minimum of 30 days upon request and also be external cameras in the store with the cameras shared with the police department. we know this is an neighborhood that is oftentimes in the weekend a higher crime area. all tell cast are equipped with technology and two additional requirements one around loitering that they are prohibited in adjacent sidewalks and management is responsible for security during hours of operation and final ly the store will provide phone number to report vandalism and graffiti will be removed within 24 hours. these are conditions
10:01 am
that walgreen's understand and i greatly appreciate the addition of these conditions. with these conditions i'm happy to support these moving forward and i know supervisor kim is as well. >> thank you, mr. kim. before you do that i want to ask the police department if they want to add anything? >> good morning supervisor, rich coal for the san francisco police department. the issues that you mentioned i will be more specific on the quantity and type of alcohol that they will serve. daniel j kramer has filed seeking beverage control license for 135 poul street.
10:02 am
seeks approval or denial of this license. there have been approximate 127 police calls for service at that location which resulted in 37 reports. that plot has recorded 766 reports in 2011. applicant is located in a high crime area. it's tract 012301. it's located in an undue concentrated area. there is letters of protest with the alcoholic beverage control department and 14 letters in support. there is no

10:06 am
information. in our file is one letter of protest but quite a few letters in support. i'm wondering if you can give us a little bit more information about the three other letters of opposition. i see one from district 6. >> let me refer to my file. >> thank you. >> it looks like two of them, it's the reproduction of the alliance of the better six: if
10:07 am
10:08 am
do you have a copy of that one as well? and then the other two that are in opposition. >> thank you. president chew. >> before we go to public comment i want to respond. the letter that you received from walgreen's was in part or attempt to address the concerns that have been raised around the concentration of liquor license before the commitment that walgreen's has made for an area that has a high concentration of alcohol. there has also been issues around the total square footage of alcohol beverages that commitment has come down to 4 percent and the
10:09 am
hours of sales has made sure that late night involving the typical saturday nightclub scene those would end at 10 p.m.. that it wouldn't be raise by folks walking in before the club scene to have a happier night. why don't we go public comment. let me call the following individuals. lauren hall, michael nolt, edwards and susan wong. >> hello. i'm with supportive housing. we provide property
10:10 am
management services mostly to tenants and in your district i believe. i'm here to testify in support of with a will green's. i'm really excite to have this now flagship close to our district. i have worked with tenderloin for six years and one of the big challenges that i see for our tents tenants is a lack of fresh foods in our neighborhood and providing that at an affordable price, i think it's going to be great. many of them shop at walgreen's for day-to-day needs and if you don't have a full kitchen. in terms of dialogue, honestly in my opinion, i don't see adding, i appreciate the effort of
10:11 am
taking away one of the licenses. i think they have a chose whether they are going to be a negative, i have seen many proprietyers selling -- i don't see those that have that commitment to the community would create that dialogue. i don't share a belief that it's going to be a negative impact to have alcohol in that store. for myself who spends the majority of my day, i'm excite to to have another option to shop as well. >> thank you, next speaker. >> good morning supervisor i'm with supportive housing. i would like to offer my support. i work in the tenderloin and we serve a number of homeless
10:12 am
adult individuals and the lack of fresh nutrition resource and walgreen's is going to make a difference on that and i'm grateful for the work how supervisor chew has addressed alcohol issues and are minor and considerably out weighed. i think walgreen's have been very supportive in our community. that's to a lot of the smaller store. it can provide support and i thank you and i also want to thank the colleagues for all they are great work which is often
10:13 am
thankless but much appreciated. >> next speaker? >> good morning. my name is edward -- i'm with the workers union. walgreen's is an excellent employer for our city. it continues to be a pilar for our community and we support them in their endeavor. thank you. >> thank you, next speaker. >> hi, good morning. my name is dina and i'm the executive director of the market of tenderloin district and 13 year resident of the tenderloin. walgreen's came to our organization, came to a community meeting, board meeting and presented their project and also attended a number of community meetings. they interfaced with some major stake holders in the
