i want to start by first having the project sponsor come up here and give you some more information on this project >> again evening i'm jeff and this is my wife. we're the sponsors of the project. in 2008 i attended neighborhood meetings and planning commissioner hearings from a meeting. at both the neighborhood hearing i heard what the neighborhood concerns were. when lying my wife were able to purchase the property we deliberately included many of the neighbors concerns and issues when designing our project. we have had several meetings with the neighbors.

most of our neighbors like the chances. we've made several concessions and in order to be good neighbors and have a viable project. my wife and you are employees and we've worked very hard to grow our business over the last thirty years. we need this space to continue our growth. please uphold the planning commissions decision this is a great project that will comfortable the aesthetics to the neighborhood. i want to say we're not developers we're just a couple that have worked hard over the

last 31 years. we've raised our children here and we decided we wanted to move into the three neighborhood and continue our work. we really feel we've made an effort, you know, to make a good project and i truly believe that most neighbors are heap with it. thank you >> thank you commissioners. so i'd like to first emphasize the length they went into. the project was first started by a developer who want to have a 5 foot story building. jeff you listened to ail the public comment and when he

purchased the project he meet with the developers and wanted to know how to respond to the neighbors issues. they provided he'll parking eliminating the need for any curb cut and they've updated the design. they held a number of meetings with the neighbors and after those meetings they further reduced the bulk of the building they put the penthouse inside the building and they tried to provide a better fire proof ceiling and at one point be responsive to the neighborhood. they further reduced the bulk on the east side of the project to

better provided sunlight to the buildings in the area. i would like to do add a document to the record. it's a e-mail from jean who has the first building up on hide street. we want air and sunlight to reap their property. steve brought to our office this final approved plan and your improvements are greatly appreciated. so that's there. even though not all the neighbors have found this to those a good project it's not

the tall it or the most massive building open the street. while they've done their best to fit into the neighborhood it has a 10 to 12 foot ground floor ours is 11 feet. the back space will allow them to have their administrative operation. the bikes will now be transferred between the buildings and also endanger and recycling will be taken place removing it from the beach front sidewalk which is used heavy by tourists. the proximately will allow them to grow their san francisco

mr. sanchez >> thank you skovt from the planning department i'll be brief. the property at the 71 b street is located in the zoning district. this is a little bit unlike the other items specifically when we had a dr commission we had properties that are subject to the residential guidelines but this is a residential side it abuts to the nc zoning district and to the west is the c-2 zoning district continues on. so there is no notification required from the neighborhood of the project. we have cases from 2006 but the planning zoning heard a

declaration from another previous project and i believe at this point there was an denial from the board on that project. and the building permit that was - in 2010 the building permit was submitted and we reviewed the permit and held the mandatory discretionary review and the hearing commission approved the building permit application so we find it meets with the guidelines and find the design to be appropriate. i would note in terms of that have the 3 story to the 4 story building code issue i believe there is reference inform the

four story building. i'm available for any questions >> just one question. at the planning commission were there a lot of people opposing? >> yeah, this hearing was hid in the board of supervisors chambers and there were other items on the calendar that day but there were a lot of people for and against that project. i couldn't break it down for you >> do you know or think it's because of the outreach from the project sponsors? >> you will get people who are in opposition who later are in support pa maybe the case here. >> all right. thank you.

desire to work with the neighborhood. those people have done a real good job. there was opposition at the last hearing that i was at but there was just as much in favor of it and there was a lot more on both sides of that. the other thing as a businessman in the neighborhood and just a person who enjoys looking at beautiful things in the neighborhood. it's a world-class neighborhood. i don't know if we can get a picture of it. the property now doesn't even have running water. and what the sponsors are proposing is a structure that's a world-class promise. it's amazing that people are

he was this liquid guy when jeff left the meeting that he was going to sue himself him and now jeff just made a major concessions to the building. obviously it was a legitimate complaint. we not all in the mode to sue everybody. the people who live there up the street they're going to be the ones blocked. this is on open space and that's to the south of the property. there's no light coming from the property at all. the light that hits this property comes from the west and

the northwest especially, when the sun appears to move to the north all of that nature light flows in. the concession to the rear is not part of that. this makes is crystal clear to us the lawyers sold us out to the developer. if the developer was willing to do it for the lawyer why not do it for the neighbors up the street. the e-mail was yesterday we don't want any more fight and they reacted to that. you should have asked them to give this to us. you should remain there were at

settlement there's nothing so - steve do you at one point give up and speak. i want to point out there's other four stories on the block and if you take a look at the diagram the third and fourth building up from d street they're uper stories are completely - there's an entire lot between the upper stories so there's quite a bit of light and air still assessable to those building with respect to the adjacent office building we've done everything we can to recognize that.

that particular proposal or one previously when i was at planning which would have been significantly a long time ago. in that particular area begin the rentals that are in that area the amount of tourist traffic and that lot never got developed. from looking at the brief and trying to track through the changes it appears that there has been significant amount of movement on the design and on what's important importantly the envelope and the volume of this particular building. i find that the overall volume of the building is similar to

the area. i'm not sure that i arguing ago with the appellants that the chopping of one floor is going to take care of all their needs. the issue here if it's really an issue to the neighbors on height street the only thing that's going to change it is the reduction of vitamin of this building vs. the rear of the building to the front of the building since the pattern of the sun is from the back to the side. so i'm prepared to uphold this permit based on what i feel is a relatively appropriate solution to that site. >> i too am leaning to uphold
