and then a little bit on either side around the triangle around where ocean avenue and then either side of mission on geneva, including the naples green over here. and then where you see a couple of red circles is where planning staff identified a couple of parcels that we mistakenly left out that we're planning to amend in to make the area contiguous. and so we're in the process of meeting with a bunch of the neighborhood groups to discuss this. we had a positive reaction from the excelsior improvement association and next couple of weeks we'll meet with the outer mission association and a couple other groups we're planning to reach out to. our plan is go to the planning commission april 18th for this ordinance. i think that is the overall. i would be glad to answer any questions that you have about it. >> commissioner dooley. >> most nc districts have some

limitations that require a cu for businesses to operate after 2:00 a.m., like 2-6. are you planning on incorporating that into yours? >> i was unaware of that until mr. schulman brought that up preparing for this meeting and it's something that i passed onto to the supervisor in planning to talk about. >> it would just be good, because it would be consistent with the other nc districts. >> that makes sense to me. >> director dick-endrizzi? >> in the discussion with some of the neighborhood groups the definition of "liquor store" has the discussion pretty much been around maybe corner liquor stores? that type of liquor store? >> we received some feedback from the police department about specifying the specific license numbers, and leave in as legislation is currently

written it says simply liquor stores and that the police department that we specify type 22 liquor licenses. so our plan is to make that amend to specify by the liquor store license number. >> so that is are the time 21-22, are you good at those? are those full liquor license off-sale? >> it's off-sale for full liquor and beer and wine only, i believe. >> so any discussion that with doing a complete -- i mean i understand the first one in terms of keeping something in place as you do a new one, but what happens when you to a complete? under the code here it says it's not permitted or is it not permited with certain conditions? >> i believe it is not permitted, period. but let me find that. that is on page 8 and 9 of the

ordinance is where the off-sale liquor prohibition is specified. so no new liquor store uses are performance in the district and the police department's recommendation was too amend that new liquor store uses to new type 21 and type 22 licenses are not permitted in the district. so the existing liquor stores would still be allowed, but no new licenses would be allowed. >> right. that means it prevents any opportunity for a more specialized type of -- >> right. >> liquor store from coming in. the residents may want? >> yeah, i think that is something that we heard from livable cities, maybe incentivizing a specialty grocery store that allow them to have a liquor license, if they were replacing an existing use, or if an existing liquor

store was going to transition to something that offered fresh fruits and vegetables in addition,? i think we're open to that. i think it's something that we have to look at and amendment to this. i don't think we have anything drafted to define what would be a good liquor store use versus a bad liquor store use. if that is something that the commission would like to semiconductor i can definitely take that to supervisor avalos and come back and look at that. >> commissioner dooley. >> what about attrition? is liquor stores close is there a provision to replace like with like numbers? do you see what i mean? >> i understand. >> all of a sudden there would be hardly any. >> right. the provisions allow for liquor stores to relocate within the

district. but there is no provision for them to be replaced. they could be sold. you could sell an existing liquor store and that could be sold to a new owner that could overtake the new license, but if they were to fully go out of business or license expires there is no provision for replacing it in. in practice, the liquor store license would be a valuable commodicity that the owner would like to sell to a new owner and in other situations like that, that is the usual practice and there hasn't been much attrition of licenses. i don't know if that is something that has been experienced elsewhere, but as far as we know it seems to be fairly self-regulating in that way. >> thank you. >> i just had one quick question. and i got confused here when i first read this because it said

"outer mission," on your map with geneva and the persian triangle and outer mission, i always think of the outer mission between cesar chavez and silver, that section right there. >> right. >> and i was wondering why you didn't call it the excelsior? because it is the excelsior district? >> yes, that is a good question. i would have to check with supervisor avalos. >> it is outer mission street. >> right. >> and i get that after you showed me and i looked at the map and looking at some of these others and most other neighborhoods do have the street name except for the inner sunset commercial district. and it's more out of curiosity, because i like that you are doing that. because that neighborhood is really changing awfully quick. and i have a business down there, and i'm amazed of what

is all going on down there. so i think this is actually a very good piece of legislation. i was just wondering on the name. >> that is a good question on the name. it seem like different people have different definitions of inner and outer mission and as you referred on that south of cesar chavez as outer mission and i know in the neighborhood a lot of people refer to -- think of outer mission as starting below the freeway. >> right. >> as you said, that could be considered the excelsior. >> it's mission does street because it goes all the way down. >> now that you mention it, it would be a good thing to survey our community groups and see how they self-identity? is it outer mission or excelsior? six of this or half dozen of another, i'm not sure what would be the clearest, but it's definitely worth considering. >> any other commissioner comments? let's take public comments. do we have public comment on item no. 8?