10:14 am
neighborhood, the alliance for better district 6 and they have supported a number of neighborhood events and they continue to do so. so having said that, our board had a long discussion about the issue of surt supporting or opposing, we decided that we don't support the sale of alcohol in general, what we do support is businesses that operate in a responsible manner. there are a number of stores in the neighborhood that are extremely promisic that ic problematic that do not have liquor license. it's not just the liquor license that is a concern for us. but we e do feel that after the extensive outreach that walgreen's did that they adequately addressed some of the concerns of the neighborhood and the police department around security and we do feel they are going to operate this business in a responsible way including
10:15 am
training their employees on the responsible sales of alcohol. and additionally the variability of fresh affordable healthy food will help the residents. we look forward to continuing a partnership that will greatly impact the neighborhood. i do want to say i did have an at some point to visit the chicago store. i was there visiting family. it's really something to see and i do think it will be a major boost in the economic area. i look forward to their opening. thanks. >> thank you, next speaker? >> good morning, supervisors. for the sales of the alcohol, i don't think they should have it because it's plenty of other places just like target got
10:16 am
theirs. they won't sell six packs and now we are going to have a cvs on seventh and market and they are going to be asking for liquor license. so when will it end. i used to use walgreen's a lot for my medical prescriptions. walgreen's, if you look in this area and the unions and s r o's seem to be supporting this walgreen's things, there is only two african americans that i have seen working in walgreen's in this gentleman's district that i go to. i go to a lot of them. there is only two african americans in that area there. also with the in you reward's card i stopped that. if you don't look at what you are doing and buy something for $3 and your reward points are $5,
10:17 am
where are your rewards going. but you have to look at where it's going, what district it's going into and what area and there are a lot of people even in s r o's that need jobs and want to better themselves. there is only two african americans i have seen. if you can find more for me, please tell me. thank you. >> thank you, next speaker. >> i'm susie wong with the san francisco ministry. i think what concerned me is the amount of alcohol sold. it a big store and the square footage even at 4 percent is still a lot of alcohol. with the changes that you are proposing that walgreen's seemed to agree to, i think i'm willing to support. the one caveat is the transfer, it was a store out of business.
10:18 am
it was not take ing away current liquor sale in the tenderloin. the person who bought the license could have put it back in the city anywhere. it's not a strict tenderloin issue. with your suggested change that there is another license taken out of operations, i would like to be sure that it is a license that is in an operation in the tend er lion that would make a difference. thank you very much. next speaker, please. >> hello, my name is susan brian i'm with the alliance for better district 6. a lot of these issues have been resolved. i would like to point out that many pharmaceutical
10:19 am
and prescription drugs are a danger in combination with these prescriptions. i would talk about the in advise ability to have a drugstore sell alcohol for that reason. it sets kind of a bad example just like tobacco did when we got them to sell tobacco anymore in the drug stores. we had a theme today, alcohol, tobacco and firearms. you know, all of them kill people. okay. anyway. also i would like to talk about the management of walgreen's. i talked with my daughter this morning and she has many people she knows in walgreen's in indiana and the
10:20 am
corporate wide practices should be examined a little more carefully. where my daughter lives in a town, a hol lowing out of management. the management who have been made careers of it were either fired or lives were made so miserable they quit. there is sort of a hollowing out of certain amount of management. and also new managers are brought in that will work for less money. another thing is doctors are feeling that walgreen's has become heavy handed. when my son in law went to a doctor he was handed a -- walgreen's
10:21 am
insurance. i don't know the thinking behind it, but i would inquire to ask doctors if they feel they are being encouraged to prescribe differently or anyway, my time is also up, but thank you. please look at these things. >> thank you very much. next speaker, please. >> mr. chair, supervisors, president. my name is duffy, i live a few blocks away and active in neighborhood and of the service providers. let's think about walgreen's. it's true that a lot of the residents of the neighborhood do shop there. people like me do a lot of shopping at
10:22 am
