the sale of firearms or restrict the sale of ammunition, merely when it's coming in via mail or if you are purchasing that the vendor must report this to the police department. and that's all i wanted to speak on. i don't know if the mayor's office wanted to add anything. >> thank you, supervisor cohen. this is an issue that i have been working on for a number of years. a number of years when i started working for the city as the city attorney is because we filed a lawsuit on the gun industry because of some of the practices. i want to thank you on the point that on the issue of the data base, anyone familiar with the police
10:31 am
department, the police department will do as good a job to maintain the information and accurate as possible. i think the point was made that when you focus on non-prohibited person's being able to not purchase ammunition . the reality is that we have a system that is broken nationwide and that in fact some of the horrible incidents that have occurred involve people that legally have the right to purchase and so that's why i think it's really important for us as san francisco to take this very responsible and balanced approach. the last thing i would say if you are using these kinds of weapons for sporting purposes and you are buying 500 rounds of ammunition, then, you should not be afraid of the chief of police knowing that in fact you
10:32 am
are purchasing. i still don't understand why someone would need to buy more than five 500 rounds, it's not illegal. the fact that police are aware of it should not be a problem. we have two items before us. if we can get a motion. can i just ask a quick question? we received a number of e-mails and correspond ens and some angry calls. i do want to ask the question of captain oh larry, one person is questioning that hollow bullet points is necessary to self defense situation. he's saying self defense to these types of bullets is important and
10:33 am
another person claims unfairly penalizes like herself in the district. can you respond to those? >> in regards to the first comment i would respond that it's not the bullet where you place it. it's that assist in your defense and the second part, i do understand that a person has sporting interest that would call for the use of more than 500 rounds and i think that is something that this board should take into consideration when they are arguing it. it's possible that given the fact that there are very few target ranges in san francisco >> is the specific rod and gun club is that the only one? >> there is a police range and other police ranges that other agencies have in san francisco
10:34 am
but i think you are right in saying that. i think the best answer that somebody interested in more than 500 rounds could make the purchase at the range that they are going to use the rounds. >> thank you. supervisor cohen. >> thank you, i would like to make a motion that we move these two items forward with a second. >> second. >> we have a motion. if we can take that without objection. thank you very much. thank you to supervisor cohen. >> madam clerk, thank you to the public members to speak on this item. can we have item no. 3. >> to item no. 3. federal grant in the amount of $790,000
10:35 am
for safety improvement project. >> great. thank you. item 3 is an item that has been introduced by supervisor yee. >> thank you. i have made a pedestrian safety issue. i'm proud to be sponsoring this resolution of district 7. this grant will provide and enhance pedestrian crossing at three of the most hazardous sneksz of intersections of slope blvd off the highway 45 system. the intersections with everglades drive, forest view drive and
10:36 am
23rd avenue. together with the must be that transportation authority will be considering at the march 19th plans and program committee. totals $927327,000 this will serve to help curve ramps at everglades and install overhead flash beacon. these intersections alone are responsible for 20 percent of the collisions over the last five years. thank you. >> thank you supervisor. is there anyone from the department of public works?
10:37 am
>> good morning. amanda hesh, i'm with b dvment p w. all of my talking have been covered. we'd be happy to answer any questions. >> thank you for being here. supervisors any questions. why don't wet we open to any members of the public. i don't have any speaker cards but you are free to come up. >> good morning. i would like to take this opportunity to thank supervisor yee for this very good idea. i travel on slope everyday and my car gets a big work out from all the pot holes. in regards to pedestrian safety when you cross slope blvd it's very easy to step in one of the crack and broken areas in the pavement. i think
10:38 am
that also has to be addressed in addition to the changes already made for this resolution. now, another thing is that along slope blvd, they had reduced the number of lanes in order to accomodation bicycles. i thought it was kind of interesting that they repaved the bicycle lane, but did hardly any improvement for the traffic lanes and the pedestrians have to cross those areas as they normally j walk across that anyway, i think it need to be addressed as a safety concern. i think it was a mistake painting over the bike lane and not improving stretches along slope. another thing is i was wondering if
10:39 am
they had considered taking down more trees because some of them had been mentioned possible hazards in the future. since we are talking about pedestrian safety when we have the concert, i think we should already consider check to go see whether rec's and parks have diligently taken care of those possible hazards. like you said anybody that dies is going to sue the city. so needless to say, we need the money for other reasons. thank you. >> thank you, before we continue with public comment i know we have a number of folks that have come into the hearing room and we welcome a lot of young people who are here. i would ask folks for purposes of fire safety if you can please take seats. we want to avoid people standing around the entry points, but we are very
10:40 am
happy and proud to see so many young people attending this committee. we didn't know that we were so popular. it's good to see you in city hall. is there any other member who would like to speak? seeing none, the topic is close. >> i had a question, my brother lives close to this area, to miss hirsch who gave us her presentation. the area from lake shore plaza to before 23rd avenue, i'm wondering why that area was chosen. i did notice the bike lanes. it's an $800,000 grant. i have curiosity about why this stretch was chosen and how it enhances the i am improvements that have been in the pass like
10:41 am
the bike lane. >> certainly, these scene scene intersections were chosen largely because of the need as well as the fit with the funding source. these highway safety improvement grants require a very stated driven cost analysis and to the kinds of accidents happened and kind of treatments and the kind of values determined to reduce accidents and that's how we selected these intersectioned. they do have a repaving project insulated for 2014. we are working to minimize disruption to that area. >> thank you. very much.