seeing none, public comments is closed. commissioners, do we have any recommendations? >> director dick-endrizzi. >> commissioner dooley just looked at me. i think perhaps with the liquor licenses being able to be transferred, you know, that may sort of resolve any issue of a new business coming in. it may or may not, you know? but since licenses can be transferred amongst the district, that can handle some of that concern that i had. >> has there been any negative objection to forming this neighborhood commercial district? >> not that we have heard. there has been some discussion what the specific details of

the parking provisions should be? and the one provision i didn't mention was the medical cannabis dispensary restrictions, where as its written medical cannabis dispensaries are aloud, but must be within 500' apart from each other. and that was something that a lot of neighborhood groups had been requesting. there was some discussion about what the proper distance is? we proposed 500' and the improvement association came to agreement with some medical cannabis dispensary in their area. the police department and excelsior district improvement association have recommended 1,000 feet. so i think there will be some give and take on what that appropriate distance is. that is basically the only criticisms or concerns that we have. as far as creating the district, everyone seem to be very supportive of it so far. >> are there many of those dispensaries out there?

>> i believe there is one currently in operation, and a couple more than have been proposed. one of the proposed ones is on the block of the current one. there have two cluster, basically north to silver and just south of geneva where they are allowed. so supervisor avalos is supportive of medical cannabis dispensaries, but after hearing the concerns in the neighborhood about not wanting to see a dozen of them go in on one block, he thought this was a good compromise to allow them, but not basically more than one a block. >> thank you. >> this seems to me as though the general consensus is the desire to be able to form this new neighborhood commercial district. >> i think the excelsior deserves it, you know? . >> yes >> so is this one you need a motion on? >> we need a motion.

>> commissioners. >> welcome adam. >> i would like to also acknowledge my two co-chairs of the san francisco small business week committee, president adams. >> speak a little closer into the mic. >> sorry. acknowledge the two co-chairs of our san francisco small business week pc president adams and leslie. thank you.ly talk about the 9th annual san francisco small business week and thank the commission for its continued support throughout the year both financially as a sponsor for the past few years and allowing both commissioners and the office of small business staff to participate on the committee. without your support, we would have never grown to be the largest snag small business week in the committee and with more than 4,000 people

attending the event throughout the week. small business week's goal is really to convene the small business community and to celebrate the impact that they have on our community, trying to acknowledge that and bring that into the conversation. and we also try to give back by creating educational and networking eventsed. before i go on, i just wanted to share a few comments. as we began our planning for 2013, we solicited from our email list, some comments both on the attendees' past experience and how it's impacted their business? and kind of the things that they would like to see? a few of those comments when we asked if you attended san francisco small business week in 2012, did your business benefit from attending and if so, how? yes, excellent training, great networking opportunities.

great ideas, great information. yes, i attended absolutely my business was improved. i met incredible vendors, mentor and resources to tap as i go, clear, precise and helpful and timely information regarding the business of doing business. and increased self-confidence as i realized i knew more than i gave myself credit for as an entrepreneur. and my favorite one is, "yes, i was not aware there were so many organizations that would help people to start a business." so we feel really good that both from the surveys that we do at the end and the information that we got out of this survey, that we're hitting our goals. our theme this year is "small business shaping our communities." we use this frame to promote dialogue through social media and public relations and we welcome throughout the process any suggestions that you have on how small business does shape the community to include in our

