what has been provisioned for the liquor. i support that store and hopefully we'll be visit that go store at different times of the day and look forward to seeing the positive economic activity that the store will entail. it's also going to bring almost three dozen union jobs into the city and i appreciate that as well. the reason i have brought on the issue has to do whether or not in general drug stores ought to be receiving liquor license and this has been the subject that the planning commission has been touching from time to time. i have seen walgreen's asking for liquor license. so i asked wall

green's to address this concern. a request not too far from my district 6. the agreements that we put around that liquor license involved first of all a number of additional conditions propose abide by the san francisco police department and asked cvs to replace two other liquor licenses from the neighborhood because in my district we have a very significant concentration of liquor licenses that have led to a safety issue and health issues,

etc. what we agreed on with cvs on that sight not too far from this walgreen's is that cvs would purchase more. i have circulated a letter that layout conditions that wall green's has agreed to. if i can read the language so the members of the community can understand what we are talking about. in in the third paragraphs states walgreen's has not only agreed to purchase a liquor license but to purchase also a second liquor license in area with undue concentration -- at 135

poul and walgreen's is -- in district 3 or 6. now, at this time i understand walgreen's has executed an agreement for one of these licenses but not the second and in order to make sure that walgreen's carries forthwith that they are commit ing to purchase a second license to the flagship store and if it turns out walgreen's is unable to purchase the deadline, they have agreed to make a donation to the public health foundation for each month. i would like to thank wall green's for your commitment to moving forward. in addition walgreen's has agreed to so months back and i want to summarize those conditions but i want to call out in particular because i

know these have been concern from the folks in the neighborhood. first the intial square footage commitment made that no more than ten percent would be used for the sale of adult beverages. this is a large store and represents a large foot print and wall green's in intention is to not have a larger area for sales. the other issue i want to call out before reading the other voluntary conditions is when the alcoholic beverages are sold. i received feedback about what had been initially propose for a midnight time for when the beverage would end. they have a couple clubs that we often see a lot of activities

related to and folks late at night wanting to purchase alcohol an being able to do that at this site up until midnight. the cvs had a 10 pm closure time with their sales. what we've agreed with walgreen's is the following during thursday, friday, saturday night when there is most activity that sale of alcoholic beverages would be permitted from 10 a.m.-10 p.m.. in addition to those requirements, let me run through other requirements to again make this site parallel to what we did at the cvs sight is we have asked for and wall

green's has agreed to all wine bottles to ensure that an individual make a purchase using valid identification. second item is that all store cameras must be monitored by on-site management and we've also askethere be interior cameras within the store concentrated in areas of the beverages by designated security personnel and for minimum of 30 days upon request and also be external cameras in the store with the cameras shared with the police department. we know this is an neighborhood that is oftentimes in the weekend a higher crime area. all tell cast are equipped with technology and

two additional requirements one around loitering that they are prohibited in adjacent sidewalks and management is responsible for security during hours of operation and final ly the store will provide phone number to report vandalism and graffiti will be removed within 24 hours. these are conditions that walgreen's understand and i greatly appreciate the addition of these conditions. with these conditions i'm happy to support these moving forward and i know supervisor kim is as well. >> thank you, mr. kim. before you do that i want to ask the police department if they want to add anything?

reports in 2011. applicant is located in a high crime area. it's tract 012301. it's located in an undue concentrated area. there is letters of protest with the alcoholic beverage control department and 14 letters in support. there is no opposition from tenderloin police station. it liaison licensing unit approval. no. 1, which has been modified, sales of alcoholic beverage shall be permitted between sunday through wednesday from hours of 10 a.m. to 11 a.m.. and thursday through saturday from 10 a.m. to 10 p.m.. no. 2

license before the commitment that walgreen's has made for an area that has a high concentration of alcohol. there has also been issues around the total square footage of alcohol beverages that commitment has come down to 4 percent and the hours of sales has made sure that late night involving the typical saturday nightclub scene those would end at 10 p.m.. that it wouldn't be raise by folks walking in before the club scene to have a happier night. why don't we go public

neighborhood and providing that at an affordable price, i think it's going to be great. many of them shop at walgreen's for day-to-day needs and if you don't have a full kitchen. in terms of dialogue, honestly in my opinion, i don't see adding, i appreciate the effort of taking away one of the licenses. i think they have a chose whether they are going to be a negative, i have seen many proprietyers selling -- i don't see those that have that commitment to the community would create that dialogue. i don't share a belief that it's going to be a negative impact

dina and i'm the executive director of the market of tenderloin district and 13 year resident of the tenderloin. walgreen's came to our organization, came to a community meeting, board meeting and presented their project and also attended a number of community meetings. they interfaced with some major stake holders in the neighborhood, the alliance for better district 6 and they have supported a number of neighborhood events and they continue to do so. so having said that, our board had a long discussion about the issue of surt supporting or opposing, we decided that we don't support the sale of alcohol in general, what we do support is businesses that operate in a responsible manner. there are a

number of stores in the neighborhood that are extremely promisic that ic problematic that do not have liquor license. it's not just the liquor license that is a concern for us. but we e do feel that after the extensive outreach that walgreen's did that they adequately addressed some of the concerns of the neighborhood and the police department around security and we do feel they are going to operate this business in a responsible way including training their employees on the responsible sales of alcohol. and additionally the variability of fresh affordable healthy food will help the residents. we look forward to continuing a partnership that will greatly impact the neighborhood. i do want to say i did have an at some point to visit the chicago store. i was

what concerned me is the amount of alcohol sold. it a big store and the square footage even at 4 percent is still a lot of alcohol. with the changes that you are proposing that walgreen's seemed to agree to, i think i'm willing to support. the one caveat is the transfer, it was a store out of business. it was not take ing away current liquor sale in the tenderloin. the person who bought the license could have put it back in the city anywhere. it's not a strict tenderloin issue. with your suggested change that there is another license taken out of operations, i would like to be sure that it is a license that is in an operation in the tend

anymore in the drug stores. we had a theme today, alcohol, tobacco and firearms. you know, all of them kill people. okay. anyway. also i would like to talk about the management of walgreen's. i talked with my daughter this morning and she has many people she knows in walgreen's in indiana and the corporate wide practices should be examined a little more carefully. where my daughter lives in a town, a hol lowing out of management. the management who have been made careers of it were either fired or lives were made so miserable they quit. there is sort of a
