i'm with b dvment p w. all of my talking have been covered. we'd be happy to answer any questions. >> thank you for being here. supervisors any questions. why don't wet we open to any members of the public. i don't have any speaker cards but you are free to come up. >> good morning. i would like to take this opportunity to thank supervisor yee for this very good idea. i travel on slope everyday and my car gets a big work out from all the pot holes. in regards to pedestrian safety when you cross slope blvd it's very easy to step in one of the crack and broken areas in the pavement. i think that also has to be addressed

in addition to the changes already made for this resolution. now, another thing is that along slope blvd, they had reduced the number of lanes in order to accomodation bicycles. i thought it was kind of interesting that they repaved the bicycle lane, but did hardly any improvement for the traffic lanes and the pedestrians have to cross those areas as they normally j walk across that anyway, i think it need to be addressed as a safety concern. i think it was a mistake painting over the bike lane and not improving stretches along slope. another thing is i was wondering if they had considered taking down

more trees because some of them had been mentioned possible hazards in the future. since we are talking about pedestrian safety when we have the concert, i think we should already consider check to go see whether rec's and parks have diligently taken care of those possible hazards. like you said anybody that dies is going to sue the city. so needless to say, we need the money for other reasons. thank you. >> thank you, before we continue with public comment i know we have a number of folks that have come into the hearing room and we welcome a lot of young people who are here. i would ask folks for purposes of fire safety if you can please take seats. we want to avoid people standing around the entry points, but we are very happy and proud to see so many young people attending this

committee. we didn't know that we were so popular. it's good to see you in city hall. is there any other member who would like to speak? seeing none, the topic is close. >> i had a question, my brother lives close to this area, to miss hirsch who gave us her presentation. the area from lake shore plaza to before 23rd avenue, i'm wondering why that area was chosen. i did notice the bike lanes. it's an $800,000 grant. i have curiosity about why this stretch was chosen and how it enhances the i am improvements that have been in the pass like the bike lane.

>> certainly, these scene scene intersections were chosen largely because of the need as well as the fit with the funding source. these highway safety improvement grants require a very stated driven cost analysis and to the kinds of accidents happened and kind of treatments and the kind of values determined to reduce accidents and that's how we selected these intersectioned. they do have a repaving project insulated for 2014. we are working to minimize disruption to that area. >> thank you. very much. >> supervisor yee.

letters of support from local business owners, law enforcement and residents in our surrounding community. i'm not sure if you have copies of all those yet, but we have copies here if you would like to see them. about a week ago at the last meeting of the alliance for better district 6 we presented our project to the community there and the members and discussed different things we can do with them and our project. we've also joined theal alliance for better district 6 and the market associations as a member to get more involved in the business community and associations of the district 6. as my brother mentioned we met with sony arg low staff member to discuss our project and we received a positive response. >> thank you, anything else,

>> thank you. i just circulated to you a letter that represents an agreement in the set of discussion that i have had with wall green's over the last week to resolve this matter which i hope and believe would be better for the neighborhood. but perhaps after the presentation we can talk about the substance which we've discussed. >> thank you supervisor. my name is david vin chens ee. i'm a district manager for walgreen's. we want to talk to you this morning to describe our project. poul street is going to be the fourth city in our state to have a -- the store is going to occupy the level we've been in and an upper level and we are putting every new concept that our company has to introduce into

this store. we are having an emphasis on our health care provisions. we are also providing fresh foods and groceries to the neighborhood in an area that is pretty much under served of availability of such items in the area. we will be having, the downstairs will be an up market concept. a variety of foods, frozen yogurt and barista that will make coffee, we have fresh baked bread on the premises and we'll be offering frozen yogurt. we'll be offering many items that have never been seen at walgreen's before. i can't

emphasize how unique this would be. we have one in new york, chicago and recently in los angeles. the hollywood area. we have what is called a beauty area. the operations from the store will be from 7:00-midnight. any questions? >> supervisor mark? >> i was going to mention that now that i recall i was at the hollywood wall green's it's a flagship store near chicken and waffles but it brings a lot more i think safety to that area as well, but i know -- i

