it wasn't the right thing which i opposed. i don't back losers, i back winners. and this proposition is not appropriate, so close to the giants development and also because they are going to develop the parking lot with a huge amount of development. so how much development do we need on one water front to keep the beauty. let's do location location location. pick the right area for the right project. this is not the right area for that project. first of all i live at the golden gate towers. for the many years i have lived here i have fought noise noise

noise. it's unconscionable. i don't want to call the police every time they go beyond the barrier of the noise according to the police code. this is a huge problem even though it is contained in a building, there will be huge amounts of traffic congestion, noise of crowds and possibly drunkenness at events which happens when crowds get together. it's just an impossible site and i think you should reconsider this and accordingly defeat the abe washington because of the height. it is out of proportion. bigger than the freeway that was up. so, i urge you to reconsider this and give it deep thought and change the

pier 92 located on am dor street. >> good afternoon, commissioners, david with planning and development. pardon me one second while i pull up the presentation. i also want to take a moment to introduce justin from the san francisco commission who is helping facilitate this project. she's sitting in the back. as amy mentioned we are requesting approval for a contract for the artist group for the project which is

located on creek at pier 92 just north of am dor street. the grand silos were originally constructed in 1971 which is the taller set and they have not been used for cargo imports or exports since the late 1980s. with that the port and commission and staff utilizing the water front and communication benefits policy asked the arts commission to commission an artist through a standard selection process to apply a public art component on the grand silos to improve the appearance and the bay community. we have this process which includes retaining the arts commission, the arts

commission released the call for interest and qualification and on june we had over a hundred responses. the art commission screened those 135 applicants down to 23 qualified applicants. we worked with the arts commission to select a panel. we had 7 panelist that represented the port, the community artist and artist curators. rigo 23 and cameron mcnaul. and 4 illustrations they came back to us with. they had 45 displays. they were displayed at the opera house

for public comment and also put online and they presented their concept to the jury panel and interviewed about their project and the panel recommended the group of fad dad and drew gan with the work called transfiguration. the collaboration and artist groups go to 2001 to public arts commissions and plans. the strengths of the team as identified by the selection panel was the appropriate scale of the project. the effectiveness of night and day and the understanding of site and community and the desire to work with the community and the port and the arts commission to further define their concept. what i want to show is just some representative work of

theirs from other projects, this includes the entrance way to airport in seattle. this lighting displays and landscaping and signage. at the denver animal shelter they created a large sculpture out of dog tags. in the evening it's lit. and then on a water front hotel, and a storm water out fall that recognizes the infrastructure of the project and etchings on this wall and plantings describe the process of how storm water is collected and conveyed for treatment or treatment out to the water for disposal. for transfiguration,

they developed this concept for pier 92 and a series of artwork goals and what they wanted this froj project to do for this site and that can be seen from a distance as well as up close creates a gateway to the neighborhood and creates daytime and nighttime presence and created symbol of transformation. views imagery that commemorated the history and took those goals and did research on the community with which it sits in and recognize these as sources of inspiration. the wet lands, light on the water, butcher town, the grain terminals and

the native cherry plants and green way and these are just images that they drew from an investigating the community and this is basically represents a historic quote from a community activist about the balloon and the community representing a balloon and waiting for someone to come back and blow the arabic air -- back into it so it can rise again. and mural and fresh produce to the community, that leaves grocery in crispey corner. graffiti in the silos today. the creek and wet land that we have at the park in pier 92 and creek, cherries and the town and what used to be that first established the community at the creek. the grand silos

themselves and park, short birds and water falls that are common in the area. so taking all of that imagery and history, they then said what does the facility look like at night. we know what it looks like at day, how does it operate both day and night. they came up with this collage so you can see it represents the balloons at the top, the smaller circles are the cherries, the blue seabird and yellow grains, the image on the right is just another way they conceptualize it as part of the evolution of their process. and this is what it would look like closer up. very close up. how they came up with the geometric shapes. that's even closer up. this is how it looks like from a distance from the illinois street bridge. right

up close, up on the hill, from bay view, and then what they plan to do is use led lights so at nighttime they can light it up with a blue light and light up the shore birds and the he ron and cattle. this is what they use to proposal led lights and maybe the idea of wrapping some of the lighting around the south side of the silos themselves. here is an example of that technology being used on some east shore high rises in chicago on the effectiveness on the lighting. and then just to talk about next steps when where we go from today should you approve this. work wth artist they will

come down on march 27th at the bay view opera house to get input from the community and community outreach at the port and arts commission. we are going to do lighting test that evening. the evening before to make certain the lights work and project the way they anticipate and then they are going to refine their concepts on the input they received and go into design and be sure it can maintain and our engineers can approve it. fabricate it and hopefully able to install the 150th. they think they can do it and we are available for questions, thank you. >> public comments?

