looked along and hard at this issue as well. as a student of the community source energy program and what it can work is what i have learned is that the key of economics is the ownership of generating capacity. i have looked at the regional munis, they have a different economic context and legal context, but if you look at the generation side, the key to the great rates that the munis are able to offer, they own their generation capacity and they have invested in that. it a long term investment and that's really key n this day and age, a climate stage is important as a source of energy generation and in to vest in that cleanest and cheapest energy and a local build out is key to a locally fantastic to energy efficient programs. the

achieved rates that are comparable to g pvment g and e. i demand the prioritization of the local build out not only to bring jobs and money to our economy, but to help us develop renewable energy resources and update infrastructure and bring more energy independence. to me that's what's invite a vital in creation of the plan to reduce carbon emissions. so let's be a model to other cities, rest of the world and make a strong program that is efficient from fossil fuel to clean energy. >> john with the sierra club, been a supporter for this program for a dozen years or

so. we are here because we want to make this program work. right now we are concerned, it's great to hear that you are going to study the rates, but the opt out rate and the rate, the cost is key. san francisco right now what is being proposed is going to have the highest premium in the country for cleaning energy in any cca in the country. if several cca's across the country, the green energy alternative is lower than what the utility is providing, not higher, we are talking about twice as high. cincinnati, there is an average savings in their cca of $133 per year. marine clear energy who we like to point to as a success story, they are 1 cents of kilowatt hour. we are talking more than 7 cents of kilowatt hour. this is a

hundred percent green energy. this data is on the department of energy, us department of energy. it's very reliable on the web. the reason we believe for the san francisco's extra ordinarily high plan, it's very -- when we say the plan later, i bet when they did their planning first. we urge you to look at this more and get a rate that is not going to have a 50 percent opt out which is extraordinarily high. thank you very much. >> thank you . next speaker.

general manager that it's not a question of whether you have an appetite for a robust build out but rather that you have been told to create a robust build out. it's not your option to say no because the legislation that was passed says, yes, do it. so thank you very much for reminding our p u c that it's an essential and not a choice and to commissioners as you move forward i hope that you continue to demand a robust build out. i think you have heard from previous speakers from around the country. those did not happen because they bought renewable energy credits but because they have their own build out programs and as consultants who have been working for you have said if you start building out, you

have less rates. the way you get low rates is by doing everything together, not depending on a fossil fuel company and passing them on to you. there is a route, we are concerned why there is not a plan all ready to go venlt . we thrilled that you will come up with a plan is. we are concerned that you will have the plans in january. we are hoping to start the program as soon as possible. you have the staff and very competent and we expect to you develop a plan that will tell us how to move forward with a build out component that will lower our rate so when this program starts people are not opt out

because this maybe a rich city, but money is money, when people see a big bill they are going to have questions whether they want to pay that and they'll go p g and e who also is green. we need this to work. get to work. thank you. >> good afternoon, supervisors and commissioners, my name is tom don a. i think we neat -- need to have energy comprised with the earth so therefore we can only sustain a certain amount of abuse. the earth's population is growing at a rapid rate. it now approximately 7 billion people. the earth sustains life so we as people must protect it.

we need energy to drive economies so that energy needs to be clean. it must be created and distributed minimized environmental impact. the son is the world's greatest natural power source. we need to embrace it and utilize intelligently it's fast potential. perhaps this is a question of leadership. as a society and economy, we need to remove the shackles of the past and create new ways of conducting business and generating clean air for the future. thank you. >> good afternoon commissioners, eric brooks represent it is clean air -- in our city. so it's very

encouraging to hear some really strong words from some of the commissioners to demand a real build out be planned and soon. but we've got to make sure that we have a customer base which provides enough funding for that build out and this is where we get back to the survey. the survey shows that 50 percent of the people polled would drop out and that would drop out half of the customer base we need to do the hundreds of mega watts we are talking about to produce a real build out program and put people to work because and what's especially important is under the current set up with the current rate, you have to roll the program out to a couple hundred thousand people and then a little more than half will drop out so you get the ninety thousand customers to

start the program. that little more than half will come back for 18

>> you need customers but just like the water improvement program, like when you build a bridge. you don't start out with a few customers, all right. from the minute money of these little customers we are going to build a bridge from that money. you design the bridge and you get all the drivers in. that's what you need to do with this program is plan a program that is going to have a low enough race rates so all the customers will join and put people to work in the

city. >> i'm on the steering committee of the local community alliance working for clean energy in the bay aerj area and i thank you for the time. one of the areas is global exchange where i have worked for many years and have had the reference of going into a community aggregation program here in san francisco that we know is clean power sf. cca's are the most powerful tool that local government have for significantly accelerating local clean energy and jobs. and really making that difference. clean power sf, can bring us clean energy. it's economic benefit at competitive

rates for all rate payers. it can do that today we are striving with the program to get a well designed plan to get us there. and unfortunately we see some proposed courses of action that are attached to very high and not to exceed rate that would not lead to a successful program t environmental worker and social group to get us a program that would give us local clean energy and green jobs benefits, we only will accept a program that really meets those basic goals and a program that would under cut a program that will get to those goals later. a program with high rates and opt outs and will harm their reputation.

