san francisco we find that many of our seniors are aging in those hotels and our missions as well so this is a really important step to acknowledging the as opposed to that exists and i'm happy this is finally moving forward. and it is about the grab bars and the slip and falls in the shared common areas in the bathroom so we thank the supervisors mar and others who spoke to our committee last week. thank you. >> supervisor yee. >> thank you for bringing this up to our board here. i personality know the
10:31 pm
importance of the grab bar. as some of you know when i got hit by a car it was so important to install a grab bar and also, because of my experience of taking care of my he would - elderly parents. i saw some of the conditions in those places where it felt like it should have some of those safety measures. if you don't mind i'm a co-sponsor of this bill as well >> can we take this item same case, same call? ongoing passed.
10:32 pm
we have several commendations today >> thank you very muchplasm. today, i'm pleased to honor the gay and lesbian folks. welcome. colleagues for 35 years san francisco lesbian gay freedom band guard has had deep roots here. on the 25th anniversary san francisco declared the band to be the official band of san francisco. that was founded years ago.
10:33 pm
the band was founded in response to anita paul's program. the first public appearance was behind harvey milks convertible. they performed the nut cracker big and small venny's. they had the high honor of mark in president obama's inaugural. as we continue to fight for our community it's important for the nation to see how many positive
10:34 pm
forces are in our community and especially the band. orchids that build bridges with their performs. the san francisco lesbian and gay band is a wonderful ambassador to our community. so we have members here who marked in our parade and i'm incredible proud that you represented our city with some much honor. and particularly with the inauguration of our president of marriage equally in our nation so i'm proud to honor i today.
10:35 pm
10:36 pm
congratulations. >> thank you supervisor wiener. do hope next time we'll get a performance in the chamber. i want to recognize supervisor mar who was a commendation. thank you today, i'm honoring an incredible 74 russian center in san francisco. i think we have george and wilma if you could please come forward. so we're honoring the russian festival 25 years in san francisco and i want to say they have an incredible agenda for the next 3 days from
10:37 pm
february 22nd to the 24th and the russian community has been a integral part of our nation. with subsequent waves from world war ii. we have a lot of ethic groups here including those from eastern europe. the russian center was established in 1949. the 25th festival will have
10:38 pm
traditionally russian food. i tried to last year and some of the liquor was strong. the frafrd russian drinks and napoleon drinks and not to mention the open house of culture and other organizations but it's wonderful to bring people today. the volunteers and this community groups are incredible. i want to invite people up to say a few words >> thank you supervisor mar and thank you ladies and gentlemen and the supervisors for the
10:39 pm
honor. we do have a fantastic agenda for you if you come to the festival. i'm looking forward to this. thank you. again >> the website is the ranch center s f all one word.com. you'll find we have entertainment's two hour shores - one and a half shows every two hours. there's two food courts, vodka bars and the ladies are cooking up a storm. it's all homemade, the deserts are all homemade and, you know, it's too much to talk about. it's all volunteer based.
10:40 pm
it runs friday night, it's all day saturday. that's a good - that's our best entertainment. you know, there's - there's all kinds of vendors selling their stuff. just come.
10:41 pm
>> thank you very much supervisor mar. >> item 14 was credit card on february 27th and was forwarded to a city report. >> thank you, colleagues do we have a motion for this item? >> can we take that motion without objection? >> (calling roll to vote on this issue).
