yesterday. that was the time lapse and that is why we canceled the march 14th board meeting because there was no point to have it. we had to vote to appoint him because by our charter we appoint, not elect. the selection committee votes on it and it goes to the board and our board today voted to appoint him, both in the section of our board meeting. it was to afford him the courtesy to talk to his own board and the people he needed to talk to before we could inform our board. and that was unfortunately a time lag of about 6 weeks. and he of course wanted to give proper notice and that's why he will not be officially joining us until june 1st. >> any other questions? okay.

[gavel] >> item 19. >> item 19 is an ordinance [speaker not understood] general fund reserve of approximately 4.3 million to support shortfalls in the sheriff's department for fiscal year 2012 through 13. >> supervisor farrell. >> thank you, president chiu. colleagues, this is a supplemental that came before our budget and finance committee last week from our sheriff's department. it's the third supplemental we've seen this budget season. the first of the public defenders which is going to be coming back for another hearing soon and second obviously the department of public health supplemental. the reason for the supplemental were twofold. one, unknown workers' compensation costs due to a few big claims that were not predicted last year as well as overtime costs due largely to the fact they were unable to fill vacant positions and have been struggling to do so although seem to be on the mend in that regard. we adopted recommendations from our budget analyst reducing the cost of the general fund by $181,000 so we're looking at about 3.2 million from our general fund reserve.

needs in every department in every neighborhood in the city. over the past five years, voters have approved $1.9 billion of ga bonds for hospitals, parks, police and firefighters and streets which has been equivalent to the previous 22 years of geo bonds combined and we've been doing it in a way that has been responsible and has not involved the increasing of taxes. and just want to thank everyone who has been involved in this and, colleagues, ask for your consideration. also want to recognize a change that supervisor wiener had made in the budget committee to reflect that once the 2030 transportation task force that has been ongoing over the next couple of months, once their work has been done, we do have an opportunity to come back and look at some of the aspects of the capital plan to make sure that we are fully funding our transit and want to thank supervisor wiener for that good suggestion and let folks know that is something i think we all support.

>> supervisor wiener. >> thank you. and i want to thank the capital planning committee for all of its work in formulating this plan. the advent of our capital planning process and the periodically updated ten-year capital plan is one of the very best things that's happened in san francisco recently in terms of our prudent management of our capital assets and planning to invest in them and keep them up and deal with the incredible backlog that we have generated by neglecting our capital assets in recent decades. i'll be supporting the plans that i have supported in committee, but i do have a serious concern about it, which is reflective of i think a general attitude that we have

in city hall, which is lack of significant and not support for our public transportation system. we have neglected the system for a long time. it is deteriorated and muni is not meeting the needs of our population. we anticipate population growth in san francisco and we're expecting our already inadequate transit system to meet the needs of even more people when the system can't even meet current needs. if you look at the capital plan, the investment in our public transportation system is woefully inadequate. in the plan it estimates that unmet capital need currently for muni are more than $2 billion. that amount will only grow over time over the next ten yearses

as the system ages beyond its current age, and yet we have the plan contemplates a small fraction of that amount in terms of what we will actually spend on muni's capital needs. i am happy that there is at least some money for public transportation in the plan, which has not been the case in the past in terms of a possible general obligation bonds. and also a vehicle license fee which, who knows if that will actually go for public transportation. hopefully it will. but this is just a small amount of what we actually need. we talk a lot about how when we do a budget, a budget is a reflection of our values and of our priorities. i think the same is true of a ten-year capital plan. it is truly a reflection of our values and our priorities and this plan unfortunately reflects i think a broader lack of support in the body politic

in san francisco for ensuring that we have a world class public transportation system. we call ourselves a transit first city. we need to put our money where our mouth is. we haven't done that in a while. we need to start doing t. i think that this is a small step in the right direction, but it is not nearly enough, and i hope this is just the beginning. ~ with all that said, the capital planning committee i think has done a tremendous job in moving the plan forward and i will be supporting it. >> colleagues, can we take this same house same call? same house same call, this resolution is adopted. support of the five-year information and communication technology plan which i had several years ago in legislation asked that our city's i-t staff put together so that we can have a framework about how we plan invest in technology. and i do support the plan as it's laid out. one thing i would just notice, though, for colleagues is that over the next five years we have about $200 million of capital needs that we have within our ict areas and i think it's important for us to think about that, to think about how we can make government more efficient and effective through the use of technology, and to do this in a way that really increases public access and transparency. but all that being said, colleagues, i hope that you will be able to support this plan and i want to haltake a moment to thank the members of coyt and i-t staffers that worked into putting this together. >> colleagues, can we take this same house same call? without objection this resolution is adopted. >> madam clerk, can you call item 22. >> item 22 is an ordinance amending the planning code to extend the restriction on tobacco pair 235 nail i can't establishment in the polk street [speaker not understood]. establishing the lower polk street alcohol restricted use district amending the zoning map and establishing findings. >> president chiu. >> thank you, mr. chair. very briefly again, colleagues, i want to thank the members of the land use committee for their support of this legislation which places some alcohol related restrictions in lower polk neighborhood. right now there are at least 45 existing alcohol permits for the six blocks of the restricted use area that we're talking about. if you go the entire length of the commercial portion of polk street, we're talking about 121 alcohol permits. want to take a moment and thank all the various neighborhood groups that we worked with as well as the bar owners and the merchants that provided feedback, as well as the small business commission, the entertainment commission, and the planning commission. this legislation i think really tries to strike the right