other cca 's have been meeting those goals. it doesn't do m uch to undo the bad reputation of high cost and high popularity and high opt out that will fact other cca's they have then roment and people opting out. it's a very entrusted mechanism and over 50 percent opt out will undermined and violate that trust. we have been work ing to get us there. it's critical to achieve this and setting sites and developing the financial model so we can get to a well designed plan and submitted

criteria for what that plan needs to en compass. we are ego eager to support this plan. >> i'm karen babbitt. a resident and very excited about this program and thank you for all of your work. i know it's been a long road. because i'm so excited about this is i want it to succeed and want to focus on one main thing and that's the rate. in talking with people over this over the years, the cost issue comes up all the time probably because of the group of people i hang around with. i want you to keep that in mind, keep in mind

recruit and employ. 2, how many jobs although program create, 3 when and where will these jobs be created. thank you, we look forward to hearing the answers to these questions this afternoon. >> thank you very much. next speaker please. >> good afternoon, hunter stesh, 1245 and stop the shell shock. three things i want to point out very quickly and clearly. item no. 1, we represent workers, 1245 represent workers at 28 different utilities in northern and central california. they include p g and e but also 27 others. as those 2 utilities we have about 1100 members generating electricity and we have about 750 or so at the

other utilities generating electricity. those are 17-1800 jobs and you are contracting their work under this proposal you are contracting their work out to shell oil. that is our objection. there is no misinformation, there is no uncertainty, no lack of clarity. this is a contract to shell energy to provide electricity. pure and simple. that is our objection. those are jobs. people want the work and we want control of that energy here in san francisco and in california as a whole. not out of state contracts to purchase electricity. the other two items we heard today again, there is no plan for a local

build out. commissioner mentioned it, rate board members mentioned that. he said it just right because it's our concern as well, if this plan doesn't work and we are stuck with a contract with shell, that's work that my members do that no one else gets the do. that's our issue. and finally, again, using -- moving money around, creating, using a reserve fund as collateral which is what i heard to permit bondings capacity, it's not such a good idea from utility perspective but that funding amount doesn't occur until the end of the shell contract. that is our fundamental objective.

you fore stall all the work all the good that can happen by signing the deal with shell. that's the issue. that's what people are saying, that's what we are saying, it's not miss formation and not pvenlt p g and e's information. we all have the same message, plan and execute a local build out and then you won't have any issues. thanks very much. >> next speaker please and anyone else who would like to comment please lineup along the aisles. >> good afternoon, i want to thank pc commission for all of your hard work, not just today, over the years and the staff, and obviously there is a lot of work going into the issue of clean energy. i think the one thing i want to say was listen to the questions and discussion is i think that certainly you will hear from the commission

francisco bay area currently employing 65 people in all clean energy wefrment currently building out a little bit over 3 mega watts with clean energy resource by the end of this year in san francisco and very active in the go solar program and very spupt supportive of the program here as well. i would like to offer suggestions for jobs and create additional fundings for the build out here in san francisco. the first is all of the recitizenship pients. recitizenship

recipient has a build out program that is also benefiting the cca. there are numerous details around them to detail, but if you do something like that, not only will you attract customers to the cca, you will create more direct jobs and create a growing fund creating growing amounts of clean energy in san francisco. thank you. >> thank you very much. any other member who would like to comment? is the person coming quickly to the podium to be speaking? anyone else? >> good afternoon commissioners, a quick point on the last public speakers proposal, eedey with the by like defense. rejects that prior proposal, they are very

clearly 2 different programs and sierra club as joined in this position as well. thank you. >> thank you very much. any other member of the public who would like to comment? seen none we will close the comment. i would like to thank the public for being here as well. clearly we have a lot of agreement about what we want this program to do. we want it to create clean renewable energies, we want it to be robust and we want that to happen as quickly as possible wechlt -- we have questions about how long it will take to get there. we hope it will be brought out in a short period of time. i actually for the presentations we had, the survey was very informative

about how we are going to be able to keep, retain a lot of customers in the program. 47 percent i believe was before we talked about a build out of 47 percent of people who would want to stay in the program is very significant. we weren't trying to look at a vast majority of san francisco. and it's encouraging about how this would turnout. we heard from the rates board members and the rates being sound and fair. how do we craft the rates that are going to lead to customers setting in as much as possible as well as having money left over to build out. next time we meet, i want to encourage we meet again as a sflafco with

the public utilities commission that we get an actual vote the not to exceed rate moving forward and that would give us some certainty about how we move forward for a planned build out. we also heard a lot from commissioners about a plan if not outlined if not planned for the build out and we could not wait longer than the next meeting between if we can have a joint meetings by the end of april to have a report on more concrete build out plan. i think part of that should also look at the different scenarios by the next meeting. clearly, we really want to have a great deal of certainty about how we get to our build out as quickly as possible. there has also been discussion about
