appropriation that i proposed in december for domestic violence and i want to thank supervisors co-herself and another colleague who knew we'd be serving here this year. as you know there s a demand for demand for such services has stayed flat. on one period we have seen 47 more calls to domestic hotlines. we saw 17 percent more convicteded people in the way of

family violence. in 2010 to 2012 a spooim spike in a total caseload of domestic violence. and the trials have gone up 3 hundred and 50 percent. this is why i want to supplemental with 4 components. we need for funding for domestic violence public awareness campaign and we'll have it here on thursday. and we had is staff position focused on domestic violence. but in spite the recent controversy we need to do more

to protect your safety net from our mayor to our sheriff and many of our colleagues. so with that colleagues i appreciate your support and i know there was a request that was to cut back staff and i know that supervisor co-herself has a amendment here - but with that i'd like to ask for your support and thank you very much. i want to start by thanking the members of budget and finance committee four their stamina. i've also passed around a proposed all the time for your consideration that would actually redirect one hundred

and $18,000 that was removed from the finance committee. i said the reason that positions were reduced i think those funds are still needed for domestic violence if our city. and we also support the work of 7 non-profit organizations that were chosen by the department to assist folks in training for 9-1-1 and other operators and culturally competent services. while the positions we also have a robust service that provides

services to victims and their families. i believe that while we may not have agreement on the number of positions that is funded by this parole but we need those services to the city. it is my preference we preserve those funds and reallocate fund from the district attorney's office to women projects for legal services to survivors of domestic woman and their children. i'd like to duplicate the file and have version won a roll call vote on version one madam on ordinance as is and there the

proposing today. >> so we have a motion to amend a duptd file is there a second to that file? second by supervisor chiu. >> i want to say i'm strongly supporting this money to the legal services. i want to say as a member of the budget committee we had a decision that included the public defender and emily and other woman from the commission and they really mad it clear how the supplemental chu and the rest of us is proposing is really in line with the family dealing with violence if our communities. i'm grateful for this balanced

approach. the budget and analysts offices recommended that i feel like adding this money to communities legal services makes a lot of since. money will go to legal outreach and other number of community based community providers. other programs are critical but this is a balanced way to approach this and money will go to immigrant and others who are victims of domestic violence. you want to thank supervisor cohen for making this happen >> thank you very much mr.

president. i first want to thank the folks who had worked on this issue. i think we've seen part of this has to do with the d b.a. community making folks feeling safe from domestic violence. for many folks in this situation is hard for people to do. i will be supporting the underlying principle. it's no sprieps i'm not supportive of some of those programs but it's very important that we send a message to the

community that i am against the domestic violence. i think that no matter what we have to be cafe how we supplement our programs. we have the opportunity to loorth the full responsibilities we have before us those issues are very important issues for us to deal with. i think it is appropriated to send back the bill and i do think that the commission the department everybody had come around with the proposals of

what is appropriate to be put into that line item and now p to be asked to - i'm glad it's going back to committee for further review and again thanks again for coming out on this issue. again, i will be support the supplemental. i want the item sent back to committee for further review >> thank you. i want to make a few comments. generally when we pass the annual budget in our city we want to give the voters that, in fact, it the budget. that is very important.

when this appropriation was before the committee last week supervisor - i share his concerns and i regard such requests with suspicion. there is a high-level of accountability in plays. i want to know what oversight will be put into view to see that the funds are used wisely. the case from the attorneys and the support staff prosecuting violence in this city are are you able so long as they stay

hi high. those kinds loads are we hope short time. i think the peculiar the finance committee did in making the changes necessary to appropriate the amount to the district attorney's office during the budget and finance committee was priority because based on the need what was being recommended to us is appropriate. as well as the information that is of the appropriation going to the status of women was carefully vetted and discussed and i am comfortable in moving this item forward and looking forward to moving another project forward that talks about

even the organizations that deal with children particularly there is no resources were a lot of times the people's were caught in the middle of the two parties. so as we move forward we need to provide some resources for those types of services and supported them because those are the organizations that are dealing with the items. >> thank you. i want to make a comments i do support the underlying speak up i supplemental that is before us

today that cute of the budget committee today but i think it should go back to the budget economy. it was such a short time we have to spend the fund i have no doubt there are community needs but i'd like to see an overall plan by which we're helping victims of domestic violence. the one thing i am excite about we'll be able to develop an overall plan. but shelter transition housing are the basic needs that families need once they flee a violent situation.