have seen one of your flagship stores. this is the fourth of wall green's? yes. >> we are going to have security on premises on both floors from opening until closing seven nights a week. i also have an additional security guard manning close circuiting tv. currently we have two closed circuit tell visions and two on poul street. they will have windows and open and unobstructed from floors to ceilings and will allow a lot of light. the concept is a gondola, a unit that is very well will it. i believe we'll provide a lot of extra lighting onto the street such as similar to what union globe has done in

their flagship store. i just want to make that comment. >> i want to thank wall green's for meeting with me and to reaching to the community. i think the offers are very exciting and for the cosmetic beauty area would be great for many people. >> likewise, this thank you for meeting me. i'm really glad to see that you worked out something with our supervisor for the particular district and that i'm happy that you are -- that walgreen's has been a good neighbor to the community and i hope that you continue to be a

good neighbor with some of the other issues that walgreen's may have in other districts including district 7. i'm hoping that will be the case. >> i think we have a pretty good track record in that respect. >> to colleagues and memories of the public i would like to take a moment the issues we've had with regard to liquor license. this particular sight is on the border of district 3 and after redistricting it it was in mine. i want to let colleagues know that i have had conversations with supervisor and we are at lock as how we view this issue and i have been very supportive of every aspect of this project except for what has been provisioned for

the liquor. i support that store and hopefully we'll be visit that go store at different times of the day and look forward to seeing the positive economic activity that the store will entail. it's also going to bring almost three dozen union jobs into the city and i appreciate that as well. the reason i have brought on the issue has to do whether or not in general drug stores ought to be receiving liquor license and this has been the subject that the planning commission has been touching from time to time. i have seen walgreen's asking for liquor license. so i asked wall

green's to address this concern. a request not too far from my district 6. the agreements that we put around that liquor license involved first of all a number of additional conditions propose abide by the san francisco police department and asked cvs to replace two other liquor licenses from the neighborhood because in my district we have a very significant concentration of liquor licenses that have led to a safety issue and health issues, etc. what we agreed on with cvs on that sight not too far from

this walgreen's is that cvs would purchase more. i have circulated a letter that layout conditions that wall green's has agreed to. if i can read the language so the members of the community can understand what we are talking about. in in the third paragraphs states walgreen's has not only agreed to purchase a liquor license but to purchase also a second liquor license in area with undue concentration -- at 135 poul and walgreen's is -- in

district 3 or 6. now, at this time i understand walgreen's has executed an agreement for one of these licenses but not the second and in order to make sure that walgreen's carries forthwith that they are commit ing to purchase a second license to the flagship store and if it turns out walgreen's is unable to purchase the deadline, they have agreed to make a donation to the public health foundation for each month. i would like to thank wall green's for your commitment to moving forward. in addition walgreen's has agreed to so months back and i want to summarize those conditions but i want to call out in particular because i know these have been concern from the folks in the neighborhood. first the intial

square footage commitment made that no more than ten percent would be used for the sale of adult beverages. this is a large store and represents a large foot print and wall green's in intention is to not have a larger area for sales. the other issue i want to call out before reading the other voluntary conditions is when the alcoholic beverages are sold. i received feedback about what had been initially propose for a midnight time for when the beverage would end. they have a couple clubs that we often see a lot of activities

related to and folks late at night wanting to purchase alcohol an being able to do that at this site up until midnight. the cvs had a 10 pm closure time with their sales. what we've agreed with walgreen's is the following during thursday, friday, saturday night when there is most activity that sale of alcoholic beverages would be permitted from 10 a.m.-10 p.m.. in addition to those requirements, let me run through other requirements to again make this site parallel to what we did at the cvs sight is we have asked for and wall green's has agreed to all wine bottles to ensure that an

individual make a purchase using valid identification. second item is that all store cameras must be monitored by on-site management and we've also asked there be interior cameras within the store concentrated in areas of the beverages by designated security personnel and for minimum of 30 days upon request and also be external cameras in the store with the cameras shared with the police department. we know this is an neighborhood that is oftentimes in the weekend a higher crime area. all tell cast are equipped with technology and two additional requirements one around loitering that they
