border regents about the roman empire and it got me thinking that i need to brush up a little bit on my history. so i decided to go to greece. he is going to rome and i will go to greece. wonderful comment that the first great mayor said, we do not imitate he said for we are a model to others. and i think of that in the context of the model you have created here for not only the rest of the state, but for the rest of the nation at a time where we need to be investing in our engines of growth, at a time when we need to reconcile the opportunity to read our own history, not just the history of others and, to begin to square the reality of a world where i left this morning at 5.6 unemployment in county and came out of the place that had
3:28 pm
26.6 percent unemployment, and 5.6, 26.6, a state with still 9.8 percent unemployment with 1.8 million people that are actively searching for work. we had a formula for success in this state and nation. in so many ways whether we know it intentionally or not, you have reignited and reinvested from that formula, the foundation being education, infrastructure framework, and you are getting first choice draft choices from around the world, the best and the brightest and you are able to attract here the notion of robust and private partnerships in the research and development and the benefits from the national institution of health that go directly here, ucsf and all of the other benefits of attracting that wealth because of the extraordinary talent that you have assembled. and so i say that to only say
3:29 pm
this, that whether we know the intention, or whether or not we stumbled upon it, i do believe in every respect your model is an exceptional one. final point my time, i know is limited. i want to also thank reg kelley, dennis and others and my old staff because in 2004, we had a big bio tech conference out here and the front page was the headline and i am not exagerated that we celebrated the protestors and there was actually a resolution the next day condemning the conference and celebrating the protestors. and it already had i think, 9 out of 11 members of the board of supervisors that support it, we have a perception problem, it was no wonder there was a real bio tech presence in 2003, 2004, there was only one company here in san francisco, the birthday of bio tech and life science, so we had to chan
