>> supervisor farrell, did you want to -- okay. so, i have a few comments. so, first, i want to really thank all of my colleagues who have spent an inordinate amount of time on this legislation and potentially getting it to a place where it may be passed by the board of supervisors. i think coming into this legislation and this very lengthy and challenging debate is, you know, i came in, and i know a lot of people came in with recognition that we need to take into account the needs of all of our residents including renters, including tic owners. and i really want to -- in fact, we've had a number of hearings on this already.

i want to thank the advocates on both sides who at least acknowledge the challenges that the other side faced. and there were folks on -- who were opposing the legislation vociferously, but who at least acknowledged the challenges that not all, but quite a few tic owners are facing. and i want to thank the tic owners and advocates who at least acknowledged the crisis in housing affordability in our city that affects many people, including many tenants. this is about housing stability for everyone and there were advocates on both sides who i think really understood that big picture. whichever side of the debate they happen to fall on. in my district, district 8, ~ we have many, many renters who are struggling mightily. we also have the largest number of tic owners.

i know that throughout this process there have been some who have caricatured tic owners. today we didn't hear that rhetoric like we have in past hearings and i think that is appropriate. tic owners, the ones who i have met in my district and elsewhere, are also san franciscans. these are our neighbors. and by and large, these are former renters, often long-term san francisco renters -- not martians who dropped in from another planet -- who scraped together a down payment and are in the tic. one of the hallmarks of this board of supervisors over the last few years is we, along with the mayor, have been able to address and move forward proposals on issues that have vexed the city for a long time. if you look at our last ballot, prop c, the affordable housing

trust fund, that was many, many, many years of work and false starts and we were finally able to get it onto the ballot and have it pass overwhelmingly. prop e, business tax reform, one of those eternal debates at city hall about how do we actually move forward forming our business tax. we were able to put that 09ctionv ballot and it passed overwhelmingly. the debate on tics has been going on for a long time and it's one of those eternal debates at city hall. and i am pleased that we potentially have a resolution that will balance the needs of our many citizens this this -- or many residents, i should say, of this city, whether renters or tic owners, being able to find that common ground. ~ in this i will note to those who have been critical of the

legislation that supervisor farrell and i introduced, i'll be honest, i didn't see very much dialogue about how to move forward to resolution before the legislation was actually pending. sides were extremely polarized and there was no -- i don't think that there was any meaningful discussion of how do we come up with some sort of legislation that everyone can live with and move forward. we now potentially have that. and sometimes even though ideally you want to work things out and come forward and introduce legislation that everyone or a lot of people can support. sometimes the debate doesn't really begin in a meaningful way until you actually have something pending on the table. and that's what we have, and i want to thank my colleagues for working so hard to come up with something that may end up being a resolution. so, i look forward to the

continued dialogue for the next few weeks. i will be supporting these amendments today, and i know that we'll have continued discussions. we did just receive these today. i have had a chance to look at them. from what i've seen, there are some very positive aspects to them and i will be supporting these amendments. so, supervisor kim? >> thank you. i also just want to make some final comments, which i saved from the beginning because i knew many of the members of the public wanted to speak. and, so, i am really happy to see that a resolution has moved forward and, you know, i think that, you know, i want to acknowledge some of the concerns that people have about having this bypass move forward in any form. but i really do think that changing, a, reforming the lottery process in the future.

reducing the eligibility to buildings to four units or less and also increasing the owner occupancy requirement is really actually a very good reform for the lottery process that currently exists. and i also think the suspension of the minimum of 10 years is also incredibly important because we do have many folk that are just in the pipeline already. so, feasibly it would be able to convert over at least the next 10 years if not longer. but we're able to address that -- you know, whether we agree that's the tic owner exist or not, that they should have thought in that fashion or not is right or wrong, they do exist in our system and they are planning to go through the lottery process at some point. but we're able to protect future speculation with this reform. i think that's really important so that any realtors or folks that want to go out and buy big building -- not big, but, you know, two to three, to six-unit

condos to convert are on warning. that is not going to be an option for ownership in 10 years at a minimum. i think that is really important to tenants today given so many step ant are facing. because the city is doing so well which is great, that's also a positive thing when the economy recovers. unfortunately one of the down sides of that our city becomes more expensive and that rent goes up. ~ and i think all of us have heard it from our tenants in our district. and i want to be really careful in saying that i think when people have attacked tic as an option, that we're not attacking the people who want to own homes in the city. we're just attacking the solution to home -- that solution to homeownership, that we would prefer that people who want to become homeowners, they didn't have to go to the rent controlled housing stock to become homeowners. we want to find another pathway. one of that of course is more housing production, but also housing production that is