with that caveat, i will be supporting the license. on the previous item, we did strip out the surveillance condition and i thank the committee for doing that. unfortunately, we've seen inclusion of this condition of a required surveillance, continual monitoring of the surveillance and making the surveillance available to the police on request with no warrant for a 30-day period. i think it's been applied in an overbroadway. it's one thing to apply it to an establishment with a problem history. but we've seen the condition go well beyond that type of establishment. but with all that said, i do support this liquor license and [speaker not understood] the inclusion of that condition, i will be supporting it. >> colleagues, can we take this

celebrating national library week, a time to highlight the value of libraries librarians and librarian workers. libraries today are more than repositories for books and other resources. they are often the heart of their communities, campuses, or schools. libraries are deeply committed to the places where their patrons live, work, and study. libraries are trusted places where everyone in the community can gather to reconnect, reengage with each other, to enrich and shape the community and address local issues. librarians work with elected officials, small business owners, [speaker not understood] and the public at large to discover what their community needs are and meet them. whether through offering e-books and technology classes, materials, language learner programs for job seekers, or those to support urban literacy, librarians, [speaker not understood] to the community they serve, and they respond. in our community and let's give a little bioabout lisa braid en. she has worn a lot of different shoes since she decided to become a ballerina at the age of 5. after 12 years of professional training, she switched from [speaker not understood] shoes to birkenstocks and went on to stanford university. after graduating with a degree in communications, she became a documentary film maker. she drew on her past to make an award winning pbs documentary [speaker not understood] about students vying for a spot with the san francisco ballet. flash forward to 2006, lisa graduates from san jose state's library school and discovers that times have changed. sensible pumps are no longer the [speaker not understood] for public libraryianses. they need to get out from behind the reference desk, lace up running shoes, and get out

into the community. and that's exactly what lease did when she started working in the omi. as an oceanview branch manager of the san francisco public library, lease took a position conducting in-depth research of the oceanview neighborhood to discover how best to serve this diverse community's needs. in reaching out to the community she learned that seniors needed a place to learn computer skills and so she developed and led weekly basic computer classes for seniors and she also did this with teens by creating a regular gaming program that appealed to young people. she helped expand the oceanview branch's current collection of culturally relevant books and other materials that focus on the african-american and chinese patronage and beyond this she partnered with a local food pantry that serves chinese mono lingual toddlers and grandparents caregivers to conduct weekly story times. this is the type of proactive and caring leadership that

brings diverse communities together and allows everyone to thrive and grow and we are honored to take this time today to honor her exemplary work in leadership in our city and for our public libraries. thank you, lease braid en. >> thank you so much. this is quite a change of pace for me and -- >> pull that mic -- >> is that better? i was saying that i'm generally much more comfortable addressing toddlers in story time. i want to thank you, supervisor avalos, and san francisco city supervisors, for this truly wonderful honor. i can't tell you how gratified i am at so many levels. as manager in children's librarian of the oceanview branch library, i work in the neighborhood that is largely invisible to the rest of the city. the oceanview neighborhood has a long history of being overlooked and under served. even going back to the 19th

century, the community fought hard for just basic services and that struggle continue to this day. this is deeply engrained with optimism in the oceanview neighborhood, and that's the spirit that inspired me when i first arrived there two years ago. statistically, the oceanview branch library doesn't compare very well with other branches in the system. it's a very small library and it consistently lands at the bottom of the list when branch circulation statistics are published each month. but statistics don't tell the story of the oceanview branch library. books may not be checked out in the same numbers as at other branches, but the way the community uses the library is truly profound.

a large proportion of the patrons who come into the library are dealing with very serious life issues. many are fighting to keep their homes when they can no longer afford the mortgages. many are seeking section 8 housing information. when doing food stamp certification or applying for jobs. ~ renewing adding to their problems, many of these residents don't have much in the way of computer skills. it quickly became clear to me that to properly serve this community, i did have to get out from behind the reference desk. so, i did start teaching computer classes at the branch and my staff and i spend a lot of time at the computer branches -- at the branch computers helping patrons with complicated online applications. i also saw the need to increase the capacity of the branch, and i did