10:42 am
>> supervisor yee. >> yes. i want to alert the public and thank you for being concerned about pedestrian safety. we are going to have a meeting some time in march and i welcome people to come and to express and articulate their particular concerns and that we can get a robust discussion on what our priorities should be and how we would approach on solving some of these issues. thank you very much. >> thank you supervisor. so colleagues if we can have a motion to moving this item forward. motion by supervisor mark. if we can take that without objection we can move that forward. >> madam, please call item no. 4. >> item no. 4 to consider the issuance of a type 42 of sell beer and wine. 1425 folsom
10:43 am
street. >> this is a matter requesting the issuance of license for selling beer. can we hear from the applicant? >> good morning, board. thank you for your time once again. my name is jordan lewis i'm one of the owners from the art gallery. i'm a recently returned veteran from the navy seals. also have someone who also served in the navy seals. this is for digitally displayed artwork and can offer changing dynamic experience with the emerging field of artwork. we also plan to invite neighborhood to beverage
10:44 am
selection to coffee, tea and juice and as well as beer and wine and snacks. we have been in contact with the office of our district supervisor through her office and they have been very supportive and helpful. we've also been in contact with the police department speaking with captain red man. a little bit more on our outreach. >> supervisors, members of the public. my name is case lewis. i'm jordan's brother, business partner and attorney and i would like to speak on the outreach we are doing. throughout the last year we've been reaching out to local businesses and residents in the neighborhood. we have circulated a patient we have here today with 52 signatures
10:45 am
on it. also, we received 9 letters of support from local business owners, law enforcement and residents in our surrounding community. i'm not sure if you have copies of all those yet, but we have copies here if you would like to see them. about a week ago at the last meeting of the alliance for better district 6 we presented our project to the community there and the members and discussed different things we can do with them and our project. we've also joined theal alliance for better district 6 and the market associations as a member to get more involved in the business community and associations of the district 6. as my brother mentioned we met with sony arg low staff member to discuss our
10:46 am
project and we received a positive response. >> thank you, anything else, sir? if you can identify yourself too. >> my name is jean make. also one of the business partners. former veteran. i would like to get this petition signed. everyone is very excited and envision of as a positive force into the the community to bring more culturally and commercially. i just want to say thank you for your consideration. >> great. thank you very much. this is an item that came before the committee before and we continued to give it the parties an opportunity to do outreach to the district supervisor and to the community and appreciate those efforts. thank you for doing that. so why don't we open it up to public comment. i have two
10:47 am
speaker cards but any member of the public who would like to speak on item 4 please come up. hi. my name is michael nolt e, from district 6 organizations use and land and public policy. at our last meeting we heard from the applicant about their project and we are welcome to have them attend and discuss in detail about what the project is about. the members were very supportive of it and we are encouraging to hear that a new business will be opening up in the south market area and we look forward to seeing that
10:48 am
happen. and we also would encourage his business and of course to continue reaching out to the neighbors because that's just what they should be doing anyway. so i think again it's our organization is always in supportive of a new business even though it takes a lot of resources and time to get something off the ground. so again, clerk can say we are in favor. >> thank you, mr. nolt. next speaker. >> good morning supervisors. i have a chance to meet the owners a couple of them at least at the last alliance better district 6 meeting. i think it would be good for that area because that area is a corridor anyway i think for cocktails and art and stuff
10:49 am
like that. so i wish you would pass it on to the board. >> thank you, next speaker. >> supervisors my name is duffy. i'm also for better district 6. i'm in no way in leadership to that. i would like you to keep in mind this proposal that you just heard. >> thank you, is there any member of the public who would like to speak on this item? seeing none, public comment is close. i would like to thank you for bring this conversation forward and glad that we are talking about veterans that are starting this business. i think it's great to see that. you are going into a very special neighborhood. it's a great place in san francisco. and we give a lot of deferens to the supervisor and the community and they are supportive. so we
