september 2nd, 2010. >> thank you very much. i have a couple words. first of all i have to thank you of this item that i'm introducing is to support the continued revitalization of the opera house. the opera house is the only building in the bay view listed on the national directory of historic places and serves as a key for a gathering place. a restoration structural upgrades and i am improvements to the facility so it can function as a larger sight for community programs and uses. the architectural team and fish has been leading this project with dpw. next i would like to call miss judy. >> welcome. i'm thrilled to be

here. i'm doing a very brief presentation and i think you are going to be very excited by what you see for a supervisor tang just a little bit of history. this is one of 4 cultural centers owned by the city and that is under the auspices of the san francisco arts commission. this is a project as supervisor cohen says we've been working on with tom elliot fish and landscape designer walter hood. do you have this on your screen? or you should have the hard copy in front of you. one of the things we are really proud of on this design team is recognizing the history k place of the opera house in the context of the district. you will see in front of you the very interesting history that begins with the loaney people

that live along the bay of bay view. the history of the shipyard and very interesting and important to us is the picture on the far right is a history of the racial tensions in the mid 60s. that corner you see on the right hand image is a corner that you will see on a design schematic that we hope to turn into a commemorative plaza. i'm going to move to the next image and see the distribution -- direction we have gone with the design team. the key areas of this project are to improve accessibility with strong emphasis on the historic front and then to activate the outdoor plaza space specifically in response to a desire to create outdoor

am theatre and very active area for the community. we also wanted to do a greening elements. i suspect all of you have been there. eight very barren concrete area. this is an idea of a historic front of the building and what we'll be doing. you will see a very contemporary walkway. i have another image coming up. the design team under the leadership of walter hood has this beautiful image holding the building in a kind of an embrace, what you don't realize until luke at these drawings, the building is actually at an incline and we really want to place this property and street escape to really embrace the heart and soul of the corridor.

the next is the detail of the placement of the work along the front of the building. this is as you obviously know it's 1888 historic facade. we've been through all of our entitlements including preservation and we have an ease meant with the architectural heritage. then i just want to show i a little bit more detail on the back design elements. we are very very excited about this opportunity to create a real outdoor stage with seating. we have a very exciting and interesting opportunity to do some greening but also to allow the space open so that is it's flexible. we can do a farmers market, a street fair, any number of things and all of this is keep in mind is all about access. there is full

access completely surrounding the buildings. this project also includes interior work, ada bathrooms will be installed on 2 levels. the stage will get accessible treatment and historic balcony will have some structural engineering work done and the last image which i'm really excited to share is kind of our vision for the future. this is what it will look like as you imagine with performances going on and festivals going on with this wonderful activation which will include new fencing, new lighting, new seating and just i think a sense of vibrancy. the project is 4-and-a-half million that is coming through 11 city sources. this is across multiple city agencies and we hope to raise an additional

half million dollars. and we would like to give local brick by brick program. i'm happy to answer any questions regarding the contract. >> thank you very much for your presentation. before we bring up brook to say a couple words. could you talk to me, i didn't see in the description the possible design for connecting the parking lot to the plaza. >> the mendell plaza. the design work on the fence includes a large ruling gate that will be across from mendell plaza. with the intent

we'll close off the bay view project for the children and will it encourage movement from the man dell plaza to the bay view plaza. >> what material is it made of? >> the final work will go through final design. it's actually going to be metal with a twist in it that will have a kind of a ripple effect so you will be able to see through it at some angles but it will block and provide privacy for children's area and will be lit from underground so in the evening the light will shine and it will have a sense of movement to it. >> will it mechanically move?

