>> first call roll please. commissioner lee, hyde, perez, commissioner akers? we have a quorum. >> thank you. i have one comment. members are able to address the subject matter with respect to the agenda items members may address the commission for up to 2 minutes at times the agenda is called. if you wish to address the commission on that is not on today's agenda, now is the time
12:04 pm
to do it. >> good evening, commissioners. i just want to comment on a recent meeting i went to that was held at monroe lounge. i go to a lot of community meetings. this was effective because you have residents, group and even the d. a.. you have discussions about safety and the broadway corridor collect ively is going through another revitalization. i want to say this, i'm encouraged and i see great upside to broadway because all
12:05 pm
the stake holders that shared in that meeting weren't pointing fingers at this meetings. they were saying how do we move towards a solution and i just want to say we'll keep everyone in tune with that as we move forward but i just want to say i was very pleased with it. thank you. >> thank you. >> any other people want to address, seeing none -- okay. one more. >> good evening, i just wanted to express our gratitude for then at the n at the same entertainment commission. thank you. >> thank you for you're comments. >> okay. moving along. item no. 2, i will need a motion to
12:06 pm
continue the minutes. from march 5th. >> i move to continue the minutes for march 5th. >> okay. do we have a second? >> second. >> i know some of you may have to abstain. commissioner lee on a motion to continue. >> okay. you can vote to continue it can't you? you just can't vote to approve them. >> this is a motion continue the minutes for march 5th. >> okay, item no. 3, report from the executive director.
12:07 pm
>> we have a really full room commissioner so i'm going to be brief. i wanted to update you on two pieces of legislation that i have been briefing the commission on during the last two months. first is the polk street tobacco legislation introduced by president chiu to basically create i suppose call a moratorium on the license for the corridor. the item was amended and the relevant amendments included the removal of the conditional use requirement forren at the same time -- entertainment at and there were a few other amendments and the supervisor chose to leave the moratorium
12:08 pm
ban on liquor license for 5 years so it compromises the office. it didn't move due to administrative oversight. it will be back in front of committee on april 8th. the other piece of legislation that i handed outlast meeting was that file 130182 which is amendment to the police code 1070, if you need another copy, please let me know. the plan is to request the president agenda discussion of that for april 16th. supervisor wiener who is a sponsor of the legislation will come before you on that date to talk about a piece of legislation and answer questions. so, that gives you a
12:09 pm
couple more weeks to read it. if you need another copy please let me know because it's relevant to a meeting with do with this commission. the next thing i want to do is introduce blackstone as our new deputy director. please welcome cammy blackstone. if you have not worked with her downstairs on the second floor, you will work with her now and she started on march 18th and she is sitting right where nicholas is seating. that is her primarily responsibility. i am extremely happy . the last thing i want to let you know is update you on the 330 situation. early saturday morning, march 23rd, a shooting occurred inside and outside of nightclub. after
12:10 pm
determining the emergency powers to keep the club closed for the balance of that weekend. on march 25th, that monday, staff met with the owner and manager and sfpd and at that time they agreed to surrender their entertainment permit by the end of the day. we did receive that and that was sent to all parties concerned. 330 richmond has been closed and we understand that location will be a full restaurant and no longer be an entertainment venue. there is a lot of media on that. hopefully now everyone is clear on the exact situation and we can move forward. that concludes my report. you want to pick it up from here? >> commissioners again we do have a full agenda and full room. i will keep it brief. quickly saint patrick's day
12:11 pm
