and city, the home going on sunday, march 3rd, 2013. he was 95 and he passed and he was the oldest ministering pastor here in the city and county of san francisco. so, i would ask that we adjourn the meeting in his memory today. and then the last point is sort of a point of interest and information. it is reported that the boy scouts of america today sent out 1.1 million questionnaires to its members asking a sear i of questions that ask members of the boy scouts to give their opinions on their current and long existing ban on gays serving in the boy scouts. so, it is our hope that the members of this organization, that see the point that if the military can survive with open members of the lgbt serving, certainly the boy scouts of

america can survive as well. they fill out that questionnaire and once and for all get rid of the discriminatory practice that this institution has had for so many years. it doesn't make sense. it's the year 2013. let's move forward, not backwards. >> thank you, supervisor campos. supervisor chiu. >> thank you, madam clerk. colleagues, i have two items. one is concerning something you have probably become apprised of. recently regarding new ads on our muni buses. there is a group calling itself the american freedom defense initiative that has submitted ads on buses across the country including san francisco specifically targeting members of our muslim and arab san franciscan communities. i am introducing a resolution to stand with our muslim and arab communities and condemning these hateful bus advertisements and i also want to thank supervisors avalos, breed, campos, cohen, ken, mar and yee for their co-sponsorship of this. this resolution documents how the funders of the ads are well

known antimuslim extremists, documents the history of hate crimes against communities, these particular communities around the time of these advertisements and supports the request of our local muslim and arab communities that proceeds from these muni ads be used to fund a discrimination impact study on the impact of post-9/11 discrimination. while some courts have found these adstion have first amendment privileges, that doesn't mean we can't condemn they have with the strongest possible statements. particularly given that many families from our arab, middle eastern, muslim and south asian communities have been subjected to intense discrimination and hate crimes after 9/11. ~ i want to thank the 75 organizations that have come together around this issue representing our civil rights, labor, and social justice and religious organizations as well as our diverse communities including leaders from our african-american, asian american, latino, lgbt and jewish communities.
6:03 pm
my second item is to call for a hearing around a potential sewage disaster. as supervisor yee well knows from district 7 two weeks ago, a pc water main broke in west polk which damages 23 homes on a residential block. over the past two years our city has had over 200 water main breaks and about as many burst water sewer lines and paid out claims and judgments in that period totaling over $5 million. in today's chronicle, and this is an article that is at the top of a bay area section of sf gate, the chronicle reported that the 8 washington [speaker not understood] project we considered last year is built as was currently planned could threaten our city's north force main, which is a sewer pipeline that carries one quarter of our city's sewage. serving the financial district, north beach, chinatown, the marina, and other northeast neighborhoods. today the puc was supposed to move forward with legislation to give the developer rights to
6:04 pm
encroach into the puc sewer easement. the chronicle reported that city departments knew that concerns raised by city project manager that both during the construction and in the event of a major earthquake, the north force main could be significantly damaged, but this issue is not addressed in the recent addendum to the vieerthval study. these revelations are deeply troubling. we need to understand why these matters weren't disclosed earlier so i'm calling for a hearing on this topic. the rest of my item i will submit. >> thank you, mr. president. i believe that concludes roll call for introductions. >> thank you. why don't we go to general public comment. >> now is the opportunity for the public to comment generally for up to two minutes on items within the subject matter jurisdiction of the board including the policy discussion between the mayor and the board, and item on the immediate adoption calendar. please note that public comment will not be allowed on those item which have already been subject to public comment by a board committee. speakers using translation assistance will be allowed twice the amount of time and if you wish to utilize the

overhead projector please clearly state such and remove the document when you would like the screen to return to live coverage of the meeting. >> why don't we move to general public comment and in addition to the folks in line, i received a couple speaker cards and would ask carol sanders and rachel roberts if you'd also like to get in line. first speaker, please. [speaker not understood].