>> our property at the bay view could be opened up to the children's playground. it's why we moved the current play area for the programs that take place now is along 3rd street. let me show you on this. >> so starting out it won't be connected? >> it's not connected now because there are two separate properties owned by two separate departments. but we imagine a time where we can put a single gate. the gate that runs between the two properties is not being changed but we do imagine m time it will be lovely for the community if we could link the two properties together. right now the children's area that is used predominantly by the tenant organization is here and we want to move it here so it

department for another supplemental tomorrow. unlike those departments, however, this doesn't require two-thirds vote. it passed unanimously with the addition of taking harvey rose's recommended reductions of 1.2 million. but it is $38 million overall and the general fund hit is going to be a little over $12 million. this is something that we're obviously not excited about having, but it is a long-term structural issue that the department of public health has been facing. we are working with both barbara garcia, greg wagoner from our department to fix the issue as we look into our budget for next year and what that means for next year, this is obviously our eyes on the ball moving forward here. we will work to do that, but hope to have the support to fix it this year. thank you. >> colleagues, any additional questions? can we take this item same house same call? without objection, this ordinance is passed on the first read. promoting the 100th anniversary of the san francisco city hall. >> supervisor farrell. >> thanks, president chiu. colleagues, this also came out of budget and finance last week. this earmarks the 100th anniversary. it allows private donations between now and 2015 to make capital improvements to city hall and it is going to host a series of exhibits and events. this item is supported by the historic preservation commission and amendments in committee requiring the reporting of all donors and expenditures. i want to make sure to talk about it because to ensure people know this is without cost to the taxpayers and no general fund or other public money is going to be used. it's primarily a vehicle to be gathering private donations so i hope to have your support. >> colleagues, can we take this item same house same call? without objection, this ordinance is passed on the first read. [gavel] >> item 10. >> item 10 is an ordinance amending the administrative code relating to san francisco's open data policies and procedures and establishing the position and duties of the chief data officer and the departmental data coordinators. >> president chiu? >> thank you, mr. chair. colleagues, i want to thank the gao committee for their recommendation of this item and appreciate your consideration. three years ago i was happy to work with mayor newsome to pass our city's first open data ordinance and at that point we were a national leader in the open data movement. unfortunately we have fallen a bit behind. at this time we have about 500 city maintained data sets, but there are literally thousands of data sets that we could put out to the public. we have known in recent years that the release of government data and improved partnership between government and citizens

has led to many successes at improving government. we know this is good for open government. this is to help provide more information to the press, to the public, and really ensure that as we analyze our government data, this is leading to innovations throughout our communities. i want to just take a moment because some of our colleagues have asked me, what type of data are we talking about? let me give three examples of things that i think we could really move forward on. first has to do with rec and park. four years ago the very first meeting i had with now director phil beginsberg, i asked him when the city was going to have an online application to reserve picnic tables and barbecue pits. ~ last year they finally put this data outed to the public and a local company'lyerction us answered the call. i'm excited there is finally a rec and park application to help find picnic tables and soon make online reservations to do that. secondly, the topic of open budget, all too often san

franciscans want more transparency in their budget to be able to drill down on exactly how and where every dollar of our $7 billion city government has spent on salaries, contractors programs, goods and services. about a year ago i asked our city controller to see if his department could help us display this information for the public and i want to help announce the fact that this week, if you go to our city controller's website, and you click on the sf open book link, you can find an awful lot of information about our city budget and i want to thank our controller and his staff for the incredible work that they have done in the last couple of months to move this forward. and i do hope this is a tool that will help all of us not just those of us on the budget committee, but the entire city as we understand more about how we spend our city dollars. third item i'll mention, which does touch upon a resolution that we will be considering later, has to do with a challenge that i put out to public agencies in 2011 to provide the data around towing

time so that our city or citizens could help create an app to allow residents to alert if their car is about to be towed. the mayor indicated support their this idea, an a year and a half later on the towing times has not been released. these are several examples of the type of data that can help make city government work better. the legislation we have in froth of us does three important things. first it creates a chief data officer position. secondly, it requires eversiti department to designate a data coordinator to work with the public and the chief data officer to get this information out. and thirdly, it requires the development of consistent standards in how data is presented. i want to take a moment and thank supervisor avalos and his staff for drilling down a couple questions here that i know and trust are going to be addressed in the implementation of this legislation, but it's my hope that as we move forward save will again regain our position as a leader in the open data movement. and with that, colleagues, i ask your support. >> thank you.