i meet many women and children that are swaip violence and they're in a single room and, of course, our homeless shelter system. i'm also very supportive of having that situation and talking about what the appropriate budget process is in june. so that we know that money we're putting forward is going toward a broader goal >> spiefr wiener. >> thank you mr. president. i support the supplemental and i'm speaking because actually, i don't wag the cut that was made by the budget committee i think

it's a mistake. i am glad we're helping victims of domestic violence and i don't disagree in any way before but the fact is our district attorney's office is understaffed in many ways in which this is a crushing caseload. and while that is very important for your us to support the victims of domestic violence it's also important to send the message that people who commit domestic violence will be held accountable. i think it's important to send that message loud and clear. i know that every time the district attorney's office comes forward and says they want more

staph. and the district attorney's office handles 1 hundred percent of the case load and so i don't agree with what the budget committee did. but i will be supporting amendments and i'll be supporting this amendment >> i just said to add i think the final part which supervisor kim mentioned is the supplemental plan is approved by the time they start to hire and spend the funding we're probably already into our cycle. so i do think it was priority in the further to take a look at

that process. >> spiefr campos. >> thank you mr. president. just want to make a couple of points. i support what happened at the budget committee and will be supporting this supplemental. i do think as a general rule supplemental should be the expectation not how we run those agencies but the fact is there are times when a need arise when action needs to be taken. i support the work of the budget committee which it comes to providing funding for agencies like the district attorney like the public defender who are providing a service i tend to agree with supervisor wiener on the request by the district

attorney's office. i certainly understand that there is a need, there is an increase in workload and i certainly would be supportive to provide whatever resources they need for that office. i certainly would have been supportive of the alternative amount as well and with respect to the prime rate also, we provided resources to one and that could lead to alternative resources needed by the other. we need legal representation in terms of defense and that people are properly represented t is so critical as a matter of rule the

second part i want to say is it is more important for us to have a comprehensive discussion. i'm supportive of the alternative amount to be redirected to community based organizations. i know that many organizations they are doing a lot of work with very little. and i know that in terms of being efficient that they're an example of how you can do a lot with a very little money. so i think even if an intelligent to see what is needed. and i'm concerned about language barriers of people coming forward like woman who don't

speak coming forward >> i want to say one more thing. i am glad we kept the program for domestic violence program. a lot of support services we need to assuring that we're able to prosecute those cases. we need the legal services. >> mr. president, chu. >> thank you, mr. chair i want though make a couple of comments. first of all, i share the redundancy of colleagues when we were first discussing the school

supplementals. i had a really hesitation but let me point out a few things we did set aside money. this is part of our budget process and when i decided to support the school supplemental we also know there are other supplementals coming down the line especially in the health care area. when it comes to health and i think in this stance i am concerned about the domestic violence. i think did matter it as i and i lutd to before the caseload from the prosecutors office we have a spike of domestic violence in

the last few years. we have to make sure that your conviction rate stays high and they're not where they need to be. i think the district attorney's office needs to be where it was and the budget committee obviously made adjustments. i know we're going to have a discussion about what supervisor cohen supported and i'm also supporting. the line share of the money went to the district attorney's office and went to make sure we're hiring another staff person only 23 percent of the total $753,000 is being divide among the organizations. and the fed back i've received

from the domestic violence community is that money is not enough. i thought it was okay to hold the line but i do think reallocating the $750,000 should be reallocated. i want to thank everyone who is working very hard particularly to the men and women of the domestic violence groups. thank you for continuing to insure that san francisco remains a city on the forefront and hopefully, we'll be one of the cities that doesn't have violence of this kind >> thank you mr. president, chu. i want to acknowledge that the

budget analysts office did a thorough study and they gave arguments on the district attorney's office and the public defenders off. from the original proposal of doubting the staph from 11 to i think it was 21 or 22 we'll have tenant positions and not permanent position. we need critical legal services and it was very clear that on the victims side of the district attorney's office it made a lot of sense but the budget office countered some of the information that president chiu gave us in looking at the hours

of cases and how the public defenders office and district attorney's office handled those cases. i'm supportive of supervisor cohen who says we should get for services to our victims in this community >> thank you. all supplementals are not necessarily equal. we did reflect a loss of monies but i did recognize it was a loss of federal funding. the upcoming supplementals that i believe will come from the fact we're losing some certifies that were from the state. that is definitely considerations. and i think some of the health

care supplementals many of them has been resisted back. they were supplementals that were paid for and generated by that department. i think it's important to figure out what was important about the supplementals as we move forward. when he take a look at our appropriations we're looking at seven hundred and 50 next year so we're not talking about an investment that is one time that is 750 it's not a one-time investment. it's an ongoing investments. i know there is a limited disbursing in timing and i think it is priority so we can mile-an-hour how effective our services are.

and thank you. colleagues any further discussion. okay. why don't we proceeded to the votes. i think first for item 7 there are no amendments with regards to what came out of the budget committee. with regards to 8 i think we should duplicate that file and add the additional 1 hundred and 18 thousands of dollars and we cut the remainder and refer that back to budget. is it okay if he vote one time on the amendment and the duplication doesn't require a vote but you can vote on the referral