marketing and pr. so we really consider ourselves having two elements of our programming campaign. we have a public advocacy campaign, that is 45 bus ads that were generously donated by the mta. we have full page ad in the san francisco chronicle, and in the examiner, and others. and all of these are about creating the dialogue around our theme of the year. and we highlight local small businesses in the ads. and also used the opportunity to thank our sponsors. this year, we have four small businesses featured on our bus ads that will be run from thing beginning of april to the end of may and those are markets book of san francisco, pinkie's bakery and meter williams pollack, llp and merchants china in chinatown. so these

businesses and a few more that we have not taken photographs of will be featured in a wide range of public advocacy that we have going out . we have an arrange with career channel, where we'll have 80psas talking about small business and small business week and trying to raise the dialogue. so that is kind of what we do, outward facing to the general community. the program that we do, we really try in this day and age of very limited resources we try to be very targeted and focused on applying the eventss, the networking events and the educationally opportunities to small businesses. and so we have the public-facing advocacy work that we do and we have our educational and networking events that really target small business owners. the event calendar this year is monday, may 18th and the

board of supervisors award ceremony and mixer. on wednesday, we'll once again hold the san francisco small business conference at sf state downtown campus with 52 free workshops for small business owner. on thursday, we hold a private awards ceremony for the mayor, the sba and several other organizations who give out some awards to small business. and we hope all of the commissioners will be able to attend. and on friday, the san francisco economic development alliance and small business week will hold a mixer. saturday, the office of small business gives out sidewalk fee waivers for local neighborhoods to hold sidewalk sales. to-date we had a record level of sponsorship and again, we're very appreciative of the sponsorship of the office of small business and the

commission; that underwrites the space at sf state downtown campus every year. to-date our sponsors are wells fargo is our sponsor and sfmta and vertical response, visa, t-mobile, chevron, keizer permanent,hurst media, the san francisco business times and the bay reporter, et cetera. again we're very excited to continue to work this year. and two ways that i wanted to let you know about that we can use your help before i take any questions that you might have, one of the things that we really pushed this year, in the

past most media sees the small business week as an aevent. so it's very hard to drive the dialogue and we starting last year really started generating our own content and doing interviews with small business owners and small business experiments, which we populate on social media, to really help drive the dialogue. we're put on what we're calling our "wisdom blog." so small business owners can talk about the things that they have learned through the years and we can share that and hopefully if we use that to show how hard it is to be a small business owner and how rewarding it is as well. and so, we have an email you can forward to any successful business owners that you know, or if you would like to fill it out, we would welcome any suggestions for that. and again, we will be recruiting restaurants, the flavors of the san francisco, again, soon. and we would welcome any support for new restaurants, who you think might appreciate

and definitely appreciate president adams and commissioner yee riley for last year helping get so many restaurants last year. i hope they had a good experience. >> commissioner comments? i would like to say for the record what a great job, adam, you have done with this. you are the driving force. i also want to recognize leslie malloy from the chamber, because a lot of these donations, i know she was respond for. leslie, i want to publicly thank you for all of your hard work in the success in this. it's a real testament, and also, i would like to recognize director dick-endrizzi, because she has been involved in a lot of these metings and also, i would like to recognize jane gong, with the office of small

business because she has done a lot of work in preparing for this and it's really the premiere small business week in the united states. this is a big country, so i just got to say to adam and to leslie and to regina and jane, the team, what a great job. our reputation in this is awesome. and it's a testament that in the fundraising and i'm just going put it out there; you know, they are coming to us now, which is great. i just want to say thank you to everybody. >> thank you very much. we have an amazing committee of small business advocates who really take this opportunity to as leslie once put it, come together and only talk about the positive things once a year, where we're not worrying about all of the challenges that surround small business. we can take a moment and

it's great because we have an opportunity to use small business week to think about how can we -- we're already sort of having discussions about can we -- with may coming and sort of the launch of -- can we utilize that to start doing education and outreach around gross receipt and the affordable care act and knowing that we'll have much more attention and profile, and businesses paying attention to what is happening to help get some of those signature things, and be able to provide some education and information about these big signature items for businesses to be dealing with and complying with in the next year. so it's helpful for our office to know that we, in addition to everything that we're doing for businesses have that opportunity to utilize small business week for. >> and it comes the week after