walgreen's and particularly now that they are getting more competition from the dollar stories and cvs and foods go a little bit further away. the prices have come down a little bit. they are in business to make money and you can get one item that is really nicely priced and the other area is outrageously priced. it's not bloomingdales. it's one we'll feel comfortable to shop it. as far as the neighborhood, it's a very well-defined neighborhood with the planning coalition, poul street, market street and vanness. it's not obscurely defined neighborhood. i would complain about the cvs, it's
10:23 am
across the street. not in the half market. i'm german. that's my german side. all of our neighborhood now ten percent is in district three. hopefully we can work together. i would say that you know i just went to a memorial service for a guy that died in my hotel. on the other hand without the lack of cooking facilities, that affects how a person ages and how long they live. that's a crayon drain on their life and the idea that we are going to get precooked food from walgreen's that it's going to offset it and it doesn't. in
10:24 am
the 1950s where the country was in better shape where walgreen's paid taxes. i would say that i appreciate all the work that you have done and the fact that we are going to get a second liquor listens. license. if it was in the unit block of turk street. i have to take what we can get. i appreciate the work. thank you, next speaker, please. >> hi, i'm going to be using the overhead fair warning. i did send packets. first i want to start with this item which points out to the question about there were protest on the first alcohol license that walgreen's tried to get at that sight. it's good for one year. that's where the 124 protest
10:25 am
come in. we didn't have to go back into the the community to get more. there is 124. that's why they are good in the packet. if abc did not forward it to the police, that's not my problem. the community has spoken through these protest. they are legitimate and should still be counted on 124. okay. the proof is abc recognizes it. again 124. we are not talking about a great store. we are talking about alcohol. this is what we are talking about. we are not talking about all the things the store is going to offer. all the people that came up and spoke in favor of it they talked about the amenities. target says the same thing and any destination store is going to say the same thing. we are doing this and that, it's the same thing but it's
10:26 am
going hurt our small businesses. we are talking about over concentration of alcohol licenses. it's the same thing i have said last time. 800 sell of liquor licenses already exist in the community. i think i want to commend david chew for his wisdom because we were again dealing with cvs and i think he understand where we are coming from. so i think this thing is that again, the alliance for better district 6 is really concerned about public concerns and we've worked with various community groups and we want to make sure that our voices are being heard and we do it on paper and not just come in here. we could have filled up this community
10:27 am
room, but most of the people said, well you are meeting at 10:00 in the morning. if it was at 6:00 at night we would be here. it's the time of the meeting that gets people not to come to these hearings here at city hall. so anyway. i just hope that the liquor license comes from the tender lion, that the organization offered three of them to walgreen's to look at and maybe the other two one of those will be used. >> thank you, just for the record we are in receipt of the 124 letters of the protest. that was part of the package. thank you. >> hello supervisors, my name is -- i'm one of the people that had a letter of protest initially and obviously for the concern of the social
10:28 am
conditions, the homelessness, the whole package and the fact that the area doesn't appear to be under served. however, i will say this, through the efforts for alliance for better district 6, the greater communication line with the p d and the especially officer van coal and with communication through the supervisors i will say this, i think we are at a better place now. i'm going to withdraw my protest and say a special thanks to supervisor chew for clarifying questions that i need. this was initially 10 percent, 5 percent, 4 percent, i think that is a compromised term given the size and scope of the store and given the diversity that the store offers. i don't direct
10:29 am
this my opposition towards walgreen's. i direct it towards the consumers in the area who buy the product and although sold responsibly to them, sometimes they behave badly or irresponsibly and what happens is our resources are drained in the city to try to cope with this. this is where i had to come to terms with this. i think we should move forward with the project. i applaud the supervisors for coming with the terms and my hats off for district 6 for the groundwork. thank you. >> thank you, next speaker please. >> overhead please. this is in your board packet. this is describing the license itself and the
