process right now. with the expectation that renewed applications will be before the board in may but back in april. so welcome back the bay area program we created the infrastructure project. we want to create a small portion of funding to be sure that if these are in a small scale, we wanted to set those aside. we have three projects moving forward in that program, one is long fellow elementary, the other is art low elementary, that promising is within the china town phase four project. the next 4 projects on your
9:31 am
screen are projects that all scored very well in terms of being multi- modal and approximate access and in terms of project redness. gist to give you brief updates of where they are at. the broadway street project is before the mta board and they are working through their secret clearance and hoping to get that cleared as well. they will return to this committee and most like lie along with the bag final recommendations in may with design for the project. the masonic street skate project domestic violence and sexual assault an old older and other pieces of the project. mta is work to go work to go reduce
9:32 am
the project and look at what cost a little bit lessor be taken out and m t s an also looking to help offset what is being requested here. >> can i just ask you is there any danger that that may delay that critical project because of the pedestrian safety concerns and the depth on that street. is there any potential that that funding mechanism may delay it? >> sure. i will have josh come from the mta to talk to you about that process. >> good afternoon, jonathan with the mta right now we are in the process of investigating moving forward with the second issuance of the revenue bonds. these aren't voter approved.
9:33 am
it's operating within our budget. we are looking at projects and also looking at the expenses of our current revenue bonds to make sure those dollars are spent before asks for issuance. including the projects are on the list for consideration on that funding. in the positively we were hoping we would go into an issuance in advance. we would be able to start the project sooner rather than sticking with the oh bag schedule in starting in january 2014. we are investigating some other option through prop k to at least begin the design for the project now because really where we are is the project has legislated and on hold until we start the design project and start the construction. we are looking to find dollars in place to start things sooner. i
9:34 am
think oh bag is the thinking in the schedule we are looking a >> thank you for the explanation. i know in my district people are really anxious to make sure we start as soon as possible. thank you. >> just very briefly been bvr before i go on, all those funds are available through 15, and 16. the next project is the bike and pedestrian portions of the entrance bay terminal project phase one of that project. this project is virtually complete with design. they have their clearance again and this is part of the whole phase one terminal project. gpa reports that it's gone up by $2 million
9:35 am
and they are need to ing to fill that gap. the second street project, dpw completed the planning process but they would like an additional community meeting that will most likely be scheduled in april to address ada issues and access issues around the cycle tracks. i think the second street team is really working to see if we can create more citywide policy on if we are continuing to have. what can we do? >> i hope there is very careful planning for that one to avoid concerns by so many people on jfk drive. >> also the environmental team is moving forward and work to go figure out what type of
9:36 am
environmental clearance would be needed. there is a chance that is required which is called a focus vir, on transportation issues along second street corridor. we'll have a better sense of the timing and how long that process would take bearing in mind the 3 year windows from 2013, 2014 and 2015, and 16 time period we have. there was a prop k request from the s f t a in january as far as planning and engineering work. they have gone through 2 community meetings. i believe the last meeting is tonight to discuss projects and come up with a preferred alternative.
9:37 am
this project would go under the recreation and parks. they are work to go make the project more ready. the next project is project plaza i am improvements. the oh bag application was really focused on the north and south side of again geneva. the north side can me is working with bart where people access the station of the north side of geneva. so battery bart would be moving forward on the south side and they would like to wait on canopy and in lieu of that put a bus shelter on the south side. what this
9:38 am
would do in terms of moving the project forward because of the timing of the area funds, this would advance the project about 9 months. looking at the schedules but in terms of funding availability to bring the project forward a little bit. the final two projects the -- commissioner avls. yes, very quickly. the blue project, this will be coordinated with $3.6 million project. this is not a lot of planning and design. we understand they are trying to move forward and start some of those discussion. we'll be looking at our prop k program to see if we can provide some
9:39 am
of the paving funds. finally the 24th street bart station the northeast, southwest plaza, the construction is upgrading the plaza area. the project didn't score as high because it's a focus plaza. improvement as opposed to being a multi-corridor project. the next steps again, april 29, we'll 11 oh bag application and may 22nd we'll go through our process and the authority board hoping to get final recommendations to the mta. with that i will take questions. >> thank you just a quick
9:40 am
question to the projects. the way you talk about corridor was different from balboa where the latter 3 didn't score well, man sell didn't say that. we are still in the design phase to discuss. i'm really interested in seeing that this can get funded and how can we make sure that actually happens. there is a great deal of support from all around maclaren park to see some major improvements here. what was the liked likelihood of that. >> i would take to you page 65. the table that outlines the projects. you can see right now with the funding amounts that are requested we run into a deficit at the 2nd street project. if we work on the
9:41 am
other funding sources for masonic, for example, the revenue bonds and cost reduction at a helps us get a little bit more towards the second street project but we also have to address the segment ability and the projects to be able to provide to the man sell project. that's what we are working on now. >> i want to reiterate a promise you made a few months ago that we intend to come to see you to fund all of those projects. the response has been very cooperative. the prop k update will help us a lot and a huge help is the masonic, the shear size of it is so big. the mta is aware of the size of it and hope we can find more funding. i hope we can spread the love around to receive the needed equity.
9:42 am
>> great. i will hold you to that >> i did have a question. my understanding is that there is 2 million in transit planning funds that the mtc as granted to our planning department and wondering if we can request handout you the planning department is going to prioritize that? >> sure. the transportation authority is working on what is called the pda investment and growth strategy. we use different acronyms. investment studies. that will set the framework for those investment of pda funds and we'll come before the board to discuss that and all the pieces it touches and it touches on the transportation plan, the 5 y p p and a lot of the different things we are looking at. we
9:43 am
should be back in april. >> okay. >> thank you so much. seeing no other questions, let's open up for public comment? who would like to speak? anybody? >> seeing none, public comment is closed. so, thank you so much for this also informational item as well. >> miss cheng, item no. 9 we are going to propose to our next meeting. >> is this okay that we defer this to the next meeting? >> absolutely. the packet information is very informative. >> please call item no. 10. or actually for item no. 9 we need to open it for public comment.
9:44 am
anyone want to speak from the public? seeing none, item no. 9 is closed. for public comment for no. 10, no comment, seeing none, public comment is close. miss cheng is there any other business before us? . thank you, everyone. meeting is adjourned.