10:42 pm
there are 11 - there tenniss >> the motion is approved. >> supervisor carman chu - >> i'm introducing a meter extension program that is going into san francisco's ear. with plans to expand the meters citywide. currently their timeline to effect the neighborhoods that are already been articulated in those areas but i've also heard concerns from district 2 residents about plans they've got that are coming to our
10:43 pm
neighborhood. san franciscans need to have a voice into those programs. if the nation mount plans on extending those meters i do have a problem with the rational decisions. and i believe that the meter plans should start here in san francisco. i understand the revenues anticipated and as well an update of future plans to go into our other communities. so if we've got time to put together this plan i would like to hear about that >> supervisor kim and and
10:44 pm
actually supervisor cohen reminded me we have other hearings regarding this. today, i'm introducing a former plan. one of the first action was to call an hearing on pedestrian hearing. they clearly public what did the need to have the city deal with what is considered a public health crisis. it is a public health crisis. as many of you know san francisco as the highest rate of public cushions in california
10:45 pm
and our rates exceed tokyo and other world class cities. i'm excited to have could sponsor norman who rid other data particularly in district 7. it's not just about saving costs it's about equity issues. people are more likely to get hit by cars whether with children or seniors >> very sadly while this activity is great we also see increased conflicts with
10:46 pm
vehicles and pedestrians. i would like the board of supervisors to weigh in and in particular to advocate on this issue and i want to oxygen supervisor wiener and campos on this issue. 50 percent by 20020 we have ambitious goals but it's unclear how we will be able to fund those plans. we want to implement the goals increasing walking trips and, of course, providing high quality
10:47 pm
walking environments. 5 percent of san francisco streets bear 55 percent of all our severe pedestrian injuries. most of them are in distinct 6. now in campos's district it is very real. and, of course, one of our supervisors was hit as well. i want this plan implemented. the funding and gaps if there is one and i'd like to hear about the enforcement as well. i also want to submit an
10:48 pm
memorandum related to my hearingy. this is a woman who was killed on her bible. she was killed by one of our cement trucks. diane was a regular bike valet parker at our giant game and this sunday the san francisco bike coalition will be doing a ride on her behalf. for those who have not heard about this there was a recent article whoa person who
10:49 pm
witnessed this incident said she was stopped at a traffic light and she was sitting on her bike at the light and the truck driver was there as well. her body was caught in her bike spoke and she bleed out. while they paint a line in the pedestrian crosswalk it does fade. but your wishes and thoughts go out to diane's family and we would like toy that we end our
10:50 pm
board meeting in her memory >> thank you superior mar. >> thank you first of all, i wanted to let my colleagues know that on the imperative agenda we have a acknowledgment for the russian culture center. go to russian s f.com it's a really great festival. i want to alert you that i am requesting a meeting on our city assess ordinance >> i want to say thank you to the china advocacy.
10:51 pm
last year we have people who have a limited english language we want to obtain information for these people. in 70 an estimated 44 percent speak a language other than england more like chinese and russian and other languages. it's important for you our local agencies to effective community
10:52 pm
during a sdrafrs. especially we want to thank the organizations that the district that are advocating language assess. also i think a lot of my colleagues i've been seeing at the chinese festival we began celebrating already but if i want more information there's a great website you can assess and it's called chinese parade.com. but it shows everything from china down to the upcoming china
10:53 pm
ms. pageant and to the new years eve but i look forward to celebrating the year of the snack. i think my daughters favorite part is the lucky money that comes to kids to who are not married. there's many events going on all over the city. >> thank you supervisor mar. >> supervisor wiener. >> thank you, madam clerk. i'm introducing a couple of requests today first is the hearing sponsored by chu on the
10:54 pm
states of the market street progress. i understand that frankly with this project the more oversight the better so we can get this done. the hearing will focus on the schedule in progress around the better market street plan and the agency coordination. we have a bike lane project on the market street. this could potentially make mission street the primarily place for bicycling. the proposal has caused considerable controversy and i think it's important we have a
10:55 pm
public dialog about that and the agency understand the public's southern. i want to hear about the progress of the market streets plan. always calling for 0 hearing relating to ordinary care staff boulevard and specifically to discuss the status of the boulevard. we held an issue on it last year and we want to know how the money will be spent. for contacts in 1999 san francisco's passed the
10:56 pm
legislation to transfer both prop i and the state senate bill mandated the area be solid for housing and dot national the cash. in order to put this project into effect the city in its agreement with the agency and keeping in the language with prop i said it would use the sale of the parcels. in this agreement it was also state that the remaining funds after all the transportation enhancements
10:57 pm
were done the rest of the money would go to other projects. along market street with all the new housing being built we're not accurately providing with the muni system. our muni system can't handle the new demands from this housing development. we need more funds for our declining transportation infrastructure. in connection with this hearing supervisor and i will be talking with the housing community in hopes of finding a resolution some type of middle ground so we can move past this dispute.
10:58 pm
i also have two tragic stories. we had an individual pass away at the age of 99. she was the highest raking