affordable to residents in the city. and i am guilty of that, as many of our colleagues are of supporting, you know, luxury developments in the city that doesn't address that concern. but i think that we have to figure out really a more realistic solution in terms of what homeownership means that's affordable to our middle class and middle upper class residents here in san francisco so that when the lottery does resume in 10 years or so, we really have an alternative for homeownership here in san francisco. and, so, hopefully that will give us some time to really be thoughtful about that. how do we get our developers to build, you know, housing? it shouldn't be on the city to build housing. we can build income housing. i think it's important we subsidize that. we have to figure out what we can do to developmental cost ownership here in san francisco. i'm very appreciative of this and i want to appreciate the

advocates that have worked on this over the last three months. i know they have sat in supervisor yee's office and president chiu's office and also my office. so, a lot of peep to talk to that can't talk to each other. so, i know that the advocates kind of work triple time to make sure we get this done today. and i am also very appreciative of supervisor farrell and wiener wanting to work this out. i think, you know, their intent was really to address current tic owners and i think that these amendments will allow us to do that. thank you. >> thank you. supervisor farrell. >> change of captioners

>> all right. well, i'm daniel lery the chair of the super bowl bid committee, we have been doing at this for about nine months now and mayor lee gave me the honor and the privilege of taking on this task. we have had incredible

momentum, we have an incredible bid committee compiled and we have mayor willie brown involved and we have charles scwhab and rice and joe, deasandro and an amazing collection, but today we are humble and honored to add the fire power to the committee in the form of world champions, and a hall of famer, and folks that have taken part in over ten percent of the super bowls, and we have great admiration and respect for both of you and we cannot thank you enough for coming on board and helping us get this over the goal line. we hand off our final package on may 7th, to, the nfl owners and then we present on may 21st, but, the one thing that we want everybody to realize is

that this is the community-wide effort and that this is going to be something that is not just about san francisco and it is not just about santa clara and it is about the entire region coming together and the reason that i took on this role was that we have amazing things happening in this community and we have amazing technology and we have amazing business leaders and we want to highlight that and we are going to over the next six weeks. but, i'm focused also in highlighting what is happening for those that are or the things that are not yet great, we have 1.3 million people who are too poor to meet their basic needs and so what we are going to do by bringing the greatest game to the greatest city and region, is we are going to make this good for the entire community, and that is why this is going to be the most philentropic super bowl bid and hopefully super bowl and the nfl and the nation has ever seen and with that i would

like to turn it over to mayor lee. >> thank you. thank you. >> good morning. daniel, thank you, again for your wonderful leadership, up our bay area super bowl committee and thank you, again, i still remember the very first time that we talked about what it was and what the 9ers meant to us and i want to thank you and the whole 49ers franchise for continuing to work on this wonderful legacy that we have with the 9ers and supporting if not helping us lead the super bowl bid, committee as well. you know, just the last couple of days, i have to admit that some of us were kind of looking very, disappointed about the events or regarding the blue angels. and it just kind of reminded us how important these events are to a great city like san

francisco, to the fan--base but also to the residents as well as to neighborhoods and the businesses events like the blue angels and like the fleet week, and we can't do without because when they do decide that they can't be here for any reason, there is a real heavy breathing that goes on, and that certainly is something that i felt. but that means that i'm as enthusiastic about the america's cup because that will definitely be a strong filler in. but i am absolutely thrilled and enthusiastic about our super bowl bid. and it will be a great thing for us to do, and it brings as daniel said, all of the elements of our bay area together, the cities and the corporations and the neighborhoods and the fan base and it has that over tone that i love about what the nfl will do, with us, with the proceeds of this wonderful event. you know, i have had a chance and i know that all of you have

had a chance to relive the excitement of the super bowl and as i told coach severt and steve young just now in my office i paced five yards back in my office all day long and at home. just to relive that possibility that occurred this past super bowl. and that just reflects the excitement that we have with the super bowl bid. and now, today, it is my privilege to co-announce with everyone here two people that are additional fire power to our super bowl bid committee. george sefert and steve young don't need introduction but i love talking about them with the past 9ers. the coach led the 9ers to two supervisor victoris in 90 and 95. and he brought his own 49ers legacy because during had time as i remember, the 49ers earned the best defense team in the whole nation that was a

wonderful, wonderful achievement and it continues with that legend, so coach, thank you for bringing your winning record and your wonderful great name to help us win another super bowl, super bowl bid for super bowl 50 or 51 for the bay area. and coach, partner in 1995 was, of course, the legendary, hall of famer, famous quarterback steve young who threw a record 6 touchdown passes during that game and became the first ever player to lead the super bowl in rushing and passing. thank you for your support, your leadership and your lending your legend to our pay area super bowl bid to help us complete the final yards of this effort in bringing it all the way to the end zone. and you know, george, and steve, and jed they all know that there is no better place in america to host a super bowl, 50 or 51 than the san