6:06 pm
ladies and gentlemen, as you know, my name abdullah miguel, i am here today to thank god who allowed you to pass and to prove item 24 that i want to tell you i am the first one who asked for that hospital. in the momentmeantime, i would like to thank god again for returning to us our reporter in channel 7 ~. here you see there in the picture? robin roberts. she returned back and she proved to many of us that she is survivor like me and she tried to prove that nothing else can let her stay in the hospital or stay in the bed long time. i am here in san francisco
6:07 pm
survive with my eight-time heart attack, and i am very proud that every one of you have courage to say yes and to support us for item 24. mr. president, our supervisor, on behalf of everyone in the city, i have courage to thank each one of you and i have right to tell you that is very nice good action. supervisor kim, supervisor campos, supervisor avalos, i would like to thank you for what you did today. that is very good job and i thank you. thank you very much. [inaudible] public library. don't give money to the friends of the library. don't accept money from the friends of the library. the fact that we've got supervisors who think that the
6:08 pm
rule against supporting or opposing speakers is a function of the noise is very disturbing. the careerses of politicians based on vanity and abuse of power disappears a fast as they arrive. whereas the progress of democracy comes from the sacrifice of many nameless individuals and is built up slowly over decades. this is national sunshine week. you will notice that in san francisco, no one recognizes national sunshine week. it is no secret that open government is under attack in san francisco. someone gets a title and already he thinks he is an aristocrat who should be able to make his self-serving deals at the expense of the public without interference from democracy. there was a time when open records laws public library were both involved in serving a democratic right to know and empowering the people. that was before the library and san francisco government decided that serving the
6:09 pm
interests of the so-called aeries toe contracts could be turned into a private income stream. ~ you have become so enslaved to private money you decided right to know is a place to save money. if we want a democracy, we need open institutions of knowledge that allow access to the truth. saving money on those institutions of knowledge is like selling our children. it is no accident that the san francisco public library is the most egregious sunshine violator in the city. once it is a private income stream, the philanthropyists want power and exclusivityity. the destruction of democracy is what they expect for the money and if corporate influence can destroy the public library, they can destroy what you care about next. the destruction of truth is the destruction of democracy itself, having me arrested did you not solve society's problems and of course the lies cost i city money. thank you. ~ cost the city money.
6:10 pm
thank you. >> thank you. next speaker. hi, i would like to speak on the resolution to condemn the [speaker not understood] muni ads. my name is carol sanders. i'm a member of the steering committee of the bay area chapter of jewish boys for peace. jewish boys for peace advocates the equal rights for all people in israel, palestine in accordance with international law. we have 35 chapters across the country and here in the bay area many of our members live and work in san francisco and we have regular community meetings in san francisco. jewish boys for peace is very proud to be one of the 75 organizations that called for meaningful official response to
6:11 pm
the hateful antimuslim ads that appeared on muni. i followed closely other cities where the same ad have been placed and that includes washington, d.c., new york, fort lauderdale, and chicago. there have been many condemnationses and there's been creative counter ads, but with this resolution san francisco stand out in making it a matter of record that the city stands against this home owe phobia, that it stands in solidarity with the targeted arab and muslim communities and very importantly that it goes beyond words to action, to mitigate the harm done. ~ thank you very much for this resolution. >> thank you very much. next speaker. good afternoon. my name is rachel roberts and i am the civil rights coordinator
6:12 pm
for the council on american islamic relations san francisco bay area office. i would first of all like to thank you on behalf of our organization for supporting this important resolution and i would especially like to acknowledge the commitment and hard work of supervisor chiu and his wonderful staff. thank you. those of us who come from marginalized communities know that in tightxv of great fear and prejudice that it is not politically easy to stand with communities that are being scapegoated. today you have made it clear to the world that san francisco will not give in too bigtry. over the past 24 hours, we have heard from many members of the american muslim community. we are here to share their gratitude for your bravery and your commitment to diversity and inclusion. thank you. >> thank you. next speaker. the greatest miscarriage of justice was when jesus was killed.