which was march 16 went off pretty well citywide. this year the saint patrick's parade was on a saturday. when the day rolled around the city was partied out. so saint patrick day itself was pretty low key. nothing major incident wise and the city was relatively pretty busy, lots of deployment from sfpd and everything was handled pretty well. a list have -- of incidents few that i will mention, 3130 mission mission incidents out of this particular menu. we've
12:12 pm
already started talking to mission statement about this with a plan of action for this particular venue we've also reviewed the ownership and management as well and we'll meet with them next week and report back to you any changes and what our point of action is. also, we've also done a few other things as the commission knows last time there is a permit for a raz room. we did test that location. the first night we issued the rest of the permits for the week and we did receive no sound complaints. that went off fine. there were no sound complaints at that week from the venue and the neighbors over sound. they did
12:13 pm
take care of business and it worked out for the best in the end. everything else you can read pretty straight forward on the sheets unless there are questions. >> questions? no. questions. any public comment over the directors report? seeing none. >> i have got one. >> i'm sorry? >> it's really more -- i'm jose segway, i run a place that runs country rock. i'm a frequent visitor to the clubs and i have been here before to talk to the safety committee about the subject of violence in clubs. and i think what i really have to say is quick and simple. i
12:14 pm
think it's a shame that it happens. it does take place. we are all aware of that, but the priority and the degree are matters that concern me when this subject comes up. it seems to go violence in clubs seem to go together like pit bulls and attacks. when we go out to clubs, when this comes up we don't get to hear about the violence that doesn't happen in the clubs, night after night, thousands of people are in a hundreds of venues having a good time and that one person would come by and make trouble, i think really reflects more on the people than the nature of club life itself. so i close with just one thought that i shared with the public safety committee and would like to share with the entertainment commission. it's a question, multiple choice, where would you be safer, a munis, in a
12:15 pm
high school, in a crosswalk on 19th avenue or in a club? >> thank you. >> i'm here with the examiner today and if you did catch the -- i hope to answer that question. in this paper, the examiner there is one bullet injuries two passengers on a munis. with that, i mope -- hope we keep all public safety within interest and safe. thank you. >> all right. seeing no one else we'll go to item no. 4. comments and questions? good
12:16 pm
evening, commissioners, steve matts, central station. it seemed to have diluted the party goers. we had parties block parties on friday as well as saturday and sunday. looking at the reports, we really did pretty well. by sunday people were pretty tired out. so they went out friday night or saturday. we didn't have a huge wave of violence so it was a big success. the biggest thing we have seen lately is there is a big uptake in the thefts, one
12:17 pm
in the parlor, one from the rec's room, cafe royal, penthouse as well as the saint patrick's day. bringing your awareness into this when people come out to the club to have a good time and they are losing their phone or wallet, it can go up to a thousand dollars that they lose. it can put a real damper and we are trying to bring awareness to look out for the theft. it's pretty hard to catch that. i know the ruby sky was putting a lot of attention to it and they were able to catch a couple people about 6 months ago and that worked out pretty well. another incidents a large fight on march 9th about 20 minutes to
12:18 pm
2:00. we had uptake with the commissioner and there was a notice of violation earlier about a week ago with a large number of people in the street yelling and screaming at 2:00 in the morning that doesn't make anybody happy as far as the neighbors that have to put up with that. i believe it was on a sunday night. there was a fight on 530 jackson at 2 a.m. and there were fights that were not associated with clubs. >> i have a question about that. do you know how many of them are tourist and how many are local by any chance? >> i didn't break it down. i can look into it to see if there is a correlation. i couldn't speculate.