10:50 am
wish you the best and hope that you continue to be engaged in that community. supervisor mark. >> i would like to this you for reaching out so quickly to sony and the office and the range of the people on the petition is a range of people as well and i can't wait to see what it going to be. i'm glad you built some support already and keep reaching out and building the residents there. thank you for the short amount of time. >> colleagues can we have a motion? by supervisor yee. do you want to say anything. >> thank you. i wanted you to know if you wanted me to read into the the record the conditions? >> yes. my apology. >> christina has filed an
10:51 am
application seeking beer and wine license for folsom street. for the beverage control seeking determination from the board supervisor of the approval or denial of this license. from the cal endar year, there is one call of police service and no record of report. this premise is a located in a high crime area. this location is in an undue concentration area. we received or the alcohol beverage control unit has not received any letter of protest or any letter of support. based on your recommendation there is no on opposition from the police department. the following

10:54 am
chairman chee. >> thank you. i just circulated to you a letter that represents an agreement in the set of discussion that i have had with wall green's over the last week to resolve this matter which i hope and believe would be better for the neighborhood. but perhaps after the presentation we can talk about the substance which we've discussed. >> thank you supervisor. my name is david vin chens ee. i'm a district manager for walgreen's. we want to talk to you this morning to describe our project. poul street is going to be the fourth city in our state to have a -- the store is going to occupy the level we've been in and an
10:55 am
upper level and we are putting every new concept that our company has to introduce into this store. we are having an emphasis on our health care provisions. we are also providing fresh foods and groceries to the neighborhood in an area that is pretty much under served of availability of such items in the area. we will be having, the downstairs will be an up market concept. a variety of foods, frozen yogurt and barista that will make coffee, we have fresh baked bread on the premises and we'll be offering frozen yogurt. we'll be offering many items that have never been seen at
10:56 am
walgreen's before. i can't emphasize how unique this would be. we have one in new york, chicago and recently in los angeles. the hollywood area. we have what is called a beauty area. the operations from the store will be from 7:00-midnight. any questions? >> supervisor mark? >> i was going to mention that now that i recall i was at the hollywood wall green's it's a flagship store near chicken and waffles but it brings a lot more i think safety to that
10:57 am
area as well, but i know -- i have seen one of your flagship stores. this is the fourth of wall green's? yes. >> we are going to have security on premises on both floors from opening until closing seven nights a week. i also have an additional security guard manning close circuiting tv. currently we have two closed circuit tell visions and two on poul street. they will have windows and open and unobstructed from floors to ceilings and will allow a lot of light. the concept is a gondola, a unit that is very well will it. i believe we'll provide a lot of extra lighting onto the street such as similar
10:58 am
to what union globe has done in their flagship store. i just want to make that comment. >> i want to thank wall green's for meeting with me and to reaching to the community. i think the offers are very exciting and for the cosmetic beauty area would be great for many people. >> likewise, this thank you for meeting me. i'm really glad to see that you worked out something with our supervisor for the particular district and that i'm happy that you are -- that walgreen's has been a good
10:59 am
neighbor to the community and i hope that you continue to be a good neighbor with some of the other issues that walgreen's may have in other districts including district 7. i'm hoping that will be the case. >> i think we have a pretty good track record in that respect. >> to colleagues and memories of the public i would like to take a moment the issues we've had with regard to liquor license. this particular sight is on the border of district 3 and after redistricting it it was in mine. i want to let colleagues know that i have had conversations with supervisor and we are at lock as how we view this issue and i have been very supportive of every aspect of this