francisco and the bay area. and with san francisco as the official host city and the game to be played in santa clara we know that every hotel room and restaurant between here and san jose will be filled and that the entire region will come together and benefit tremendously from the hosting of the super bowl and that is why we have so many of our departments that are here from our city administrator to our public works all of the city families coming together, with the bay area, to make sure that we host a great event for the whole entire area. and i know that once we host this first super bowl, once we win it, and we host it, that we will be in the rotation for future super bowls as well. we have the hotel rooms, we have the hospitality and we have the transportation network and we have the businesses and the community to support, to do this right and to do this well.

and so, i want to just again, thanks daniel, thanks the entire super bowl bid committee, and welcome in george and steve to join jed and daniel and all of us in making sure that we persuade the nfl in may, that we have earned the right to host super bowl 50. thank you. push [ applause ] >> as you know we have the draft coming up and a lot of draft picks and we traded up to get the two top guys in the draft and we have them now and in coach siefert and steve young and i think that it is very important to echo what mayor lee said this is about bringing a region together, you know, everyone from san francisco, to santa clara to san jose, that is what sports is about and that is what sports does for a community. and we have been working

tirelessly to build a state of the art stadium, that embodies northern california. from the technical standpoint, from a sustainable standpoint. and you know, to it rate one of the things that i am the most proud of, this will be the first lead stadium in the national football league and we will be neutral to the grid for the ten home games and that means for the home games we will be powered completely by the sun and nobody else can say that in professional sports in this country. and i think that is something that highlights what we are trying to do and what we are trying to show sports can be not just a great thing for the community, but a becon for what we should be striving for every day in our life from a technical standpoint and sustainability standpoint and we are excited that the weather has been fantastic over the winter where we are ahead of schedule on construction and we are moving forward and, we can't wait to play a first game in 2014, and we are looking very much forward to hosting

the super bowl, and getting ourselves into the rotation. and as we all know, we lived here and we love the bay area and we want to show everybody else in the world that this is the greatest place to host the greatest game in the world. and i would like to introduce the coach and really thank both steve and george for being here and being a part of this. thank you. [ applause ] thank you, jed. thank you, mayor and dan, i'm obviously proud and excited to be part of this committee that will attempt to bring the 50th super bowl to the san francisco bay area, it was in i believe, 1967, that the first super bowl was played in los angeles, california. and that seems only fitting now that the nfl bring the 50th super bowl to northern california in the san francisco bay area. san francisco in the area over the years is a hosted

successfully, many nfc championship games, and the super bowl at stanford in 1985, i thought it was 95. the years go by so rapidly and as now recently, the world series games and we have so much to offer and we are going to have an awesome stadium as far as the san francisco bay area and the attractiveness of the city itself. and from the wine country to the north to carm el to the south. it is a great venue to host a game. i'm familiar with one of the two areas in particular. more than the other. the north. and but at any rate, we have a tremendous tradition going back to the days of kesar and the great football players and we have one of the only back fields where everybody is in the hall of fame. i am sure that all of you remember all of the players and

kesar and but now we have the great players that have been a part of our tradition, we offer a great venue, and i am excited to be part of it and at the same time i am excited to introduce steve young and steve is obviously one of the reasons that we are able to win so many games and to win a super bowl, in what year was that? >> 95. >> is it 1995? >> thank you very much. >> [ applause ] >> okay? >> thanks, george. >> it is always good to reunite with him to see him. >> super bowls have a way of defining the careers and a way of defining cities, and you look at the championships that have been here, recently with the giant and obviously with the 49ers back in the mix and the history of the 49ers, we have been associated with the super bowls and it is an association that we really relish. the idea that it would be here in san francisco, makes sense,

it is one of the great destinations cities in america we were lacking the physical play at the stadium to do it and now that has been taken care of and i appreciate those efforts. >> they have a way of these big defining moments to build a lot of bridges both daniel and the mayor and george mentioned this is a bridge building effort and i appreciate being associated with that kind of that would allow the relationships that could be mended and the super bowl is a great place to do that. and i am appreciative of the efforts to do that and i think that if you think about where the super bowl has been in the past and compare it to san francisco, and san francisco lacks nothing. and really the entire bay area, to host a tremendous event. and i think that obviously it makes sense to everybody here but i think that even nationwide, people think about it and think, of course, that makes sense and so i look