12:19 pm
>> okay. anybody else? seeing none, thank you. officer, is there any comments on the police comments and questions? >> okay. seeing none, go to item 5, hearing and possible -- okay item 5, hearing possible application for permits under the jurisdiction of the entertainment commission and i have been reminded the fire marshall requires the door not be blocked so if you come to this side of the room we would appreciate it. >> thank you. 5 a, patty west, dba slate bar, 2925, 16th

street. >> this is for 3. so you would like to apply for place of entertainment permit and extended hours permit and this is a former liquid, former soem, there has been a location there for some time. the neighborhood is pretty well aware that it's the kind of venue that will go there and the merchant has done business with the mission statement. mission statement has provision that will list in the packet. after that commission staff has not received any communication or any concerns regarding this permit. >> hi. you want to tell us a little bit about your plans? >> i took over this bar a couple months ago as the
12:21 pm
management was still in escrow pending this hearing. we hope to have karaoke one saturday a month and we may do dj music on wednesday as well. we are going through the security requirements on the police department and we've got the security company working on these policies. the one about the visual recording we are still working on it. we are still trying to figure out which video system to use. so i'm hoping to have that up within 30 days. we are also in the process of installing the sprinkler system and that takes 2-3 months. we are waiting for
12:22 pm
permits. that is why the fire and zoning inspections are not approved until that passes the system. >> okay. have you received the stipulations provided by mission statement and are you in agreement with all those? >> yes. >> okay. >> we are also willing to withdraw the extended hours permit because we don't actually use it. it's something we applied for because it was continuations of the previous club. we don't plan to operate after 2:00. >> okay. any questions? >> other than the merchants associations what other outreach have you done? >> we posted a notice on our front window for the neighborhood meeting over 2 weeks and no one came. we had
12:23 pm
zero complaints from anyone at all coming by the complain about everything. we are very conscious of the neighborhood. i quit a corporate job to do this in the community. we do a lot of fund raising, that kind of event. 826 valencia did an event at our venue. we are trying to be a part of the district neighborhood and be a neighbor. >> where did you post that notice? >> at the front door, eye level. >> i have one, on the sprinkler system , are they requiring you to put this in or are you planning to expand your capacity. because once you do
12:24 pm
this, the fire department will allow to you increase your capacity to a certain amount. >> both. it started with the previous owner but never completed. >> do you plan to go up? >> we plan to go to 182. depending on the processing completed by the fire department. >> okay. yes. on the application it says that you will do outreach to neighbors. what do you mean by that? what kind of outreach are you planning to do? >> i would like to start hosting things with local neighborhood businesses. we have a relationship with commission boeing house and i would like to establish business with other local businesses to host events concurrent with our business
12:25 pm
venues. >> are you looking into business organizations as well some >> absolutely. i just moved into the mission myself 6 months ago so i'm still trying to figure out where they are. >> i'm going to make the suggestion that you contact your supervisors office or go to the website that has all the neighborhood business lotions. most of the complaints we hear are by noise and crowds. it's imperative if you are to fit into neighborhood fabric that you reach out to community organizations or not for profits in the area things like that. >> okay. thank you. >> all right. no more? okay. one more. >> on your security plan i don't have the details on your situation. how many guards do you have now?
12:26 pm
>> 2-3. >> if you go to 3. >> it will be 3. all right. >> all right. you can have a seat. is there any member of the public that would like to address this application? >> i'm sorry. >> forgive me. >> how are you. i did approve. i met with miss west coming to the best urgeoning district whose rapid growth is hard to keep up with. the mission seems to be exploding. having gotten a tour, i feel the space offered a nice alternative to the neighborhood. misswest really has her ducks in the row. the commission before you
12:27 pm
they are standard and focused around a safe operation and security inform that neighborhood it's 16th street between mission and south van ness. it's a very trying neighborhood and we feel that security is very important and she has agreed to the conditions having seen them and is working towards meeting the requirements that we asked. so we are in support of miss west and her operation. >> thank you. >> okay. now anybody from the public wish to address this application? okay. seeing none i will entertain a motion from the commission. >> i would like to move to approve this permit with a change to no. 3 where it says the management is responsible for 50 feet around it and good neighbor policy which states a
12:28 pm
hundred feet. if we can have it say management, strike the 50 feet surrounding and leave it with a hundred feet that is stated in the good neighbor policy. >> okay. >> i second that. >> second. >> commissioner hyde, aye, lee, aye. >> okay. 5 b. tell me if i'm tell me trong, unicorn. >> this is a restaurant that does good business in the week and the weekend can be slower. it allows the restaurant to incorporate parties and sometime have a dj or live music on certain nights and they have a security plan and tenants association with

coalition of san francisco and others. central station has proposed some conditions that you will find in your binder and they have also included a menu and the commission staff has not received any communications with regarding this permit. >> good evening commissioners. i'm here on behalf of kit trong, the owner of the restaurant at 191 pine street. mr. trong is in a primarily office district as you all know and his business is excellent during the daytime and early evening for early dinner but on the weekends of course it's dead. and he would like to try and draw a little business on off nights by having some kind of entertainment. there is no need for me to go over everything in your packet. you have seen the menu, the security