6:13 pm
and when they came to the place which is called calvary, there they crucified him and the malefactors, one on the right hand and one on the left. then said jesus, forgive them for they know not what they do. then they parted his raiment and cast lots, isaiah, 750 years before the prophet said this would happen. and the people stood beholding and the rulers also with them derided him saying, he saved others. let him save himself if he be the christ, the chosen of god. and the soldiers also mocked him, coming to him and offering him vinegar. and saying, if god be the king of the jews, save yourself and a super description also was written over him and letters of greek, latin and hebrew. this is the king of the jews. pilate wrote a title and put it
6:14 pm
on the cross and the writing was, jesus of nazareth, the king of the jews. and the super scription of the accusation was written over the king of the jews. and one of the male factors which was hanged railed on him saying if you be the christ, save yourself and us, but the other answered rebuked him saying do you fear god seeing you are in conthe same condemnation? ~ some no worse than others, no doubt, but last week if you listened to me, we learned there are two kingdoms. there is the kingdom of satan and there is the kingdom of god. that's why jesus said the greatest sin you can commit is not to believe in him. because if you believe in him, you'll be saved. you'll be forgivenand the results of being saved is good works. he said for by grace are you saved through faith and that not of yourselves, it is the gift of god, not of works that no man [inaudible].
6:15 pm
>> thank you very much. next speaker. thank you. my name is [speaker not understood] and i lead the national security on civil rights program [speaker not understood]. i'm here today to speak with you about the muni ads. i wanted to thank the supervisors, all of you guys here today, who are supporting this resolution. in particular, supervisor chiu's office for their work in leading this work, but also supervisor kim who has been just so wonderful to the [speaker not understood] community and has always supported our work. i also want to applaud the district attorney for the distance that he's come and what he did yesterday in organizing a press conference and standing with the community to say that this type of hate and bigotry will not be accepted in the city of san francisco. ~ arab american these ads are target today marginalize the arab american community. they marginalize other
6:16 pm
communities, everyone here in san francisco is harmed by these ads. with the city speech yesterday and what today's resolution does is to work to undo these intended effectses. it works to undo the marginalization, the isolation and the harm to these communities. so, i really applaud you guys for doing that work. there have been some who have said this is giving undue attention to [speaker not understood] and we shouldn't amplify it. the reality is that our communities are experiencing these ads and for them to experience those ads in isolation is terrible. and the city has said you will not experience that in isolation. we will stand together with you. we will condemn those ads and we will use this as an opportunity to use the proceeds from her hate speech to have an impact study to look at what is going on in the community. i want to applaud all of you guys for your leadership. thank you very much. >> thank you very much.
6:17 pm
next speaker. thank you. my name is [speaker not understood]. i was raised here in san francisco [speaker not understood] most of my life. and proud member of the city. i attended the mosque located at [speaker not understood] and i am a student and i'm also a part-time worker, legal worker here in san francisco and i work on immigrant issues. these bus ads have a dramatic affect on the muslim arab community here. as a son of a muni bus driver, it really -- it affects me on a very personal level. talking to my father and hearing his reaction to the bus ads and other bus drivers from other nationalities and/or engines, so much hate and violence in our city for everyone to see has a negative effect on our community as a whole. all applaud the steps san
6:18 pm
francisco has taken. these ads are part of a pattern, a nationwide pattern of hate and bigotry that goes from different cities, new york, chicago and our city to take this kind of stance, it shows the leadership and the right thinking of our city officials and leaders. and these ads have the effect on the community which is why i stand in affirmation for this resolution and hope to see the report get funded. i hope to see this environmental report get funded because it will show the different layers and dynamics and complexities of these ads and how they result to the arab muslim community in san francisco. whether student going to the school and being bull ied by class maids, or by teachers, whether it's bus driver driving those buses, whether it's the mother going to buy groceries, this has a dramatic effect on everyone around, even the employer who wants to look [speaker not understood]. so, i applaud you for this and look forward to the next steps
6:19 pm