>> second. >> thank you. all right. is there any other public comment? commissioner? questions? >> as one of the participants in the selection process have to say we have some wonderful artist that came through but one of the things that really struck me with the team that we chose, several things. one was their emphasis on it being visible both in the day and night. which i thought was significant. we wanted to choose something that was really going to be a statement and draw for people to come and see public art and i think this team certainly represents that, but one of the things i like best about the team is their commitment to work wth community. that was one of the things that we asked the four finalist to all agree to do, but they really took that to

another level and spent quite a bit of time out in the community and really working with the community and that was something that was very significant to all the members of the selection problems. i loved all of their work and we had some wonderful artist but what didn't show up in these photos was the effect at night. it's almost like a modern day black light. so the way it works, i probably don't know the physics of it. but with the changes of the color they can highlight some of the embedded. so they are going to play with imagery and see how the lights can pull out and pop different images out and different times by changing the light display. that was appealing. it's something that would be changing in the nighttime. it was an exciting project and i

think the community will be well served by this team that's there. >> i would like to thank commissioner for sitting on the panel and thank david for working with the arts commission and doing such great outreach. it was wonderful that we had over 135 responses. it was overwhelming and shows we need to do more of it. did you such a wonderful job and i'm excited about this project and i can't wait to see the final product. >> i have a couple questions. i guess it's one panel that is going to be covering? correct? >> most likely. they are looking for painting it on and printing it on a fabric. it a

mesh fabric on top. it would be one but in the evening hours when it's dark and lit, when you light it up with the colors, certain elements of the image pops. >> that introduces another question in terms of if you use a fabric, there is a cost to it but it sounds like the exhibit could change, meaning that you can update it where it's painted? >> exactly. there is a benefit for the fabric for that when we looked at that. when we called for project we called for a temporary, at a minimum 5 years, ideally years but the artist down the road should the images start to fade over time. >> people are wanting to see something different. >> the other question i had is this a joint in terms of who is

maintaining this over time. who is responsible for maintaining and the lights going on. who is responsible for that? >> ultimately port is responsible for it but they will be a maintenance program. they will be responsible for making certain that what they install last at a minimum of 5 years again with the port being responsible for general maintenance, but the intent of this project and one of the designs and objectives of the artist was to have little or no maintenance. >> it's good to hear because i have seen other public artwork, not necessarily in san francisco where the maintenance wasn't addressed and it looked great but later looked terrible

because it wasn't maintains. it's important to know how this is going to be maintained properly and funding aside to be able to maintain it. >> yes, if for any reason the port decided they wanted to remove it, that's at our discretion. >> okay. >> thank you. again, i want to thank you. i think it's a great project and i think the design is very interesting. it's very unique and the fact that it's daytime and nighttime and the colors really pop and i hope we have something flexible so that you can for whatever reason, not just because of wear and tear that it's also changeable. >> thank you. >> one other thing that the artist thought they might do as well is something on the side. again, they were still working

in 2013. >> good afternoon, i'm with the ports special projects group here to present the periodic update on laf behalf of the larger america's team. the last few reports have gone without presentation. i'm going to present a major milestone but i promise to be short. the major milestone that i'm talking about is march 1st. it was significant because it was a date by which we were obligated to turn in the two locations.

it was going to be at pier 32. it was significant also because we didn't have marks. another important deadline, the last concrete pour was scheduled for march 1st and i submit this slide that we did in fact make the pour on march 1st. so how did we do? the base at pier 32 are complete. we have reached substantial completion at pier 39 including the cruise ship terminal. one light on

pier 32, the investment we made on that facility were highly targeted for that substantial use, rather than making long-term infrastructure repairs, where it was strongly suspected that it was capable for a few more years. other items that we delivered on time, the removal of pier 1/2 and the project is about 99

percent completed. the power crews did a great job in getting it done quickly as they have. pier 23 is ready to be energized and scheduled for this week. we had obligation for improvement for 19-and-a-half and 23 which is the administrative office. march 1st was also the date to have handed everything with the exception of a small roof where they are going to replace an antenna. how do we do hitting that mark? we've handed over completed the real estate negotiations and transactions for pier 80, 27, 29,

29-and-a-half. i want to point that we were ready to hand those over but at the request of the event authority, 30, 32 we expect to hand over in march as soon as that team shows up and ready to set up their base. the cruise terminal we expect to hand over by monday when they start to build their house and pier 45 transmitter will be handed over at some future date. that is really all on our mark. what i wanted to point out which is important our relationship with the core engineers to clean up pier 23

from the america's cup commented he didn't think it was going to happen so it was great to proving him wrong. i want to thank you for the incredible work for making this happen. thank you. >> you have done a great job. it's not really a question, but i think i wanted to go on public record to make a comment. as you know there is a lot of discussion about the america's cup and articles written. i want to say what does not get noticed in the press is that the port of san francisco has made a substantial improvement. i think you should recognize that. we have spent about $15

good afternoon. for the c 348 project. one second. thank you. first i would like to say it's an honor to be here for this presentation. we have updated you over time. i think you have heard much of this presentation before. today we hope to visit in detail some of the questions we've heard and concerned we've heard over the last several weeks and respond to those and we want to recognize that again much of this will be a repetition from a few weeks ago. if you have questions about any of those items we'll be able to answer questions. and also wh
